Abstract

This study aims to analyze the digital transformation in police call center services in Indonesia, by emphasizing the main aspects of public trust, user satisfaction, and institutional reputation. The rapid development of information and communication technology, the Indonesian National Police (Polri), continues to strive to digitalize public services to improve the effectiveness and quality of services. Polri's 110 call center service serves as a vanguard in public communication and response to security events, making it a strategic area in digital transformation. Research that has been done before to systematically examine the relationship between digitization and these three variables is still very limited. Most existing studies focus more on the technical aspects of information systems or procedural evaluation, without considering the social and institutional perspectives of digital change. Using a systematic literature review (SLR) approach based on the PRISMA protocol, this study aims to map the relevant literature and explore the linkages between digital transformation and these dimensions. PRISMA-based SLR method was chosen to provide a comprehensive overview of the dynamics of digitization in the National Police call center services. This research analyzes various studies, both from international and local contexts, to develop a more integrative conceptual framework regarding the influence of digitalization on people's perception of police institutions. This study will uncover the aspects that affect the success and challenges faced in the digitization of call center services as well as their impact on the relationship between the public and the National Police. Research shows that digitization of police call center services has significant potential in strengthening public trust, increasing user satisfaction, and improving the reputation of institutions. However, the success of this digital transformation is highly dependent on the ability of the National Police to ensure that the system implemented is responsive, transparent, and easily accessible to the public. This study also emphasizes the importance of a governance-based trust-based approach in building trust in institutions, which is relevant in the era of rapid digital interaction. It is expected that the results of this study can provide strategic recommendations for the National Police in designing a more effective digital transformation policy, as well as strengthening the legitimacy of institutions in the eyes of the public.

Abstract

Waste management is one of the problems considered to be damaging to the environment and disturbing to human health. The increasing population, consumption patterns, and low public awareness of participation in management, coupled with political factors, are considered triggers for the failure of waste management. In an era where waste continues to accumulate and its environmental impact is increasingly felt, the government's role in developing innovative policies is vital. This research aims to explain and analyze policy innovations in waste management in Padang City. The theory used is Allan McConnell's theory of policy innovation success and failure. The method employed is qualitative, utilizing a case study. The results of the study show that there are several programs in waste management in Padang City, starting with Regional Regulation No. 21 of 2012 concerning Waste Management, the integrated waste management program (PERSATU), the distribution of floating nets in various rivers, recycling waste entering malls, reducing the use of plastic bags in malls, thematic eco-enzyme villages, RDF technology, maggot cultivation, One Community Unit, One Waste Bank, One Bentor for Each Urban Village, Civil servants saving in waste bank, and Padang Bagoro. However, of the many waste management programs, the Padang City Government has not been able to reduce the amount of waste from year to year, this condition is caused by the sub- optimal political support from local political parties and this condition is exacerbated by the culture and participation of the community which does not support waste management programs in Padang City.

Abstract

This study evaluates stakeholder dynamics in the implementation of Pekan Kita (PEKA), a digital innovation for public complaints in Pekanbaru City, Indonesia. Using a qualitative approach and a modified Stakeholder Salience Model, the research analyzes the interaction between stakeholder attributes power, legitimacy, and urgency and institutional structures affecting the sustainability of digital public innovations. Data were collected through in-depth interviews, observations, and document analysis involving 16 key informants from policy, operational, and community levels. Findings reveal that although several actors possess formal authority and legitimacy, their sense of urgency remains low due to rigid bureaucratic incentives, sectoral egos, and weak cross-agency coordination. Conversely, citizens demonstrate high urgency but lack institutional power and recognition, marginalizing their role in digital governance. The study identifies seven strategic pillars for sustainable innovation: strengthening cross-agency coordination, redesigning bureaucratic incentives, enhancing citizen co-creation, enabling two-way communication, managing inter-actor conflict, building human capacity and infrastructure, and reformulating the role of the ICT agency as an innovation orchestrator. This research contributes to the theoretical development of stakeholder analysis in e-government by revising the classic salience model to include informal power, bureaucratic incentives, and symbolic local political leadership. The proposed model offers a more contextual and dynamic framework for understanding the complexities of digital transformation in developing-country bureaucracies.

