Abstract

The State Civil Apparatus Information System (SIASN) is a digital platform owned by the State Civil Service Agency that was developed to manage ASN personnel data and information in Indonesia. One of the services available in SIASN is the promotion service. This study aims to find out the implementation of the SIASN-Based Promotion Service Policy in the Regional Civil Service Agency of Sidoarjo Regency, which is based on Regulation of the State Civil Service Agency Number 7 of 2023 concerning the State Civil Apparatus Information System (SIASN) and a circular letter from BKN concerning the acceleration of ASN-based promotion and mutation services based on SIASN. The research method used is qualitative research, using primary and secondary data sources, and refers to Edward III's theory. Data collection techniques are carried out in three ways: through interviews, observations, and literature studies. The results of the research conducted show that the implementation of the SIASN-based promotion service policy in the BKD of the Sidoarjo district is quite optimal because the presence of SIASN can cut the bureaucratic flow. However, there are obstacles that are still faced today, namely weak validity/updating data and minimal awareness of ASN

Abstract

The purpose of this study was to determine the performance of employees in realizing public service innovation at the Population and Civil Registration Office of Kendari City based on indicators of work quality, timeliness, ability, initiative and communication, the type of research used was qualitative research. The results showed that the performance of employees of the Population and Civil Registration Office of Kendari City in realizing the public service innovation program requires communication skills and a proactive attitude from employees. Although employees have been meticulous as well as highly committed to working, efforts are still needed to improve the quality of work through training and technical guidance (bimtek). In addition, the timely performance of employees in working is one of the advantages that support the success of this innovation program. Timeliness in completing tasks and providing services to the community not only reflects employee professionalism but also increases public trust in the Population and Civil Registration Office of Kendari City. Thus, despite challenges in terms of communication skills and initiative, employees' on-time performance can be a foundation for improving other aspects of public service.

Abstract

The purpose of this study is to determine and analyze the impact of the use of Digital Marketing on increasing sales of micro, small and medium enterprises (MSMEs) in Kendari City. The method used in this study is a descriptive research method (single variable data analysis). After the data is collected, the data is grouped numerically, processed using a frequency table, and supplemented with a description of additional information related to the challenges faced by MSMEs in Kendari City. The criteria are MSMEs that use Digital Marketing > 1 year and MSMEs that specifically sell food and clothing. The results of the study show that the use of digital marketing in increasing MSME sales in Kendari City shows that digital marketing strategies have a significant impact on MSME sales growth. The indicators used, namely transaction costs, interactivity, incentive programs, and website design, make an important contribution to creating a positive user experience and encouraging increased sales.

Abstract

The planning of building and environmental management policies for the Sarangan Tourism Area was carried out through the RTBL program, which provides a guideline for organizing areas that do not yet comply with regulations. This study examined how the Dinas Perumahan Rakyat, Kawasan Permukiman, and dan Cipta Karya Provinsi Jawa Timur planned the RTBL policy using a descriptive qualitative approach based on Handoko’s (2003) planning theory. The results showed that the planning process was well-executed, with clear and measurable goals focused on reorganizing the area’s buildings and environment to support sustainable development. Strategies were carefully designed using SWOT analysis to ensure the policies were effective and aligned with the area’s needs while adhering to national and regional regulations, such as PERMEN-PUPR No. 06/PRT/M/2007. Projects and programs were implemented on schedule and followed proper procedures, using a combination of a top-down approach and limited bottom-up input. Funding was allocated through supervision and development planning forums, ensuring the program met all required standards.

Abstract

This study examines the phenomenon of trash talking in the online game MLBB using a virtual ethnography approach. Trashtalking, which is characterized by the use of negative or provocative verbal communication, is analyzed as a response to competitive pressure, community norms, anonymity in the digital world, and spontaneous emotional reactions. This study uses a qualitative descriptive method with a Virtual Ethnography approach. Based on the results of the study, it can be concluded that the Trash-talking phenomenon in Mobile Legends: Bang Bang is influenced by various factors and has a significant impact, both psychologically, socially, and culturally in the player community. The main factors that drive this behaviour include competitive pressure in-game dynamics, culture and community norms that consider Trash-talking as part of the gaming experience, the influence of anonymity that blurs real-world social boundaries, spontaneous responses to intense emotions during the game, and psychological strategies to influence opponents or raise team spirit. The virtual ethnography approach reveals that the digital world, especially in the context of online games, reflects various aspects of more complex human social interactions, including conflict, solidarity, and emotional expression. The impact of Trash-talking behaviour covers various aspects. From a psychological perspective, Trash-talking can increase stress and anxiety in certain players, but it can also build mental resilience in individuals who manage the pressure.

