Paper ini bertujuan menjelaskan bagaimana strategi Pemerintah Kota Makassar dalam menjadikan nila-nilai islamiah dalam membentuk ukhuwah di Makassar. Dengan menggunakan konsep analisasi teori Buyda dan teori Kepemimpinan menjadi pisau analisis penulis menganalisa strategi Pemerintah membentuk ukhuwah islamiah di Makassar. Sederhananya bagaimana intervensi politik terhadap fenomena keislaman. Dengan tipe penulisan deskriptif analitik serta teknik pengumpulan data sekunder dan primer diperoleh hasil bahwa Pemerintah Kota Makassar menggunakan nilai-nilai keislaman yakni sholat subuh dengan segala faedahnya sebagai strategi memupuk tali silaturahim sekaligus membangun nilai moralitas ukhuwah di Makassar. Dengan dihadiri ribuan warga dari pejabat pemda, swasta, pelajar dan mahasiswa serta masyarakat lainya menjadi bukti keseriusan pemerintah menjadikan sholat subuh berjamaah sebagai instrument membangun ukhuwah Makassar yang religius. Dalam konteks inilah apabila control politik terhadap agama dilakukan dengan baik oleh pemimpin yang transformatif maka tidak ada keterpisahan natara islam dan politik, karena islam adalah tuntunan politik, sosial, ekonomi, dan hukum yang sempurna dalam masyarakat.

The transformation of governance from centralized to decentralized opens the role of local governments to contribute in advancing national interests. The birth of the Regional Autonomy Law as a legal framework for local governments to pursue development goals by looking at a number of potentials they have. The role of local governments is not only becoming a local actor but also an international actor known as ‘paradiplomacy’. The example of paradiplomacy in international relations is initiating cooperation on foreign investment to attract foreign investors. Makassar is one city that has been implementing paradiplomacy to create a smart city in order to achive good governance characterized by integrity, accountability, and transparent. Therefore, due to the rapid progress of the information technology every single town and district as well as province should create IT-based smart city to create a public service that is more efficient and innovative. Globalization brings sovereignty of the country as indefinitely. Glo-balization makes global communication increasingly limited. Communica-tion through diplomacy is the way in mengespresikan kepentinganya any State against another State. Due to the influence of technology in the glo-balization phenomenon makes the instrument of diplomacy was changed as well as the jumlaah actors. Conventional diplomacy that uses Ministry of Foreign Affairs as a single actor has shifted to the public role in the for-mation of international opinion. Reatif diplomatic instruments through the film is one way to India through the representatives of film directors in the form fictional story to make a change on the discourse discourse meaning of Islam as a terrorist religion. The discourse of meaning making psychological blow for followers of the Muslim identity of the adherents of identity that is considered by some countries call it the United States as an actor fundamentalism. Through instrument Indian Bollywood films try to shape public opinion, especially the people of the United States that fact does Islam not as bad as perception shown in US foreign policy.

This paper aims to explain how the strategy of the Government of Makassar in making the values of Islamiah in shaping ukhuwah in Makassar. By using the concept analisasi Buyda theory and the theory of leadership into a blade analysis the authors analyze the Government's strategy to form the Islamic brotherhood in Makassar. Simply how political intervention against Islamic phenomenon. With this type of analytic and descriptive writing techniques of secondary and primary data collection showed that the Government of Makassar using Islamic values that the dawn prayer with all its usefulness as a strategy to cultivate friendship rope while building morality ukhuwah in Makassar. Attended by thousands of local officials, private, school and university students as well as other public evidence of the seriousness of the government to make the dawn prayer in congregation as an instrument to build Makassar religious brotherhood. In this context when political control of religion done by leaders who transformative natara then there is no separation of Islam and politics, because the guidance of Islam is political, social, economic, and perfect law in society.

Fenomen Globalisasi membawa dunia seolah tanpa batas kedaulatan menjadikan munculnya isu-isu baru dalam hubungan internasional.Ketidak mampuan Negara untuk berdiri sendiri dalam melihat komplkesnya masalah dalam negerinya di butuhkan sebuah intergrasi rule driven untuk menekan semakin masifnya isu kejahatan lintas Negara. Usaha Negara-negara dalam membentuk rule driven dalam bentuk kerjasama internasional inilah yang disebut global governance. Global governance berisi sejumlah norma, prinsip, aturan hukum, konvensi yang disepakati oleh sejumlah aktor baik Negara maunpun non Negara. Dalam aplikasi dari sejumlah norma dan prinsip atau rule driven tersebut salah satunya dalm bentuk integrasi regionalism kawasan. Adanya integrasi regionalism kawasan merupakan usaha membentuk sebuah kesamaan sikap politik, hukum, ekonomi, sosial budaya untuk mencapai tujuan bersama.ASEAN sebagai sebuah hasil dari integrasi regionalism kawasan Negara-negara kawasan Asia Tenggara memiliki tanggung jawab untuk memfasilitasi dan menanggulangi sejumlah masalah yang melingkupi kawasanya tersebut. Kejahatan Lintas Negara seperti drug trafficking( peredaran narkoba gelap) merupakan masalah yang kompleks yang di alami di kawasan region ASEAN. Adanya sejumlah konvensi yang telah di sahkan oleh Negara-negara ASEAN merupakan rule driven untuk menekan secara massif peredaran narkoba gelap.Namun, relaitasnya peredaran narkoba gelap di Indonesia dari tahun ke tahun semakin meningkat. Apakah kondisi ini menjadi bukti bahwa konvensi bukan menjadi first track yang ampuh untuk memberantas peredaran narkoba secara gelap terkhusus di Indonesia.

