Abstract

Partisipasi masyarakat dalam penyelenggaraan pilkada sangat penting dalam turut mendukung penyelenggaraannya yang lebih berkualitas. Perguruan tinggi berkesempatan menjadi lembaga pemantau melalui proses akreditasi oleh penyelenggara pilkada sekaligus sebagai wujud pengabdian kepada masyarakat. Dalam tahapan pemungutan dan penghitungan suara di tingkat TPS serta rekapitulasi penghitungan suara di KPU Kabupaten Bandung tidak selamanya sesuai dengan ketentuan regulasi pilkada. Tujuan pemantauan adalah untuk mendapatkan gambaran yang nyata tentang kedua tahapan pilkada tersebut, melalui observasi, wawancara terbatas dan dokumentasi. Secara umum, kegiatan di TPS dan KPU Kabupaten Bandung telah berjalan sesuai dengan ketentuan, termasuk mengenai protokol kesehatan. Terdapat beberapa ketidaksesuaian pelaksanaan di TPS dengan regulasi pilkada. Pelaksanaan pemungutan suara, penghitungan suara dan rekapitulasi penghitungan suara yang berjalan sesuai dengan regulasi pilkada, memberi arti penting bagi penguatan demokrasi di tingkat lokal. Perlu dilakukan penataan dan perbaikan oleh KPU Kabupaten Bandung terhadap beberapa aspek pelaksanaan di TPS.

Abstract

Politik uang dalam penyelenggaraan pilkada merupakan salah satu permasalahan yang terus muncul. Pengawasan pilkada yang dilakukan oleh Bawaslu dan jajarannya sangat penting, tetapi memerlukan adanya partisipasi masyarakat secara efektif. Gerakan masyarakat antipolitik uang merupakan sesuatu yang harus ditumbuhkan untuk berjalannya pilkada yang berkualitas. Dengan metode ceramah, diskusi interaktif dan bedah kasus, tampak bahwa pengurus Rukun Tetangga memiliki perhatian dan antisiasme yang tinggi untuk hadirnya pilkada yang bersih dan terbebas dari politik uang. Bawaslu perlu secara berkesinambungan menumbuhkan dan mengembangkan gerakan masyarakat antipolitik uang sehingga menjadi kekuatan efektif untuk penyelenggaraan pilkada yang berkualitas.

Abstract

Abstrak: Penelitian ini mengkaji berkenaan dengan peran dosen dalam pembelajaran pendidikan Pancasila dan PKn untuk mendukung program moderasi beragama. Peran dosen dalam pembelajaran pendidikan Pancasila dan kewarganegaraan menempati posisi yang sangat penting untuk membentuk karakter Mahasiswa agar memiiliki spirit nasionalisme, keragaman dan semangat berkewarganegaraan. Peran dosen sebagai pendidik harus mampu memberikan pemahaman yang baik dan komprehensif kepada Mahasiswa tentang kondisi masyarakat Indonesia yang multicultural. Melalui pembelajaran pendidikan Pancasila dan kewarganegaraan serta program moderasi agama yang baik Mahasiswa diharapkan memiliki pemahaman terhadap nilai-nilai kebangsaan, keberagaman, keadaban, toleransi dan persamaan. Berdasarkan hasil penelitian dapat disimpulkan; 1) Rendahnya minat dan motivasi belajar Mahasiswa terhadap pendidikan Pancasila dan kewarganegaraan; 2) adanya indikasi Mahasiswa yang terpapar ideology khilafah; 3) pembelajaran pendidikan Pancasila dan kewarganegaraan masih belum terintegrasi dengan moderasi agama.

Abstract

Covid-19 pandemic in the world including in Indonesia regarding government policies, including in that field in the education sector. Large-scale Social Restrictions (PSBB) in most regions in Indonesia are supported by the Government, in this case the Ministry of Education and Culture decides students to study at home with parental guidance. With this policy, teachers are required to be creative and innovative in working on the curriculum in accordance with the existing situations and needs. The research objective is to study curriculum and learning during the co-19 pandemic. This study uses a descriptive qualitative method that analyses and then clearly illustrates the problem sourced from a literature review. The results of this study are: 1) Curriculum innovation is an inevitability that cannot be accounted for, mostly for different discussions as currently in the Covid-19 pandemic. 2) Curriculum components are objectives, learning materials, learning processes, renewed search for help in the implementation is by utilizing the internet and TVRI.

