Abstract

Pergeseran arah pembangunan top-down menjadi bottom-up menuntut pembangunan yang berpusat dari masyarakat, seperti dalam hal partisipasi pengelolaan dana desa. Partisipasi masyarakat dalam hal pengelolaan dana desa di Nagari Situjuah Gadang Kecamatan Situjuah Limo Nagari Kabupaten Limapuluh Kota berhasil mengantarkan Nagari Situjuah Gadang menjadi pengelola klinik keuangan terbaik di Kabupaten Limapuluh Kota tahun 2018. Dengan tingginya partisipasi yang berkorelasi negatif dengan indeks pendidikan serta sosial ekonomi yang dimiliki masyarakat peneliti berasumsi bahwa partisipasi di Nagari Situjuah Gadang merupakan bentuk partisipasi dalam rekayasa sosial. Penelitian ini bertujuan untuk menjelaskan & menganalisis bentuk partisipasi masyarakat dalam pengelolaan dana desa serta mengidentifikasi dan mendeskripsikan dimensi dominan dalam partisipasi tersebut. Penelitian ini menggunakan metode kualitatif, studi kasus instrumental dengan menggunakan konsep pembangunan partisipatif dari Mansour Fakih serta 4 dimensi partisipasi dari Rusidi. Penelitian ini menemukan bahwa bentuk partisipasi masyarakat dalam pengelolaan dana desa di Nagari Situjuah Gadang Kecamatan Situjuah Limo Nagari Kabupaten Limapuluh Kota terbagi kedalam 4 dimensi, yaitu : 1) sumbangan pemikiran, 2) sumbangan materi, 3) sumbangan tenaga, 4) memanfaatkan dan melaksanakan pembangunan. Berdasarkan dimensi tersebut ditemukan bahwasanya kecenderungan partisipasi masyarakat di Nagari Situjuah Gadang dalam hal dimensi sumbangan tenaga, hal ini turut didukung dengan kondisi ekonomi yang dimiliki oleh masyarakat Nagari Situjuah Gadang.

Abstract

Law number 7 of 2017 has given a mandate to the Election Organizing Honorary Council (DKPP) as the body tasked with assessing and deciding the code of ethics for election organizers with a "Final and Binding" nature as stated in article 458 paragraph (13) meaning that there is no further effort other laws that can be taken, the implementation of the phrase "final and binding" is considered contrary to the Constitution because it can harm the constitutional rights of the organizers when the decision is wrong and cannot be corrected which can lead to disruption of the independence of the organizers as well as legal certainty and can disrupt the organizers' fair principle, then the judicial review was submitted to the Constitutional Court where the Constitutional Court decided that the phrase "Final and Binding" was contrary to the 1945 Constitution because DKPP was part of the general election organizing body and not other general judicial institutions. Continuing to the Administrative Court of course the decision has an impact on the ethics of the organizers, the formulation of the problem in this paper is how the impact of the decision of the Constitutional Court Number: 32/PUU/-XIX/2021 on the ethics of the organizers. This research is a descriptive qualitative research with a case study approach. The data used is secondary data, namely laws, decisions, regulations, books, journals and literature. The results of the study conclude that the decision of the Constitutional Court can have an impact on upholding the principles of Independent, Fair and Legal Certainty but also can not have any impact because 1. The nature of the decision of the Constitutional Court which is Declaratoir Constitutief 2. There is no norm in Law No. 7 of 2017 which regulates the obligation of the DKPP to implement the PTUN decision. 3. The ethical sanctions sentence in Law number 7 of 2017 is only directed at two organizing institutions, namely the KPU and Bawaslu.

Abstract

The campaign finance report regulation aims to realize the principle of "honest" elections, namely by implementing transparency in the use of campaign funds for Regional Head Elections reported to the public through the KPU. Campaign finance arrangements have been revised several times by the KPU as the organizer of elections in order to realize transparency in the use of campaign funds. But in reality, the transparency of election campaign finance reports has not been fully realized and is only a formality as one of the administrative requirements of election participants. The problem of transparency in reporting campaign funds was found in the 2020 West Sumatra Governor and Deputy Governor Elections for LADK, LPSDK and LPPDK which were submitted to the KPU to be announced to the public as transparency in the use of campaign funds. The purpose of this research article is as input to the KPU in making improvements to the PKPU regarding the Election Campaign Fund Report in the future in realizing transparency in the use of campaign funds. This study uses a literature review analyzed by researchers during the 2020 West Sumatra Governor and Deputy Governor Elections that have been held. The results showed that the Candidate Pair reported LADK campaign funds, LPSDK was not transparent and the last session of LPPDK was announced to the public after the election voting was held so that it could not be input for the public in making choices on polling day.

