Abstract

Politik uang dalam penyelenggaraan pilkada merupakan salah satu permasalahan yang terus muncul. Pengawasan pilkada yang dilakukan oleh Bawaslu dan jajarannya sangat penting, tetapi memerlukan adanya partisipasi masyarakat secara efektif. Gerakan masyarakat antipolitik uang merupakan sesuatu yang harus ditumbuhkan untuk berjalannya pilkada yang berkualitas. Dengan metode ceramah, diskusi interaktif dan bedah kasus, tampak bahwa pengurus Rukun Tetangga memiliki perhatian dan antisiasme yang tinggi untuk hadirnya pilkada yang bersih dan terbebas dari politik uang. Bawaslu perlu secara berkesinambungan menumbuhkan dan mengembangkan gerakan masyarakat antipolitik uang sehingga menjadi kekuatan efektif untuk penyelenggaraan pilkada yang berkualitas.

Abstract

Covid-19 pandemic in the world including in Indonesia regarding government policies, including in that field in the education sector. Large-scale Social Restrictions (PSBB) in most regions in Indonesia are supported by the Government, in this case the Ministry of Education and Culture decides students to study at home with parental guidance. With this policy, teachers are required to be creative and innovative in working on the curriculum in accordance with the existing situations and needs. The research objective is to study curriculum and learning during the co-19 pandemic. This study uses a descriptive qualitative method that analyses and then clearly illustrates the problem sourced from a literature review. The results of this study are: 1) Curriculum innovation is an inevitability that cannot be accounted for, mostly for different discussions as currently in the Covid-19 pandemic. 2) Curriculum components are objectives, learning materials, learning processes, renewed search for help in the implementation is by utilizing the internet and TVRI.

Abstract

Peran pendidikan bagi satu bangsa dan negara sangat penting. Bangsa Indonesia berdasarkan pengalaman sejarah masa lalu dan tantangan masa depan memerlukan pendidikan karakter ini. Pancasila yang termuat dalam pendidikan karakter sangat penting bagi pembentukan peradaban bangsa. Dengan metode yuridis normatif dan studi kepustakaan, tampak bahwa negara telah menerbitkan beberapa produk kebijakan publik dalam bentuk peraturan perundang-undangan, berupa dua undang-undang, satu peraturan presiden dan dua peraturan menteri. Dalam keempat produk kebijakan publik tersebut terkandung arti penting pendidikan karakter yang bertumpu pada nilai-nilai Pancasila. Abstract

Covid 19 that has hit the Indonesian nation has had a multidimensional impact on people's lives. The formation of the Task Force for the Acceleration of Handling Covid 19 is a concrete step for the government in response to this problem. The Task Force has certainly faced various obstacles, challenges and problems in carrying out its duties and functions. One of them will be related to the arrangement of the various dimensions of the Task Force organization in several laws and regulations that govern it. The research method used is descriptive and juridical normative with the aim of obtaining a complete and comprehensive description and evaluation of the organizational dimensions of the Task Force that have been stipulated in several laws and regulations as a product of public policy. The results showed that the Task Force as the operating core of government policies / programs dealing with Covid 19 was an ad hoc institution that was a political organization. Regulations for several structural and contextual dimensions are contained in Presidential Decree No. 7/2020, Presidential Decree No. 9/2020, Presidential Regulation No. 82/2020, and Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size.

Abstract

This study aimed to elaborate the transformation of services provided by the General Election Commission of Bandung Regency during the Covid 19 pandemic to all election stakeholders in all stages of the election such as voters, political parties, administrators, candidate pairs, election supervisors, election observers, election desks and other parties. It also analysed the substance of all local elections regulations as a form of policy for the implementation of local elections during the Covid-19 pandemic. This study used qualitative method with in-depth interview and documentation. The result of this study indicated that there was a transformation of public services that relied on communication and information technology, such as updating voter data, socialization and voter education, nomination of candidate pairs, campaigning, as well as voting and counting votes.

Abstract

From an organizational perspective, the existence of the Secretariat of the KPU in the regional (provincial, district / city) as the operating core as well as the support staff will determine the sting of the realization of a qualified election. This is relatedto organizational effectiveness with which the task will affect the quality of KPU and Regency / City KPU as the holder of the authority of the election of regional head and vice regional head (election). Important to know how the implementation oforganizational roles, the constraints facing the organization and affectiveness of the sekretariat as building an organization, so the achievement of objectives will determine the election as one of the important tasks of government.