Abstract

Penelitian ini dilatarbelakangi oleh belum meningkatnya secara signifikan angka kunjungan wisatawan, khususnya wisatawan mancanegara sejak ditetapkannya Kabupaten Kerinci sebagai branding pariwisata Provinsi Jambi pada tahun 2016. Tujuan penelitian ini ialah untuk mendeskripsikan manajemen program pengembangan destinasi pariwisata oleh Dinas Pariwisata, Kebudayaan, Pemuda dan Olahraga Kabupaten Kerinci. Teori yang digunakan dalam penelitian ini adalah teori manajemen George R. Terry. Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif dengan data primer dan sekuder yang diperoleh melalui wawancara mendalam, observasi dan studi dokumentasi. Informan ditentukan dengan purposive sampling, yakni Kepala Bidang dan Staf Bidang Pengembangan Destinasi Pariwisata Dinas Pariwisata Kebudayaan, Pemuda dan Olahraga Kabupaten Kerinci serta pihak terkait lainnya. Hasil penelitian ini menunjukan bahwa manajemen program pengembangan destinasi pariwisata Kabupaten Kerinci belum dilaksanakan dengan baik, dan masih ditemukan beberapa kendala dalam proses manajemen program. Oleh karena itu perlu dilakukan penyempurnaan dalam beberapa hal, seperti penyiapan dokumen perencanaan induk pengembangan pariwisata daerah, meningkatkan koordinasi lintas OPD dengan membentuk Tim, meningkatkan alokasi dan ketepatan penggunaan anggaran, dan peningkatan sumberdaya dan kerjasama dengan stakeholder dalam pengelolaan destinasi pariwisata.

Abstract

Studi ini membahas tentang status adat yang memiliki kekuatan hukum formal secara berangsur berdampak pada penambahan dan penguatan hak politik tokoh adat. Fenomena ini terjadi di Kampung Adat Sakai Minas, Kabupaten Siak. Masyarakat kampung adat tersebut membuat aturan kepemimpinan penghulu harus berasal dari Etnis Sakai atau yang memiliki pertalian darah dengan masyarakat Sakai. Disisi lain, terjadi dikotomi hak politik masyarakat diluar Etnis Sakai yaitu tidak berhak menjadi penghulu kampung. Penelitian ini bertujuan menganalisis penguatan otoritas aktor adat di Kabupaten Siak. Penelitian ini menggunakan metode kualitatif dengan tipe fenomenologi. Analisis data menggunakan etik dan emik berdasarkan hasil wawancara mendalam dan dokumen terkait. Hasil penelitian menunjukkan bahwa aktor adat masyarakat Etnis Sakai di Kabupaten Siak mendapat penguatan otoritas secara tradisi dan hukum formal pemerintahan. Penguatan otoritas merupakan penerjemahan terhadap Peraturan daerah Kabupaten Siak No. 2 Tahun 2015 Tentang Penetapan Kampung Adat.Kata Kunci: Otoritas, Aktor Adat dan Kampung Adat Sakai

Abstract

Preferensi politik masyarakat dalam memilih calon anggota legislatif tercermin dalam Pemilu tahun 2024. Tujuan penelitian ini untuk mengetahui faktor yang menentukan pembentukan preferensi politik masyarakat terhadap calon anggota legislatif serta menganalisis implikasi faktor yang berpengaruh kepada pembentukan pilihan politik tersebut. Penelitian ini merupakan penelitian kualitatif, melalui wawancara langsung kepada beberapa tokoh dan masyarakat awam di Sumatera Barat. Memahami preferensi masyarakat dalam memilih Caleg menjadi krusial untuk menganalisa preferensi masyarakat dalam memilih Calon legislatif dipengaruhi oleh berbagai faktor. Faktor ini perlu dipertimbangkan oleh calon legislatif dalam merumuskan strategi kampanye dan para pemilih dalam membuat keputusan yang rasional dan bertanggung jawab. Terdapat hubungan positif antara partisipasi politik masyarakat dan preferensi politik mereka dalam memilih caleg DPR. Masyarakat yang melek politik yang selalu mengikuti berita politik dan sering terlibat dalam pertemuan politik memiliki pilihan politik, kesukaan terhadap calon atau partai yang lebih kuat dalam menentukan pilihannya. Begitu sebaliknya masyarakat dengan tingkat pengetahuan politik yang rendah akan menentukan pilihannya dengan alasan yang lebih mengedepankan kepentingan mereka seperti untuk mendapatkan uang, hadiah, ataupun memilih karena popularitas. Dari hal tersebut, dapat kita simpulkan bahwa preferensi politik masyarakat Sumatera Barat dalam memilih Caleg DPR tidak terlepas dari faktor-faktor, nilai budaya, agama, kualitas caleg dan juga politik uang.

