Abstract

The objective of this activity is to enhance the legal competence and technical capacity of village officials in managing the procurement of goods and services in a transparent, accountable manner, and in compliance with prevailing laws and regulations. Through interactive training, simulations, and regulation-based mentoring, village officials have gained comprehensive legal knowledge, as well as technical skills in needs assessment, cost estimation (HPS) preparation, contract drafting, and accountability reporting. This activity also fosters the confidence of village officials in making rule-based decisions and promotes a culture of transparency and accountability in village governance. The results are evident from the increasing openness of procurement processes to public monitoring and the improved readiness of villages to face external audits.Moving forward, capacity strengthening for village officials should be implemented sustainably through regular training, discussion forums, and inter-village knowledge sharing facilitated by local governments, universities, and supervisory institutions to realize clean, orderly, and participatory village governance.

Abstract

This study aims to analyse the impact of applying inclusive education principles at Saymara Inclusive Early Childhood Education on child development. The study uses a qualitative approach with in-depth interviews, aiming to understand the experiences and meanings felt by educators in applying inclusive education principles. The implementation of inclusive education principles is carried out by providing equal opportunities for regular children and children with special needs, as well as implementing an Individual Learning Programme (PPI) tailored to the needs and potential of each child. Learning activities involve social interaction and independence training to encourage the development of emphathy, helpfulness, and social skills in children. The obstacles that arise include the challenges of managing diverse classes and the lack of support from some parents for the inclusion programme. Nevertheless, the implementation of inclusive education has a significant positive impact, including improving children’s social and communication skills and self-confidence, as well as shaping the social character of regular children. The results of the study confirm that inclusive education not only supports the development of children with special needs but also creates an adaptive, equitable learning environment that values the diversity of student.

Abstract

This study aims to analyze the human resource development strategy at Lion Air from the perspective of digital empowerment. The research applies a qualitative descriptive method through a literature study based on several sources, including Hendra Riofita’s journals which highlight the role of digital empowerment in improving organizational performance. The results indicate that Lion Air implements HR strategies focusing on enhancing employees’ digital competencies through training, technology-based evaluation systems, and the strengthening of adaptive work culture. The implementation of digital empowerment has been proven to improve operational efficiency, productivity, and service quality. This study emphasizes the importance of digital transformation in human resource management to meet the challenges of the modern aviation industry.

Abstract

This Community Service Program aims to increase the level of community compliance in paying Land and Building Tax (PBB), increase public understanding of the obligations and benefits of PBB payments, and reduce PBB payment arrears in the community. This community service was carried out at the Pak Wawi Tempe Factory MSME on Monday, October 20, 2025. Respondents in this service were employees and the community around the Pak Wawi Tempe Factory MSME. The results of the service show that the Community Service Activity (PKM) which focuses on Community Empowerment in Increasing Compliance with Land and Building Tax (PBB) Payments has had a positive impact on increasing knowledge, awareness, and participation of citizens in fulfilling their tax obligations. Through socialization activities, administrative assistance, and tax literacy training, the community has become more aware of the functions and benefits of PBB for regional development. Overall, this PKM activity shows that community empowerment through education, information transparency, and local capacity building is an effective strategy in increasing the level of compliance with PBB payments. It is hoped that similar activities can be continued and expanded to other regions to support the optimization of regional income and more equitable development.

Abstract

This community service program aimed to actualize the role of university students in Islamic preaching (dakwah) to empower rural communities with limited access to religious education. The activity was conducted in Gerdu Village, Karangpandan Sub-district, Karanganyar Regency, Central Java, using a qualitative approach and the Participatory Action Research (PAR) method. This method allowed students and community members to be actively involved in identifying religious issues, designing solutions, and collaboratively implementing sustainable programs. Data were collected through participatory observation, in-depth interviews, and documentation. The program consisted of various Islamic educational activities such as children’s Quran classes (TPA), women’s religious studies, Quran recitation improvement (tahsin), Islamic storytelling, educational outbound games, and health counseling. The results showed increased community participation in religious activities and the emergence of collective awareness to uphold Islamic values in daily life. The students also gained valuable hands-on experience in delivering contextual and applicable religious guidance. These findings indicate that the participatory community-based dakwah model is effective in rural settings and can be replicated in other areas with similar social characteristics.

