Abstract

Objective: This study aims to analyze the implementation of the Online Single Submission (OSS) system at the Investment and Integrated One-Stop Services Office (DPMPTSP) of Sidoarjo Regency in enhancing the quality of public services, particularly in the business licensing process, using George C. Edward III’s four indicators of communication, resources, disposition, and bureaucratic structure. Method: A qualitative descriptive method was employed, with data collected through interviews, observations, and documentation. Informants were selected using purposive sampling, consisting of DPMPTSP officials and business actors utilizing the OSS system. Data analysis applied the Miles and Huberman model, covering stages of reduction, presentation, and conclusion. Results: Findings indicate that OSS implementation is relatively effective in expediting business licensing and improving transparency; however, challenges remain, including limited external communication with vulnerable groups, insufficient technical training due to budget constraints, and inadequate bureaucratic adaptability to central regulation changes. Despite these limitations, the proactive disposition of implementers plays a crucial role in supporting success. Novelty: The contribution of this study lies in applying Edward III’s theoretical framework to the local context of Sidoarjo while offering practical recommendations to strengthen inclusive communication, sustainable training, and bureaucratic flexibility as strategies to optimize OSS in the future.

Abstract

Objective: This study aims to analyze the effectiveness of the Village Information System (SID) in realizing e-government in Sumokali Village, Candi District, Sidoarjo Regency, by emphasizing the accuracy of program targets, socialization, objectives, and monitoring as explained in the theory of effectiveness by Budiani. Method: The research uses a descriptive qualitative approach with data collection techniques in the form of interviews, observations, and documentation, as well as data analysis following the Miles and Huberman model. Results: The results of the study show that SID has been targeted at the village community as recipients of information, but its use has not been evenly distributed due to differences in digital literacy. Socialization is still limited through WhatsApp groups so that it does not reach all residents, while the program's goals have not been fully achieved because the system has not been optimally managed and the community relies more on unofficial social media. Program monitoring is carried out through visit traffic and village evaluation forums, but it is still administrative and has not touched the quality of utilization. Overall, the effectiveness of SID in Sumokali Village has not been optimal. Novelty: These findings confirm that the success of e-government implementation at the village level is not only determined by the existence of a digital system, but also the readiness of human resources, digital literacy, and local institutional support, so this study makes a new contribution to examining the practical obstacles to SID implementation at the village level.

Abstract

Objective: This research aims to understand the implementation of E-Government in Bleberan Village, focusing on three main aspects: support, capacity, and benefits. Digitization of public services at the village level is important because villages are at the forefront of providing services to the community, but often face limited resources. Method: This study uses a descriptive qualitative approach with case studies, through interviews with village officials and direct observation of existing digital service processes. Results: The results of the study show that the implementation of E-Government in Bleberan Village is still highly dependent on applications provided by the local government, such as Siskeudes and Paradewi. The main obstacles arise from the limited capacity of village apparatus which is mostly not technologically advanced, lack of training, and unstable internet networks. However, digital applications have been proven to help the efficiency of financial management and population administration services. People are also starting to feel the benefits, especially the younger generation who use simple channels such as WhatsApp to take care of documents. Novelty: The novelty of this study lies in a realistic picture of the dynamics of the implementation of E-Government in remote villages. These findings show that the success of digitalization at the village level is highly dependent on the internal readiness of the village, the support of local governments, and the continuous improvement of people's digital literacy.

Abstract

Objective: This study aims to examine the effectiveness of the implementation of the SIKS-NG application in managing poverty data in Simoangin-angin Village, Wonoayu Sub-district, Sidoarjo Regency, using Richard M. Steers’ effectiveness theory with indicators covering goal attainment, integration, and adaptation. Method: This research employs a qualitative descriptive approach with data collection techniques consisting of interviews, observation, and documentation. Data analysis was carried out using the framework of Miles and Huberman, which includes data collection, data reduction, data presentation, and conclusion drawing. Results: The findings indicate that user adaptation to the application has improved over time; however, training for operators is still lacking. In terms of goal attainment, the results are not yet fully optimal because some beneficiary data remain unverified by the village, particularly those originating from independent proposals. Regarding integration, the community’s proposal process has been in accordance with field procedures, yet socialization efforts to the community are still limited. Novelty: The novelty of this study lies in examining the effectiveness of the SIKS-NG application at the village level, specifically in Simoangin-angin Village, where no in-depth study has previously been conducted.

Abstract

Objective: This study aims to analyze the effectiveness of the DITAKOPUM (Digitalization of Cooperative and Micro Business Management) application as a means of facilitating public services in Sidoarjo Regency. Method: The research method used a qualitative descriptive approach with data collection techniques through interviews, observation, and documentation. Results: The results show that in terms of achieving objectives, MSMEs obtained business legality more quickly and the number of officially registered businesses increased. In terms of accuracy of target, the application has targeted cooperatives and MSMEs, although some businesses in remote areas still experience obstacles in digital literacy and networking. In terms of quantity and quality of results, thousands of MSMEs have been registered with more organized and integrated data, although there are still input errors. In terms of efficiency, administrative services can be completed within 2–3 days at no cost. Meanwhile, in terms of adaptability, the application can be used for various types of businesses, with additional suggestions for marketplace integration and export features. Novelty: This research contributes new insights by directly assessing the effectiveness of the DITAKOPUM application as a digital innovation in the field of cooperative and micro-business management. These findings highlight the importance of digital literacy, technical support, and equitable infrastructure as key factors in optimizing the transformation of digital application-based public services

