Abstract

Social work helps individuals, groups/communities and society to overcome their problems and carry out their social functions. One of the Tri Dharmas of Higher Education is Community Service, in carrying out this service it is hoped that you will be able to contribute to society by paying attention to the needs of the community itself. This service is supported by the Social Welfare Study Program which invites STISIPOL Candradimuka students to be sensitive to environmental conditions, be able to collaborate between students and the community and be able to apply the theories they have learned in society. Service methods include Focus Group Discussion, Motivation, and Skills Guidance which is carried out for 25 days. Social welfare services include Religious Social Mental Guidance Activities, Massage Guidance, Music Arts Skills Guidance, Braille Computer Guidance, Culinary Skills Guidance and Sports Activities. In general, the service activities carried out at UPTD PSRD-Sensorik for approximately 1 month can be carried out well.

Abstract

Program E-Kartu Nikah adalah upaya yang dilakukan untuk meningkatkan kualitas dan kinerja pada Kantor Urusan Agama (KUA) berdasarkan Peraturan Menteri Agama No 19 Tahun 2018. Dirjen Bimbingan Masyarakat Islam (Bimnas Islam) sudah berkomitmen untuk meningkatkan kapasitas Kantor Urusan Agama (KUA) melalui perbaikan pelayanan berbasis Informasi Teknologi mengikuti perkembang zaman. Maka dari itu seluruh Kantor Urusan Agama (KUA) telah menerapkan Program E-Kartu Nikah ini melalui Aplikasi SIMKAH. Penelitian ini berjudul Efektivitas Program E-Kartu Nikah Di Kantor Urusan Agama (KUA) Kecamatan Sukarami Kota Palembang, penelitian ini dilatar belakangi untuk mengetahui apakah Program E-Kartu Nikah di KUA Sukarami berjalan efektif tanpa hambatan. Penelitian ini merupakan penelitian kualitatif. Pengukuran efektivitas dalam penelitian ini menggunakan teori Budiani yaitu: Ketepatan Sasaran, Sosialisasi Program, Tujuan Program dan Pemantauan Program. Teknik pengumpulan data dalam penelitian ini menggunakan metode Observasi, Wawancara dan Dokumentasi. Dalam hasil penelitian menyimpulkan bahwa Program E-Kartu Nikah di KUA Kecamatan Sukarami belum Efektif dikarenakan rusaknya alat cetak kartu nikah dan tidak adanya pendanaan sehingga program E-Kartu Nikah tidak berjalan optimal di KUA Kecamatan Sukarami.

Abstract

Leaders are the main agents of change. PP No. 33 of 2018 The governor is the representative of the central government in the region, his duty is to oversee the provincial regulations The governor has the task of coordinating, monitoring, evaluating, and supervising the implementation of local government. The research method uses a qualitative approach to the research object of the Governor of South Sumatra collecting data observation interviews documentation, conducted to regents and mayors in South Sumatra using Robert House's path goal theory analysis derective, supportive, participative and achievement oriented. As well as presenting data in qualitative case studies. The results showed that of the four aspects of the leadership style of the path goal theory, there are three aspects that have generally gone well including, in the derective leadership aspect, in the supportive leadership aspect and in the achievement oriented leadership aspect, all of these aspects are optimal. However, in the participative leadership aspect, it is not optimal for the special allocation funds that have been disbursed as much as IDR 3.9 trillion, there are BPK RI findings on the realization of the distribution of special funds for governor assistance that do not have standardized standards in their distribution. the dominant determinant factor is the supportive leadership factor Herman Deru's attitude brings the work atmosphere to feel more fun, the popilarity factor, the communication factor and the development factor.

Abstract

This study aims to examine the extent to which the effectiveness of the implementation of the electronic ticketing system is enforced by the vision factor and the variables applied and what factors influence the success and obstacles. Transformation of the digital electronic ticketing system in an effort to develop a smart city in the city of Palembang. The research analysis uses Edward III's theory, namely: standard operating procedures, resources, communication and disposition which are the attitudes of the Palembang Police Traffic Unit. The study uses a qualitative descriptive approach method, data collection techniques, observation interviews, documentation, data collection was carried out on the Palembang Police TMC staff. The results of the study showed the awareness of drivers in traffic order, the lack of Palembang Police TMC personnel, drivers are still looking for loopholes in the ETLE system by covering vehicle plate numbers, making fake plate numbers, the number of vehicle ownership using the name of the old owner, and the delivery of ticket letters that have not been on target because drivers have moved domicile. The need for additional TMC staff personnel, community communication to need to be improved again to build more concrete socialization, the implementation of ETLE can be emphasized again to the community in order to create support for conducive socio-cultural conditions and improve ETLE technology that makes no loopholes for traffic violators for the realization of the smart city of Palembang, the world's destination.