Abstract

The character of the nation is very important for the sustainability of the Indonesian nation's struggle to fill independence by carrying out national development. Value education, including Pancasila Education in tertiary institutions plays a strategic role in preparing nationals with character. Public policy in the field of higher education is a concrete manifestation of the state's function in educating the nation's life. This study aims to describe the role of higher education institutions in implementing the MKWU Pancasila Education policy for the development of national character. With the normative juridical method and literature study, it is known that the state / government has established a policy of inculcating the values of Pancasila by issuing several public policies in the field of higher education. Universities as policy institutions as well as university leaders and lecturers of MKWU Pancasila Education as policy actors play a major role in building student character as an integral part of the Indonesian nation. Students as policy targets can act as role models for successful implementation. The policy environment contributes to its survival and success. Higher education is faced with several challenges and problems in implementing the policy of planting Pancasila values. There is a policy substance that needs to be refined.

Abstract

Pancasila education is a group of general compulsory courses (MKWU) taught in universities with the aim that students have the character of the Indonesian nation. Building national character is part of the goals of national education which must be carried out continuously at various levels of educational units. This study aims to identify the implementation of character education in higher education through a case study learning model in the Pancasila education course. In the learning process, Pancasila lecturers must be creative in using learning models so that Pancasila values are embedded so that they become student attitudes and characters. Through the case study learning model, the goal of Pancasila education to shape student character is expected to be achieved effectively. The method used in this research is descriptive qualitative method. The research method by collecting and recording detailed data from various problems related to the object of research is then analyzed comprehensively. The results showed that; 1) the case study learning model can improve the cognitive aspects of students towards the values of Pancasila. 2) The case study learning model can improve the student's perspective on the values of Pancasila. 3) The case study learning model can internalize the values of Pancasila into student attitudes and character.

Abstract

Peran pendidikan bagi satu bangsa dan negara sangat penting. Bangsa Indonesia berdasarkan pengalaman sejarah masa lalu dan tantangan masa depan memerlukan pendidikan karakter ini. Pancasila yang termuat dalam pendidikan karakter sangat penting bagi pembentukan peradaban bangsa. Dengan metode yuridis normatif dan studi kepustakaan, tampak bahwa negara telah menerbitkan beberapa produk kebijakan publik dalam bentuk peraturan perundang-undangan, berupa dua undang-undang, satu peraturan presiden dan dua peraturan menteri. Dalam keempat produk kebijakan publik tersebut terkandung arti penting pendidikan karakter yang bertumpu pada nilai-nilai Pancasila. Abstract

Covid 19 that has hit the Indonesian nation has had a multidimensional impact on people's lives. The formation of the Task Force for the Acceleration of Handling Covid 19 is a concrete step for the government in response to this problem. The Task Force has certainly faced various obstacles, challenges and problems in carrying out its duties and functions. One of them will be related to the arrangement of the various dimensions of the Task Force organization in several laws and regulations that govern it. The research method used is descriptive and juridical normative with the aim of obtaining a complete and comprehensive description and evaluation of the organizational dimensions of the Task Force that have been stipulated in several laws and regulations as a product of public policy. The results showed that the Task Force as the operating core of government policies / programs dealing with Covid 19 was an ad hoc institution that was a political organization. Regulations for several structural and contextual dimensions are contained in Presidential Decree No. 7/2020, Presidential Decree No. 9/2020, Presidential Regulation No. 82/2020, and Decree of the Chair of the Task Force No. 16/2020, namely formalization, specialization, hierarchy of authority, organizational goals and organizational size.

Abstract

This study aimed to elaborate the transformation of services provided by the General Election Commission of Bandung Regency during the Covid 19 pandemic to all election stakeholders in all stages of the election such as voters, political parties, administrators, candidate pairs, election supervisors, election observers, election desks and other parties. It also analysed the substance of all local elections regulations as a form of policy for the implementation of local elections during the Covid-19 pandemic. This study used qualitative method with in-depth interview and documentation. The result of this study indicated that there was a transformation of public services that relied on communication and information technology, such as updating voter data, socialization and voter education, nomination of candidate pairs, campaigning, as well as voting and counting votes.

Abstract

The diversity of the Indonesian nation in terms of religion, ethnicity, race, local culture, and others is an inevitable reality. It constitutes the nation’s socio-cultural capital, wealth, and potential to advance in which Indonesia can be proud of. But, it can also lead to attitudes and behaviour that damage national integration. Attitudes and behaviour that are tolerant of differences, inclusive, and moderate, especially in religious life, are the main pillars of a strong nation. Currently, the attitudes and behaviour of certain groups of citizens and individuals show the opposite and these dominate the Indonesian public sphere. Using normative juridical methods and literature, this article examines the religious moderation program launched by the Indonesian government under the coordination of the Ministry of Religious Affairs as an effort to deal with the rising religious intolerance and violence in Indonesia. From a public policy perspective, this article aims to analyse actors that are involved in the religious moderation program initiated by the Ministry of Religious Affairs. Higher education institutions with their resources have the opportunity to support this program. The religious moderation program is an implication of the policy environment that is currently embedded in people's daily lives.