Abstract

Currently, corruption has reached an alarming level, because it has penetrated various sectors of life which are very detrimental to state finances. Education is expected to be able to provide mental provisions for students not to commit corruption. The aspect of prevention is relevant in addition to being important as well as the importance of eradicating corrosion. Various state or government policies have been published as efforts to prepare the nation's young generation who are ready to ward off corruption. In this context, public policies have been issued in the form of Law Number 20 of 2003, Presidential Decree Number 87 of 2017, Ministry of Education and Culture Regulation Number 20 of 2018, Governor of West Java Regulation Number 60 of 2019 and Perbup Sukabumi Number 62 of 2019 which pay great attention to integrity, character and education. anti Corruption. Substantial aspects of policy settings on anti-corruption education will determine its success when implemented. With the normative juridical research method and literature review, from the perspective of administration and public policy it appears that in West Java Province the operational policy of the West Java Governor Regulation Number 60 of 2019 and the Sukabumi Regent Regulation Number 62 of 2019 has been issued. policies with policies and hierarchical relationships with policies on anti-corruption education at the national level. Regulation as a form of public policy set in West Java and Sukabumi Regency plays a strategic role in realizing efforts to eradicate corruption.

Abstract

Dalam rangka mewujudkan desa unggul dan mandiri pemerintahan desa perlu mempersiapkan sumber daya manusia yang unggul dari mulai pimpinan pemerintah desa, aparat desa dan seluruh masyarakat desa. Untuk mewujudkan hal tersebut diantaranya dapat dilakukan melalui proses komunikasi pembangunan. Komunikasi pembangunan merupakan proses penyampaian materi dalam rangka meningkatkan sesuatu agar menjadi lebih baik. Secara luas pengertian komunikasi pembangunan adalah sebagai aktivitas pertukaran pesan secara timbal balik diantara semua pihak yang terlibat dalam usaha pembangunan, terutama masyarakat dan pemerintah, sejak dari proses perencanaan, pelaksanaan dan penilaian terhadap pembangunan. Kegiatan yang dilakukan oleh Fakultas Ilmu Komunikasi dan Administrasi Bisnis (FIKA) dalam rangka pemberdayaan masyarakat menuju desa unggul dan mandiri diantaranya dengan pemberian materi yang di berikan oleh para dosen FIKA selaku narasumber dalam kegiatan tersebut. Kegiatan yang dilakukan merupakan bagian dari tridharma perguruan tinggi yaitu pengabdian kepada masyarakat atau PKM.

Abstract

Permasalahan pendidikan tinggi diantaranya mensyaratkan hadirnya peran dosen sebagai aktor kebijakan secara maksimal. Dosen di perguruan tinggi sebagai pemangku jabatan fungsional punya peran strategis dalam mewujudkan tujuan pendidikan tinggi. Regulasi negara/pemerintah mengenai jabatan akademik menjadi faktor penting untuk mendukung tugas dan wewenangnya sebagai aktor kebijakan pendidikan tinggi. Beberapa regulasi negara/pemerintah itu berbentuk dua undang-undang (UU Guru dan Dosen dan UU Pendidikan Tinggi), dua Peraturan Menpan RB, satu peraturan bersama Menpan RB dan Kepala BKN, satu Permendikbud, serta Pedoman Operasional Jabatan Akademik. Untuk efektifnya implementasi kebijakan jabatan akademik perlu didukung oleh substansi kebijakan yang tepat. Evaluasi kebijakan khususnya terhadap substansi regulasi negara/pemerintah menjadi penting. Secara umum pengaturan jabatan akademik dalam kebijakan tersebut sudah memadai, tetapi terdapat beberapa hal yang perlu disempurnakan. Kata Kunci: Dosen, Jabatan Akademik, Evaluasi Kebijakan, Profesi.

Abstract

The state has provided a lot of welfare to the citizens of rural communities, who make up the largest part of this nation. Socio-economic welfare as a public interest has been pursued by the state with its authority, including in the form of a policy to establish Village Owned Enterprises (BUM Desa). The issuance of Law Number 6 of 2014, PP Number 43 of 2014 and the Village Regulation of PDTT Number 4 of 2015 relating to the interests of the village community, became a strong foundation for the establishment of BUM Desa. In Karawang Regency, this was followed up with the issuance of Regional Regulation Number 4 of 2019 and Perbup Number 35 of 2020. One of the problems when public policy was implemented started from the substance of policies that were bad policy, unclear, not operational/incomplete, ambiguous, and contradictory. The research uses normative juridical methods and literature review. The results of the study indicate that the issue of welfare of rural communities is embodied in various state/government regulations. There is a relationship between the local government as an operational policy maker and the policy environment as well as a hierarchical relationship with policy makers regarding BUM Desa at the national level. There are several policy substances that are considered bad policies, because they are unclear, not operational/incomplete, ambiguous and contradictory. This will have implications for the ineffective implementation of BUM Desa policies by implementers at the lowest level of government.Keywords : evaluation, public policy, village-owned enterprises
