Abstract

This study aims to analyze the implementation of the Mandatory Reporting Recipient Institution (IPWL) at UPTD Khusus RSJ Prof. Dr. Muhammad Ildrem, North Sumatra Province, and to identify the inhibiting factors in its implementation. The IPWL program is mandated by Law Number 35 of 2009 concerning Narcotics and Government Regulation Number 25 of 2011, which emphasize a rehabilitative approach for drug addicts and victims of drug abuse. This research employs a qualitative method using interviews, observation, and documentation as data collection techniques. The informants consist of the hospital director, medical staff, nurses, counselors, and IPWL residents. The analysis applies Edward III’s policy implementation theory, which includes four key variables: communication, resources, disposition of implementers, and bureaucratic structure. The findings indicate that the implementation of IPWL at UPTD Khusus RSJ Prof. Dr. Muhammad Ildrem has been conducted in accordance with established standard operating procedures, particularly in medical and psychosocial rehabilitation services. However, several challenges remain, including limited human resources, inadequate public socialization, negative societal stigma toward drug users, and budget constraints. The study concludes that the success of IPWL implementation is strongly influenced by effective policy communication, adequate resources, implementers’ commitment, and supportive bureaucratic structures. Therefore, enhanced public awareness campaigns, institutional capacity strengthening, and sustained policy support are necessary to improve the effectiveness of narcotics rehabilitation programs in North Sumatra Province.

Based on the research results, there is a significant influence between transformational leadership style and job satisfaction. Where the R coefficient is0.381 and p = 0.000. The correlation is significant, meaning that if the transformational leadership style is high, job satisfaction is higher. The determinant coefficient R2 is0.145, meaning that 14.5% of job satisfaction is influenced by transformational leadership style. Based on the results of this study, it can be stated that the proposed hypothesis 1 is accepted. There is a significant influence of work motivation on job satisfaction. Where the R coefficient is 0.237 and p =0.018. The correlation is significant, meaning that if work motivation is high, job satisfaction is higher. The coefficient of determination R2as big as0.056, meaning that 5.6% of job satisfaction is influenced by work motivation. Together, the variables of transformational leadership style and work motivation have a significant influence on job satisfaction. This can be seen from the model summary table where the R coefficient is 0.427 and p = 0.000. This means that together the variable X1and X2 affects the Y variable. Based on the results of this study, the three hypotheses proposed in this study are declared accepted. The determinant coefficient R2 is0.183, meaning that 18.3% of job satisfaction is influenced by transformational leadership style and work motivation. While 81.7% is influenced by other factors that cannot be explained in the regression equation (residual).

Abstract

This study aims to analyze the relationship between socioeconomic status and self-efficacy on the psychological well-being of junior high school students. The background of this study is based on the importance of psychological well-being in adolescent development, which is influenced by external factors such as family socioeconomic conditions and internal factors such as individual self-confidence. This study uses a quantitative correlational approach with a cross-sectional survey design. The sample consisted of 181 eighth grade students at SMP Negeri 1 Banda Aceh City who were selected using stratified random sampling. The instruments used included a socioeconomic status questionnaire, a self-efficacy scale, and a psychological well-being scale. The results of the analysis showed that socioeconomic status and self-efficacy simultaneously had a significant effect on students' psychological well-being (F = 32.90; p < 0.05). The R² value of 0.270 indicates that 27% of the variance in psychological well-being can be explained by these two variables. This finding indicates that both environmental factors and students' self-confidence play an important role in shaping psychological well-being. The practical implication of this study is the need for support from schools and parents in improving students' psychological well-being through interventions based on strengthening self-efficacy and improving socio-economic conditions. This study contributes to the literature on educational psychology in Indonesia, particularly in the context of junior secondary education.

Abstract

Leadership plays a crucial role in enhancing employee performance, particularly in government environments such as the Mandailing Natal Regency Inspectorate. This study aims to analyze the role of leaders in enhancing employee performance, describe the level of employee performance, and identify factors that act as obstacles to this process. This study employs a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The informants in this study include the Regional Inspector, the Assistant Inspector, the Head of the General and Personnel Subdivision, and several employees of the Mandailing Natal Regency Inspectorate. Abstract

Local economic empowerment through government procurement of goods and services is an important strategy to support the growth of Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze the implementation of the MSME e-catalog system policy in local economic empowerment in Medan City, particularly in the food and beverage sector, as well as to identify the supporting and inhibiting factors in its implementation. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, direct observation, and documentation. The informants consisted of MSME actors, officials from the Electronic Procurement Service (LPSE), and personnel from the Goods and Services Procurement Division of the Medan City Government. Data analysis was conducted using an interactive model comprising data reduction, data display, and conclusion drawing. The findings indicate that the MSME e-catalog system has expanded market access and increased opportunities for local MSMEs to participate in government procurement. Supporting factors include pro-MSME government policies, the availability of a local e-catalog platform, and the commitment of some procurement officials. Meanwhile, inhibiting factors include limited policy socialization, low MSME human resource capacity, insufficient technical assistance, and the lack of optimal commitment from all regional work units to prioritize local MSME products. Based on Edward III’s policy implementation theory, communication, resources, implementers’ disposition, and bureaucratic structure are key determinants of policy effectiveness. Therefore, strengthening coordination, enhancing MSME capacity, and simplifying procedures are necessary to optimize the role of the e-catalog system as an instrument for local economic empowerment in Medan City.
