Abstract

National character is very necessary for the organization of the state and national development. Character education is an important part of state and government policies. The issuance of several state, government and local government regulations regarding character education is a form of public policy, which must be comprehensively evaluated. The study aims to evaluate the substance and implementation of character education policies in the form of the Bandung Masagi Program at SMP Negeri 36, Bandung City. The study uses a qualitative approach with normative legal methods and case study evaluation. State policies in the form of Law Number 20 of 2003 and Law Number 17 of 2007, Presidential Regulation Number 87 of 2017, Minister of Education and Culture Regulation Number 23 of 2015, Minister of Education and Culture Regulation Number 20 of 2018, Bandung City Regulation Number 2 of 2018, and Bandung Mayor Regulation Number 004 of 2019 show serious attention to national character, including the character of students. In general, the hierarchical structural relationship between one regulation set at the government level and the government level below it. Schools run the Bandung Masagi program according to their capabilities and resources. Teachers and education personnel carry out their duties with demands to continue to improve innovation and creativity. There are several policy substances that need to be refined.

Abstract

In the current situation of the COVID-19 pandemic, the mass media have an influence on information about all things about the pandemic, from the status of the new variant to the impact of this pandemic. The mass media are fully responsible for all information presented to the public, so that the public will feel comfortable and at ease with the information presented by the mass media. One of the roles of the mass media is to educate and increase public awareness. Because from the beginning the mass media followed the developments of the COVID-19 pandemic. An opinion is a statement on a controversial issue. Opinions arise as a result of discussions on controversial issues that give rise to differences of opinion. Mass media as a means of delivering information to the public plays an important role in shaping public opinion. This study uses a documentary approach by observing and analyzing all information related to the object of research. In building a research ojek there are steps that the researcher takes, namely: firstly observing and analyzing various information related to object search. Second, collect various sources related to the object of research so that the phenomenon can be explained. The results of this study are expected to maximize the presence of the media which plays an important role in the context of the COVID-19 pandemic. In addition to carrying out its vital function, the mass media must also be able to provide fresh air through the information presented. No more sensationalism, now is the time for the media to return to presenting information based on relevant facts

Abstract

The development of communication and information technology currently has a major impact on the pattern of public complaints about public services which in the era of digital democracy are inseparable from the dynamics of regional government. The presence of regulations regarding public services through Law Number 25 of 2009 and various derivative regulations in the implementation of regional government is an important part of moving towards a more democratic life. This study aims to discuss the policy of the South Sumatera Provincial Government in handling public service complaints through electronic communication media in the era of digital democracy from a political and public policy perspective. The study uses a combination of normative legal methods and secondary data analysis. The study concludes that politically, handling public complaints about regional government services is a positive thing. In the context of digital democracy and the quality of public services, the response of the regional government to public complaints is a measure of good governance. The issuance of Regional Regulation Number 3 of 2013, Governor Regulation Number 26 of 2016, and Governor Regulation Number 9 of 2022 are concrete manifestations of public policy. As a product of the political process, this is substantively related to public services and public complaints in the digital era. The existence of an electronic complaint channel regarding public services opens up space for increasing public awareness of their rights. Political life will be more democratic when communication between the government and the people runs functionally. There are several regional policy substances that need to be improved.

Abstract

Local wisdom in each region is very important in strengthening national identity. This is especially when associated with the challenges and problems of the nation in the current global era. Higher education institutions with their resources play a strategic role in strengthening this national identity. Decree of the Director General of Higher Education Number 84/E/KPT/2020 and several other state and government regulations are public policies related to this. This study aims to analyze the profile, context, and substance of government policies regarding Citizenship courses in relation to the existence of local wisdom to strengthen national identity.This study uses normative juridical methods, and literature studies, by examining the substance of government regulations and analyzing various relevant documents. The results of the study show that there are government regulations which are public policies related to local wisdom which are very important for strengthening national identity. The integration of local wisdom themes into Citizenship courses is very strategic so that students avoid being uprooted from the roots of the nation's culture. Government officials at the Ministry of Education, Culture, Research and Technology (Kemendikbudristek), university leaders, lecturers in charge of Citizenship courses, cultural activists and local wisdom, and other education stakeholders are policy actors. The threat of the erosion of identity as a nation among students is a policy issue. Kemendikbudristek, universities and institutions outside the government that care about the issue of strengthening national identity are policy institutions. The public's hope that students as part of the young generation with a strong national identity is the policy environment. Abstract

