Abstract

This study aims to analyze the strategies used by kindergarten teachers in dealing with the diversity of young children’s characters in the classroom. The research was conducted at TK Aisyiyah X Surakarta using a descriptive qualitative method through interviews, observations, and documentation. The informants consisted of five classroom teachers and two parents. The results show that teachers apply various strategies, including individual approaches, the use of play-based media, and positive behavior habituation. These strategies cover five main aspects: creating an inclusive learning environment, personalized learning, positive reinforcement, behavioral observation, and independent practice. The implementation of these strategies helps teachers foster values of tolerance, cooperation, empathy, and independence among children while creating a supportive and inclusive learning atmosphere. Teachers are expected to continue developing creative strategies and collaborate with parents to support children’s character development effectively.

Abstract

This study aims to analyze Nicco Machi's novel "Rata" through a sociological approach to literature, incorporating Lucien Goldmann's genetic structuralism theory. The background of this research is based on the view that literary works reflect the social structures and class ideologies that gave rise to them. The novel "Rata" depicts the realities of urban life, with its diverse social strata, economic conflicts, and existential problems faced by its characters. This study employed a qualitative descriptive method with content analysis techniques. Data were collected through in-depth reading of the text, identifying units of social meaning, and interpreting the narrative structure, which reflects the relationship between individuals and society. The results indicate that the novel portrays social inequality, individual alienation due to economic pressures, and identity struggles in the modern urban space. The narrative structure and characters in the novel "Rata" reflect the collective consciousness of the middle class, caught between idealism and materialistic reality. Thus, this work can be read as a social representation of changing values and power relations in contemporary Indonesian urban society.

Abstract

The adjustment of the statement of objectives and business activities in Article 3 of the Articles of Association (AOA) of a limited liability company to the most recent Indonesian Standard Industrial Classification (KBLI) has become an increasingly common practice since the introduction of risk-based business licensing through the Online Single Submission Risk-Based Approach (OSS-RBA) system. Article 3 AOA is expected to be aligned with KBLI so that the company’s profile in OSS-RBA is consistent with its constitutive deed. From the perspective of the Indonesian Company Law, however, it is not immediately clear whether there is a firm normative basis obliging companies to amend their AOA every time the Central Statistics Agency (Badan Pusat Statistik, BPS) issues a new version of KBLI, given that the main legal basis for KBLI lies in BPS Regulations rather than in explicit provisions of the Company Law or regulations issued by the Ministry of Law and Human Rights. This article examines the status of the alleged obligation to adjust KBLI in the AOA using a normative legal research method. It analyses the regulatory framework of Article 3 AOA under the Company Law, the position of KBLI as a statistical instrument subsequently adopted into the risk-based licensing regime, and the practical implications of the ambiguity surrounding AOA adjustment for companies and notaries. As an illustration, the article discusses a company engaged in electricity generation that has adjusted its KBLI in the AOA and later encounters difficulties when applying for a tax allowance facility because the fiscal incentive regulation continues to refer to an earlier version of KBLI. The article argues for clearer regulation at the level of ministerial rules or official guidelines of the Ministry of Law and Human Rights on the scope and procedure of KBLI adjustment in the AOA, as well as for better harmonisation with licensing and incentive regimes that also rely on KBLI references.

Abstract

The policy of eliminating the 0.5% Final Income Tax (PPh Final) scheme for health workers, particularly independent medical practitioners, has significantly affected the taxation framework in the health sector. This study aims to analyze the regulatory basis for the abolition of Final Income Tax, its juridical implications for fiscal justice, and its impact on healthcare accessibility, especially in remote areas. Using a juridical-normative method with conceptual and qualitative analysis, this research explores the link between fiscal policy and the protection of the right to health as guaranteed in Article 28H paragraph (1) of the 1945 Constitution of the Republic of Indonesia. The findings reveal that the elimination of the Final Income Tax without compensatory affirmative policies imposes a new administrative burden on health workers and potentially undermines the sustainability of independent healthcare services in underserved regions. Furthermore, this policy risks creating substantive fiscal inequality, conflicting with the principles of proportionality and social justice in the national tax system. Therefore, a more socially responsive fiscal regulation is needed to ensure that taxation does not hinder the equity and continuity of health service delivery.

