Abstract

The Covid-19 pandemic has caused the Indonesian government to restrict the movement of communities to prevent the spread of the Corona Virus. This regulation has been enforced by the local government of Makassar City as well. The restriction affects the community's economy, which includes business activities related to population movement. Similarly, the restriction impacts the sea transportation in Makassar City, particularly the Makassar-Barrang Lompo route. The limitation of the passenger-carrying capacity to 50% of the maximum ship carrying capacity and the limitation of working hours have caused a decrease in the productivity of sea transportation on this route. In addition, the population movement on the Makassar – Barrang Lompo route has declined, causing the demand for sea transportation to decrease as the number of service frequencies decreases. It directly affects the revenue of sea transportation. As the tariff applied during the pandemic RP. 25,000, this study aims to determine the minimum tariff for operating ships so that it can be seen with the decreasing productivity and number of ships frequency, whether the applied tariff can cover the operational costs of the ships. Determination of the minimum tariff using the Required Freight Rates (RFR) method. RFR is the minimum rate that can cover the expenditures related to ship operational activities. The result shows that the minimum tariffs for the six ships operating during the Covid-19 pandemic were Rp. 11582 – Rp. 32,486. This indicates that the minimum tariffs of some operating ships are still higher than the applied tariff. Therefore, the ship fares on the Makassar-Barrang Lompo route need to be reviewed if the policy of restricting people's movements is reenforced.

Abstract

The fishing port combines fishing activities at sea and distribution activities to consumer areas. The fishing port must guarantee the needs of ships that dock and land and ensure that the landed catch remains of good quality. The Tanru Sampe Fishing Port in Jeneponto Regency, South Sulawesi Province, is a type D Fish Landing Base (PPI) with a pier length of 45 m, a pool depth of around 0.5-4 m, an operating vessel capacity of 19-24 GT, and loading and unloading time of around 4 -5 hours. The condition of limited depth and long loading and unloading time causes the frequency of fishing to be less optimal. The research aims to analyze the port's performance using parameters based on the standards of the Director General of Capture Fisheries Number 20/KEP-DJPT/2015. The results of the study show that the performance of the port is generally of moderate value, with assessment parameters: 1) Administration and information of three variables, only one good variable, namely the availability of human resources, 2) Port facilities of six variables, only four variables have good value, namely the length of the pier, the depth of the pool, the completeness of marketing and distribution facilities, and the availability of portland. 3) Four out of nine variables for general services are good: mooring services, fishery production, frequency of ship visits, and ice distribution. n In investment and industry, there are three good variables: port land use and employment.

Abstract

wilayah Koridor Sulawesi. Penggunaan kapal ferry cukup fleksibel dengan karakteristik muatan terdiri dari kendaraan,barang dan manusia. Jaringan angkutan penyeberangan sebagai pendukung konektivitas nasional berperanmenghubungkan pulau-pulau utama. Lintas penyeberangan Bajoe Kolaka merupakan salah satu lintas penyeberanganyang menghubungkan Provinsi Sulawesi Selatan dengan Provinsi Sulawesi Tenggara yang cukup ramai dibandingdua lintasan lainnya. Tujuan penelitian menganalisis karakteristik pergerakan muatan Lintasan Bajoe-Kolaka yangnantinya digunakan untuk perencanaan sarana (kapal) dan prasarana (pelabuhan). Metode bangkitan pergerakandigunakan untuk menentukan asal tujuan dan regresi/pertumbuhan untuk menentukan potensi pergerakan. Hasilpenelitian menunjukkan bahwa daerah asal (hinterland) utama pelabuhan Bajoe adalah Bone, Makassar, dan Soppeng,daerah tujuan (foreland) utama adalah Kolaka, Kendari dan Bombana. Jenis kendaraan terbesar adalah roda duakemudian truk (panjang 7-10 meter, 6 ban), dan truk kecil (5 meter) serta mobil pribadi/ penumpang biasa.Pertumbuhan muatan untuk penumpang terjadi penurunan dengan tingkat pertumbuhan rata-rata -5%, kendaraangolangan II sebesar 3%, golongan IV penumpang -6%, golongan IV barang 1%, golongan V penumpang -3%,golongan V barang 5%, golongan VI penumpang -3%, golongan VI barang -7%, golongan VII 5%, dan golongan VIII6%.

