Abstract

This study investigates the influence of the internal control system on the organizational performance of regional government institutions, with the performance measurement system functioning as a mediating variable. The research was conducted at the Samarinda City Health Office, involving 190 employees selected through a purposive sampling technique. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with the assistance of WarpPLS version 8. The results show that the internal control system has a positive and significant effect on both the performance measurement system and organizational performance. The performance measurement system also demonstrates a positive and significant influence on organizational performance. Moreover, the performance measurement system was found to partially mediate the relationship between the internal control system and organizational performance. These findings highlight the critical role of strong internal control practices in improving the accuracy and reliability of performance measurements, which ultimately enhance organizational performance in public sector institutions. The study contributes to strengthening governance practices, particularly in regional government entities managing essential public services.

Abstract

IIslamic Religious Education (PAI) in elementary schools frequently relies on standardized and text-based teaching materials that inadequately reflect students’ socio-cultural contexts, thereby limiting the internalization of moral values. This study aims to develop and evaluate a PAI teaching module on moral education integrated with Sundanese local wisdom—Silih Asah, Silih Asih, and Silih Asuh—and to examine its validity, practicality, and effectiveness. Employing a Research and Development (R&D) design, this study applied the ADDIE model comprising analysis, design, development, implementation, and evaluation stages. The module was tested with Grade V students at an Islamic elementary school in West Java. Data were collected through expert validation instruments, student response questionnaires, and pre-test and post-test assessments. The results indicate that the module achieved a high level of validity (90%), was categorized as very practical based on student responses (89.3%), and demonstrated high effectiveness in improving learning outcomes, with an average N-Gain score of 0.71 and a statistically significant improvement (p < 0.05). These findings suggest that integrating local cultural wisdom into PAI instructional materials effectively enhances students’ moral understanding and character formation. The developed module is therefore feasible as a contextual learning resource aligned with the Merdeka Curriculum and the Pancasila Student Profile.

Abstract

Plurality is an unavoidable social reality in Indonesia's diverse society. Religious, cultural, and ethnic diversity pose unique challenges for the education system, especially Islamic Religious Education (IRE), which is responsible for shaping students' character and religious attitudes. This study aims to analyze the role, challenges, and strategies of Islamic Religious Education in dealing with plurality through a Systematic Literature Review (SLR) approach. Data were collected from 12 scientific articles indexed by Google Scholar published between 2020 and 2025. The results of the study show that PAI has a strategic role in instilling values of tolerance, religious moderation, and respect for differences. The main challenges faced include resistance to pluralism, a lack of teacher competence in multicultural learning, and a curriculum bias that is still normative. The strategies that emerged include strengthening multicultural education, curriculum innovation, developing teacher competencies, and synergy between educational institutions and the community. These findings confirm that the success of IRE amid plurality depends on the ability to adapt and integrate the values of Islam rahmatan lil 'alamin into inclusive and dialogical educational practices.

Abstract

Indonesia's labor migration creates a huge amount of remittances, but the recall (PMI Purna) is vulnerable. In North Sulawesi, repatriated workers are economically marginalized, face psychosocial loads, geopolitical vulnerabilities, and risk becoming radicalized. This study analyzes the influences of vulnerability, institutional lacunae, and policy options on preventative supervision. A mixed method sequenced explanatory study was adopted, combining normative–normative--juridical analysis and fieldwork in Manado, Sangihe, Talaud, and Bitung. Consultations with stakeholders, focus group discussions, 100 interviews with returnees, and observations, were used for data collection. Thematic analysis identified patterns of deprivation, stigma and institutional fragmentation from repetition across the different case studies. Findings show that there is a regulatory micronucleus between Law No. 18/2017 (labor protection) and Law No. 5/2018 (counter-terrorism), placing ordinary returnees in a "grey zone." The region is succumbing to economic failure, as seen in the 68% unemployment rate and failure of many businesses, psychosocial distress, with 45% depression and anxiety, stigma in 32% exclusion, porous borders, and kinship ties with Mindanao. Reintegration programs focus on entrepreneurship but do little on psychological resilience, and agencies work in silos where there is very little data sharing. This study adds a new proposition to the literature by providing a hybrid model that incorporates economic, psychological, and geopolitical dimensions. Practically, it is necessary to identify psychosocial debriefing, community-based detection, and digital literacy. The policy recommendations include policy coverage, institutional integration, the creation of border economic zones, and the implementation of digital immunization strategies. Hence, effective reintegration is Indonesia’s wall against radicalization.