In the era of globalization, life skills are a key factor in improving human resource quality, particularly in entrepreneurship. PKBM Tim Suara Masyarakat Dawuan, Karawang Regency, implements entrepreneurship training based on life skills to strengthen learners’ economic independence. This study applied a descriptive qualitative approach through in-depth interviews, observations, and documentation, involving four informants: PKBM managers, training tutors, and program alumni. Data analysis was conducted systematically using Nvivo 15. The findings reveal that training management at PKBM Tim Suara Masyarakat Dawuan is carried out through careful planning based on learner needs, participatory learning methods, and continuous evaluation. Supporting factors include financial assistance from external partners, adequate facilities, and the active role of tutors in motivating participants. However, challenges remain, particularly low awareness among school-age learners who struggle to recognize the importance of life skills and economic independence. This study contributes to the limited literature on life skill-based entrepreneurship training in non-formal education in Indonesia. Practically, it provides strategic recommendations for PKBM to maximize training success, enabling the development of independent, creative, and competitive graduates.

Abstract

Penyalahgunaan dan peredaran gelap narkoba merupakan kejahatan luar biasa. Pendidikan tinggi memberi kontribusi penting sebagai langkah preventif untuk menyelamatkan mahasiswa sebagai generasi muda yang sangat potensial menjadi korban. Perguruan Tinggi dengan sumber daya yang dimilikinya harus aktif menghadapi masalah ini. Terbitnya Keputusan Dirjen Pendidikan Tinggi Nomor 84/E/KPT/2020 serta beberapa regulasi lainnya merupakan kebijakan publik untuk menghadapinya. Penelitian ini bertujuan untuk menganalisis profil, konteks, dan substansi kebijakan pemerintah mengenai mata kuliah Kewarganegaraan dan kejahatan narkoba dari perspektif kebijakan publik. Penelitian menggunakan metode yuridis normatif dan studi kepustakaan. Hasil penelitian menunjukkan bahwa terdapat beberapa regulasi pemerintah yang merupakan kebijakan untuk melawan kejahatan narkoba. Pengintegrasian tema narkoba ke dalam mata kuliah Kewarganegaran sangat strategis agar mahasiswa terhindar dari kejahatan narkoba. Pejabat pemerintah antara lain BNN di pusat dan daerah, pejabat Kemendikburistek, pimpinan perguruan tinggi, dosen pengampu mata kuliah Kewarganegaraan, tokoh dan penggiat pendidikan, serta para pemangku kepentingan pendidikan lainnya merupakan aktor kebijakan. Ancaman kejahatan narkoba terhadap masa depan mahasiswa merupakan isu kebijakan. Kemendikbudristek, BNN, perguruan tinggi dan lembaga di luar pemerintah merupakan institusi kebijakan. Harapan masyarakat untuk terbebasnya generasi muda dari kejahatan narkoba merupakan lingkungan kebijakan. Terdapat beberapa substansi kebijakan pada regulasi pemerintah yang perlu disempurnakan. Kata kunci : kebijakan, narkoba, generasi muda, kewarganegaraan, perguruan tinggi.

Abstract

Indonesia currently faces serious environmental damage, which significantly disrupts the sustainability of national development. Students play a crucial role in environmental conservation efforts by fostering awareness of environmental preservation. Government policies, such as Decree of the Director General of Higher Education (Kepdirjen Dikti) Number 84/E/KPT/2020 and several other state and government regulations, constitute public policies in the field of education that can contribute to environmental sustainability. This study aims to analyze the profile, context, and substance of state and government policies on the Civics course, which are relevant to environmental sustainability efforts from a public policy and education perspective. The research used normative juridical, qualitative, and literature study methods. The normative juridical method examined the substance of government regulations, while the qualitative method employed interviews with several lecturers and students as informants. The literature study examined all relevant sources and documents in various forms. The results of the study indicate that several state and government regulations constitute policies for the realization of environmental sustainability, including those related to higher education. The environmental theme integrated into the Citizenship course is very strategic as a preventive measure against environmental damage. Government officials at the Ministry of Environment, law enforcement officers, officials from the Ministry of Higher Education, Science, and Technology (Kemendiktisaintek), university leaders, lecturers teaching Citizenship courses, environmental figures and activists, students, and other educational stakeholders are policy actors. The threat of increasingly severe environmental damage and the need for students to understand it are policy issues. The Ministry of Environment, the Indonesian National Police, Kemendiktisaintek, universities, and various institutions outside the government are policy institutions. The public's expectation of students who are aware of and responsible for environmental sustainability is a policy issue. Several policy elements need to be refined.

