Abstract

Government efforts to improve the competitiveness of Indonesian cocoa in the international world have been done by launching the National Cocoa Production Improvement and Quality Movement (GERNAS). In order for the GERNAS movement to take place, the development of the region needs to be done comprehensively, especially in the leading commodity centers, such as cocoa commodity in Luwu Raya in South Sulawesi Province, which still tends to produce cocoa beans (not in processed form) The people are more independent then empowerment should be directed to the agroindustry, and it becomes an urgent thing. To empower people's cocoa into an independent community based on cocoa agro-industry, it must be supported by its own cocoa commodities ranging from on-farm to off-farm that are interconnected with each other, and are integrative and sustainable. The research technique is descriptive survey approach. The selected research site is Luwu Raya in South Sulawesi Province. Data collection techniques were conducted by: library study and interview with related parties, ie officials at government institutions, cooperatives, manufacturers, associations of cocoa farmers, and farmers groups selected purposively. Secondary data mining is done by collecting: documents or transcripts in related institutions, and journals. Data and information obtained then analyzed by descriptive correlative. Based on the results of the research, empowering people's cocoa into an independent community through agro-industry becomes a necessity. In order to become an independent community, what should be done is: (a) transferring technology based on local potential, (b) facilitation of the government in the provision of bailouts and processing machines, and (c) support in the regulations in favor of the farmers.

Abstract

Society-owned enterprises (BUMR) Food offer partnership patterns with farmers to overcome the classic problems faced by farmers so far, namely the low capital, access to sources of capital, access to technology, and market penetration. The partnership pattern offered by BUMR Food is in the form of non-collateral loan assistance accompanied by assistance and providing agricultural insurance to farmers. Farmers are required to plant rice using varieties determined by the BUMR Food and sell their grain to BUMR Food at a price determined based on the quality of grain produced by farmers. Farmers' decision to establish a partnership with BUMR Food is greatly influenced by their perception of the partnership pattern. The purpose of this study is to: (1) identify the pattern of partnership of paddy rice farmers with BUMR Food, and (2) analyze the perception of paddy rice farmers to the pattern of partnership with BUMR Food. The research method used was a survey, with a population of all paddy rice farmers who followed the pattern of collaboration with the BUMR Food in Sukabumi Regency. The sampling technique used is Simple Random Sampling. The first research objective was analyzed descriptively, while the second research objective was analyzed using the Spearman Rank correlation test. The results show: (1) The partnership pattern in the form of Agribusiness Operational Cooperation, where the partner company (BUMR Food) provides non-collateral loans, provides technical assistance in cultivation, and acts as an offtaker (receives the results of production), and (2) the perception of farmers lowland rice to the partnership pattern with BUMR Food is generally positive both in terms of relative profitability, suitability and complexity.

Abstract

CV. Bumi Agro Technology is one of the strawberry farming in West Java which is still surviving until now amidst various constraints on strawberry fruit production, such as fluctuating production yields and production failures. This indicates that there is a risk that occurs in strawberry production activities. The research objectives are (1) identifying the causes of risk, (2) determine the probability and impact of risk, and (3) proposing various risk management strategies. The research design used a qualitative design with a case study research technique. The analytical tools used are Z-Score analysis and Value at Risk analysis. The results showed that the risk of production was caused by various sources of risk, namely human resources with a probability of 38.2% and an impact of Rp. 2,018,298, capital or farm finance with a probability of 30.5% and an impact of Rp. 1,015,439, plant pests and diseases with a probability of 24.5% and an impact of Rp. 1,097,284, and natural resources with a probability of 10.7% and an impact of Rp. 738,319. Based on the results of risk measurement analysis, a strategy can be formulated that can be implemented to minimize risk. The source of risk that causes the highest production risk is human resources. One of the proposed strategies that can be implemented to reduce the risk of production caused by human resources is empowering human resources who have low educational background and insight by improving the quality of education for the labor through counseling and training accompanied by field coordinators or field extension officers and then immediately implemented in the field.

Abstract

At present the number of actors from the tea agro-industry actors in West Java is decreasing, for example, the agroindustry of tea smallholder in Cianjur District in 2015 in Sub-districts: Sukanagara only has six units out of 11 units, Takokak Sub-district there are only 11 units of 38 units, and The Campaka sub-district has no more agroindustry of tea smallholder that was established even though a few years ago there were three units of the agroindustry of tea smallholder. These conditions also occur in other areas, such as in Bandung's Ciwidey District, even now only the Barokah Farmers Group's agroindustry still survives (from the four agro-industries in Bandung's Ciwidey District). Some determinants of the persistence of the agroindustry of tea smallholder can come from internal and external factors concerned. The research technique used is a case study. Determination of informants was done purposively, namely Plantation Service staff, chairman and deputy chairman of the farmer group, general manager of the tea agro-industry of the people, supplier farmers, and village apparatus. Secondary data is collected from existing documents in relevant agencies and journals. Data and information obtained were analyzed descriptively. The results showed that, the sustainability of the existence of the agroindustry of tea smallholder was determined by several factors, namely the ability of the people's tea agro-industry actors in: 1) fulfilling the supply of raw materials (tea tops), 2) managing the finances owned, 3) managing the organization, 4) doing product diversification, 5) expanding information networks and connectivity with relevant agencies, 6) continuity in market demand, and 7) continuity in maintaining product quality.
