Abstract

This research explores internal stakeholders' preferences for the use of digital public complaint applications compared to traditional communication methods such as telephone in public services in Pekanbaru City. Using a qualitative approach, the case study method on the Pekan Kita Application (PEKA) was chosen to analyze in depth stakeholder preferences for the adoption of digital innovation. Data was collected through semi-structured interviews, participant observation and documentation. The findings show that the adoption of the PEKA application is more symbolic, where stakeholders prefer conventional methods because they are considered more practical and in accordance with daily work habits. This indicates that there is a gap between the digital innovation policies implemented and the real needs and preferences of internal stakeholders. The need for fast response and responsiveness to emergency conditions is a preference for internal stakeholders in digital public complaints policies. The implications of this research are very important in designing more effective and humane digital policies, which do not only focus on technical aspects, but also consider non-technical factors such as habits, needs, preferences of internal users and humanity so that technology implementation can be more successful and relevant in practice.

Abstract

Spatial regression analysis is a technique employed to examine the relationship between independent and dependent variables in datasets that exhibit regional neighborhood influences or spatial effects. When a spatial effect exists for the independent variable, the Spatial Autoregressive (SAR) regression can be utilized. The Maximum Likelihood Estimation (MLE) is a commonly used parameter estimator for SAR. However, due to the limitations of MLE, the Bayesian method provides an alternative approach for parameter estimation. This study compares the results of SAR estimations using both MLE and Bayesian methods to determine the most accurate estimation model. Both methods were implemented in this research to model the factors affecting the Human Development Index (HDI) in East Java Province for the year 2022. The findings indicate that the Bayesian SAR offers a superior proposed model compared to the MLE SAR. The factors influencing the HDI in East Java Province in 2022 include poverty, per capita expenditure, and the presence of an upper middle-class manufacturing industry.

Abstract

The diffusion of innovations in public service contexts regularly involves various yet complex challenges that require a deep understanding of the dynamics of the adoption, spread, and application of new ideas. Persuasion may no longer be fully expected to influence the adoption of innovation, so this article aims to analyze negotiation as an important part of the innovation-decision process for public complaint services in Pekanbaru (city). This research applies qualitative methods with data collection techniques through interviews, documentation, and observation. All data that have been collected are then analyzed through data reduction, data presentation, and data conclusions. The research results show that the negotiation stage is an important part of the innovation decision process, negotiation is a key element in facilitating the adoption of innovation in the context of public services, through negotiation stakeholders can interact with each other and reach agreement. Conflicts of interest, sectoral egos, and limited resources make negotiation important in the innovation diffusion stage of the innovation-decision process to create agreement and sustainability.

Abstract

This research discussed some communication styles of a leader in developing inovation on Department of Population and Civil Registration of Padang Pariaman District. This research aimed to describe communication styles which are applied by Head of Department as the leader. The theory in this study uses the theory of communication style according to Steward L. Tubbs and Sylvia Moss (1998), namely: the controlling styles, the equalitarian style, the structuring style, the dynamic style, the relinguishing style, and the withdrawal style. Using this descriptive qualitative research method under the constructivist paradigm. The results of the study conclude, Head of Department of Population and civil Regulation of Padang Pariaman District as a leader has applied five styles of of six organization communication styles introduced by Steward L. Tubbs dan Sylvia Moss (1998). They proposed  the controlling styles, the equalitarian style, the structuring style, the dynamic style, and the withdrawal style. The application of these communication styles has impacted on the increase of quality achievements of Department of Population and Civil Regulation of Padang Pariaman District within some years of his inovation policy.

Abstract

Public integrity and politicians will be seen when they are faced with public policies concerning the management of state assets. This is because, when the public official is faced with conflicting obligations, but is able to provide solutions to the exclusion of personal or group interests. The integrity of public politicians, good governance will be created. The problem is, currently the public of politicians with integrity are rarely found, the many conflicts of interest make public officials waste their spending on the state, ultimately resulting in inefficient and low quality public policies. The case that occurred in the Bukit Pamewa Village government, Mentawai District, reflects that there has been a degradation of the integrity of the public politicians. Village funds budget (ADD) which should be used for the welfare of the community through development, was apparently not implemented in accordance with the program or activity plan. The results of this study found that abuse of public officials' authority over the use of public funds carried out by the Village Head together with his equipment was seen in the determination of the amount and budget allocator there was always the interest of the Village Chief who was accommodated by the Village Apparatus. This study uses a qualitative method, where the theory of budgetary politics and elite theory is used as a knife for analysis.

Abstract

Social movements are a typical form of community activism, where there is a form of collective action with a clear conflictual orientation and bound by a sense of solidarity and a strong collective identity. This article highlights the success strategies of the Minangkabau community movement that are members of the Minangkabau Community Forum (FMM) rejecting Siloam's investment, and advocating for the policies of the Padang City Government (Pemko) regarding the principle permit for utilization of room number 650.44 / Bapeda / II-2013. FMM assesses that the City Government's policy has threatened the values of the customs and religion, mobilizing collective action based on cultural issues, where Adat Bersandi Sarak, Sarak Bersandi Kitabullah is used as the main frame to mobilize the community to support advocacy.