Abstract

Objective: This study aims to analyze the implementation of the digital access expansion program implemented by the Women's Empowerment, Child Protection, and Family Planning Office (P3AKB) of Sidoarjo Regency, identify the obstacles faced, and provide recommendations for strengthening women's digital literacy. Method: The method used is descriptive qualitative research with data collection techniques through in-depth interviews, observation, and documentation studies. Data analysis was conducted using the Miles and Huberman interactive model which includes data reduction, data presentation, and drawing conclusions. Results: The results of the study indicate that: (1) women's accessibility to internet devices and networks is still limited in rural areas; (2) digital literacy training has been implemented but its effectiveness is influenced by differences in the education level and experience of participants; (3) women's participation is quite high in micro-business actors, but is hampered by domestic burdens and a lack of confidence; and (4) the sustainability of the program still depends on the annual budget and external partnerships. These findings are in line with Rogers' Innovation Adoption theory, which emphasizes that technology adoption is influenced by access, understanding, motivation, and ongoing support. Novelty: This study recommends equitable distribution of digital infrastructure, tailored training to participants' abilities, strengthening women's participation by reducing socio-cultural barriers, and sustainable funding strategies through multi-stakeholder collaboration.

Abstract

Objective: This study aims to describe the implementation of digital transformation in Bluru Kidul Village, which covers three main focuses, namely public services, MSME empowerment, and increasing community digital literacy. Method: The method used is a descriptive qualitative approach with data collection techniques through in-depth interviews and observation. The theories used are Diffusion of Innovation by Everett Rogers and the concept of Sustainable Development from the Brundtland Report. Results: The results of the study show that digitization has accelerated public administration services, helped promote and facilitate transactions for SME actors, and increased community participation in digital technology, although there are still challenges in terms of equitable access and human resource capacity. Novelty: This study confirms that digital transformation can be a driving force for sustainable development if it is supported by regulations, collaboration, and equitable digital literacy.

Abstract

Objective: The Village Asset Management System (SIPADES) is an application developed by the Ministry of Home Affairs that aims to increase transparency and accountability in village asset management. However, in early 2024, SIPADES was updated to version 3.0 to address weaknesses in the previous version. However, in its implementation in the field, the SIPADES application in various villages, including Larangan Village, Candi District, still faces several obstacles. This study aims to evaluate SIPADES after the version 3.0 update using William N. Dunn's evaluation theory, which includes aspects of effectiveness, efficiency, adequacy, equity, and responsiveness. Method: The research method used is descriptive qualitative with purposive sampling technique, involving village officials as key informants. Results: The research results show that SIPADES helps in recording village assets to be more orderly and efficient, but still faces technical obstacles such as unstable application access, limited human resources, and a lack of ongoing training. Novelty: Thus, SIPADES version 3.0 is not yet fully optimal, but still has the potential to improve the governance if village assets supported by technical improvements and increased user capacity.

Abstract

Objective: This study aims to examine the effectiveness of the SIREKAP application in the implementation of the 2024 Sidoarjo Pilkada in an effort to ensure transparency in the results of the vote recapitulation, and researchers want to examine the results of using the SIREKAP application. Method: Researchers used a descriptive qualitative method, conducting in-depth interviews with specific informants and gathering the information and data needed for the study. They then presented the research findings in the form of descriptive sentences. Results: The results of this study indicate that SIREKAP has been effective in streamlining time, effort, and human resources in the regional elections. However, there are still challenges that can be addressed in the coming period. Improvements such as strengthening the internet network, tightening data security systems, and ensuring data confidentiality will bolster public trust and enhance bureaucratic transparency. Novelty: Villages as the spearhead of policy, this study examines the implementation of the SIREKAP application at polling station 02 in Tanjek Wagir village, Krembung sub-district, Sidoarjo regency. The researchers aimed to assess the application's effectiveness and whether the results achieved the objectives of its creation. They also examined the socialization process prior to the regional elections.

Abstract

Objective: This study aims to find out about the Implementation of the Next Generation Social Welfare Information System (SIKS-NG) as a form of digital governance in Sekardangan Village, Sidoarjo District. Method: The method used is a descriptive qualitative method with interview techniques with application operators, field observations, and documentation studies in the form of archives, reports, and related administrative data. And data analysis developed by Miles and Huberman, which includes data reduction, data presentation, and conclusion drawn. Results:  The results of the study show that the implementation of SIKS-NG in Sekardangan Village is going relatively well. However, there are still obstacles in several indicators according to Edward III: external communication is not optimal due to lack of official socialization, the disposition of implementers has not been maximized due to appointments without formal selection and the absence of special incentives, as well as bureaucratic structures that have not been supported by written SOPs despite the lack of fragmentation to make data consistent with the center. Novelty:  The novelty of this research lies in the analysis of the implementation of SIKS-NG at the village level using the framework of Edward III's theory comprehensively. This study presents a combination of results between the advantages and disadvantages of each indicator, as well as providing a contextual picture of e-government practices at the local level.
