Abstract

This article talks about protecting animals from the point of view of positive law and Islamic law. It focuses on elephants and their conflicts with people. Cases of conflict between elephants and humans have continued to increase from 2015 to 2021, reaching 582 cases. This research is a normative legal study, while the approach used is the approach of legislation and Islamic law. The data studied are literature and legal norms related to positive legal rules and Islamic law. This study concludes that the government has made efforts to protect elephants by issuing various laws and regulations, both at the central and regional levels. Positional law regulates and strives for the protection of elephants, such as the prohibition of catching, injuring, killing, possessing, keeping, and even trading them. In addition, the government has taken various steps, including having mutual coordination between related agencies, involving non-governmental organizations and the community, and enforcing the law. Furthermore, to overcome conflicts between elephants and humans in the future, it is necessary to immediately implement policies related to the prohibition of land use around elephant crossings and policies to relocate people close to elephant crossing areas and provide compensation to those who are affected. From the perspective of Islamic law, the protection of animals, including elephants, is part of the benefit based on the Qur'an, hadith, and fatwas of ulemas to preserve nature, which has an impact on human survival.

Abstract

This study aims to identify the root causes, forms of conflict, and solutions to farmers' resistance against free-grazing livestock practices in Nisam Subdistrict, North Aceh Regency. The conflict is triggered by crop damage caused by free-roaming livestock, differing interpretations of regulations, and land-use changes. This research employs a qualitative approach with an ethnographic method and uses James Scott's resistance theory as the analytical framework. Data were collected through non-participant observation, in-depth interviews, and document analysis. The findings reveal that the conflict significantly impacts agricultural productivity and social relations between farmers and livestock owners. Proposed solutions include restricting grazing areas, improving fences, providing compensation to farmers, and strengthening the role of the government and village officials in enforcing regulations, providing facilities, and monitoring. These findings underscore the importance of stakeholder collaboration in fostering harmonious relations and supporting the sustainability of the agricultural sector.AbstrakPenelitian ini bertujuan mengidentifikasi akar masalah, bentuk konflik, dan solusi atas resistensi petani terhadap praktik peternakan lepas liar di Kecamatan Nisam, Kabupaten Aceh Utara. Abstract

This study examines the role of families in the socio-economic resilience of former drug dealers in Ujong Pacu, Lhokseumawe city. In many cases, former drug dealers return to drug dealers after they are released from prison. However, in Ujong Pachu, former drug dealers are able to survive not returning to become drug dealers even though they often receive persuasive invitations and threats to return to being active in drug networks. This study aims to find the role of families in the socio-economic resilience of ex-drug dealers in Ujong Pacu, which can be used as a reference for the transformation process of ex-drug dealers in other regions, especially in Indonesia. Data collection was carried out through observation, in-depth interviews, focus group discussions (FGD) and the use of documents. The results of this study show that since 2015, collective efforts in Gampong Ujong Pacu to eradicate drugs through collaboration between community leaders, Teungku Dayah, local government and family roles have succeeded in creating a safer environment by breaking the chain of drug spread and supporting social recovery. Rehabilitation programs, job provision, and emotional support play an important role in the integration of former dealers into society. However, challenges remain, especially in terms of financial stability and social support for individuals who are still struggling, demonstrating the need for a more holistic and sustainable approach.

Abstract

Forest degradation has driven the emergence of the green economy as a paradigm of sustainable development. In Indonesia, the government strives to maintain forest conservation and food security simultaneously. However, human–wildlife conflict, such as that occurring in Bener Meriah Regency, Aceh, has become a huge challenge. Gayo coffee farmers face disturbances from elephants and tigers, which threaten both harvests and ecosystems. They respond to the challenges with local wisdom and integrative conservation approaches. Through the role of customary institutions and farmer groups and the potential of wildlife-friendly coffee, farmers have become key actors in sustainable and community-oriented conservation. In light of this, the present study employs a qualitative method using Antonio Gramsci’s critical sociology theory of hegemony and Clifford Geertz’s anthropological perspective of culture as a system of meaning. Data collection was carried out by means of observation, in-depth interviews, focus group discussions (FGD), and document analysis. The data analysis used was Spradley’s analysis technique consisting of domain analysis, taxonomic analysis, componential analysis, and thematic analysis. Findings reveal that the conflict between wildlife and coffee farmers in Bener Meriah has been caused by the loss of habitat and the expansion of plantation land. The conflict has fueled economic, social and cultural impacts. As such, the community has applied local wisdom as an adaptive strategy; yet, for sustainable solutions, it is necessary to have an integrative model, involving the government, conservation institutions and local communities.

Abstract

This research was conducted in response to the phenomenon that many mosques in Aceh do not prepare financial reports in accordance with ISAK 35 (Interpretation of Financial Accounting Standards). Since 2019, the Financial Accounting Standards Board (DSAK) has replaced PSAK 45 and ratified ISAK 35 as the guideline for the presentation of financial statements of non-profit entities, which took effect in January 2020. This standard also applies to the financial reporting of mosques as non-profit institutions. At present, the accountability of mosque financial management in Aceh is generally limited to reports of cash receipts and disbursements, which constitute only a part of the cash flow statement. However, ISAK 35 stipulates that the financial statements of non-profit entities should consist of: (1) a Statement of Financial Position, (2) a Statement of Comprehensive Income, (3) a Statement of Changes in Net Assets, (4) a Statement of Cash Flows, and (5) Notes to the Financial Statements. Given the large number of mosques in Aceh and to avoid the time constraints of completing this research, this study focuses solely on the Grand Mosques managed by the regencies/cities in Aceh Province. The findings reveal that the financial reports of the Grand Mosques across the 23 regencies and cities in Aceh remain incomplete. First, the reports prepared and presented by mosque administrators are still limited to records of cash receipts and expenditures. Second, mosque management personnel generally lack sufficient knowledge of financial reporting practices and standards. Third, most mosque administrators and staff are elderly, which further constrains the implementation of proper financial reporting procedures. It is also important to emphasize that mosque financial management must be based on sharia-based financial and accounting principles so that the mosque is not only a center of worship but also an institution for economic, educational, and community empowerment