Abstract

This Mini Research Report is titled "Legal Protection of Geographical Indications for Typical Foods of Lemang Batok Tebing Tinggi as Local Products." This study examines the understanding of business actors, the forms of legal protection available, and the role of local governments in the Geographical Indication (GI) registration process. The research utilizes a descriptive qualitative approach, employing interviews as the primary data collection technique, and data analysis through methods such as data reduction, data display, and data verification. The findings indicate that business actors, although they do not fully understand the concept of Geographical Indications, continue to preserve the authenticity of their production methods and pass them down through generations. However, the local government's involvement in the GI registration process is still limited, resulting in a lack of legal protection for this local product. The study highlights the need for increased awareness and involvement from both business actors and local authorities to strengthen the legal protection for Lemang Batok Tebing Tinggi as a unique geographical product. It concludes by emphasizing the importance of implementing effective strategies to safeguard such products and ensure their recognition in the legal domain.

Abstract

The waste problem in urban areas, including in Tegal Sari Mandala I Village, Medan Denai District, remains a serious issue. Although the government has established waste management policies through national and regional regulations, implementation on the ground often faces obstacles such as inadequate communication, limited resources, and low public awareness. This study aims to analyze the implementation of waste management policies and its impact on community behavior, based on public policy implementation theory, specifically George C. Edwards III’s model, which includes four key variables: communication, resources, disposition, and bureaucracy structure. Community behavior is analyzed through indicators such as waste disposal habits, compliance with rules, waste segregation, and participation in cleanliness activities. The research method used is a survey with a quantitative approach, involving 97 household heads in Tegal Sari Mandala I Village, selected through proportional random sampling. Data was collected through questionnaires, interviews, observations, and documentation. The analysis was conducted descriptively using descriptive data analysis and correlation tests to identify the relationship between policy implementation and community behavior. The findings show a significant relationship between the implementation of waste management policies and community behavior, with a Pearson correlation value of r = 0.709 and a significance level of 0.000. This indicates that better policy implementation leads to more positive community behavior in waste management, emphasizing the importance of improved policy communication, infrastructure strengthening, and coordination among relevant institutions.

Abstract

This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in creating spaces for active citizenship through the implementation of a Waste Management Program in Marindal I Village. The background of this research is based on the growing waste management challenges in peri-urban areas, which require active community involvement and the strategic role of village institutions. This study employs a qualitative method with a descriptive approach. Data were collected through field observations, in-depth interviews, and documentation involving BUMDes managers, village officials, and community members as key program stakeholders. The findings indicate that BUMDes plays a significant role as a facilitator and mobilizer of community participation by encouraging residents to engage in waste collection, sorting, and processing activities with economic value. The implementation of the program not only enhances environmental awareness and responsibility but also strengthens social cooperation, collective accountability, and the practice of active citizenship at the village level. Furthermore, BUMDes-based waste management contributes to increased village revenue through the utilization and sale of recycled materials.

Abstract

This study focuses on analyzing the ecology of village governance in the management of Village Funds and the relationship between village authorities and the community in realizing effective Village Fund governance in Kuta Tualah Village, Namorambe Subdistrict, Deli Serdang Regency. This research employs a qualitative descriptive approach with data collected through observation, interviews, and documentation. The findings indicate that the ecology of village governance is formed through reciprocal interactions between village government, village institutions, and community members involved in the planning, implementation, and monitoring of Village Funds. Village deliberation (musyawarah desa) serves as the primary mechanism for determining development priorities; however, community participation remains suboptimal due to limited time availability, lack of understanding, and low sense of ownership toward village programs. Transparency efforts have been made through the publication of the Village Budget (APBDes) and dissemination of information in village forums, yet these efforts have not been fully accessed by all residents. Coordination among village apparatus—such as the village head, village secretary, treasurer, Village Consultative Body (BPD), Village Community Empowerment Institution (LPM), and Village-Owned Enterprise (BUMDes)generally functions well, although at times affected by sectoral interests and limited administrative capacities. Overall, the governance ecology in Kuta Tualah Village demonstrates a relatively harmonious interaction pattern, yet requires strengthened community participation, improved human resource capacity among village officials, and optimized supervision to ensure more transparent, accountable, and participatory Village Fund management.