Abstract

Abstract: This study aims to analyze the influence of the principal's academic supervision and work motivation, both partially and simultaneously, on teacher performance at SMKS Al Ittihad, Karangtengah District, Cianjur Regency. The research used a quantitative approach with descriptive and verificative methods. The study population consisted of all 36 teachers at the school, using a total sampling technique. Data were collected through closed-ended questionnaires using a Likert scale and analyzed using multiple linear regression analysis with the help of SPSS software. Basen on the statistic results that Academic supervision has a positive and significant effect on teacher performance (t-count = 5.938; Sig. = 0.000), and work motivation has a positive and significant effect on teacher performance (t-count = 3.867; Sig. = 0.000). And Then Academic supervision and work motivation together have a significant effect on teacher performance (F-count = 26.759; Sig. = 0.000) with a contribution of 61.9% (R² = 0.619). The remaining 38.1% is influenced by other factors outside the model. The Conclusion is Teacher performance at SMKS Al Ittihad Cianjur can be significantly improved by enhancing the quality of academic supervision that is developmental in nature and by comprehensively strengthening teacher work motivation. It is recommended that principals integrate both aspects into their strategies for teacher professional development and guidance. Kesimpulan dari penelitian ini adalah Kinerja guru di SMKS Al Ittihad Cianjur dapat ditingkatkan secara signifikan melalui peningkatan kualitas supervisi akademik yang bersifat membina dan penguatan motivasi kerja guru secara komprehensif. Kepala sekolah disarankan untuk mengintegrasikan kedua aspek tersebut dalam strategi pembinaan dan pengembangan profesional guru. Abstract

The nomination policy of local parliament members in general election is regulated in various policies by the Central Parliament, the President and the Election Commission. In order to improve the election quality, policy evaluation is required. This study uses legal research/normative methods and library/documentary study of the policies content. It is found out that there are some different aspects in managing the nomination of local parliament members in Law No. 8 of 2012 and some Election Commission/KPU’s regulations. Substantively, there are several provisions that are ambiguous, multi-interpretative, contradictious, and are not implementable. This problem causes local election commissions cannot optimally perform theirs tasks. Therefore, it is recommended to have policy revision in several aspects, such as education qualification, physical and spiritual health, authorized health agency, political liaison officers, resignation certificate or decree from certain positions at public agencies (such as civil servant, military, police, etc.) and other institutions to avoid conflict of interest, nomination forms, and several errors/ inconsistencies terms.Keywords: policy evaluation, local parliament nomination, general election.Pencalonan anggota DPRD dalam pemilu diatur dalam berbagai kebijakan yang ditetapkan DPR, Presiden dan KPU. Untuk penyelenggaraan yang makin berkualitas di masa yang akan datang, diperlukan evaluasi kebijakan. Dengan metode penelitian hukum/hukum normatif dan teknik studi kepustakaan/dokumenter terhadap isi/substansi kebijakan diketahui adanya berbagai aspek pengaturan pencalonan anggota DPRD, yang termuat dalam UU Nomor 8 Tahun 2012 dan beberapa produk kebijakan KPU yang pada dasarnya merupakan kebijakan publik. Secara substantif terdapat beberapa ketentuanyang bersifat tidak jelas, multiinterpretatif,  kontradiktif dan tidak implementatif. Kondisi ini mengakibatkan para penyelenggara pemilu di daerah tidak dapat melaksanakan tugas pelayanan pencalonan secara lebih optimal. Untuk itu, direkomendasikan perlu adanya penyempurnaan terhadap substansi beberapa aspek pencalonan anggota DPRD, yang meliputi ijazah/STTB, surat keterangan sehat jasmani dan rohani, institusi pemberi surat keterangan sehat, petugas penghubung parpol dengan penyelenggara pemilu, surat keterangan atau surat keputusan pemberhentian dalam kedudukan/jabatan tertentu (PNS, TNI, Polri, dan sebagainya), surat pernyataan pengunduran diri, badan lain yang anggarannya dari keuangan negara, pekerjaan lain yang tidak menimbulkan konflik kepentingan, beberapa contoh formulir/model pencalonan dan beberapa kesalahan/ inkonsistensi peristilahan.Kata kunci: evaluasi kebijakan, pencalonan anggota DPRD, pemilihan umum.
