Abstract

The customary leaders of the Baduy community previously expressed the rejection of Baduy as a tourist attraction. Given the increasing number of tourist visits and the growing prominence of Baduy Rural Tourism, there are concerns that this could lead to over-tourism and negatively impact tourist activities. This research aims to evaluate the concept of Baduy cultural rural tourism, addressing the issues surrounding the community's rejection of tourism as a development model. The objectives of this research are: 1) to understand the implementation of the tourist village concept; 2) to identify the challenges faced by tourism activities; and 3) to explore potential evaluation and improvement strategies. Using a qualitative approach with a case study and Miles and Huberman's interactive analysis. Selection of 10 informants with relevant characteristics, including one key informant, the customary leader who possesses knowledge of the traditions and regulations in Baduy; additionally, four informants represent local guides. Two informants are Baduy residents. Three informants represent tourists. Tourism indirectly impacts the social and cultural life of the Baduy community. Although Kanekes Village enforces strict regulations under Village Regulation regarding Cultural Saba and the Protection of Baduy Indigenous People, implementing these rules requires further evaluation and monitoring.

Abstract

Indonesia's goal to achieve the vision of “Indonesia Emas 2045” requires the role of the education sector. However, the current education system faces several critical challenges, such as corruption, discrimination, declining nationalism, and ineffective governance, which can hinder sustainable development. This research proposes the Contextualized Inclusive and Integrative Education (CII Education) model as an innovative framework to address these issues. The main objective of this research is to analyze and integrate three key educational concepts, namely Contextual Teaching and Learning (CTL), Inclusive Education, and Integration Education, into a comprehensive educational approach that aligns with national development goals. Using a qualitative research methodology, this study employs literature reviews, field observations, and empirical data collection from two institutions: SMK KITA and EF-ILC. CTL improves student engagement and critical thinking, while Inclusive Education ensures accessibility without discrimination. Moreover, TIE strengthens long-term knowledge retention by linking students’ cognitive, emotional, and social learning processes. Data findings from observed classrooms suggest that the CII model enhances students' academic performance and social adaptability. The study concludes that CII Education provides a structured and adaptable solution for improving Indonesia’s education system. Its implications in the future will include policy recommendations for national education reforms, teacher training programs, and industry-academic collaborations. Further research is required to explore the scalability of this model across different socio-economic and educational settings to ensure sustainable educational development in Indonesia.

Abstract

This study examines the ancestral heritage in traditional medicine practices among coastal communities in Indonesia through a literature review approach. Rooted in local knowledge and spiritual beliefs passed down through generations, these practices involve the use of natural resources, particularly medicinal plants, alongside rituals and prayers that balance the spiritual and physical realms. Using a literature review method, this study identifies, analyzes, and synthesizes relevant research to gain a deeper understanding of traditional medicine, with data sourced from leading academic databases such as Scopus, focusing on English-language publications from 1988 to 2024. The findings reveal that traditional medicine extends beyond physical healing, emphasizing harmony between humans, nature, and spiritual forces. Despite the influence of modern medical practices, traditional healing remains integral to healthcare, offering alternative approaches to various health concerns. The study underscores the importance of preserving traditional knowledge through systematic documentation and scientific inquiry while highlighting the potential for integrating traditional and modern medicine to develop a more holistic healthcare approach. By deepening the understanding of the cultural and health values inherent in traditional healing, this study promotes its sustainability amid globalization.

Abstract

The obligation of local governments to implement risk management has been established since the issuance of Government Regulation No. 60 of 2008 on the Government Internal Control System. The Regional Inspectorate of XYZ Regency, as one of the local government agencies in the field of supervision, is also required to manage risks to achieve the objectives outlined in its strategic planning document. This study analyzes the implementation of risk management at the Regional Inspectorate of XYZ Regency by examining both strategic and operational risks. The analysis begins with a business canvas review of the agency’s business processes. The purpose of this study is to identify the strategic and operational risks faced by the Regional Inspectorate of XYZ Regency and to determine the necessary risk mitigation measures to address these risks to an acceptable level. The research employs a qualitative descriptive method to collect primary and secondary data through interviews, observations, and document reviews. The results indicate the identification of two strategic risks based on objectives and programs, as well as thirteen operational risks based on activities outlined in the planning and budgeting documents of the Regional Inspectorate of XYZ Regency. Existing controls and risk mitigation measures are formulated to align with the specific characteristics of the identified risks. The findings of this study have implications for the enhancement of risk management practices at the Regional Inspectorate of XYZ Regency. By implementing a more systematic approach—encompassing comprehensive risk identification, analysis, evaluation, and treatment—the Inspectorate can strengthen its oversight function and improve governance quality.

