Abstract

Health insurance is implemented with the aim of ensuring that participants receive health care benefits and protection to meet their basic health needs. However, many companies still violate Article 19 (1) or (2) of the BPJS Law, which states that companies have not complied with collecting, paying, and depositing premiums that are the responsibility of employees from their company to the Social Security Agency for Health (BPJS Kesehatan), resulting in many companies defaulting on BPJS Kesehatan insurance premiums and directly harming their employees who cannot utilize health insurance when they need health services. This study aims to analyze the application of criminal sanctions for companies non-compliance with BPJS Kesehatan insurance premium payments. The research method used is socio-legal empirical research. Employees who have not registered as BPJS participants and have never paid premiums cannot be categorized as participants. There are three conditions that lead to the imposition of criminal sanctions under Article 55 of the BPJS Law: (1) the company does not collect premiums that should be covered by the employees themselves; (2) the company have collected premiums that should be covered by employees, but the company didn’t deposit them to BPJS; (3) company do not pay and deposit premiums that are their responsibility to BPJS.

Abstract

The problem of the research is about the efforts of the Muhammadiyah community organization that experienced obstacles in participating in village development in the Plompong area, Brebes, Central Java. The obstacles occurred, among others, due to differences with the village community, namely in the matter of religious worship beliefs. The purpose of the research is to analyze Muhammadiyah's efforts to participate in village development which began with symbolic interaction. The theory used to analyze the main problem of the research is Blumer's theory of symbolic interaction and Portes' theory of development. The research method uses a qualitative approach that is oriented towards descriptive explanations of the objects being studied. The collection of research materials was carried out using observation techniques, in-depth interviews, FGDs, and document studies. While the validity of the research data was carried out through triangulation techniques. The results of the study show that symbolic interaction carried out through interpersonal, dialogical and group communication can realize harmony and can pave the way for community empowerment. The conclusion shows that symbolic interaction is very important at the beginning of participation in village development. Novelty, produces a village development model in which there is symbolic interaction in the process.

Abstract

Due to the lack of job prospects, micro and small business actors generally start their businesses. Based on theoretical studies, there is a relationship between entrepreneurial ambition, locus of control, personal attitude, ethnicity, and religiosity. Respondents in the research sample numbered 130 people. The tool used was a questionnaire consisting of 26 indicators and five variables. The Likert scale has five possible answers. The location of the study was Semarang. SEM-Amos was used for data processing and analysis. From the initial test, the data were normally distributed and original and reliable. Test the research model for all suitability criteria so that the research model can be accepted. The results of the study based on hypothesis testing showed two things that were not in accordance with the hypothesis: 1). Ethnicity has no real influence on a person's attitude, and 2). Through the mediation of personal attitudes, ethnicity has no real influence on entrepreneurial tendencies. This can be used as a source for further research. Thus, the novelty of this study shows that the variable of entrepreneurial intention is influenced by ethnicity, religiosity, locus of control, and personal attitudes. Then, the implications of research on competency as a mediating variable further strengthen the influence received by the entrepreneurial intention variable from the independent variables (ethnicity, religiosity, locus of control).

Abstract

Strengthening sub-district government capacity after the emergence of the regional autonomy policy in Reform era of Indonesia is really mandated to incorporating a human rights-based approach to development (HRBA). As a conceptual framework, HRBA seeks to address the root of the problem and touch the interests of the most vulnerable groups from human rights violations due to isolated development of border areas and marginalization of human rights protection. HRBA has become an important and interesting issue in the formulation of sustainable development that are able to empower and even improve the welfare of society. This article examines the government's capacity of the Besitang sub-District in planning and driving action HRBA into development practices in their regions. The article resulted from qualitative descriptive research. Data were collected by using focused group discussions, field studies, and literature review, then analysed through an interactive analysis. Finally, this article concludes that improving the performance of apparatus and good mechanisms for institutional assistance at the village level, including community leaders and disadvantages of community participation, is a significant effort to accelerate the realization of HRBA in Besitang sub-District.

Abstract

The power of the Industrial Revolution 4.0, digitalization, globalization, and unpredictable pressures, such as the COVID-19 pandemic and war, have required humans and organizations to adapt to the changes that will occur. The spread of COVID-19 worldwide and changes in government regulations to reduce the rate of spread have been one of the most significant learning curves, placing people and organizations in an unpredictable environment full of uncertainty, complexity, and ambiguity (VUCA). This research analyzes factors that can support MSME performance through Entrepreneurship Orientation (EO). Marketing Capability (MC), Social Media Marketing (SMM) and Product Innovation (PI). The survey was conducted on MSMEs in East Priangan, West Java, using the purposive sampling method, and the data was analyzed using structural equation modeling. The results show that EO improves product performance and innovation, and product innovation improves the performance of MSMEs. EO also increases MC and SSM