Abstract

Sexual violence constitutes a serious violation of human rights that demands comprehensive and equitable legal protection. Law Number 12 of 2022 concerning the Crime of Sexual Violence (UU TPKS) marks significant progress by adopting the principle of “without consent” as an element of the offense. However, the absence of a clear normative definition and legal indicators for this term creates the potential for vague norms, thereby undermining the principles of lex certa and legality within criminal law. This study aims to analyze the juridical interpretation of the “without consent” element and to formulate an ideal legal framework to ensure legal certainty. The research employs a normative juridical method with statutory, conceptual, and case study approaches, focusing on two court decisions: Bantul District Court Decision No. 126/Pid.Sus/2023/PN Btl and Pandeglang District Court Decision No. 71/Pid.Sus/2023/PN Pdl. The findings indicate that the lack of a normative definition of “without consent” results in inconsistencies in judicial practice and difficulties in proving the element of the offense. Therefore, an explicit and operational legal formulation is required to ensure that the implementation of the UU TPKS upholds the principles of legal certainty and provides balanced protection for both victims and perpetrators.

Abstract

Pelatihan Tahap 2 Pengelolaan Website Desa Harjatani dilaksanakan pada 12 September 2025 sebagai tindak lanjut dari pelatihan tahap pertama yang masih terbatas pada pengenalan dasar. Kegiatan ini bertujuan meningkatkan keterampilan aparatur desa dalam mengelola layanan publik berbasis digital melalui praktik langsung pengunggahan berita, publikasi dokumen resmi, serta pemanfaatan fitur interaktif website. Metode pelatihan dilakukan secara partisipatif dengan ceramah interaktif, demonstrasi, dan praktik mandiri yang didampingi fasilitator. Hasil kegiatan menunjukkan peningkatan signifikan, di mana mayoritas peserta mampu mengelola konten website secara mandiri, memahami prosedur keamanan data, dan membentuk tim pengelola website desa sehingga keberlanjutan layanan digital dapat lebih terjamin.

Abstract

The use of lie detectors (polygraphs) in Indonesia’s criminal procedure raises juridical issues, as such devices are not explicitly recognized as valid evidence under Article 184 paragraph (1) of the Criminal Procedure Code (KUHAP). Although theoretically, the polygraph can be classified as electronic information pursuant to Article 5 of Law No. 11 of 2008 on Electronic Information and Transactions (ITE Law), its application encounters normative obstacles, particularly the vagueness of Article 13 paragraph (2) letter d of the National Police Regulation No. 10 of 2009, which requires that the subject be “not under pressure” without providing objective indicators. This normative ambiguity potentially violates constitutional rights of suspects, including the principles of non self-incrimination and due process of law. This research employs a normative juridical method with statute, conceptual, and case approaches. The analysis is conducted qualitatively in an analytical-prescriptive manner by examining the Denpasar District Court Decision No. 708/Pid.B/2015 and the East Jakarta District Court Decision No. 229/Pid.Sus/2014. The findings indicate that the lie detector cannot yet serve as an independent means of evidence due to the absence of a clear legal basis and its potential to infringe human rights. Therefore, legal reform is necessary through revising the Police Regulation, improving Supreme Court Regulations (PERMA), and introducing new provisions in the revised KUHAP and ITE Law to establish a comprehensive legal framework that ensures the protection of rights within the criminal justice process.

Abstract

This study aims to evaluate the effectiveness of the Point of Sale (POS) program as a strategy to increase tax accountability awareness among business actors at Banyuasri Market. The evaluation used the CIPP model (Context, Input, Process, Product) to assess the context, resources, implementation, and outcomes of the program. Data were collected through questionnaires and interviews from 92 business actors who were the research subjects. The results indicate that the POS program successfully improved tax accountability awareness, especially in the context, process, and product aspects, although challenges remain in the resource aspect, such as user training and technical support. These findings highlight the importance of improving resource quality and policy support to optimize the program’s implementation. Recommendations include developing intensive training and enhancing technological infrastructure to support the sustainability of the POS program as a tool for increasing tax awareness in traditional markets.

Abstract

Art education is essential, especially for promoting creativity among students. The purpose of this research is to investigate the use of a collaborative learning model to enhance student learning outcomes. The study used a quantitative approach with a pre-experimental one-group pretest-posttest design. The study included 20 pupils chosen via complete sampling. The collaborative learning approach, when used with fifth-grade primary school students, was shown to have a substantial positive impact on their learning outcomes, as evidenced by a significance value of 0. 000 < 0. 05. The application of this model is advised for use with fifth-grade primary pupils in art and culture topics, according to these findings.
