Abstract

This study examines the multifaceted impacts of corrupt practices in the nickel mining industry in North Maluku. Corrupt practices in the mining sector remain a major issue, leading to various problems such as agrarian conflicts, environmental degradation, economic inequality, and health issues. Numerous studies indicate that these corrupt practices stem from the same scheme such as excessive exploitation of natural resources due to abuse of power by political elites at both local and national levels, who collude with entrepreneurs to commit maladministration mining permits, issuing overlapping licenses, and seizing land. This qualitative research collects data through interviews, field observations, and documentation. Data analysis includes reduction, presentation, and conclusion drawing. The study reveals that the nickel mining business in North Maluku still contradicts the principles of sustainable environmental conservation, human rights, and neglects the living rights of local communities. Therefore, To mitigate the impacts of mining exploitation, entrepreneurs need stronger corporate social responsibility, effective government policies, building collaborative partnerships, eliminating institutional corruption, and prioritizing a holistic and integrated approach to surrounding communities through social and economic development programs that emphasize community welfare and improve the equality of the environment, community, health, and local economy.

Abstract

After the regulation on mineral and coal mining was appointed in 2020, the study attempts to ascertain the function of street-level bureaucracy in mining company license services. Qualitative research is the methodology employed. The findings of the study indicate that the enactment of regulation number 3 of 2020 has blunted the role of street-level bureaucracy in the implementation of mining policies due to the Provincial Government's loss of authority over the management of mining licensing governance in South Kalimantan. This implication also has an impact on mining activities without carrying out reclamation activities resulting in pollution of public waters. The impact of mining also the social aspects of society as a result of mining business permit holders' disobedience in implementing community development and empowerment programs. Coordination between regional sectors regarding coal mining activities in mining permit granting services must be strengthened. This is essential since it allows the Regional Medium-Term Development Plan and Regional Long-Term Development Plan to be implemented while integrating strategic development strategies for coal and metal mining.

Abstract

The dispute of stunting tends to be a severe public health problem in Indonesia, including in North Luwu Regency. Stunting has a long-term impact on children's physical growth, cognitive development, and health. Furthermore, it has the potential to cause lasting health and social problems. Therefore, this research proposes to explore and evaluate public service innovations that have helped overcome stunting in North Luwu Regency. This research implies a qualitative method with a documentation approach and data analysis using Nvivo 12 Plus software, as well as validation through data triangulation from various sources to ensure the accuracy and trustworthiness of the findings. The findings of this study show that North Luwu Regency, through the "Kejar Stunting" Program, has significantly reduced stunting rates through stakeholder commitment, cross-sector collaboration, and a focus on prevention. With solid support from various related parties, this program reduces the prevalence of stunting and has a real positive impact on the welfare of children and families in the region. The "Kejar Stunting" program has been proven to significantly reduce stunting rates in North Luwu Regency through a comprehensive and collaborative approach. This emphasizes the importance of public service innovation in dealing with serious public health problems.

Abstract

This research aims to explore how various factors within the organizational context influence the affective commitment and performance of Non-State Civil Apparatus (SCS) Health Workers in Government Hospitals in Serang Regency and City. It specifically investigates the direct effects of organizational environment and individual values on both affective commitment and performance of health workers, employing a quantitative, correlational approach to analyze these relationships. The study involves 531 Non-ASN Health Workers, with a sample size of 170, using survey methods for data collection. A key objective is to examine affective commitment's role as a mediator in the relationship between organizational context and worker performance. This study offers significant insights into how the interplay between organizational environment, individual values, and affective commitment influences health workers' performance, contributing to the broader understanding of healthcare professional dynamics in government hospitals.

Abstract

Gender inequality has long been a national issue whose handling requires awareness from various parties so that the government issued a gender equality policy contained in the Sustainable Development Goals (SDGs) program with the policy of Law Number 1 of 2017 concerning Gender Mainstreaming. With these problems, researchers will analyze the implementation of gender equality policies at the PMDPPKBPPPA Office of Barru Regency so that gender injustice can be minimized. The method used is a qualitative approach with a case study research type. The results showed that the implementation of gender equality policies has been well implemented supported by George Edward III's theory with indicators of Communication, Resources, Disposition and Bureaucratic Structure. Communication of policy implementers is well established, adequate resource readiness, highly dedicated disposition of implementers and non-overlapping bureaucratic structures. So it can be concluded that the implementation of gender equality policies at the PMDPPKBPPPA Office of Barru Regency has been well implemented even though there are still indicators that need to be improved by policy implementers located on communication indicators where socialization is not optimal.

