Abstract

The Indonesia Smart Card (KIP) Kuliah program is a government policy aimed at expanding access to higher education for students from underprivileged families. This study aims to analyze the implementation of the KIP Kuliah aspiration pathway program at Bina Prestasi Independent University, focusing on the selection process, aid distribution, and its impact on recipient students. A descriptive qualitative approach was used, with data collection through in-depth interviews, observation, and documentation. Research respondents included KIP Kuliah recipient students, supervisors, and university administrative staff. The results showed that the KIP Kuliah program has helped students from low-income families continue their higher education. The selection process is carried out transparently, but there are still technical obstacles, such as students' lack of understanding of administrative procedures and delays in fund disbursement. Additionally, students receiving the program stated that the assistance had a significant impact on reducing the economic burden on families, increasing motivation to learn, and encouraging academic achievement. This study recommends increased socialization of the program to new students, improvements in the fund disbursement mechanism, and enhanced coordination between the government, universities, and related parties. With these steps, the KIP Kuliah program is expected to operate more effectively and sustainably in supporting equitable access to higher education.

Abstract

The research objective was to determine the effect of organizational climate on organizational citizen behavior in PT.Expravet Nasuba Medan's employees, to determine the effect of organizational commitment on organizational citizen behavior in PT.Expravet Nasuba Medan's employees, to determine the effect of organizational climate and organizational commitment on organizational citizen behavior in PT employees Expravet Nasuba Medan?. This research is a quantitative research method. This section explains matters related to research methods such as research variables, operational definitions, populations, samples, sampling techniques, research measurement tools, data collection procedures, scaling, discriminatory power and reliability of measuring instruments, classical assumption tests, and hypothesis testing. . This research will be tested and implemented on employees at PT. Expravet Nasuba with a minimum working period of one year, and this research will begin in July 2023, the entire population of production employees at PT. Expravet Nasuba Medan. The overall population is 168 production employees. Sampling was carried out using the nonprobability sampling design technique, namely by using purposive sampling. The total sample in this study amounted to 120 employees. The data collection method is a method used by researchers to obtain the data used is a Likert scale. The data is processed using SPSS software. Data analysis techniques namely the validity and reliability of measuring instruments, validity tests, reliability tests, descriptive statistics, classical assumption tests and hypothesis testing. The results showed that there was a significant positive influence between organizational climate on organizational citizenship behavior of employees of PT. Nasuba expravet, with a predictor determinant coefficient value (R^2) of 0.326, which means that organizational climate contributes 32.6 percent to organizational citizenship behavior. This means that the higher the organizational climate, the higher the organizational citizenship behavior. Conversely, the lower the organizational climate, the lower the organizational citizenship behavior. There is a significant positive influence between organizational climate on organizational citizenship behavior of employees of PT. Nasuba expravet, with a predictor determinant coefficient value (R^2) of 0.421, which means that organizational climate contributes 42. 1 percent affects organizational citizenship behavior.

Abstract

Maintaining a balance between law enforcement and human rights in the implementation of the ITE Law is very important. The reform of the ITE Law is needed to ensure freedom of expression, and the right to privacy, and prevent the abuse of the law to silence criticism. This research focuses on the implementation of the ITE Law article by the Subdirectorate V of the North Sumatra Police. This research was conducted at the North Sumatra Regional Police, Medan, as a cybercrime surveillance center. Using a mixed methods approach, this study combines qualitative and quantitative data to understand the social reality in Sub-Directorate V Cyber Crime. These methods include interviews, documentation, observations, and literature studies. The development of the internet requires the government to update policies to overcome cyber challenges. The ITE Law faces issues such as rubber articles, threats to freedom of expression, legal uncertainty, digital security, and fair law enforcement. The revision is expected to create a fairer and more effective system.