Abstract

This study aims to describe the planning and budgeting process at the Padang City KPU in the 2018 Pilkada through performance-based budgeting and to describe and analyze the application of EMB principles in the process of planning and budgeting for the 2018 Padang City elections within the Padang City KPU environment. This study discusses budget governance based on budget preparation standards both in planning, compiling, using, and accountability of budgets. The problem is that KPU Padang City has not carried out an ideal planning and budgeting process in accordance with the general principles of EMB. This research uses a qualitative approach with a case study method. The results of the study concluded that the planning and budgeting process at the Padang City Election Commission in the 2018 Pilkada went through performance-based budgeting starting from the stages of program and budget preparation, ratification and approval stages, budget management implementation/implementation stages, reporting and evaluation stages. In preparing the 2018 Pilkada budget, the Padang City Election Commission applied EMB principles and the principles of good financial management. KPU shows independence in the budget preparation stage, maintains integrity by starting the budget process earlier and revising the budget, implements transparency by publishing the budget process and financial reports, implements the principles of efficiency with intensive discussion meetings, and conducts elections with professionalism and credibility.Keywords: Governance; Budget Planning; Pilkada; Performance-Based Budgeting; EMB Perspective Abstrak Penelitian ini bertujuan untuk mendeskripsikan proses perencanaan dan penganggaran di KPU Kota Padang pada Pilkada tahun 2018 melalui anggaran berbasis kinerja dan mendeskripsikan dan menganalisis penerapan prinsip EMB dalam proses perencanaan dan penganggaran pilkada Kota Padang tahun 2018 di lingkungan KPU Kota Padang. Penelitian ini membahas tata kelola anggaran berdasarkan standar penyusunan anggaran baik dalam perencanaan, penyusunan, penggunaan dan pertanggungjawaban anggaran. Permasalahan KPU Kota Padang belum melakukan proses perencanaan dan penganggaran yang ideal sesuai dengan prinsip umum EMB. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Hasil penelitian menyimpulkan bahwa proses perencanaan dan penganggaran di KPU Kota Padang pada Pilkada tahun 2018 melalui anggaran berbasis kinerja mulai dari tahapan penyusunan program dan anggaran, tahap ratifikasi dan approval, tahap implementasi/pelaksanaan pengelolaan anggaran, tahap pelaporan dan evaluasi. Dalam penyusunan anggaran Pilkada tahun 2018, KPU Kota Padang menerapkan pinsip-prinsip EMB dan prinsip pengelolaan keuangan dengan baik. KPU menunjukkan independensi dalam tahapan penyusunan anggaran, menjaga integritas dengan memulai proses anggaran lebih awal dan melakukan revisi anggaran, menerapkan transparansi dengan publikasi proses anggaran dan laporan keuangan, melaksanakan prinsip efesiensi dengan rapat pembahasan yang intensif serta menjalankan pemilihan dengan profesionalisme dan kredibilitasKata Kunci: Tata Kelola; Perencanaan Anggaran; Pilkada; Anggaran Berbasis Kinerja; Perspektif EMB

Abstract

Even though the SSGI stunting rate decreased from 24.4% in 2021 to 21.6% in 2022, West Sumatra province is one of the provinces in Indonesia with a fairly high stunting rate. One of the cities in West Sumatra which is the largest producer of animal and vegetable food is the city of Padang Panjang. The potential of Padang Panjang City is expected to be able to support the development of the younger generation optimally. However, ironically, around 19% of teenagers still suffered from malnutrition and stunting in Padang Panjang City in 2018. Apart from that, the third area in West Sumatra Province that was designated by Bappenas as a place to care for stunted children, namely Solok Regency. This research uses the concept/theory of good governance according to Ali Farazmand. This research uses a literature review method. This research produces an analysis of the existence of inclusive policies to support the accessibility of district/city areas which have an impact on the potential for economic prosperity. Furthermore, this becomes the axis of health and nutrition development. Finally, there should be policies that produce international synergy in the use of agricultural and fisheries resources which have an influence on the development of health and nutrition in the region.