Abstract

This study aims to examine the provision of subsidized fertilizer by the government in Banyuasin district to increase productivity and farmer income and a sustainable environment. This study is to evaluate the distribution of subsidized fertilizer. The research method uses a qualitative approach, the object of the Banyuasin district government, data collection, observation, interviews, documentation, conducted to the Banyuasin district government as a regulator, PT PUSRI, the provider of subsidized fertilizer policies as well as distributors of subsidized fertilizers and the community and farmers receiving subsidized fertilizers. The presentation of data is descriptive qualitative using the analysis of the CIPP (Context, Input, Process, Product) evaluation model theory by Stufflebeam. The results of the study indicate that the implementation of subsidized fertilizer distribution in Banyuasin Regency still requires improvement. The Context evaluation of the obstacles is not in accordance with the 6T principle of the right type, the right amount, the right price, the right place, the right time, and the right quality. The input for evaluating the source of funds in the procurement and distribution process is taken from the APBN funds and the PNBP Migas advances from the oil and gas profit sharing between the government. The distribution process of PT PUSRI that every farmer who wants to get subsidized fertilizer must have a Farmer Card. The impact of the product can be felt by farmers, the positive impact for farmers who have received the Farmer Card they feel no longer have difficulty in purchasing fertilizer, but the negative impact where the inequality of fertilizer recipients is caused by inaccurate data collection makes farmers buy fertilizer at commercial prices. In the process of conveying information by Banyuasin Regency in implementing the program, socialization is carried out evenly so that the public is aware of the policy regarding the procurement of subsidized fertilizer. For PT PUSRI, it is better to cooperate with the Ministry of Agriculture in updating data. Distribution of subsidized fertilizer can involve village or regional governments and law enforcement officers.

Abstract

The aim of allocating deconcentration funds is to foster national harmony and synergy between deconcentration assistance programs and activities/tasks funded from the APBN and decentralization programs and activities funded from the APBD. The aim of this research is to analyze the management of deconcentration funds in South Sumatra Province. This research uses qualitative descriptive analysis techniques. Conclusion: (1). Planning consisting of dimensions of targets to be achieved, namely Deconcentration Funds and assistance tasks used to fund programs/activities that are the business of the central government, regulations used in this activity, namely Law 33 of 2004 concerning Financial Balance between the Central Government and Regional Government, Number Law Number 17 of 2017 concerning State Finance. (2). In terms of organizing, the implementing human resource indicator is 9 people, the Head of the Regional Secretariat Bureau for South Sumatra Province determines the implementing organizational structure and deconcentration funds with a division of work according to the main tasks and positions held by each personnel. (3). The South Sumatra Province Deconcentration Fund Management process and mechanism is carried out in accordance with applicable laws and regulations. (4). The supervision dimension includes external supervision and internal supervision in the Management of South Sumatra Province Deconcentration Funds, both from the Inspectorate and BPKP.

Abstract

Community Service Program (Kuliah Kerja Pengabdian/KKP) is an implementation of the Tri Dharma of Higher Education focusing on community engagement. This program aims to empower students as agents of change through the application of knowledge in the field. This research was conducted in Sukamakmur Village, Tolangohula District, Gorontalo Regency, an area with abundant watermelon agricultural potential. The urgency of this research lies in the need to optimize watermelon processing to increase its economic value, foster awareness of clean and healthy living, and strengthen community cohesion. The KKP activities were carried out for 45 days, encompassing observation, interviews, discussions, and direct training. The demonstration method was employed in the training for processing watermelons into stick and jam products. Additionally, socialization on Clean and Healthy Living Behavior (PHBS), free health check-ups, and arts and sports activities were conducted. The results show that the community successfully understood and practiced watermelon processing into valuable products. There was an increase in community awareness regarding PHBS, and cohesion was fostered through social activities. The implications of these activities include the realization of economic empowerment, improved health, and strengthened social bonds within the community. For the sustainability of the program, continuous mentorship from the local government and universities is recommended to develop the processed watermelon business and enhance community participation in maintaining health and environmental cleanliness.