Abstract

Government discretion plays a crucial role in enhancing the efficiency of public service delivery, particularly in addressing complex societal needs. This study aims to explore the dimensions of governmental discretion, examining its potential to improve public service quality while identifying inherent challenges. The research employs a qualitative approach, including case studies, and identifies key factors influencing discretion, such as organizational culture, resource management, and legal frameworks. While discretion can encourage innovation and responsiveness, it also carries risks of mismanagement and reduced accountability without appropriate safeguards. The study's findings indicate that regional government discretion, although effective in improving public service efficiency, must be implemented with consideration of existing challenges, such as limited resources and managerial capacity. The novelty of this research lies in the integration of the concept of discretion with digital technology and the enhancement of public participation. It also offers concrete recommendations on how to improve the effectiveness of discretion in the context of more transparent and accountable local government practices. This research further emphasizes the importance of creating a clear legal framework that supports better management of discretion without posing the risk of abuse of power.

Abstract

Despite the establishment of national regulations to guide financial disclosure, there are still gaps in how local governments report financial information. This study aims to determine the contribution of capital expenditure, fiscal independence ratio, local government size, and legislative size to the disclosure of Local Government Financial Reports (LKPD) in Indonesia. With a positivist epistemology perspective, this analysis applies a quantitative approach with secondary data from 113 district and city governments in Java Island, resulting in 226 observations. Eight hypotheses are tested using multiple linear regression and moderation analysis. Classical assumption tests (e.g., normality, multicollinearity, and heteroscedasticity) are run on the data. The results show that fiscal autonomy and board size are significantly related to LKPD disclosure. However, investment and local government scale are not significant as the main predictors. Furthermore, the effect of audit reports in moderating the relationship between financial indicators and the level of information disclosed is not significant. This finding reflects the dominance of governance-related aspects over structural dimensions (e.g., organizational size) in predicting transparency. This study is repeated because it identifies audit findings as a moderating variable on the relationship between financial governance and public disclosure, a stance that is rarely studied in the Indonesian public finance literature. These findings suggest that improving governance quality and audit performance is more effective in encouraging financial disclosure than structural expansion. The novelty of this study offers suggestions to public administrators and audit institutions seeking to improve financial accountability.

Abstract

This research aims to analyze the history of Indonesian citizenship from a legal and social perspective, focusing on the evolution of citizenship law from the colonial period to the implementation of Law No. 12 Year 2006. The main problem raised is the inequality produced by the citizenship system in the colonial period, which creates a hierarchy between European citizens and indigenous people, as well as the challenges faced in the implementation of the latest laws. The research method used is a historical approach that includes the stages of heuristics, criticism, interpretation, and historiography, as well as qualitative analysis of secondary data from legal documents, related literature, and case studies. Research results show that although there is progress in the principles of citizenship that are more inclusive after independence, as reflected in Law No. 62 Year 1958 and changes in the 1945 Constitution, significant challenges remain in the implementation of Law No. 12 Year 2006. This research reveals that although there are efforts to eliminate discrimination, there are still social gaps that need to be overcome. The conclusion of this study emphasizes the need for policy reform to improve justice and social integration in the Indonesian citizenship system, as well as providing recommendations for further research in the field of citizenship history.

Abstract

This study examined the influence of menu attractiveness, menu informative aspects, and the risk of COVID-19 on perceived food ordering convenience, as well as the influence of perceived food ordering convenience on purchase intentions. This study's sample consisted of 375 respondents who had frequented and made purchases at cafés in Batam. The questionnaire method was utilized to collect data for this study. This study employs the Structural Equation Model with the Partial Least Squares method and the SmartPLS 3.2.8 software for its analysis. 1) Menu attractiveness has a significant impact on perceived convenience in ordering food; 2) Menu informative aspect has a significant impact on perceived convenience in ordering food; 3) Covid-19 risk has a significant impact on perceived convenience in ordering food; and 4) The convenience felt in ordering food has a significant impact on purchase intention.

Abstract

This research was motivated by the low value of student learning outcomes in designing Indonesian literature appreciation learning based on local wisdom in the digital era. In fact, integrating digital technology into learning has become part of students' competence as prospective 21st century learning teachers. The aim of this research is to improve students' ability to design Indonesian literature appreciation learning based on local wisdom in the digital era by applying the TPACK concept. The classroom action research method using Kurt Lewin's four-step model was applied in this research. The research subjects were 40 fourth semester students at the Primary School Teacher Education (PGSD) Study Program at Palangka Raya University. The research results show the success of increasing student learning outcomes which is very significant. In the pre-action stage the average student score was still at 57.5 with 12.5% completion, after the action in cycle I the student score reached an average of 71.25 with a completion percentage of 75% and after the action in In cycle II, the average student score reached 80 with a completion percentage of 92.5%. In conclusion, the TPACK concept applied by the lecturer team during class action was able to increase student learning achievement scores by 22.5 and increase the percentage of completion by up to 80%.