Abstract

This study aims to see that the development of facilities at the Cangar Hot Springs by Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Provinsi Jawa Timur provides a positive contribution to tourist attraction, increasing visitors and locally-generated revenue, while still paying attention to the environmental in conservative areas, and can make regional tourism into national superior tourism.  This research uses a descriptive method with a qualitative approach through interview techniques, observation and document study. The research results show that the Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Provinsi Jawa Timur carries out five main roles based on Siagian (2012) theory, namely as a stabilizer, innovator, modernizer, pioneer and implementer. As a stabilizer, maintains social stability through monitoring mechanisms involving various parties, although community involvement in planning still needs to be increased. As an innovator, efforts have been made to implement environmentally friendly concepts, but conceptual innovation and work systems need strengthening. As a modernizer, it has succeeded in integrating efficient management, mastery of science, and modern infrastructure to support sustainable tourism. As a pioneer, strategic steps were taken to emphasize social justice, sustainability and environmental care. As an implementer, ensures the construction of facilities according to national standards with an environmentally friendly approach and efficient budget management.

Abstract

This study explores the phenomenon of pork barrel politics in the context of social assistance (bansos) distribution ahead of Indonesia's 2024 Presidential and Vice-Presidential Election. The primary focus is on how President Joko Widodo leveraged social assistance as a political tool to boost the electability of his endorsed candidates, Prabowo Subianto and Gibran Rakabuming Raka. Using a distributive politics framework and pork barrel theory, this research analyzes the patterns of social assistance distribution in regions with high voter registration, such as Central Java, East Java, and West Java. The findings indicate a discriminatory strategy in the allocation of social assistance to support specific candidates, achieved through the strategic deployment of government funds. This study contributes to the understanding of distributive politics practices in the context of Indonesian electoral politics, with implications for transparency and accountability in the management of public budgets.

Abstract

This research aimed to analyze seaweed marketing in Akuni Village, Tinanggea Sub-district, Konawe Selatan Regency. The study was motivated by the large potential of seaweed in Indonesia, particularly in Akuni Village, where seaweed cultivation is the main livelihood for most residents. The research method used was a survey method with a qualitative descriptive approach. Data were collected through interviews, observation, and documentation. Data analysis was carried out using qualitative descriptive analysis to describe marketing channels and quantitative descriptive analysis to calculate marketing margins and marketing efficiency using marketing margin and farmer's share formulas. The results showed that there was one seaweed marketing channel in Akuni Village, namely from farmers to collectors, then to Makassar. The marketing margin obtained by collectors is Rp. 3,000/Kg. Marketing efficiency is relatively high with a farmer's share value of 83%. In conclusion, the seaweed marketing channel in Akuni Village is quite good and efficient.

Abstract

This study aims to map the potential and creative space generated by the community and map the roles and collaboration between stakeholders in developing the Payungi People's Market. The research uses a descriptive qualitative approach with primary and secondary data obtained through in-depth interviews, field observations, and document analysis. The research results show that collaboration among stakeholders plays a key role. The Payungi movers became the main driving force in organizing activities, the private sector supported through funding and marketing, the government provided policy facilitation, universities assisted through research and mentoring, and the community became the main actors in market activities. The strategies implemented include empowering the local community, community-based promotion, and strengthening networks among stakeholders. However, the main challenges faced include the regeneration of community mobilizers and the low level of technology adoption by market players, especially mothers. This research emphasizes the importance of synergy among stakeholders in creating an inclusive, sustainable, and competitive creative economy space. These findings provide practical guidance for the development of similar markets in other regions.

Abstract

This study aims to determine the modernization of the tax administration system in improving the compliance of hotel taxpayers in Kendari City. This research uses a qualitative methodology with a descriptive approach. Data was collected through in-depth interviews, document studies, and observations at the Kendari City Regional Revenue Agency, as well as hotel taxpayers in Kendari City. The results of this study indicate that the modernization of the tax administration system can improve hotel taxpayer compliance in Kendari City. This can be seen from the dimensions of the modernization of the tax administration system that are fulfilled, namely the administrative system has been based on communication and information technology, through the use of technology-based programs and online payments.  Based on the modernization of the administrative system, is quite effective and efficient in increasing taxpayer compliance. The simplicity of using a modernized tax administration system is simple and understandable for taxpayers and can provide benefits for taxpayers in terms of reporting and monitoring taxation.