Abstract

This research is motivated by a chronic problem in non-medical logistics management at Siti Fatimah Regional Hospital, namely the simultaneous occurrence of stock-outs and overstocks, indicating systemic weaknesses. Unlike studies that focus on inventory, this study aims to analyze the root causes of the imbalance in the logistics planning system in the Household Department. Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and documentation studies, then analyzed based on the four management functions: planning, organizing, directing, and supervising. The results reveal a paradox: the directing and supervising functions perform remarkably well thanks to participatory leadership and highly motivated staff. However, these strengths only serve as compensatory mechanisms for fundamental weaknesses in the traditional planning function and, most critically, in the organizing function, which is hampered by inadequate warehouse infrastructure and information systems. It is concluded that current operational success is driven more by human factors than by system efficiency, an unsustainable situation that requires strategic investment in integrated information systems and infrastructure modernization. ABSTRAKPenelitian ini dilatarbelakangi oleh masalah kronis dalam manajemen logistik nonmedik di RSUD Siti Fatimah, yaitu terjadinya kekosongan stok (stock out) dan kelebihan stok (over stock) secara bersamaan, yang mengindikasikan adanya kelemahan sistemik. Berbeda dari studi yang berfokus pada inventaris, penelitian ini bertujuan menganalisis akar masalah pada sistem perencanaan logistik di Bagian Rumah Tangga untuk mengidentifikasi penyebab fundamental ketidakseimbangan tersebut. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, kemudian dianalisis berdasarkan empat fungsi manajemen: perencanaan, pengorganisasian, pengarahan, dan pengawasan. Hasil penelitian mengungkap sebuah paradoks: fungsi pengarahan dan pengawasan berjalan sangat baik berkat kepemimpinan partisipatif dan staf yang bermotivasi tinggi. Namun, kekuatan ini hanya berfungsi sebagai mekanisme kompensasi atas kelemahan fundamental pada fungsi perencanaan yang masih tradisional dan, yang paling kritis, pada fungsi pengorganisasian yang terhambat oleh infrastruktur gudang serta sistem informasi yang tidak memadai. Disimpulkan bahwa keberhasilan operasional saat ini lebih ditopang oleh faktor manusia daripada efisiensi sistem, sebuah kondisi yang tidak berkelanjutan dan memerlukan investasi strategis pada sistem informasi terintegrasi serta modernisasi infrastruktur.

Abstract

The implementation of online SIM services through the SIM Nasional Presisi (SINAR) application by the Palembang Police is an innovative step in improving the efficiency and quality of public services in the field of traffic. This service allows the public to extend SIM A and C online without having to come directly to the SIM Administration Service Unit (SATPAS), thereby reducing waiting times and the potential for brokering practices. This study aims to analyze the effectiveness of the implementation of online SIM services at the Palembang Police using qualitative descriptive methods. Data were collected via observation, interviews with staff and users, and document analysis. Findings indicate that the online SIM system enhances access, speeds up administrative processes, and improves transparency, but faces challenges including low public awareness, limited digital skills, and occasional technical issues. In addition, additional requirements such as psychological tests and online health checks are also challenges for some applicants. In conclusion, although online SIM services at the Palembang Police have had Supports the advancement of public service performance, further efforts are needed in terms of improving technological infrastructure, training officers, and educating the public to achieve optimal effectiveness.

Abstract

The aim of this study is to evaluate women's protection institutions in terms of empowerment, so that services and innovations for resolving issues are in line with the ongoing situation. The focus of the research is the evaluation of the institution. The research method uses a qualitative approach, with data collection through interviews, observations and documentation in the field. The theory used in this study is the CIPP (Context, Input, Process, Product) evaluation model by Stufflebeam. The results of the study show that there are indicators in the independent women's protection institution that are not optimal, so there is a need for additional resources. Context evaluation revealed that there are limitations in terms of needs and the scope of the area, which must be expanded as soon as possible. Input evaluation revealed a shortage of human resources, funding and supporting facilities, which need to be increased for optimal performance. Process evaluation found that the programme was already being implemented well, in line with the previously set objectives, but adjustments were needed in light of the ongoing development of science and technology. In the product evaluation, the implementation of existing programmes and the addition of new programmes in line with the evolving issues facing women must be carried out on a continuous basis. There is a need for programmes and activities to be publicised so that the community is willing to open up and report any problems they experience. Empowering institutions like this can serve as examples or pioneers for other regions, with the aim of achieving independence, welfare and solving women's issues.