Abstract

This study analyzes the factors influencing consumer purchasing decisions for A3 Fresh O2 bottled drinking water (AMDK) in Bondowoso Regency, with a particular focus on the strategic roles of price and promotion, as well as the mediating effect of consumer trust. The research is motivated by observed fluctuations in sales volume over recent years, indicating market instability. Using a quantitative approach with Structural Equation Modeling-Partial Least Squares (SEM-PLS), data were collected through a purposive sampling method involving 190 respondents. The study instrument was designed to capture the relationships among price, promotion, trust, and purchasing decisions. The findings indicate that price and promotion significantly influence both trust and purchasing decisions. Furthermore, consumer trust effectively mediates these relationships, although direct influences remain more dominant than indirect ones. The study offers managerial implications including the need for enhanced digital promotion, transparent product information, competitive pricing, and loyalty programs. Future research is encouraged to include additional variables such as brand loyalty and brand image to gain deeper insights into consumer behavior

Abstract

Extreme poverty remains a persistent challenge in Indonesia, with approximately 2.5% of the population living on less than $2.15 per day (World Bank, 2023). This condition is not solely economic but also deeply intertwined with social and cultural dimensions, limiting access to education, healthcare, and employment opportunities. This study examines the impact of business incubators on reducing extreme poverty in Garut Regency by analyzing changes in income and managerial knowledge using paired t-tests. The findings indicate a significant increase in income, with an average growth of 35% (p-value = 0.000), alongside a notable improvement in managerial knowledge (p-value = 0.001) following participation in the incubator program. These results underscore the effectiveness of business incubators in enhancing both financial stability and entrepreneurial capacity. However, critical challenges remain, particularly regarding access to capital and heightened market competition, which disproportionately affect entrepreneurs in remote areas. To address these barriers and ensure the long-term sustainability of incubator initiatives, stronger collaboration among local governments, financial institutions, and the private sector is essential. Such partnerships can facilitate targeted financial support and broader market access. Overall, this research affirms the role of business incubators as a strategic tool for community empowerment and poverty alleviation, while emphasizing the need for ongoing support mechanisms and policy innovation to foster resilient, inclusive economic development in disadvantaged regions such as Garut Regency.

Abstract

This study investigates the application of the Penta Helix Model as a framework for developing tourism villages through multi-stakeholder collaboration. The model involves five key actors: government, academia, businesses, communities, and media, each contributing to the planning and implementation of tourism initiatives. Integrating these sectors, the model promotes inclusive, innovative, and sustainable tourism development. The research focuses on the Samida Tourism Village in Garut Regency and employs a qualitative case study approach. The data collection involved in-depth interviews, field observations, and document analysis to identify the drivers and challenges of stakeholder collaboration. The results show that effective stakeholder coordination strengthens destination attractiveness and stimulates innovation. However, the study finds that maintaining consistent stakeholder engagement remains a significant challenge. The findings emphasize that active community involvement is essential for preserving cultural authenticity and ensuring long-term sustainability. This research contributes to understanding collaborative governance in rural tourism and highlights the importance of policy frameworks that foster synergy across sectors. Future studies should explore practical strategies to enhance stakeholder commitment and address obstacles in implementing the Penta Helix Model.

Abstract

Tasikmalaya Regency faces significant obstacles in the provision of clean water, especially in areas that are prone to drought during the dry season. Although the central and provincial governments have provided assistance in the form of drilled wells, until now there is no integrated data collection system available to map the exact location of drilled wells. This research aims to create innovations in public services related to the provision of clean water by developing information technology-based drilled well mapping (Deep Well Map) so that groundwater management can be carried out more efficiently. This study applies a qualitative descriptive method with data collection techniques through direct observation, interviews with village heads in 11 villages receiving drilled well assistance, and data triangulation to ensure the accuracy of the information collected. The results of the study show that the use of information technology in drilling well mapping can produce more systematic data on the distribution of wells, technical conditions, and the level of damage that occurs. This data is then packaged in the form of a web-based digital map that can be accessed online through the blogger platform. The existence of this digital map makes it easier for local governments to maintain and repair damaged drilled wells. In addition, this mapping also contributes to more targeted policy making related to groundwater management. This innovation is expected to be a sustainable solution in meeting the needs of clean water and improving the quality of public services in Tasikmalaya Regency.

Abstract

This study examines the challenges encountered during bureaucratic reform in developing countries, focusing on the complexities of implementing effective administrative changes. Employing a qualitative research method that includes a literature review and case study approach, the research highlights the various obstacles governments face, such as resistance to change, lack of institutional capacity, corruption, and political interference. The study identifies common trends and key factors hindering reform efforts by analyzing multiple case studies from different developing nations. A significant finding is the role of entrenched political elites, who often resist changes that may diminish their influence or control over resources. Additionally, weak governance structures and insufficient training programs for civil servants contribute to the slow pace of reform. The study also discusses the importance of fostering a culture of transparency and accountability within public institutions and the need for comprehensive strategies that address both the technical and human aspects of reform. This research contributes to the growing body of literature on public administration reform by providing insights into the multifaceted challenges that developing countries face. It offers recommendations for policymakers to create more adaptable and resilient bureaucratic systems that are better equipped to meet the demands of modern governance.

Abstract

This study examines the impact of service standards and work culture on customer satisfaction through employee performance in recognition of Information Security Consulting Institutions and Certification Institutions service at BSSN. The novelty of this research lies in the composition of variables and models used. Previous studies have analyzed the relationship between service standards, work culture, and customer satisfaction, indicating that both factors positively influence customer satisfaction and employee performance. However, no similar research has been conducted at BSSN, making this study valuable for policy improvements to enhance customer satisfaction through better service standards and provider performance. This research employs a quantitative method using primary data collected from questionnaires distributed to 70 respondents who use BSSN services. Data analysis uses variance-based SEM (PLS) with SMART PLS 3.0. The findings reveal that service standards, work culture, and employee performance positively influence customer satisfaction. All hypotheses are accepted, confirming that service standards and work culture, both individually and simultaneously, positively impact employee performance and customer satisfaction.
