Abstract

Coastal governance policies in Indonesia have undergone significant changes over time, influenced by dynamic knowledge development. This study aims to analyze the dynamics of coastal and small island governance policies in Indonesia using a Knowledge-Based Governance approach. The method used was qualitative content analysis of 67 regulations issued by the Indonesian government between 1960 and 2024. The results show that the knowledge gained in coastal zone management comes mostly from reflections on the past and the present. Dialectical learning involving public consultation and discussions among stakeholders is limited and has not been widely implemented. Co-evolution, in which stakeholders, knowledge, and institutions interact dynamically, is a key factor in creating policies that are responsive to environmental challenges. This study suggests that the government strengthen inter-agency coordination and increase the participation of the community and relevant parties in the decision-making process. This is useful for creating policies that are more flexible and adaptive to changes. Therefore, it is important to integrate learning that involves various perspectives to produce policies that are more innovative, comprehensive, and in line with the needs of Indonesia's coastal communities.

Abstract

This research examines the central government's facilitation to foster the resilience of MSME actors through capital financing, namely the People's Business Credit (KUR) program. The implementation of capital assistance through KUR remains problematic, especially the accessibility. The main objective is to analyse the problem situations and dynamics of micro-business capital and provide recommendations in the form of an adaptive and innovative policy construction model to the government. This research utilises the Soft Systems Methodology (SSM) perspective, which can transform a complex, unstructured problem into a more structured problem situation and build a conceptual model that fits the context of the existing problem. The results indicate that the primary problem is the dominance of the KUR program's policy control by the central government, which complicates capital accessibility, especially for micro businesses, and limits the authority of local governments. The proposed conceptual model focuses on thinking across capabilities, which allows the adoption of thoughts, opinions, and ideas outside the inherent cultural framework to create innovative and adaptive policy outcomes. The two main dimensions of the model application are delegated task and authority, which is the power to delegate and provide insight or the ability to produce innovative and adaptive thinking. This resulted in two recommendations for the mandate mechanism to local governments, namely (1) authorising local governments to make recommendations for business status based on mapping to provide a guarantee for micro-businesses (2) the authority of local governments to work with banks to facilitate the distribution and bureaucratic management of KUR financing to micro businesses.

Abstract

This research aims to describe the role of the village government in developing Cemoro Barong Tourism in Tapan Village, Kedungwaru District, Tulungagung Regency. Tapan Village has local potential that can be utilized and developed for tourism. Cemoro Barong Tourism is one of the tourist attractions owned by Tapan Village which is a new tourist attraction and has the potential to be developed into a tourist event. Because tourism is still new, it really needs development and also the role of related parties in carrying out promotions so that it can be known by people outside the village. This tourism development has the opportunity to carry out village development, community development and community empowerment. Therefore, the role of village government is very important in its implementation. This research is a qualitative descriptive study using data collection techniques through observation, interviews and documentation. The results of this research show the role of the Village Government in developing Cemoro Barong Tourism in Tapan Village, Kedungwaru District, Tulungagung Regency, namely 1) As a Regulator, making regulations whose aim is to prepare directions for organizing tourism development activities. As a regulator, the Tapan Village government makes regulations that are used as a reference in the tourism development process. These rules include visitor ticket fees, parking fees and a prohibition on carrying sharp objects. 2) as a dynamist, the Tapan Village government encourages community participation by conducting tourism destination management training held at the village hall. 3) as a facilitator, providing funding or capital that is used for the tourism development process by building facilities in the form of facilities and infrastructure which will later support the attraction of visitors to visit. 4) as a catalyst, the Tapan Village government accelerated the process of developing Cemoro Barong tourism by promoting tourism by utilizing social media accounts owned by the village such as Instagram and YouTube.

Abstract

Abstrak Kualitas pelayanan perizinan usaha menengah di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Jember penting untuk membangun kepercayaan dan loyalitas pelanggan. Regulasi perizinan untuk usaha mikro, kecil, dan menengah (UMKM) kadang menghambat proses izin. Keluhan masyarakat terkait lambatnya dan kurangnya keramahan pelayanan ini sering muncul di media. Artikelini bertujuan menjelaskan kualitas pelayanan perizinan UMKM di dinas tersebut dengan pendekatan kuantitatif dan metode deskriptif. Dalam Artikelini, 50 responden terlibat melalui accidental sampling. Kualitas pelayanan dinilai menggunakan model E-Service Quality atau Servqual yang mencakup enam dimensi: efisiensi, ketersediaan sistem, pemenuhan, privasi, responsivitas, dan kompensasi. Hasilnya menunjukkan kesenjangan antara persepsi masyarakat dan harapan mereka terhadap pelayanan perizinan, dengan gap negatif -14,3. Ini menunjukkan bahwa kualitas pelayanan perizinan usaha menengah di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Jember belum memenuhi harapan masyarakat dan masih terkategori sebagai pelayanan yang cukup. Kata kunci: Kualitas Pelayanan, Perizinan, Usaha Menengah, E-Service Quality.

Abstract

The low level of regional fiscal independence can result in pressure and fiscal risks for the central and regional governments. Local governments need to have an adaptive organizational system to mitigate fiscal risks for their regions. This study aims to design an early warning system to monitor local government fiscal risks through an adaptive fiscal risk mitigation model. This research was conducted in two stages: first, identifying the level of regional fiscal risk using the content analysis method, and second, designing a risk mitigation model using the Soft System Methodology (SSM). The results of this study indicate that all the fiscal risk indicators studied (financial, economic, social, institutional, and environmental) have high-value risk items. The fiscal risk mitigation model resulting from this research is through the beyond budgeting conception, which focuses on the structure of the institutional system. A self-organizational framework and a bottom-up system are the two main elements that drive the beyond-budgeting institutional ecosystem as fiscal risk mitigation. The self-organizational framework can be built through the supportive leader, organizational network, and market coordination subsystems—the bottom-up system-building subsystem, namely through resources on demand, public focus, and relative targets.

Abstract

This study aims to analyze the influence of human resource capacity and the use of information technology on the quality of financial reports with the management of Regional Assets as a mediating variable. The background of the study is based on the important role of competent human resources and optimal utilization of information technology in realizing accountable regional asset management, which ultimately has implications for the quality of regional government financial reports. The research method uses a quantitative approach with a survey technique with PLS-SEM (SmartPLS 3.0). The study population amounted to 114 apparatus related to the management of BMD and the preparation of LKPD. A sample of 89 respondents was determined using the Slovin formula (e = 5%) and stratified random sampling based on roles (asset administrators, eBMD operators/preparers of Regional Government Financial Reports, and managers of Regional Assets in Situbondo Regency).
