Abstract

Community empowerment is part of economic development in Indonesia. As one of strategy to empower the community is by establishing the rulal allocation fund by government as mentioned on “Undang-Undang Nomor 6 Tahun 2014” about rural. Therefore, the “Undang-Undang Nomor 6 Tahun 2014” came along with rural allocation fund hopefully might be able to increase the participation of rural community to developing economic condition in order to establish community prosperity. This research used the qualitative method, obesrvation, interview, also documentation. This research aim to analyze the effectiveness of rural fund allocation toward society empowerment, particularly in economic aspect based on community participation in Bangunjiwo Village. Therefore, this research shows that first, the utilization rural fund allocation is most effective for development of economic potential. Second, Bangujiwo Village provider the training for community’s activity ini order to increasing the economic potential. The last, the mainly economic potential in Bangujiwo Village is called “Kajigelem”.

Abstract

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

Abstract

Government implementation system should support by apparatus resources with professional competence. Think to create the good governance system as well as clean and good then need the resources of the competent apparatus. To creating the resources of the competent apparatus needs to reforming the bureaucracy in civil service sectoral. Government should give the special attention toward the civil service system in Indonesia. Especially in regeneration of structural functionary or functionary promote. The government of Yogyakarta Special Region had been used the different method to implementation the functionary promotion, such as used a few level with between administration selection, assessment center, and fit and proper test. The method had been used by the government of Yogyakarta Special Region with prospect it can be created the resources of the competent apparatus by professional, with the result that created the good governance and good public service.

Abstract

This article will discuss the neutrality of bureaucracy in Indonesia with the perspective of data collection from online media. Where the purpose of this paper is to find out the involvement of ASN in the power struggle in the implementation of regional head elections. If we look at the many cases of neutrality violations that occurred in the 2020 regional head elections, this is also justified by the State Civil Affairs Commission which records cases of violations of bureaucratic neutrality. The implementation of regional head elections conducted in 2020 is indeed full of pros and cons, besides that almost every regional head election always arises the issue of bureaucratic neutrality. In 2020, there were 694 ASNs who committed violations and have been reported to the State Civil Apparatus Commission. This shows that the implementation of regional head elections is one of the momentums for candidates for regional heads and ASNs to conduct patron-client practices. In addition, the implementation of regional head elections is also carried out during the covid-19 pandemic so that it is possible to have ASN involvement in the implementation of campaigns and so on. Because in 2020 there is a lot of involvement of civil apparatus that shows open support to one of the candidates.

Abstract

Abstract

The growth in the number of vehicles in Yogyakarta has contributed to increased air pollution, despite a significant decline during the COVID-19 pandemic. To mitigate these environmental impacts, the government is promoting a bicycle-friendly city program, but its effectiveness still requires support in the form of adequate facilities, strong regulations, and public awareness of cycling. This study was conducted using a qualitative descriptive method that combined literature review, interviews, and field observations as triangulation techniques. This approach aimed to obtain an in-depth picture of the implementation of bicycle-friendly city policies in Yogyakarta and the obstacles that arose in their implementation. The results show that the development of bicycle lanes not only supports environmentally friendly mobility but also encourages local economic growth. From an economic perspective, the existence of bicycle lanes not only facilitates environmentally friendly mobility but also encourages local economic growth through bicycle-based tourism, sporting events, and the empowerment of MSMEs. From an environmental perspective, the construction of bicycle lanes is in line with air pollution control, noise reduction, and the development of green open spaces that continue to pay attention to ecosystem sustainability and support climate change mitigation. Meanwhile, from a social perspective, the government has implemented various educational programs and cycling campaigns from an early age to the public, which are reinforced by the development of supporting infrastructure such as special lanes, traffic signs, and bicycle parking. Overall, community involvement is an important factor in supporting this policy because its success depends not only on regulations but also on the collective awareness of citizens. This policy demonstrates the integrated efforts of the Yogyakarta City government in creating a sustainable, inclusive Cycling City that supports the welfare of the community
