Abstract

This study aims to determine the management of e-government in population administration services at the Population and Civil Registration Office of Palu City using a qualitative descriptive method based on the four principles of management according to George R. Terry, with 4 (four) aspects of planning, organizing, implementing, and monitoring. Data were collected through observation, interview, and documentation. The results showed that despite progress in strategic planning in separating manual and electronic-based service systems, the implementation of e-government still faces obstacles, such as the absence of a formal organizational structure, unclear division of tasks, technical problems, lack of guidance for users, and lack of training for human resources. Supervision has been carried out through monitoring, satisfaction surveys, and online complaints, but still needs to be improved. Therefore, improvements in the aspects of organization and implementation are needed so that the benefits of e-government services can be optimally felt by the community.

Abstract

Research related to Librarian Performance in Services at the Regional Library and Archives Service of Tojo Una-Una Regency, aims to analyze the performance of librarians and explain the inhibiting factors of librarian performance in services. The research method used is qualitative with data collection methods in the form of interviews, observations and documentation. However, when viewed from the performance indicators based on Sedarmayanti's theory, there are still inhibiting factors for Librarian Performance in Services at the Regional Library and Archives Service of Tojo Una-Una Regency, namely the lack of competence and initiative of librarians at the Regional Library and Archives Service of Tojo Una-Una Regency, causing an imbalance in the services received by library visitors so that it affects the quality of the performance produced. In the context of Punctuality and communication of library service officers are effective in providing services.

Abstract

This study aims to determine the policy implementation of Civil Servant Transfers in the Regional Government of Central Sulawesi Province. In this research, the author uses Mifta Thoha's theory (2005:57), which consists of the following criteria: Length of service in a particular field, Organizational needs, Organizational refreshment, Knowledge, Skills, and Special reasons (following spouse). The research method used is descriptive qualitative. Data collection was carried out using observation, documentation, and interviews. The selection and number of informants in this study used purposive sampling technique, namely, parties who are considered to have in-depth knowledge regarding the research problem, totaling 5 (five) people. The data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions/verification. Based on the results of this study, it can be concluded that there are several issues that require special attention, namely related to the decline in employee motivation due to difficulties in adapting after the transfer, the policy of filling positions not based on existing skills, and regulations regarding the period of service for civil servant candidates of the 2019 cohort and onwards, which prohibit submitting transfer requests for any reason.

Abstract

Road infrastructure development is a crucial aspect in supporting the improvement of community welfare and mobility in rural areas. This study aims to describe and analyze the planning of road infrastructure development in Soni Village, Dampal Selatan Subdistrict, Toli-Toli Regency. The research employed a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Informants in this study included the village head, head of the Village Consultative Body, educational figures, religious leaders, women's representatives, and local residents. The results show that the planning process has gone through the formulation stage in a participatory manner through hamlet-level deliberations; however, the plan determination stage still faces challenges due to limited community involvement in official planning forums. Implementation control was carried out by the village implementation and supervision teams, although land acquisition issues remain unresolved. Meanwhile, the evaluation stage has not been conducted in a structured manner and lacks instruments to measure the impact or community satisfaction. The conclusion of this study indicates that the planning stages have generally followed participatory development principles, but improvements are needed in implementation and evaluation aspects to ensure that road development in Soni Village proceeds more effectively and sustainably.

Abstract

This study aims to describe and analyze the accountability of the village government in the management of the Village Revenue and Expenditure Budget (APBDesa) in Siwaleppu Village, Sojol District, Donggala Regency. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The theory used is the theory of public accountability proposed by Malik Imron (2005), which consists of four main dimensions: accountability as a relationship, results-oriented accountability, accountability requires reporting, and accountability improves performance. The results of the study show that accountability in the management of the Regional Budget in Siwalempu Village has been implemented gradually and progressively. The village government has built a two-way relationship with the community through deliberative forums and public reporting, although the distribution of information is still uneven. Results-oriented accountability is reflected in the village government's focus on the tangible benefits of development activities, not just the preparation of administrative reports. In terms of reporting, even though it has been carried out regularly and formally through the Siskeudes system and annual reports, there are still obstacles in the accessibility and public understanding of the report. The application of accountability principles has also been proven to improve the performance of village governments, which is reflected in more orderly, transparent, and responsive public services. This study concludes that accountability is an important factor in realizing good village governance. Therefore, it is recommended that the village government increase information socialization, optimize village communication media, and strengthen the capacity of apparatus and supervisory institutions so that the governance of the Regional Budget is more transparent, participatory, and sustainable.

Abstract

Research related to disasters has recently been carried out by all institutions and individuals, including international researchers because this has become a very important global issue and needs to be followed up through research. Considering that the earthquake, tsunami and liquefaction disaster that occurred in Palu City on September 28, 2018 attracted the world's attention, this study aims to investigate the collaboration and performance of earthquake, tsunami and liquefaction management of the Palu City government. This study was designed using a quantitative approach with descriptive statistical data analysis and linear regression. The results of the investigation show that collaboration greatly affects the performance of disaster management, especially the ability of the Palu City government to collaborate horizontally with the same level of government organization. Meanwhile, collaboration with non-governmental organizations is still ineffective due to regulatory problems or disaster management mechanisms by the Indonesian government in general, and the Palu City government in particular. This has become the same problem in disaster management, including what happened in previous studies conducted in India, Pakistan, and Bangladesh. For this reason, it is necessary to establish a regulatory framework that can accommodate all disaster problems, especially when disasters occur in the future with the aim of reducing disaster risk.

