Abstract

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Abstract

The purpose of this article is to find out how to implement the Bantul Traditional's Market policy as empowerment of UMKM post COVID-19 pandemic. This was done considering the current situation of the transition to post-pandemic COVID-19 which previously had quite a significant impact on the UMKM sector and traditional's markets in Bantul Regency. Therefore, with this policy it is hoped that the government can provide public services to overcome problems that occurred before and prepare for future situations. This study uses qualitative methods using data triangulation. Based on the results of the study, it was concluded that the implementation of the current policy was in accordance with the indicators of the theory of policy implementation used. It is evident from the program planning and implementation, all of which aim to empower UMKM in the Bantul Traditional's Market. However, there are also obstacles that still occur and have the potential to hinder the smooth implementation of policies, namely the government's response which tends to be slow when problems occur and must wait according to the applicable SOPs. The government is urged to be more responsive in overcoming problems so that the problems that occur do not pile up and cause big problems

Abstract

This study aims to see the efforts of the Bantul Regency Government in increasing the capacity of public services after the Covid-19 pandemic through the implementation of the Bantul Sehat Ekonomi Karo Jamu (Bantul Seroja) innovation program which is reviewed in the agile governance paradigm. The focus of this research lies in the application and development of Bantul Seroja innovation in meeting the needs of services to the community by the Bantul Regency Government. This research is qualitative research through a case study approach. Data collection was conducted through in-depth interviews, and documentation studies. The results of the data obtained are then analyzed using SWOT analysis (Strength, Weakness, Opportunities, and Threats). The selection of the analysis is to determine several aspects such as strengths, weaknesses, opportunities, and threats from increasing public service capacity after the Covid-19 pandemic through the Bantul Seroja innovation program. The results of this study show the impact of this program, namely improving the community's economy and the realization of public health services by involving the potential of traditional medicine as a supporting medium in carrying out community treatment.

Abstract

This research aims to determine how the smart city concept in the Visiting Jogja application is seen from Lasswell's communication theory. Advances in information technology mean that the government strives to improve the quality of public services provided to the community. The Yogyakarta Special Region Tourism Office is one of the agencies adopting smart cities to increase efficiency and effectiveness in delivering information services about tourism. The Yogyakarta Special Region Tourism Office launched the Visiting Jogja application because it is considered a medium easily accessible to its users. The features in the Visiting Jogja application are designed to be simple but make it easier for users to access information. This research uses qualitative research methods, with data collection techniques in the form of interviews and observations. The results of the research that has been carried out show that the Visiting Jogja application as a communicator has conveyed information about tourism in Yogyakarta effectively and informatively. Tourists, as communicants, provide feedback in the form of increased visits to all Yogyakarta tourist destinations. Thus, the Visiting Jogja application conveys information to users/tourists in an informative manner because the information conveyed is clear and easy to understand.