Abstract

This article discusses the dialectical communication model between structure and agency in realizing the conversion of Bank Nagari from Conventional Bank to Bank Nagari Syariah. It employs a qualitative research method through interviews and informant triangulation. Communication plays a crucial role in achieving the conversion of Bank Nagari from a conventional model to a Sharia model. The Governor has the opportunity to communicate explicitly and implicitly with regional heads in implementing the conversion process. The dynamics of the relationship between structure and agency also influence different communication patterns depending on specific situations and conditions. The lack of understanding regarding the significance of converting Bank Nagari into a Sharia bank is related to cultural elements, values, beliefs, and individual interests, leading to diverse perspectives. Marsh and Smith's theory emphasizes that the interaction between structure and agency should be seen as entities with variations in terms of culture, values, beliefs, attitudes, behaviours, and interests. The conclusion of this article is the presence of implicit and explicit communication in the conversion of Bank Nagari, the role of Datuk as an opinion leader, and OJK communication with the Governor.

Abstract

This study describes the social movement of the West Sumatra Islamic Shari'a Enforcement Committee (KPSI) in the strengthening of Islamic values in West Sumatra for the 2014-2019. This period follow after the activities carried out by the West Sumatra KPSI after the rejection of the Lippo Superblock construction in 2013. This uses qualitative research with descriptive analysis with interview and documentation data collection methods. This research uses Islamic social movement theory and arrived at some important findings from this research. First, the mobilization of KPSI in strengthening Islamic values is not based on feelings of disappointment or dissatisfaction but as a form of concern towards the decadence of society. Second, political opportunities led KPSI West Sumatra to conduct da'wah (Islamic propogation). Third, the framing in which KPSI West Sumatra enganged in discourse became the target of mobilization in social movements based on the Qur'an and Sunnah. Fourth, the West Sumatran KPSI alliance or network has many alliances or networks to strengthen its movement.Penelitian ini mendeskripsikan gerakan sosial Komite Penegakan Syari'at Islam (KPSI) Sumbar dalam penguatan nilai-nilai Islam di Sumbar Tahun 2014-2019. Periode ini mengikuti kegiatan yang dilakukan oleh KPSI Sumbar pasca penolakan pembangunan Superblok Lippo pada tahun 2013. Penelitian ini menggunakan penelitian kualitatif dengan analisis deskriptif dengan metode pengumpulan data wawancara dan dokumentasi. Penelitian ini menggunakan teori gerakan sosial Islam dan sampai pada beberapa temuan penting dari penelitian ini. Pertama, mobilisasi KPSI dalam penguatan nilai-nilai Islam tidak didasarkan pada perasaan kecewa atau tidak puas tetapi sebagai bentuk kepedulian terhadap dekadensi masyarakat. Kedua, peluang politik mengantarkan KPSI Sumbar melakukan dakwah. Ketiga, framing di mana KPSI Sumbar berwacana menjadi sasaran mobilisasi dalam gerakan-gerakan sosial yang berbasis Al-Qur'an dan As-Sunnah. Keempat, aliansi atau jaringan KPSI Sumbar memiliki banyak aliansi atau jaringan untuk memperkuat gerakannya.

Abstract

Penyelenggaraan otonomi daerah di Indonesia menghadapi tantangan besar dalam mencapai tujuan desentralisasi yang optimal. Salah satu isu yang mencuat adalah urgensi penghapusan daerah otonom, terutama di Kota Solok dan Kota Pariaman, yang menghadapi masalah dalam meningkatkan kualitas pelayanan publik, kesejahteraan masyarakat, serta pelaksanaan pemerintahan yang efisien. Meskipun kedua kota tersebut memiliki potensi ekonomi, seperti sektor pariwisata di Kota Pariaman, keduanya masih bergantung pada dana transfer dari pemerintah pusat yang menunjukkan ketergantungan terhadap sumber daya eksternal. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mendasari penghapusan atau penggabungan daerah otonom di Kota Solok dan Kota Pariaman, dengan menggunakan teori evaluasi kinerja daerah dan konsep penghapusan daerah otonom. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian menunjukkan bahwa tantangan utama yang dihadapi kedua kota adalah rendahnya kinerja dalam penyelenggaraan pemerintahan, ketergantungan pada dana pusat, serta terbatasnya daya saing ekonomi daerah. Meskipun Kota Pariaman memiliki potensi sektor pariwisata, kurangnya perbaikan dalam aspek tata kelola pemerintahan dapat menjadi alasan untuk mempertimbangkan penggabungan dengan daerah lain. Begitu juga dengan Kota Solok yang membutuhkan peningkatan kapasitas dalam pengelolaan keuangan daerah untuk mengurangi ketergantungan pada anggaran pusat. Temuan ini menunjukkan bahwa untuk mencapai tata pemerintahan yang lebih baik dan berkelanjutan, penghapusan atau penggabungan daerah otonom perlu dipertimbangkan melalui evaluasi yang menyeluruh dan berbasis pada kinerja dan kemampuan daerah.
