Abstract

This study aims to examine the impact of government expenditure (APBD and APBN) on food availability in Southeast Sulawesi Province. Utilizing secondary data and elasticity analysis, the research assesses the responsiveness of food production to budgetary changes. The findings reveal that increased government spending through APBD and APBN does not significantly enhance food production. Instead, fluctuations in food output are primarily driven by non-fiscal factors, including agricultural land conversion for non-agricultural uses, declining soil productivity, climate change-induced disruptions to planting and harvesting cycles, and other external variables. Consequently, Southeast Sulawesi's food security faces long-term vulnerabilities without proactive interventions. Sustainable measures such as safeguarding and expanding agricultural land, improving farming efficiency, and adopting climate-resilient agricultural technologies are critical to mitigating these risks. Policymakers must prioritize these strategies to ensure stable and sustainable food security in the region.

Abstract

Abstract

The increasing demand for sustainable materials in noise control applications has driven interest in natural fiber-based sound absorbers. This study investigates the potential of oil palm frond fiber (Elaeis guineensis) as an alternative to synthetic acoustic materials. The fibers were extracted, dried, and hot-pressed at 200°C into 100 mm × 10 mm cylindrical samples with varying weigh of 20–60 g. Pore morphology and composition were analyzed using SEM–EDX, while sound absorption coefficients (α) were measured using an impedance tube (ISO 10534-2) across 125–4000 Hz. SEM–EDX results revealed a highly porous structure dominated by carbon (57.5%) and oxygen (41%), confirming the organic nature of the fibers. The material exhibited strong absorption in the mid- to high-frequency range (500–4000 Hz), with α = 0.99 at 4000 Hz and a maximum NRC of 0.89 at 50 g. Optimal performance occurred at 40–50 g, with α 0.95 between 500 and 2000 Hz, while low-frequency absorption (250 Hz) remained limited (α = 0.1–0.6). Overall, oil palm frond fiber demonstrates significant potential as a low-cost, biodegradable, and sustainable acoustic material for medium- to high-frequency applications, such as interior acoustic panels and building insulation systems.

Abstract

Noise control is essential for achieving comfortable living and working environments. Natural fibers such as Scirpus Grossus offer a sustainable approach for sound absorption applications. This study investigates the effect of varying fiber densities of Scirpus grossus on sound absorption performance. Test specimens were fabricated at three density levels; 636.9 kg/³, 318.5 kg/m³, and 212.3 kg/m³. Each had a fixed mass of 50 grams, a diameter of 100 mm, and varying thicknesses of 10 mm, 20 mm, and 30 mm. The samples were hot-pressed at 200°C for 10 minutes. Sound absorption coefficients (SACs) were measured using a Brüel Kjær Impedance Tube Type 4206, following the transfer function method (ISO 10534-2:1998) over third-octave bands. The results show that fiber density significantly affects the sound absorption coefficient (SAC). A decrease in density to 212.3 kg/m³ led to a SAC increase of 0.12 points (approximately 20% relative to the initial SAC value of 0.5428 at 636.9 kg/m³), particularly at 4000 Hz. This indicates that lower-density samples exhibit better acoustic absorption behavior. The average Noise Reduction Coefficient (NRC) across all samples was around 45%, confirming their effectiveness in sound control. Based on SAC values, the samples are classified as Sound Absorption Class D. These findings suggest that Scirpus grossus fiber mats have strong potential for eco-friendly acoustic insulation materials, suitable for applications in building panels or vehicle interiors.
