Abstract

This study aims to analyze the Tasikmalaya Regency government's policy in improving the quality of education towards Golden Indonesia 2045. Education has a strategic role in forming superior human resources as the main foundation of regional development. Tasikmalaya Regency as one of the regions with great potential in West Java faces various challenges in improving the quality of education, including the still low achievement of Average Years of Schooling. This study aims to analyze the actual condition of education in Tasikmalaya Regency, identify problems and their root causes, and develop effective and sustainable policy strategies in order to improve the quality of education towards Golden Indonesia 2045. The study uses a qualitative-descriptive approach with a policy analysis method. The data used are secondary data from literature reviews and literature studies. The results of the study indicate that increasing the average school as an effort to improve the quality of education in Tasikmalaya Regency requires an integrated policy based on five main pillars: (1) Equitable Access and Educational Infrastructure; (2) Strengthening Family Economic Support; (3) Prevention and Handling of School Dropouts; (4) Relevance of Education to the World of Work; and (5) Strengthening Educational Governance and Policy. The implementation of this strategy is expected to encourage educational transformation in Tasikmalaya Regency that is inclusive, adaptive, and quality-oriented, so that Tasikmalaya Regency can contribute optimally in realizing Golden Indonesia 2045.

Abstract

Program pengabdian masyarakat Universitas Siliwangi di Desa Pamijahan, Kecamatan Bantarkalong, Kabupaten Tasikmalaya, bertujuan meningkatkan literasi digital pengelola Kelompok Sadar Wisata (Pokdarwis) untuk memaksimalkan potensi wisata religi Makam Syekh Abdul Muhyi dan keindahan alam sekitar. Hasil kegiatan menunjukkan bahwa pelatihan literasi digital memperluas wawasan Pokdarwis mengenai pemasaran digital, pengelolaan informasi dan interaksi dengan wisatawan. Pre-test memperlihatkan rendahnya pemahaman awal; sebagian besar peserta belum memanfaatkan media digital untuk branding desa, dan akses internet terbatas. Setelah pelatihan, terjadi peningkatan signifikan dalam pemahaman tentang pentingnya platform digital, kemampuan membuat konten promosi, dan pengelolaan media sosial. Peserta juga mulai terbuka terhadap jaringan dan kolaborasi eksternal. Tantangan utama meliputi terbatasnya konektivitas, minimnya pengetahuan digital, belum adanya akun media sosial resmi, serta kurangnya kemitraan dengan pihak luar. Solusi yang diusulkan meliputi pengadaan internet desa, pelatihan lanjutan, pembuatan akun media sosial resmi, dan penguatan kerja sama dengan agen perjalanan serta influencer. Program ini memberikan dampak positif bagi pengembangan ekonomi lokal dan branding Desa Pamijahan sebagai destinasi wisata religi dan alam.

Abstract

This study aims to examine the influence of university collaboration, particularly lecturer research within a multi-actor network, on the formulation of waste management policies in Tasikmalaya City. Despite the existence of Regional Regulation No. 7 of 2012 and Mayoral Regulation No. 22 of 2019, waste management remains suboptimal due to low community participation, limited facilities, weak inter-agency coordination, and budget constraints. This study employs a mixed-method approach, combining a quantitative survey of lecturers from seven universities with in-depth interviews and observations. Quantitative data were analyzed using simple linear regression, while qualitative data were examined through triangulation and member checking. The findings reveal that most universities lack a specific research roadmap on waste management, resulting in limited contributions to policy formulation. Although research and publication training has been implemented, it has not yet focused on environmental policy advocacy. Regression results indicate that policy formulation has a positive and significant effect on multi-actor collaboration (p < 0.05), while communication and coordination show positive but insignificant effects. The model explains 62.05% of the variance in collaboration outcomes. This study concludes that clear, directed, and inclusive policy formulation plays a more critical role than communication alone and recommends strengthening university engagement in evidence-based policymaking