Abstract

This study aims to analyze the implementation of the Regulation of the Minister of Education and Culture (Permendikbud) No. 1 of 2021 concerning Online New Student Admissions (PPDB) at the secondary education level at SMAN 1 Sunggal. The Permendikbud is expected to increase efficiency, transparency, and equal access in accepting new students. However, in its implementation, there are various challenges that must be faced, such as limited technological infrastructure, public understanding of the online system, and inequality of internet access in several regions. This study uses a qualitative approach with a case study method that focuses on SMAN 1 Sunggal. Data were collected through interviews with the school, direct observation, and documentation related to the implementation of online PPDB. Data analysis was carried out using descriptive analysis techniques to identify various obstacles and solutions that can be applied in the implementation process of online PPDB. The results of the study show that although the online PPDB system at SMAN 1 Sunggal has been running relatively well, there are several challenges, such as inequality of internet access in certain areas and lack of public understanding regarding online registration procedures. However, this system has succeeded in reducing fraudulent practices and simplifying the administration process for accepting new students. Therefore, it is necessary to improve technological facilities and training for prospective students and parents to support the successful implementation of the online PPDB system in the future. This research is expected to contribute to the development of educational policies and improve understanding of the application of technology in the educational process in Indonesia.

Abstract

The phenomenon that occurs during the pandemic due to work stress presents complex problems in the perspective of interpersonal communication and organizational climate. This study aims to determine the influence of interpersonal communication and organizational climate on the stress of nurses at Tk. IV IM 0701 Hospital Lhokseumawe. The subjects in the study were 148 nurses with total sampling techniques. Nurse stress is measured by a factor scale consisting of 22 valid items, interpersonal communication is measured by the De Vito interpersonal communication aspect scale there are 18 valid items, organizational climate is measured by the organizational climate dimension scale according to Litwin and Stringer there are 18 valid items. Data analysis using multiple regression. The results concluded that there is an influence of interpersonal communication and organizational climate on nurses' work stress Freg coefficient value = 22.171 with p < 0.05, correlation coefficient R = 0.545 with p < 0.05 and R2 = 0.297, the second hypothesis is the influence of organizational climate on nurse work stress with t value = 2.223 with p <0.05, and the third hypothesis is the influence of interpersonal communication on nurse work stress with t value of 5.394 with p < 0.05. Therefore, research related to work stress, nurses must adopt interpersonal communication well, as well as a pleasant organizational climate.Fenomena yang terjadi di masa pandemi akibat stres kerja maka menghadirkan masalah yang kompleks dalam perspektif komunikasi interpersonal dan iklim organisasi. Penelitian ini bertujuan untuk mengetahui pengaruh komunikasi interpersonal dan iklim organisasi terhadap stres perawat Rumah Sakit Tk. IV IM 0701 Lhokseumawe. Subjek dalam penelitian sebanyak148 perawat dengan tekhnik Total Sampling. Stres perawat diukur dengan skala faktor terdiri dari 22 item yang valid, komunikasi interpersonal diukur dengan skala aspek komunikasi interpersonal De Vito ada 18 item yang valid, iklim organisasi diukur dengan skala dimensi iklim organisasi menurut Litwin dan Stringer ada 18 item yang valid. Analisa data menggunakan regresi ganda. Hasil penelitian menyimpulkan adanya pengaruh komunikasi interpersonal dan iklim organisasi terhadap stres kerja perawat nilai koefisien Freg=22.171 dengan p < 0.05, koefisien korelasi R = 0.545 dengan p<0.05 dan R2 = 0.297, hipotesis kedua adanya pengaruh iklim organisasi terhadap stres kerja perawat dengan nilai t = 2.223 dengan p <0.05, dan hipotesis ketiga adanya pengaruh komunikasi interpersonal terhadap stres kerja perawat dengan nilai t sebesar 5.394 dengan p < 0.05. Oleh karena itu penelitian yang berkaitan dengan stress kerja perawat harus mengadopsi komunikasi interpersonal dengan baik demikian pula terhadap iklim organisasi yang menyenangkan.

Abstract

This research aims to analyze the implementation of the Regulation of the Mayor of Medan Number 35 of 2020 in the Medan Sunggal District related to the coordination of the organization of public facilities and infrastructure maintenance, as well as environmental cleanliness. This regulation was issued to improve the efficiency and effectiveness of public facility maintenance efforts, as well as to encourage community participation in maintaining environmental cleanliness. This research uses a qualitative approach with in-depth interviews with relevant parties, including government agencies, the community, and local figures. The collected data is analyzed using content analysis techniques to identify patterns of regulation implementation and responses from various stakeholders. The results show that the implementation of the Regulation of the Mayor of Medan Number 35 of 2020 in the Medan Sunggal District is not yet fully optimal. Coordination between government agencies still faces obstacles, and community participation in maintaining environmental cleanliness still needs improvement. Ambiguities in task distribution and responsibilities also hinder the implementation of this regulation. This research provides recommendations for local governments to enhance coordination between agencies, provide better understanding to the public about this regulation, and develop clear mechanisms for task distribution and responsibilities. It is hoped that the implementation of this regulation can become more effective and have a positive impact on the maintenance of public facilities and infrastructure, as well as environmental cleanliness in the Medan Sunggal District.

