Abstract

The development of e-government has attracted the attention of many activists and has become the new face of government in the world. E-government is seen as the best collaboration between the public sector and technology and is seen as the success of government innovation. Its role as a channel of interaction between the government and citizens, causes the implementation of e-government to be believed to be in line with the development of democratization. Today, many agencies assess the implementation of e-government. The most common, assessment is in the form of indexes. Among the indexes commonly referred to are The Global Open Data Index (GODI), The E-Government Index (EGI), The National Cyber Security Index (NCSI), and local indexation as an example is Indonesia with the Indonesian E-Government Rating (PeGI). Amid various indicators that underlie these indexes, this article asks the question, what are the main aspects that e-government activists pay attention to? Through a literature review sourced from various institutions that manage the indexes, this article concludes that e-government activists pay more attention to e-government development strategies, and at the same time become the aspect that requires the most attention.

Abstract

One of the persistent challenges in safeguarding democratic elections across many countries is the widespread practice of money politics, which primarily targets voters and undermines the core principles of democratic participation. While voter education is widely recognized as a crucial tool for promoting democratic integrity, existing literature offers limited analysis of its effectiveness in addressing money politics. This study seeks to fill that gap by examining the challenges faced in implementing voter education programs, focusing on their role in combating money politics. Adopting a mixed-methods approach, this research combines a systematic literature review, drawing exclusively from peer-reviewed domestic and international journals, with fieldwork conducted during Indonesia’s 2024 simultaneous elections in two regencies. Despite reports of rising money politics in the 2024 elections, various voter education initiatives were also deployed. However, the persistence of vote buying suggests these efforts have had a limited impact. Based on interview data and document analysis, the study identifies four primary obstacles to effective voter education: limited outreach and accessibility, inadequate and unengaging educational materials, a shortage of qualified facilitators, and a lack of contextual relevance for the target audience. These findings underscore an urgent need to redesign voter education strategies to be more inclusive, participatory, and tailored to local contexts. This research contributes to the growing discourse on electoral integrity by offering actionable insights for policymakers, electoral bodies, and civil society organizations working to strengthen democracy through informed and empowered voter participation.

Abstract

Kemenangan Klebun (Kelapa Desa) dalam kontestasi politik lokal di Kabupaten Pamekasan Madura tidak hanya terbatas pada peran Bejingan yang bertindak sebagai makelar suara. Lebih dari itu, loyalitas pemilih menjadi faktor sentral dimana kandidat mendapatkan suara sesuai dengan yang ditargetkan oleh Bejingan. Untuk memberikan pemahaman tentang loyalitas pemilih yang diperjuangkan oleh makelar suara dalam kemenangan kandidat, artikel ini mengeksplorasi bagaimana loyalitas pemilih diperjuangkan oleh Bejingan sebagai makelar suara dalam kemenangan kandidat. Berdasarkan wawancara mendalam dan observasi lapangan di Kabupaten Pamekasan, kami menunjukkan bahwa kesetiaan pemilih dipengaruhi oleh kesepakatan awal yang telah terjalin oleh salah satu Bejingan. Temuan kami menjelaskan bahwa meskipun broker menerima banyak perhatian yang keberadaanya mampu membantu kandidat dalam kemenangan, namun peneliti menemukan bahwa loyalitas pemilih dalam kemenangan kandidat berkontribusi penting. Lebih dari itu, imbalan materi bukan menjadi faktor penentu loyalitas tanpa batas yang dimiliki pemilih dapat dipertahankan. Kontribusi keilmuan artikel ini adalah mendiskusikan perluasan pemilih dengan segala loyalitasnya dalam kemenangan kandidat tidak terbatas pada peran broker.

Abstract

A fundamental question about local government that is rarely explored by scholars is, what do voters think about the local elections? Scholars construct clear concepts of elections, but do these concepts resonate with the thoughts of voters? The importance of elections for voters can vary and have diverse consequences on their perceptions of elections, but the issue is that voters in many countries face numerous types of elections in their country. This diversity can impact the degree of importance and their perspectives on voting, including the position of political parties in the minds of voters. For example, in Indonesia, voters engage in eight types of elections including two local elections for a local government. This article questions the degree of importance voters attach to the local elections and their consequences for the position of political parties. The article is based on survey data from two regencies in Central Java, Indonesia, during 2019 with 800 respondents, as well as in-depth interviews with over 20 voters during 2023. The results indicate that the position of parties is jeopardized by the lack of data aligning with the importance of local election for voters. It indicates that voters do not see parties as main entities on local government.