Abstract

This study investigates the effects of audit processes, audit fees, time budget pressure, and auditor skepticism on audit quality in the context of public service administration during the COVID-19 pandemic. Employing a descriptive associative approach, this research uses a questionnaire for primary data collection, complemented by path analysis as the statistical method. Data sources include primary data from survey responses and secondary data from books, journals, and other scholarly sources. The study focuses on 41 Public Accounting Firms (KAP) in Bandung area, with a sample of 37 respondents as the unit of analysis. Results will be interpreted through path analysis. The research reveals that the audit situation during the COVID-19 pandemic acts as a linking variable between the independent variables (audit processes, audit fees, time budget pressure, and auditor skepticism) and audit quality. This study emphasizes the critical role of auditor professionalism and skepticism in maintaining the reliability of audit results under crisis conditions. By enhancing understanding of audit dynamics during the pandemic and strengthening auditor capabilities to manage external pressures, this study aims to improve transparency and accountability in the public service sector.

Abstract

Electronic-based government, or e-Government, has gained popularity along with the development and advancement of information and communication technology The public's growing demands are in line with technical advancements intended to make life easier and better for people. Yet the community's preparedness for its execution hasn't been the best. The Pratama Tax Service Office in Palopo makes this clear. Researchers employed primary and secondary data sources to collect data. Interviews were used to gather primary data, and material previously processed by other academics provided secondary data. The primary goal of this study was to gather data on the implementation of e-government, which aims to change the way services are provided to the public. E-Government is a system of government administration that makes use of information and communication technology, especially when it comes to public services. As a result, several factors, including technological, economic, globalized, national, and local ones, affect how e-government develops.

Abstract

In the era of globalization and digital transformation, e-government has become the main strategy for the government to improve public services. Despite progress, citizen satisfaction remains important. This research focuses on Indonesia's Population Administration Information System (SIAK). Using a quantitative research design and Structural Equation Modeling (SEM-PLS), we analyzed factors such as trust in the government, its perceived usefulness, perceived quality of electronic services, and digital literacy. Our findings show that digital literacy and the quality of electronic services significantly affect citizen satisfaction. Trust in the government has a positive effect but is not significant. To increase citizen satisfaction, Indonesia must prioritize improving digital literacy and the quality of electronic services. This will ensure that e-government initiatives effectively meet the needs and expectations of its citizens.

Abstract

The Solo–Yogyakarta commuter line (KRL) has become a popular mode of transport due to its speed, affordability, connectivity, freedom from traffic congestion, and environmental benefits, offering a promising solution to reduce congestion in Solo and Yogyakarta. However, it has not yet attracted the majority of commuters. This research aims to evaluate customer perceptions of service quality on the Solo-Yogyakarta Commuter Line, with a focus on the impact of facilities, memorable experiences, and entertainment on customer satisfaction and loyalty. Using the SEM PLS method, the study found that Entertainment Experience strongly influences Loyalty but not Satisfaction, as KRL users prioritize safety and reliability over leisure. Facilities improve Satisfaction but have a limited impact on Loyalty, indicating that while they are essential, they are not sufficient to build long-term commitment. Memorable Experiences positively affect both Satisfaction and Loyalty, highlighting the importance of creating emotionally engaging moments. Satisfaction alone does not drive Loyalty, emphasizing the need for more meaningful and engaging experiences. Therefore, PT KAI should focus on balancing functional efficiency with emotionally engaging features to better meet customer expectations and foster long-term loyalty.

Abstract

This study explores community governance within the context of coastal community empowerment policies in Bintan Regency. The research employed a qualitative approach, utilizing in-depth interviews and participatory observation to collect data. The findings indicate that community governance plays a central role in the empowerment policies, characterized by active community participation in decision-making and the implementation of empowerment programs. However, the study also identifies challenges, such as conflicts of interest among stakeholders, limited private sector involvement, and insufficient understanding of community roles in the empowerment process. To address these issues, collaboration between the government, community, and private sector is crucial to foster an environment conducive to sustainable and effective community governance. The research further emphasizes the importance of social institutions, such as non-governmental organizations, traditional institutions, and religious organizations, in strengthening community participation. The findings aim to enhance the understanding of community governance's significance in coastal community empowerment policies and provide policy recommendations to improve its effectiveness in Bintan Regency.