Abstract

Pelayanan angkutan sungai meliputi pelayanan angkutan penumpang dan barang. Pada umumnya angkutan sungai menggunakan kapal bertipe kecil dengan kepemilikan masyarakat atau perseorangan. Sebagai salah satu daerah obyek wisata di kota Makassar, kelurahan Lakkang yang dikerlilingi oleh sungai memerlukanpelayanan angkutan sungai untuk mobilitas masyarakat maupun wisatawan dari luar menuju Lakkang.Untuk mendukung mobilitas tersebut terdapat 3 dermaga yang melayani penyeberangan menuju Lakkang, yaitu dermaga Parangloe, dermaga Buloa dan dermaga Kera-kera. Penelitian ini bertujuan untuk menentukan pola operasi seperti frekuensi pelayaran, kapasitas angkut, dan jadwal yang tepat untuk pelayanan penyeberangan dermaga Kera-kera – Lakkang. Metode yang digunakan dalam penelitian ini adalah perhitungan analisis frekuensi penyeberangan dan perhitungan analisis kapasitas angkut perahu, sertapenyesuaian jadwal berdasarkan frekuensi penyeberangan. Hasil penelitian ini diperoleh frekuensi penyeberangan sebesar 3 trip/perahu/hari. Kapasitas angkut untuk lima kapal sebanyak 4penumpang/perahu. Jadwal keberangkatan dari Lakkang dimulai pada pukul 07.00 Wita, pukul 11.40 Wita, dan pukul 16.20 Wita. Jadwal keberangkatan dari dermaga Kera-kera dimulai pada pukul 10.20 Wita, pukul 15.00 Wita, dan pukul 18.00 Wita.Kata Kunci: Angkutan sungai, pola operasi, frekuensi, kapasitas, Lakkang

Abstract

Abstrak Usaha pelayaran merupakan salah satu usaha yang bergerak di bidang penyediaan jasa angkutan perairan, meliputi kegiatan memindahkan penumpng dan/atau barang menggunakan kapal. Bergerak di bidang jasa meharuskan suatu badan usah mengeluarkan cost yang sekecil mungkin untuk mendapatkan keuntungan maksimal. Sehingga perbandingan antara biaya operasional dengan pendapatan sangat penting dan berperan dalam menentukan tarif. Perhitungan biaya operasional kapal yang sangat berpengaruh dalam penentuan tarif moderat antara pengusaha pelayaran dengan kemampuan pengguna jasa. Penelitian ini bertujuan untuk menghitung tarif minimum dan kemampuan pengguna jasa angkutan penyeberangan trayek Bira – Sikeli –Tondasi. Metode yang digunakan untuk menghitung tarif minimum adalah metode Required Freigh Rate (RFR) berdasarkan biaya operasional kendaraan (BOK) berdasarkan PM 66 Tahun 2019 dan metode Ability to Pay (ATP). Penelitian ini dilakukan pada kapal yang melayani trayek Bira – Sikeli – Tondasi yaitu KMP. Bontoharu. Hasil penelitian ini diperoleh BOK pertahun sebesar Rp. 3.701.164.843 sehingga tarif minimum untuk Trayek Bira – Tondasi Rp. 116.911/SUP. Tarif ini lebih besar dari tarif yang yang diberlakukan saat ini yaitu Rp. 105.000/SUP. Kemampuan membayar pengguna jasa rata – rata untuk trayek Bira – Tondasi yang diperoleh (Ability to Pay) sebesar Rp.190.667. Dengan demikian maka tarif yang diberlakukan pada taryek ini harusnya berdasrakan biaya operasi kapal yaitu 116.911/SUP (Penumpang Kelas Ekonomi) karena masih dibawah daya beli masyakakat (Ability to Pay). Abstract

One of the centers for traditional wooden boat construction in South Sulawesi is Galesong District, Takalar Regency, South Sulawesi. Generally, wooden boats constructed by craftsmen in this area are for fishing. Craftsmen's skills in building the boat were acquired from their predecessors. However, the craftsmen still faced some problems during the boat construction work. One of the problems is related to launching the boat into the water, which is still conducted traditionally using logs and sandbags. The solution is to propose the use of airbags to launch ships. Airbags have been used to launch steel ships but relatively not for wooden boats. Hence, this activity aims to introduce the use of airbags to launch the boat. The target for the introduction is a group of wooden boat craftsmen, "Patorani," in Galesong District, Takalar Regency. Before and after the activity, achievements are evaluated by identifying the perceptions and views of craftsmen regarding the airbags. The activity is conducted through socialization and explanations of airbags with visualization. The result shows that almost 90% of the craftsmen had never heard of airbags before and were unsure that airbags could be used to launch the boat. However, after the activity, most craftsmen can be convinced that airbags can solve their boat launching problems. Only one participant out of 15 still had doubts about the use of airbags for boat launching. The rest of the participants were even ready to use the airbags to launch their boats.

Abstract

The basic idea of ​​tonnage measurement is to determine the capacity and withdrawal of levies of a ship, which then develops into proof of ship ownership and the ship's nationality. In 1969, a conference was held regarding the measurement of ship tonnage, known as Tonnage Measurement of Ship (TMS) 1969. This rule was enacted internationally in 1982 and ratified by the Republic of Indonesia in 1989. As a form of ratification commitment, the Republic of Indonesia has regulations outlined in Law No. 17 of 2008 concerning shipping, Government Regulation No. 51 of 2002 concerning shipping, and Minister of Transportation Regulation Number PM 45 of 2021 concerning ship measurements. Regulation of the Minister of Transportation Number PM 45 of 2021 concerning ship measurements is a new regulatory product. Hence, it is necessary to disseminate the regulation to the community of traditional ship owners and craftsmen. The dissemination was conducted in the Galesong District for a group of wooden boat craftsmen, TORANI, in the form of training in measuring and calculating wooden boat GT (gross tonnage) and NT (net tonnage) using domestic methods. During the training, participants showed high enthusiasm and enthusiastically asked questions about these regulations, including how to measure the GT and NT of a boat. The Training Success Indicator (IKP) is 85%, obtained from the average post-test score. The indicator percentage shows that the training was satisfactory in delivering the new regulation to the participants.