Abstract

Budgeting process is a political activity that is the monitoring tool for society toward government. This process will involve various elements which have an interest in the budget arranging process. They are not only Executive element, but also Legislative. The purpose of this research is to analyze the dynamics of Allocation Budget Contestation of Direct Expenditure in Arranging Local Income and Expenditure Budget (APBD) of Sungai Penuh Town in 2012. This research is descriptive research by using a qualitative approach. The location is chosen to help the researcher to understand the problem of research. The location is determined purposely and based on the problems that happened in the field that related to Political Budget in Arranging Local Income and Expenditure Budget process of Sungai Penuh Town in 2012. The Location is in the Government of Sungai Penuh Town and around the society. Triangulation technique is chosen in this research because it uses some data from interview and documentation. According to Principal and Agent Theory, there are 4 stages in the budgeting process. They are Executive planning, Legislative Approval, Executive Implementation, and Ex-pose Accountability. Based on the result of this research, Dynamics of Allocation Budget Contestation of Direct Expenditure in Local Income and Expenditure Budget of Sungai Penuh Town are: 1) there is a Mutual Coordination Relationship between Executive and Legislative in Arranging Local Income and Expenditure Budget process. It stars from composing General Budget Policies–Provisional Budget Priorities and funding Level (KUA-PPAS) and Integrated Work Plan and Budget (RKA) and the agreement between Mayor and Sungai Penuh Legislative. 2) In interdependence, there are political domination and transaction among institutions in arranging until determining Local Regulation. Domination is between Executive and Legislative. 3) Negotiation (Lobbying) evidence in Executive and Legislative relationship. Legislative doesn’t have an authority to make work plan, but Legislative can change the budget even they can change the program that they want. It makes negative negotiation happens.

Abstract

This article discusses the diffusion of Recapitulation Information System (Sirekap) innovation to improve the integrity of the 2024 Election in Kepulauan Meranti Regency, Riau Province, Indonesia. The diffusion of innovation provides an overview of the extent to which the community accepts adopting the Sirekap Application. Integrity is a very important value in elections, so many developed countries utilize technology to improve the integrity of their elections. However, using technology not only improves election integrity but can also damage election integrity. The Indonesia General Election Commission (KPU) is trying to improve election integrity by using Sirekap to count and recapitulate votes in the 2024 election. Sirekap is a means of publishing vote counting and recapitulation tools. The use of Sirekap in the 2024 election has sparked debate among stakeholders at the national level. However, this incident did not occur in Kepulauan Meranti Regency without debate in the community. The purpose of this study is to analyze the efforts of the KPU of Kepulauan Meranti Regency, Riau Province Indonesian in communicating Sirekap technology to stakeholders and the social community and to analyze the assessment of stakeholders and the community regarding the existence of Sirekap. This research uses a case study method with triangulation techniques from interview data and documentation.  The study results show that the Sirekap Innovation Diffusion Process in the Meranti Islands Regency is running quite well by conveying innovations in supporting Sirekap. However, some innovations are not legally certain and prone to problems. The openness of public information and transparency of election result data are well established, thus realizing elections with integrity. Communication is carried out to all stakeholders except the community, even though the community is an important element in elections. User mastery of Sirekap technology is relatively fast. The social system that is formed is based on election organizers' sense of responsibility for the tasks that have been given. Election organizers, election supervisors, and election participants mostly responded well to the use of Sirekap in the Meranti Islands Regency. The community, as an element that is not directly involved with Sirekap, also gave a good response by actively accessing Sirekap on the 2024 Election results publication page so that Sirekap facilitates openness of information and transparency of election result data to realize elections with integrity.

Abstract

The low awareness among migrant workers of the need to exercise their voting rights is rarely highlighted. This research addresses how the General Elections Commission (KPU) and companies can realize the voting rights of these workers. One solution offered is the establishment of TPS in unique locations, namely within companies. This article views the successful establishment of TPS in these particular locations as an application of the collaborative governance concept. This article uses a qualitative research approach of the case study type. This research collected data through in-depth interviews with several sources from the KPU and Bawaslu of Pelalawan Regency, PT. Riau Andalan Pulp and Paper (PT. RAPP), labor unions, and other stakeholders. This article finds that the collaborative governance implemented by the Pelalawan Regency KPU and PT. RAPP to fulfill the political rights of workers follows several key stages. These stages reflect the process of collaborative governance, namely collaborative initiatives, the parties involved, the collaborative process, the collaborative result, and the collaborative impact. By adhering to the principles of collaborative governance, the Pelalawan Regency KPU and PT. RAPP have established a more effective and harmonious partnership, ultimately leading to better and more sustainable outcomes for all parties involved.

Abstract

Decentralization implementation of environmental management in West Sumatra has not yet shown the role of local government in the framework of checks and balances. The urgency of environmental management issue listed in the West Sumatra Regional Government's Flagship Program requires supervision by Regional People's Representative Council (DPRD) through program formation, program budgeting, and program implementation on three supporting programs; Waste Management Program, Hazardous Waste Control Program, and The Environmental Education, Training and Counseling Program for the Community. This research uses qualitative method with case study approach, and uses Jimly Asshiddiqie's Five Aspects of Supervision in Legislative Power. The result shows that supervisory function in the management of environmental affairs is overall going well. However, the early stages of supervision; consideration of programs determination and budgeting are not so significant. Environmental Education, Training and Counseling Program for the Community is politically less optimal than the supervision of the Waste Management Program and the Hazardous and Toxic Waste Control Program. This is because DPRD is focusing more on entrusting ‘pokir’ in these programs.