Abstract

This research aims to analyze the performance of employees in carrying out the recording of district and subdistrict monographs at the Medan Helvetia District Office. District and subdistrict monographs play a crucial role as fundamental data in regional planning and development. Employee performance in the implementation of monograph recording is a critical factor to ensure the integrity, accuracy, and availability of the required data. This research uses a descriptive-analytical approach by collecting data through observation, interviews, and analysis of related documents. The research respondents are employees directly involved in the implementation of monograph recording at the Medan Helvetia District Office. The results of the study indicate that the performance of employees in the implementation of monograph recording still faces several challenges. Factors such as a lack of training, excessive workload, and limited resources are major obstacles. In addition, the suboptimal reporting and monitoring system also has a negative impact on the quality of recording. The recommendations of this research include expanding training for employees, reviewing task allocation to reduce workload, improving information technology infrastructure, and optimizing the reporting system. With the implementation of these recommendations, it is expected that the performance of employees in the implementation of monograph recording can be improved, resulting in more reliable data to support decision-making at the district and subdistrict levels.

Abstract

This study discusses the implementation of OSS Application-Based Licensing Services at the Investment Office and One-Stop Integrated Services of Langkat Regency and its inhibiting factors. Public services in Indonesia are aimed at improving the relationship between the state and society. The research method uses a qualitative approach with a focus on analyzing relevant aspects as well as community satisfaction surveys. Data were obtained through direct observation, interviews, and literature studies. The results showed that OSS has had a positive impact in facilitating the licensing process for the community and business actors in Langkat Regency. However, several inhibiting factors such as inadequate technology infrastructure, lack of understanding of licensing requirements, and legal issues need to be addressed. By addressing these factors, DPMPTSP can improve efficiency and support regional economic growth.

Abstract

The purpose of this study is to describe the performance of the bureaucracy and the factors that influence it in the service of victims of natural disasters at the Langkat Regency Social Office. This study used qualitative descriptive research method. Data collection techniques use observation, interviews and documentation studies. Data analysis is carried out by reducing data, presenting data, and drawing conclusions. Based on the results of data analysis, it can be concluded that the Social Office of Langkat Regency has unsatisfactory services. The system that runs so far will be more efficient and better if continuous improvements are made. The services of the Social Service of Langkat Regency are mostly constrained by time. Knowledge of employees, providing direction, and also decision making is not able to be carried out properly. There are still weaknesses in the ability of the Social Office of Langkat Regency to serve the community such as the difficulty of being contacted, found and asked for services is a point that must be improved by the Social Office of Langkat District. To improve and improve bureaucratic performance in services for victims of natural disasters at the Langkat Regency Social Office, researchers suggest that services can be evaluated on an ongoing basis, related to communication services that become a driver for the community can be improved in each service unit, so that the community does not need to spend time to carry out a long process in managing the services needed.

Abstract

The ability of Generation Z employees to multitask and adjust to the newest technological advancements brings about improvements for firms that employ them. However, generation Z is perceived to be readily distracted by alternative work prospects and to seek rapid gratification, which makes them less likely to be committed to organizations. Perceived organizational support is one of the factors that predict organizational commitment. However, prior research has not explained how perceived organizational support influences organizational commitment. This correlational quantitative research aims to explain the role of job satisfaction in influencing perceived organizational support on organizational commitment among Generation Z employees. This study involved 366 participants characterized as permanent employees belonging to Generation Z working in the area of ​​District X, Medan. The research instruments use the perceived organizational support scale, the organizational commitment scale, and the job satisfaction scale, all of which have been tested for validity and reliability. The results of the SEM test indicate that job satisfaction acts as a mediator in the relationship between perceived organizational support and organizational commitment.