Abstract

Cocoa is one of the leading commodities in South Sulawesi Province. The main obstacle in product competition is the high cost of logistics. The main challenge for the logistics system in Indonesia is that geographically Indonesia is an archipelagic country where the distribution of goods and commodities in a region is highly dependent on the sea transportation system. Maritime logistics is a logistics network that uses the sea transportation system as the main support. This study aims to provide an overview of the cost structure of Cocoa Commodities in South Sulawesi Province with a case study of distributor PT Mars Indonesia; the distribution of Cocoa is through Makassar Port, namely Makassar Container Terminal and Makassar Newport Port. Logistics cost analysis was carried out using the total logistics cost concept approach and the activity-based costing (ABC) method. The results obtained: the cost of processing and storing cocoa in warehouses is 10.02%, land and sea transportation costs are 51.27%, administrative costs in the cocoa procurement process are 0.18%, the cost of loading and unloading goods at the warehouse and at the port is 17.86%, the cost of packing using sacks is 20.68%. ABSTRAK Kakao merupakan salah satu komoditas unggulan Provinsi Sulawesi Selatan. Kendala utama dalam persaingan produk adalah tingginya biaya logistik. Tantangan besar sistem logistik di Indonesia adalah secara geografis Indonesia merupakan negara kepulauan dimana distribusi produk barang maupun komoditas suatu wilayah sangat bergantung pada sistem transportasi laut. Logistik maritim merupakan jaringan logistik yang menggunakan sistem transportasi laut sebagai penyokong utama. Penelitian ini bertujuan memberikan gambaran struktur biaya Komoditas Kakao di Provinsi Sulawesi Selatan dengan mengambil studi kasus distributor PT Mars Indonesia, dimana distribusi kakao melalui Pelabuhan Makassar yakni Terminal Peti Kemas Makassar dan Pelabuhan Newport Makassar. Analisis biaya logistik dilakukan dengan menggunakan pendekatan konsep total logistics cost dan metode activity-based costing (ABC). Hasil penelitian diperoleh biaya pengelolaan dan penyimpanan kakao di gudang 10,02%, biaya transportasi darat dan laut 51,27%, biaya administrasi pada proses pengadaan kakao 0,18%, biaya bongkar muat barang saat di gudang dan di Pelabuhan 17,86%, biaya pengepakan menggunakan karung 20,68%.

Abstract

The construction of wooden boats for fishermen in South Sulawesi is starting to find it difficult to get high-quality wood, especially for boat hulls. An alternative to wood as a wooden ship hull is steel. The problem of joining or fastening planking boards made of wood with a steel frame is not fully understood by the wooden boat craftsmen in Galesong. For this reason, this activity aims to socialize the binding of planking boards with wooden ship steel frames to the "Patorani" craftsman group in Galesong District, Takalar Regency. The activity was carried out using the lecture method (socialization) and a simple demonstration using a wooden ship model. The results of the activity showed that the members of the craftsman group were very enthusiastic about participating in the activity and hoped that steel could replace wood as a ship construction material. Prior to the activity, almost none of the craftsmen group members had seen and knew that steel could be used as a ship's hull, and at the end of the socialization, they believed that steel could be a substitute for wood as a wooden ship's hull so that the construction and production of wooden ships would continue. Furthermore, it is also seen that members of the craftsman group can understand the technique of installing or fastening planking boards to steel frames.

Abstract

Fishing activities by fishermen in Indonesia have high-risk characteristics known as 3D: dangerous, dirty, and challenging. This Community Service (PkM) activity aims to increase fishermen's knowledge at the Beba Fish Landing Base (PPI), Takalar Regency, regarding safety standards and procedures for fishing boat shipping. Through outreach activities, fishermen are provided information on safety equipment, shipping safety procedures, work safety, and occupational health. The socialization method uses brochure media with an interactive approach for each individual, including pre-test, delivery of material, and post-test to evaluate increased knowledge. The survey results showed that before the socialization, the level of fishermen's knowledge was deficient, with only 13% – 39% of the 23 fishermen understanding safety standards. After socialization, there was a significant increase of 57% – 74% of fishermen showed better understanding (increased 35% – 43%). Based on the results of this PkM activity, ongoing outreach needs to be carried out to increase awareness and implement safety procedures among fishermen to reduce the risk of accidents at sea.
