Abstract

Safe speed is a condition that must and is mandatory to be applied on board aship so that the vessel can operate safely and does not endanger the ship itself, the cargo, or the marine environment through which it sails. However, there are still instances where safe speed is neglected due to human error. The method used in this study is a qualitative method, with the research location on board MT. BINTULU. The data used consist of primary data and secondary data. Data collection in this study was carried out through observation, interviews, and documentation techniques. The results of this study indicate that the impacts and risks of not optimally applying safe speed when navigating through shipping lanes include collisions, grounding, and other navigational hazards. However, the hazards most frequently experienced due to the less optimal application of safe speed in shipping lanes are collisions and ship grounding. The optimal application of safe speed can be achieved based on the competence and knowledge of human resources who have mastery of the application of P2TL, particularly Rule 6, thereby accidents that occur can be minimized or even eliminated.

Abstract

This study aims to analyze and optimize the use of SMCP (Standard Marine Communication Phrases) to support communication between vessels and with the Vessel Traffic Service (VTS) on KMP Portlink III. The study used a qualitative approach using observation, interviews, and documentation during sea practice. The results indicate that the implementation of SMCP on board is not yet fully optimal. There is still the use of general English, a lack of consistency in standard phrase structures, and minimal ongoing evaluation and training. Inhibiting factors include Man, Method, Machine, Material, Measurement, and Mother Nature, such as non-standard communication habits, limited proficiency in maritime English, and lack of supervision during watch duty. This impact has the potential to lead to miscommunication, especially when ships enter VTS areas with heavy traffic. Recommended optimization efforts include increasing knowledge accompanied by routine SMCP training, briefings before and after watch shifts, and active supervision from leaders and senior officers. Regarding inhibiting factors beyond human control, such as lighting short circuits caused by bad weather, port authorities or shore officials must be more prepared and responsive in improving the quality and quantity of lighting units. With consistent SMCP implementation in accordance with IMO standards, navigational communications can be clearer, more structured, and more effective, thereby enhancing navigational safety.

Abstract

Radar plays a crucial role in detecting objects around a ship, determining the distance and direction of targets, and assisting decision-making to avoid navigational hazards and the risk of collision. This study aims to analyze the use of radar to support navigational safety on MT. New Winner. The research method used was qualitative with a descriptive approach. Data were obtained through direct observation during sea practice on MT. New Winner, interviews with navigational officers, documentation related to radar operating procedures (SOPs), and fishbone data analysis. The results indicate that radar use on MT. New Winner was implemented in accordance with the company's standard operating procedures (SOPs). However, several factors can still interfere with radar performance, including human factors (lack of continuous supervision), mechanical factors (radar component interference), method factors (inappropriate gain and clutter settings), and natural factors such as heavy rain and high waves.Efforts to overcome these disturbances include improving officers’ competence through training and equipment familiarization, conducting routine maintenance and inspections of radar equipment, consistently applying SOP, and adjusting radar settings according to weather and navigational conditions. By optimizing radar usage and enhancing operator understanding, navigational safety on board MT. New Winner can be better ensured and the risk of maritime accidents can be minimized.

Abstract

Fire is one of the risks that can occur anytime and anywhere in marine shipping activities, the risk of fire on ships is quite large because the number of fire cases ranks second after the number of ship sinking cases. Management must pay attention to the provisions stipulated in the work safety regulations on ships as regulated in SOLAS (Safety of Life at Sea), ISM Code (International Safety Management Code) and STCW (Standard of Training, Certificate and Wachtkeeping for Seafarers) conventions to protect seafarers and prevent the risks in carrying out an activity on board. The purpose of this study was to find out how to implement Fire Drill as an effort to increase crew alertness on the Seroja XVIII. Limin Ventures. In this scientific work, the author uses a qualitative descriptive approach and primary and secondary data sources. The results of this study can be seen that the application of procedures before the Fire Drill or fire drills have been implemented well on the Seroja XVIII by holding a safety meeting before the activity and the captain always asks each crew about their duties and responsibilities in the event of a fire on board.