Abstract

Penelitian ini bertujuan untuk mengevaluasi faktor-faktor yang mempengaruhi pelayanan publik di Kantor Imigrasi Kelas I Non TPI Manokwari dan mengidentifikasi solusi untuk meningkatkan Penerimaan Negara Bukan Pajak (PNBP). Metode penelitian menggunakan desain kuantitatif dengan pendekatan explanatory, melibatkan 80 responden yang dipilih secara acak dari populasi karyawan dan pengguna layanan pada tahun 2022. Data dikumpulkan melalui kuesioner dan dokumentasi penerimaan PNBP selama tiga tahun terakhir, kemudian dianalisis menggunakan regresi linier berganda dan analisis jalur. Hasil penelitian menunjukkan bahwa Layanan Berbasis Digital atau E-Government (X1), Kualitas Layanan (X2), dan Kepuasan Masyarakat (X3) secara signifikan berpengaruh terhadap PNBP. Variabel Layanan Berbasis Digital (X1) memiliki pengaruh paling besar terhadap peningkatan PNBP. Kesimpulan dari penelitian ini adalah bahwa untuk meningkatkan PNBP di Kantor Imigrasi Kelas I Non TPI Manokwari, perlu dilakukan peningkatan pada Layanan Berbasis Digital (X1), Kualitas Layanan (X2), dan Kepuasan Masyarakat (X3). Meningkatkan Kualitas Layanan (X2) dan Kepuasan Masyarakat (X3) juga penting untuk memberikan kontribusi yang merata seperti Layanan Berbasis Digital (X1). Hasil penelitian ini diharapkan dapat diadopsi oleh kantor imigrasi lainnya untuk meningkatkan pelayanan publik dan kontribusi PNBP.

Abstract

This study aims to find out and analyze the implementation of the Hospital Management Information System (SIMRS) policy at the Kabelota Regional General Hospital (RSUD) of Donggala Regency in 2024. Research Method: This study uses a qualitative approach with primary and secondary data types. Data collection techniques include in-depth interviews, observations, and documentation studies. Informants are selected purposively, including medical staff, non-medical, and technical personnel who are directly involved in SIMRS operations. Data analysis uses the Miles and Huberman interactive model, including the stages of data condensation, data presentation, and conclusion / verification as well as Analysis of Strengths, Weaknesses, Opportunities, and Threats (SWOT) The results of the research, the implementation of the SIMRS policy at Kabelota Donggala Hospital as a whole has been running well, but it has not been fully optimal. Aspects of communication, disposition/attitude, and bureaucratic structure showed positive results. However, there are significant challenges, such as internet network instability, hardware limitations, and lack of advanced training for staff. The IFAS and EFAS analysis placed hospitals in Quadrant I (Aggressive Strategy), indicating that hospitals have opportunities to leverage external factors to improve internal weaknesses and strengthen existing strengths. In conclusion, With the improvement of technological infrastructure, recruitment of additional IT personnel, and continuous training, the implementation of SIMRS at Kabelota Donggala Hospital can be optimized to support more efficient and quality health services.

Abstract

This study aims to determine the implementation of Juvenile Criminal Justice System Policy in the Jurisdiction of the North Morowali Police Department. This study uses qualitative data collection methods. The research location is at the North Morowali Police Department Office. The theory used in this study is the theory put forward by George C. Edward III. Nine informants participated in this study. Data were obtained from observations, interviews, and documentation. The data analysis methods include data collection, data condensation, data presentation, and conclusion drawing/verification. The results of the study on the Implementation of the Juvenile Criminal Justice System Policy in the North Morowali Police jurisdiction indicate that its implementation has not been optimal. The four main aspects of policy implementation communication, resources, disposition, and bureaucratic structure show varying results. The communication aspect is considered quite good, as coordination between law enforcement officers and related agencies in handling juvenile cases has begun to be established, although there are still obstacles in the delivery of information and understanding of the policy at the implementing level. The resource aspect is considered less good, due to the still limited number and competence of officers with specific understanding of the juvenile criminal justice system, as well as the lack of supporting facilities and infrastructure such as special rooms for examining children or psychological assistance. The disposition aspect is also not good, as evidenced by the still weak commitment, attitude, and integrity of some officers in prioritizing the principles of restorative justice over a repressive approach. Meanwhile, the bureaucratic structure aspect is considered quite good, because there are already mechanisms and SOPs for handling juveniles that are clearly regulated, but still requires improvement in cross-agency coordination and consistency of implementation in the field.

Abstract

The purpose of this study is to find out, analyze, and study the implementation of the Pioneer Shipping Service Policy in Class II ports in Palu Bay, Central Sulawesi Province. Qualitative and descriptive research methods. The location of the research was carried out at the Municipal Office and Class II Port Authority of Palu Pantoloan Bay, with eight informants selected purposefully. The data collection is done through interviews, observations, and documentation. The data analysis techniques of interviews use Nvivo 12 software and are supported by interactive models from Miles, Huberman, and Saldana, data collection, data condensation, data display, and conclusion drawings. The results of the research showed that: (1) communication to socialize the maritime transportation services of pioneer ships in hammer bay ports is still not maximized; (2) resources in terms of human resources and means are optimum, but budget (financial) and Prasarana resources are not sufficient; (3) dispositions on implementation are well running in connection with the appointment of the Commitment Maker Office (PPK) including incentives; (4) bureaucratic structures are still ineffective in relation to the mechanisms of implementation of the marine transportation service of the pioneers that have not been followed up by creating a Standard Operation Procedures (SOPs) and on the execution of the established shipping route is not appropriate and the time of sail in 1 (one) voyage is too long. Conclusion Implementation of Pioneer Shipping Services Policy in Class II Ports of Palu Bay, Central Sulawesi Province, is not effective. The findings in this study require strengthening of the integrated monitoring and monitoring aspects explaining the final determination in the pioneering shipping services policy in the Class II ports of Hammer Bay.