Abstract

This journal explains how the optimization of political networks is carried out by candidates for DPRD members of West Sumatra Province during the general election, especially the 2019 legislative election. The election system which is based on an open system is not uncommon for each contestant to take advantage of several ways to make it easier for each candidate to be able to reach existing constituents in each area within his constituency. In this research using descriptive qualitative research method with an instrumental case study approach, data collected using in-depth interview techniques along with collecting documentation and related to this research as well as observation. Researchers use political networks as the basis of this research. The results of this study indicate that the optimization of political networks used by candidates is based on the activities of candidates from being a student to becoming a member of the Provincial DPRD. With activities like that the activation of political networks is built to be able to make capital for candidates to be able to advance in the general election, then political messages that are structured on political networks and political narrative stages that are obtained by candidates become one of the important aspects of their election as members DPRD of West Sumatra Province.Keywords: Political Networks; Legislative Elections; Firdaus AbstrakJurnal ini menerangkan bagaimana pengoptimalan jaringan politik yang diimplementasikan calon anggota DPRD Provinsi Sumatera Barat disaat pemilihan umum khususnya pemilihan legislatif tahun 2019. sistem pemilu yang berazaskan pada sistem terbuka tidak jarang setiap kontestan untuk memanfaatkan beberapa cara agar dapat memudahkan setiap kandidat untuk bisa menjangkau konstituen yang ada disetiap daerah yang beradap di daerah pemilihannya. Dalam penilitian ini menggunakan metode penilitian kualitatif deskriptif dengan pendekatan studi kasus instrumental, data yang dikumpulkan menggunakan teknik wawancara yang mendalam beserta pengumpulan dokumentasi dan terkait penelitian ini sekaligus observasi. Peneliti memakai jaringan politik sebagai landasan penelitian ini. Hasil penelitian ini menunjukan bahwa pengoptimalan jaringan politik yang dipakai oleh kandidat di dasari adanya aktivitas kandidat sejak mahasiswa sampai menjadi anggota DPRD Provinsi. Adanya aktivitas seperti itu aktivasi jaringan politik terbangun untuk bisa menjadikan modal bagi kandidat untuk dapat melaju pada pemilihan umum tersebut, selanjutnya pesan politik yang terstruktur pada jaringan politik maupun politik panggung narasi yang di dapatkan oleh kandidat menjadi salah satu aspek penting atas keterpilihannya menjadi salah satu anggota DPRD Provinsi Sumatera BaratKata Kunci: Jaringan Politik; Pemilihan Legislatif; Firdaus

Abstract

Penelitian ini bertujuan untuk menganalisis inovasi kebijakan yang dilakukan oleh pemerintah Kabupaten Tanah Datar dalam pemulihan sektor pariwisata melalui Program One Nagari One Event. Pengumpulan data dalam penelitian ini menggunakan metode kualitatif, dengan teori Jiyao Chen, Richard M. Walker & Mohanbir Sawhney yang menekankan pada 3 atribut, yaitu kebaruan (novelty); pengembangan (development) dan pelaksanaan (implementation); Ekosistem dan Outcome dari Nilai Kepublikan. Penelitian ini dibagi menjadi data primer dengan menggunakan teknik purposive sampling metode penarikan informan. Informan dalam penelitian ini pemerintah setempat dan pengelola objek wisata. Selanjutnya data sekunder yang berupa dokumen pendukung. Hasil penelitian dapat dilihat dari ketiga indikator yang menjadi landasan analisis peneliti terhadap inovasi kebijakan dalam membangkitkan kembali sektor pariwisata Kabupaten Tanah Datar melalui penyelenggaraan One Nagari One Event ternyata mampu meningkatkan kembali jumlah kunjungan wisatawan dan perekonomian masyarakat setempat. Peran aktor dalam inovasi kebijakan menjadi kunci penting terselenggaranya inovasi One Nagari One Event di Kabupaten Tanah Datar. Semua aktor mulai dari pemerintah daerah, swasta dan masyarakat ikut berpartisipasi aktif dalam pelaksanaan event.