Disaster Diplomacy ‘How disaster affect peace and conflict’ merupakan sebuah buku yang ditulis oleh Ilan Kelman yang dipublikasikan pertama kali pada tahun 2012. Buku ini memiliki judul yang menarik dengan memberi gambaran sekilas tentang hubungan antara diplomasi dan bencana yang marak terjadi diberbagai penjuru dunia. Buku Disaster Diplomacy memiliki 174 halaman yang terdiri dari 12 bab dalam pembahasannya. Melihat sekilas tentang penulis buku, Ian Kelman adalah Senior Research Fellow di Pusat Internasional Iklim dan Lingkungan Penelitian-Oslo (Cicero). Minat penelitiannya mencakup kelemahan, resiko, pulau-pulau, dan bencana serta mengembangkan solusi praktis untuk permasalahan-permasalahan yang muncul di daerah-daerah tersebut. Dilihat dari tujuan judul buku, Disaster Diplomacy merupakan studi tentang bagaimana dan mengapa bencana menciptakan atau tidak menciptakan perdamaian atau konflik baik sebelum dan sesudah bencana. Dalam hal melihat apa yang terjadi sebelumnya, Disaster Diplomacy melihat pencegahan, mitigasi, dan mengurangi kerugian, kemudian mencoba untuk berurusan dengan hal-hal yang berada di tempat sebelum kejadian terjadi. Sebaliknya, dalam hal melihat apa yang terjadi setelah itu, hal ini lebih berfokus untuk melihat tanggap darurat, pemulihan dan rekonstruksi. Disaster Diplomacy lebih memandang keadaan di mana perdamaian dan konflik yang terkena dampak bencana. Kemudian bagian lain dari Disaster Diplomacy adalah bahwa jika hasil yang didapat tidak memuaskan, maka kemudian dilihat bagaimana hal tersebut akan mungkin untuk mengubah situasi.

This activity aims to explain and disseminate the consequences and circulation of illegal narcotics circulation and the role of youth. This activity also explains the factors that cause massive illegal narcotics trafficking in Indonesia. This activity was carried out at the Cilandak Branch of the Aisyah Orphanage Foundation in South Jakarta from May to November 2019. This activity took the form of socialization and discussion with the orphanage children and orphanage administrators. This activity involves lecturers and practitioners. This research describes the consequences of narcotics' excessive trafficking from various scientific perspectives such as social, political, legal, cultural, and economic. The result obtained is that children from orphanages are vulnerable to illegal drug trafficking. Life experience before entering an orphanage is a vulnerability for them to be contaminated. Thus, the researchers provided the orphanage children with the knowledge and formed a unit of anti-narcotics officers who functioned as informants in the event of irregularities in the illegal distribution of narcotics. Hopefully, this program can be expanded and increase the knowledge of many people so that narcotics will no longer threaten Indonesian society's stability and security.

The ex-US President, Barack Obama, was the first black-president, prompting hopes that he would make a more humanist foreign policy in the United States. Obama comes from the Democratic Party which is aggressively promoting democracy, humanism, and human rights. But in reality, during the two periods of Obama administration, the United States continues to wage war against the Middle East countries, whether directly or indirectly. This article raises the question, what shaped US foreign policy in the Middle East during the Obama administration. To answer the question the writer uses the wholistic and rational actor theory. The finding of this article is that wholistically, Obama does have characteristic differences, but the foreign policy he decided was the same as his predecessor presidents, prioritizing US-political economic interests in the region rather than keeping peace.

This article describes the impacts given by depression as mental health disorder and suicidal behavior towards Japan’s economy and social productivity. Depression and suicide have become one of the main causes of mortality among other health conditions in Japan. Both depression and suicidal behavior are non-communicable, yet both can influence psychological states of other people near the patient. Depression and suicidal behavior are challenging for countries with high mortality caused by suicide, especially towards those who also have ageing population like Japan. Hence, this article will analyze further costs faced by Japan along with reviewing policies taken to overcome their mental health challenges. This study uses qualitative descriptive design with case study method. This study also uses secondary analysis to answer mentioned challenges. Result shows that Japan faces economic loss to sustain their mental health expenses and psychological expenses for the family left by the victims of depression and suicide, as suicide trend is popular among adults and youths in Japan. Depression and suicidal behavior can also affect individual’s productivity. The authors expect that this can be used to give broader knowledge on non-traditional contemporary global issues.

This paper's purpose is to explain describes the correlation of the spread of the Covid19 virus as a global problem. The spread will form a global health diplomacy collaboration to tackle Covid19 massive spread that makes countries overwhelmed to overcome it. This paper is used for library research to research methodology with qualitative descriptive analysis paradigm. This paper result to finds that to overcome these problems, each country must interpret that international mismarked security is more important than the political and economic interests of the country. That means that cooperation must be interpreted that the Covid19 outbreak is a global problem, must be handled by multiple stakeholders, long term, and cooperation based on the nature of extremism. With the ready ness negotiation method. This interpretation is expected to be an inclusive way to be able to respond to cooperation that understands, shares, and enjoys together with global health diplomacy as to develop international governance cooperation with altruism model and ready ness negotiation.
