Abstract

This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.

Abstract

In the era of rapidly developing digital business, understanding the relationship between Customer Satisfaction Management Strategy (CSMS) and Brand Loyalty (BL) is crucial for a company success. Digital business platforms present unique opportunities and challenges, making it essential to explore strategies that foster strong customer relationships and loyalty. This research aims to investigate the impact of CSMS on BL in a digital business context using the SmartPLS approach. The study seeks to provide both theoretical and practical insights into the dynamics of customer satisfaction and loyalty in digital environments. Data was collected through online surveys of customers from various digital business platforms. The analysis was conducted using Structural Equation Modeling (SEM) with SmartPLS, which is particularly suited for examining complex relationships between latent variables. The results of the analysis show that there is a significant relationship between CSMS and BL. These findings highlight the importance of fostering meaningful interactions between brands and customers to enhance loyalty in digital business environments. The practical implication of this research is the necessity for companies to design marketing strategies that prioritize meeting customer needs and preferences. This approach not only strengthens customer loyalty but also equips businesses to navigate the challenges of competitive digital markets. The study contributes valuable insights for business practitioners and adds to the literature on marketing management in the ever-evolving digital era.

Abstract

This study analyzes the implementation of the Lentera Disabilitas program at the Banjarbaru Land Office as an example of inclusive public service focused on serving citizens and advancing the public interest. The program aims to enhance accessibility for persons with disabilities by providing disability-friendly facilities such as ramps, inclusive waiting rooms, special service counters, and multilingual service materials. It also emphasizes a cultural shift toward empathetic and respectful service behavior. This research uses a descriptive qualitative approach through in-depth interviews with an internal staff member (whose identity is anonymized upon request), direct observation, and document analysis. The findings show that the program enhances employee participation, fosters humanistic service values, and strengthens public trust, particularly among persons with disabilities. However, challenges remain, including the need for more trained staff and strengthened infrastructure. The program offers important lessons on the role of empathy, collaboration, and responsiveness in building inclusive public services.

Abstract

The Samarinda Customs Service Information System (SIPESUT) is a digital innovation developed by Samarinda Customs and Excise Office (KPPBC TMP B Samarinda) designed to simplify bureaucratic procedures and enhance service efficiency in customs administration. This study analyzes SIPESUT through the integration of various public service paradigms, including Old Public Administration (OPA), New Public Management (NPM), and Digital Era Governance (DEG), reflecting a lean, efficient, and responsive public service model. The paper begins by discussing the digital transformation in public administration and the challenges of conventional bureaucracy. It then introduces SIPESUT as an innovative response and explores its conceptual foundation within the framework of multiple public service paradigms. Using qualitative analysis and field observation data, this study highlights SIPESUT’s impact on streamlining procedures, improving efficiency, and optimizing resources, while also identifying technical, infrastructural, and human resource challenges. The findings emphasize the necessity for system integration, human resource capacity building, and infrastructure enhancement as strategic steps to support SIPESUT’s sustainability. This research contributes to the discourse on public service innovation and inspires the development of inclusive and sustainable digital public service initiatives.

Abstract

This study analyzes how Indonesia’s 2024 Child Welfare Law frames state responsibility and employer obligations in addressing these needs through family-friendly workplace policies. Using a qualitative research design, the study applies a normative policy analysis supported by a comprehensive review of academic literature, policy documents, and relevant regulatory instruments related to child welfare, labor governance, and workplace standards. The findings indicate that the law positions lactation rooms and childcare facilities as essential policy instruments to ensure the fulfillment of children’s basic rights during early childhood while simultaneously promoting workforce productivity and parental work motivation. However, the analysis also reveals significant implementation gaps, particularly in small-scale enterprises and informal workplaces, where financial capacity, infrastructure limitations, and limited policy dissemination hinder compliance. These findings underscore that regulatory mandates alone are insufficient without complementary policy measures, including institutional coordination, technical guidance, and targeted support mechanisms. In conclusion, workplace lactation rooms and childcare facilities represent a critical component of inclusive labor and social policies aimed at strengthening human capital development. The study highlights the urgency of coordinated policy implementation and multi-stakeholder collaboration to achieve equitable, standardized, and sustainable outcomes across regions

Abstract

The GASPOL (Joint Movement of Regional Apparatus, Organizations, and Institutions) innovation in the Quality Family Village (KB) of Sleman Regency is a strategic effort by the local government in strengthening collaborative and sustainable public service governance. This innovation is motivated by various problems in the implementation of KB Villages, such as weak cross-sector coordination, fragmentation of programs between agencies, and inequality of capacity and roles between actors involved. This study aims to analyze the implementation of GASPOL innovation through the perspective of New Public Governance (NPG), with an emphasis on the aspects of plurality of actors, co-coordination, and co-production in the implementation of public services. The research method used is a qualitative approach with literature study techniques and analysis of official documents, including regional policies, program reports, and regulations related to KB Villages. The results of the study show that GASPOL is able to build a collaborative network involving regional apparatus, community institutions, village governments, KB Village working groups, and the community as co-producers in the planning and implementation of the program. This collaboration encourages program integration, improved service efficiency, and strengthens community participation. However, the implementation of GASPOL still faces challenges in the form of potential power imbalances between actors, complex coordination, and the risk of program overlap. This study confirms that GASPOL represents the real practice of the New Public Governance paradigm and has the potential to become a model of collaborative governance innovation that can be replicated in other regions.