Abstract

This study aims to analyze the effectiveness of the Jumpa Artis Program (Free Ball Pickup Service) in improving public service quality in Sedati District, Sidoarjo Regency. This program is an innovation in population administration services that provides direct services to villages to facilitate public access to documents such as e-KTP, Child Identity Cards, and Job Seeker Cards. The research uses a qualitative approach with a case study method, referring to Sutrisno's effectiveness theory which includes five indicators: program understanding, targeting accuracy, time accuracy, goal achievement, and real change. Data were collected through in-depth interviews with eight informants from district officials, Civil Registry Office, and community service recipients, as well as observations and documentation. The results show that this program is quite effective in increasing accessibility to population administration services, as evidenced by the increase in the number of service recipients from 100 people in 2021 to 160 people in 2024 with a satisfaction rate of 90 percent. The program successfully reached communities with limited access to district offices, reducing costs and time for document processing. However, there are still obstacles in implementation timeliness, inter-agency coordination, limited human resources and infrastructure, and suboptimal population data updates. This study recommends increasing HR capacity, adding infrastructure, developing digital information systems, and strengthening cross-sectoral coordination to improve program effectiveness sustainably.

Abstract

Quarter-life crisis is an emotional crisis period characterized by anxiety, self-doubt, and instability in the transition phase from adolescence to adulthood. The research method used a quantitative approach with a correlational design. The purposive sample was 122 respondents who were fresh graduates, unemployed, and confused about their life direction. Data were collected through a Likert scale that was tested for its validity and reliability, and then they were analyzed using multiple regression and Pearson correlation. The results showed a significant negative relationship between emotional intelligence and peer social support on the level of quarter-life crisis, with an effective contribution of 24% and 6.6%, respectively. The majority of respondents had a moderate level of quarter-life crisis, emotional intelligence, and peer social support. These findings indicate that high emotional intelligence and adequate peer social support play an important role in reducing the level of quarter-life crisis in early adulthood. This study has scientific contributions and practical recommendations for the development of psychological well-being in the early adulthood developmental phase, although it has limitations regarding the online data collection method and focuses on one age group.

Abstract

This study aims to analyze the cultural meaning and structural typology of the salutation used in the various military languages of the Indonesian Navy, as well as to trace its historical development in the socio-cultural context of the Indonesian military. The military language of the Indonesian Navy has its own characteristics that reflect discipline, hierarchy, and honor values that are firmly rooted in the culture of military organizations. The method used is a qualitative descriptive method with a cultural, and historical linguistic approach. Data were obtained through observations, interviews, and studies of official documents and military archives. The results of the study show that the salutation in the military language of the TNI AL has a social and symbolic function that affirms identity, solidarity, and hierarchical structure between members. In terms of structural typology, it was found that there was a pattern of greetings that were systematically arranged based on rank, position, and the context of formal and informal communication. Meanwhile, culturally, each form of greeting contains basic values such as loyalty, respect for superiors, and corps spirit. From a historical perspective, the use of the greeting has evolved from the influence of colonial military traditions to the formation of a national identity that is typical of Indonesia. Thus, the greeting of respect in the military language of the TNI Navy is not only a form of verbal communication, but also a reflection of cultural values, military discipline, and historical heritage that shape the character of the TNI Navy institution to this day.

Abstract

This study aims to describe learning management in the subject of Pancasila and Citizenship Education (PPKn) in shaping the discipline of grade VII students at MTs Negeri Samarinda. The research uses a qualitative approach with a descriptive method. The research subjects consisted of one PPKn teacher and four students of grade VII who were selected through purposive sampling techniques based on variations in the level of discipline of different students. Data was obtained through in-depth observation and interviews to explore the implementation of learning management and students' responses to the application of discipline in the classroom. The results of the study showed that PPKn teachers manage learning through structured planning, organization, direction, and supervision, so as to be able to foster student discipline in four main aspects: neatness of dress, punctuality, task completion, and behavior during learning activities. Students in general have shown a good, disciplined attitude, although there are still some obstacles such as differences in learning styles and limited learning time. Overall, the learning management implemented by teachers plays an important role in shaping the culture of discipline in madrasas, and needs to be supported by habituation and continuous strengthening.