Abstract

The creative industry is the main pillar in developing the creative economic sector which has a positive impact on Indonesia. It is possible that the government has hopes for the Indonesian economy to rise, compete and achieve excellence in the global economy. For this reason, in order to achieve this goal, intervention from various actors is needed, as stated in the Sound Governance perspective, namely the state, civil society, business and international powers. These four important actors will later be analyzed for their interventions in the development of creative industries in Indonesia. This aims to find out how these 4 important actors have an impact on the development of the creative industry in Indonesia. This research was conducted using qualitative research methods. Meanwhile, the type of research used is library research or literature study, where researchers rely on various literature to obtain research data. The conclusion obtained is that of the 4 important actors from the Sound Governance perspective, each has a role and sustainable impact on the development and progress of the creative industry in Indonesia. For this reason, the Government in the concept of Sound Governance must be able to identify the 4 stakeholders who will later be able to develop relationships between the parties involved to obtain the intended results. So that later there will be effective coordination and there will be no disagreements in any political relations written from the SG perspective.

Abstract

Abstract This research aims to describe the process of ethical code violations and analyze the factors causing ethical code violations by members of the Polling Organizers Group (KPPS) in the 2020 West Sumatra Governor Election at Polling Station (TPS) 1 in Salak Village, Talawi Sub-District, Sawahlunto City. This study uses a qualitative descriptive approach with a case study method. The theory used is election malpractice. The results of the study show that there were violations of the ethical code committed by KPPS members at TPS 1 in Salak Village due to the non-compliance of KPPS members in following the rules before the voting process. Violations occurred because KPPS members had not prepared the ballot tools in the voting booth. Voters were not well-informed about the correct voting procedures according to regulations. Factors causing ethical code violations by KPPS members at TPS 1 in Salak Village, Sawahlunto, include KPPS members' inability to work professionally, their limited understanding of the election regulations, insufficient supervision by Polling Station Supervisors (PTPS) during the voting process, lack of communication and coordination between KPPS officers and PTPS, Polling Station Committees (PPS), and Sub-District Election Committees (PPK), as well as inadequate quality of resources and training for KPPS.

Abstract

Partai politik memiliki salah satu fungsinya yakni rekrutmen politik. Rekrutmen politik menjadi landasan kuat dalam membangun sistem politik suatu negara, karena proses ini akan menghasilkan personal individu yang akan menjalankan perannya dalam menjalankan lembaga-lembaga negara. Dalam konteks ini partai politik memiliki tanggung jawab terhadap rekrutmen figur-figur pemimpin yang berkualitas dan sesuai dengan aspirasi masyarakat. Karena itu sebuah negara demokrasi mensyaratkan keterlibatan partai politik dalam suksesi kepemimpinan nasional. Maka sistem perekrutan calon-calon pemimpin (pejabat politik) yang dilakukan sebuah partai politik menentukan kualitas kepemimpinan sebuah negara. Fenomena yang terjadi pada Partai Solidaritas Indonesia (PSI) khususnya DPW Sumatera Barat ini menjadi menarik untuk diteliti, karena sebagai partai baru mampu untuk mendaftarkan kader-kadernya dalam pemilihan legislatif pada tahun 2019, bahkan mampu untuk memenuhi kuota 100 persen dan ini melalui proses rekrutmen politik yang dilakukan oleh partai ini, sebagai partai politik baru tentunya hal ini membuat peneliti tertarik untuk melihat dan menjelaskan bagaimana proses rekrutmennya sehingga bisa mendapatkan hasil seperti demikian. Sebagai sebuah partai politik baru, tentunya PSI juga melakukan proses rekrutmen politik untuk mencari kader-kadernya yang potensial baik secara kualitas maupun kuantitas untuk didistribusikan ke jabatan-jabatan politik di pusat maupun di daerah. Dalam penelitian ini peneliti menggunakan teori rekrutmen politik Pippa Norris.Penelitian ini menggunakan pendekatan secara kualitatif dengan tipe penelitian deskriptif. Proses rekrutmen yang dilakukan oleh DPW PSI Sumbar dimana mendaftarkan 655 orang yang diantaranya 65 orang untuk DPRD tingkat Provinsi dan 590 untuk DPRD tingkat kabupaten/kota. Khusus untuk DPW PSI Sumbar dari 65 orang bacaleg yang didaftarkan 57 orang dan 8 orang sisanya tidak lolos hal ini pun disebabkan oleh persoalan administratif dan untuk anggota terpilih tidak ada satupun yang menduduki jabatan legislatif di DPRD tingkat Provinsi. Fenomena ini membuat menarik peneliti untuk menjelaskan lebih dalam lagi secara komprehensif bagaimana sebenarnya proses rekrutmen dari bakal calon legislatif tersebut. Kata Kunci : Partai Politik, Rekrutmen Politik, Calon Legislatif.