Abstract

Public service innovation through the Online Administrative Services Information System (SIOLA), developed by the Ministry of Home Affairs (Kemendagri), represents a strategic effort to modernize public administration by promoting efficiency, transparency, and accountability in service delivery. SIOLA is designed to integrate various administrative services into a unified digital platform, enabling online submission, monitoring, and evaluation of administrative processes while reducing bureaucratic complexity and service delays. This study aims to analyze the role of SIOLA in transforming public service governance within the Ministry of Home Affairs and to assess its alignment with contemporary public administration paradigms. The research employs a qualitative descriptive approach, utilizing secondary data obtained from academic articles, official government reports, policy documents, and relevant literature. The findings indicate that SIOLA has significantly improved administrative efficiency, enhanced transparency through traceable service processes, and strengthened accountability by providing measurable performance indicators. Moreover, SIOLA supports the broader agenda of digital bureaucracy transformation by reinforcing standardized procedures and professional work mechanisms within public institutions. From a theoretical perspective, the implementation of SIOLA reflects the principles of the Neo-Weberian State, particularly the strengthening of the state’s coordinating role, the professionalization of public services, and the integration of managerial efficiency with legal-rational authority. Despite its positive impacts, the study also highlights challenges related to technological readiness and human resource capacity. Overall, SIOLA demonstrates substantial potential as a model of digital public service innovation for other government institutions.

Abstract

This study analyzes the impact of the Digital Public Service Mall (Digital Public Service Mall/D-PSM) innovation implemented in Bangkalan Regency on improving the quality of public services, particularly in terms of responsiveness, neutrality, accountability, and legal compliance as core principles of the Neo-Weberian State (NWS). The D-PSM innovation was developed to modernize public service delivery through digitalization by integrating various administrative services from multiple agencies into a single, accessible, and efficient digital platform. This study employs a qualitative descriptive approach using secondary data sources, including official government reports, internal evaluation documents, policy regulations, and relevant academic literature. The findings indicate that D-PSM has significantly improved service accessibility, processing speed, and transparency, thereby reducing bureaucratic complexity and enhancing public trust. The implementation of digital systems has also strengthened accountability mechanisms through traceable service processes and standardized procedures. However, the study identifies persistent challenges, particularly related to limited internet connectivity, uneven digital literacy, and unequal access to services in remote and rural areas of Bangkalan Regency. Despite these constraints, official evaluations by the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB) categorize D-PSM Bangkalan as “active,” reflecting positive institutional performance. This study concludes that D-PSM represents a meaningful step toward NWS-oriented governance and recommends strengthening digital infrastructure, expanding technical capacity, and improving inclusivity to achieve a more responsive, neutral, and accountable public service system.

Abstract

The demand to reconstruct the image and function of public libraries in the digital age has driven the emergence of transformative initiatives. This descriptive qualitative research aims to analyze the implementation of the Surabaya Library Data Bank (BANPUSBOYO) application by the Surabaya City Library and Archives Office as a strategy to change the service paradigm. By focusing on the internal perspective of organizers, this study reveals how digital innovation is constructed, mobilized, and operationalized to go beyond mere instrumental functions and touch the level of paradigmatic change in viewing the relationship between the state and citizens. Data was collected through semi-structured interviews with five key informants, in-depth observations at three service points, as well as analysis of policy documents and performance reports for the 2021-2025 period. The findings of the study show that BANPUSBOYO functions as a boundary object that brings together the logic of conventional bureaucracy with the demands of the digital society. The implementation of this application triggered a philosophical shift from the custodial paradigm to the paradigm of curatorial access to knowledge. However, this transformation faces a tension between innovation ambition and the realities of existing institutional and regulatory capacity. Based on the analysis, the research concludes that the success of the transformation of the public service paradigm depends on the ability to create narrative alignment between digital vision, institutional structure, and regulatory ecosystem. Abstract

Human Resources is one of the important keys for the organization to be able to achieve goals and develop. For this reason, it requires effective management of human resources to improve the competence and performance of these human resources by making sure that these human resources can feel engaged and have trust in their organization. This study aims to examine and analyze the effect of job satisfaction on employee engagement in non-lecturer employees of Private Higher Education Surabaya with trust as the moderator variable. This study used a quantitative approach with the dependent variable is employee engagement, independent variable is job satisfaction and the moderating variable is trust. Primary data were obtained from initial interviews and filing out closed questionnaires using a purposive sampling technique involving 156 respondents in non-faculty Administration work units/directorates. Data analysis technique are multiple linear analysis. The results of this study show that job satisfaction has a positive an significant impact on employee engagement, and there is an influence between job satisfaction on employee engagement administration employees at Private Higher Education X Surabaya with trust as a moderator variable.
