Abstract

The Regional Management Information System (SIMDA) finance is an application program that is intended to assist local governments in managing their regional finances. This study aims to determine how the implementation of financial SIMDA version 2.7 and obstacles in implementation financial SIMDA version 2.7 in the Sub-Division of Finance BPPRD Medan city. Researchers used the theory of George C. Edward III regarding implementation, namely (communication, resources, dispositions and bureaucratic structures). This type of research is descriptive qualitative research. The sources of data in this study are the head of sub-section of finance and staff of civil servants and non civil servants. Data were collected based on data collection techniques, namely observation, interviews and documentation. The informants in the study were the Head of Sub Division of Finance and financial staff. As for the results of the study showed that the implementation of the regional management information system (SIMDA) version 2.7 in the financial sub-section of the Medan City BPPRD has gone well and the staff have also understood the operation of the SIMDA. but the problem with this implementation is the disruption of the internet network connection so that it interferes with work when inputting data.

Abstract

The purpose of this study was to determine the process of empowering women fishermen groups based on digital mother school in supporting online learning in bawolowalani village south nias regency. The teory used in this reseach is Nursahbani Katjasungkana, namely the existence of acces in the sense of equal rights in accesing productive resource in the environment, participation, control, and benefits. The research method used is qualitative where by means of observations, interviews, and documentation. The empowerment of women fishirmen groups based on digital mother school in supporting online learning carried out in bawolowalani village went very while the activities carried out such as giving lessons related to basics of science and tecnhnology through manuals, various online application, teaching people how to operated android phones. So that people are smart and can acces online aplications and used them for publich and personal interest. However, the procces turned out to be not running optimally because some people do not have android phones, the distance is long because the village of Bawolowalani consist of five hamlets, constrained by working time and homework so that some of these weaknesses are a problem in the procces of empowering fisherwomen group based on digital mother school in supporting online learning in Bawolowalani village.

Abstract

Studi ini berfokus pada komunikasi politik sebagai upaya menghasilkan kebijakan responsif gender yang setara dan berkeadilan. Sebagai arena dan konteks kajian pada anggota legislatif DPRD Kota Medan. Studi ini dilatarbelakangi bahwa realitas permasalahan yang dialami oleh kaum perempuan di Kota Medan begitu kompleks, rumit dan masih menyimpan berbagai persoalan yang harus diatasi. Persoalan tersebut termanifestasikan dalam berbagai bentuk, yaitu marginalisasi/ proses pemiskinan ekonomi, subordinasi atau anggapan perempuan tidak penting dalam keputusan politik, pembentukan streotipe atau pelabelan negatif, kekerasan (violence), beban kerja lebih panjang dan lebih banyak (burden) serta sosialisasi ideologi nilai peran gender. Sehingga perlu dan penting setiap kebijakan yang dihasilkan oleh pemerintah (baik yang berasal DPRD Kota Medan maupun Pemerintah Kota Medan) harus memperhatikan dan mempertimbangkan kesetaraan dan keadilan gender sehingga kepentingan perempuan terakomodasi dengan baik. Temuan kajian ini mengindikasikan bahwa lemahnya komunikasi politik dalam memperjuangkan kebijakan responsif gender, baik diinternal anggota DPRD Kota Medan maupun eksternal seperti dengan pemerintah Kota Medan maupun stakeholders. Komunikasi politik yang terbangun tidak efektif, pasif dan terkesan hanya seremonial. Bahkan dari segi kinerja, inisiatif dalam membuat kebijakan lebih didominasi oleh pemerintah daerah Kota Medan dan itupun minim soal kebijakan responsif gender. Sebagai temuan bahwa; pertama adanya disharmoni dalam menghasilkan kebijakan responsif gender. Kedua, ketidakpahaman terhadap substansi persoalan pengarusutamaan gender. Ketiga, penjaringan aspirasi hanya kegiatan seremonialisasi. Sehingga sebagai catatan dan rekomendasi studi ini bahwa pentingnya model komunikasi politik demokrasi deliberatif partisipatif yang mengutamakan pengarustamaan gender dalam menghasilkan kebijakan di daerah Kota Medan Orientasinyamenghasilkan kecakapan intelektual pemangku kebijakan dan mengupayakan aspek partisipasi masyarakat dalam menyusun dan menghasilkan kebijakan responsif terhadap gender.

Abstract

This research title is ”Services Building Permit in Achieving Optimal Quality Public Services are held at Integrated Licensing Service Agency Pematang Siantar”. So far, in the minds of the public, that the quality of service Building Permit less bureaucracy and process sounds a bit complicated, and less than optimal. The main problem in this research is how the quality of public services in the granting of building permit in the Integrated Licensing Service Agency Pematang Siantar. The methods of data collection to use in this research were kuesioner, observation and documentation. The results showed that the quality of public services in the Service Agency of Integrated Licensing Pematang Siantar has been running well although there are still some constraints. This research uses the service quality theory of Zeithaml, Parasuraman and Berry consisting of 5 indicators of service quality that is tangible (physical evidence), reliability, responsiveness, Assurance and Emphaty. The survey results obtained from the respondents are tangible (physical evidence) of 51.9% (Pretty Good), Reliabelity of 77.2% (Good), Responsiveness of 73,4% (Good), Assurance 65,8% (Good), and Emphaty of 60,76%(Good). From these indicators can be concluded that the quality of service in the Integrated Licensing Service Agency Pematang siantar included in good category

Abstract

This study aims to find out how the role of the Family Planning Population Control Office, the determination of policies and programs in controlling the population growth rate in Medan City, besides that the author also wants to know the factors that prevent the Population and Family Planning Control Office from controlling growth residents in Medan City. The research technique used is a qualitative research method with interviews and observations. The research subject taking technique is using purposive and snowball techniques. From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception. Obstacles in controlling population growth, namely the lack of skilled technical personnel, inadequate infrastructure, the influence of culture and the level of education of the community also become obstacles to DP2KB in carrying out their duties and functions.

Abstract

Public policy has two main functions: budget and regulation. Similarly, the Progressive Tax Policy of Motor Vehicles regulated in the Regional Regulation of North Sumatra Province No. 1 of 2011 which began in force in 2012. This researcher uses descriptive qualitative research method. The data collection procedure used by interview, observation, documentation. Data analysis is done by data reduction, data presentation and conclusion. The results of this study indicate that the implementation of policies on the implementation of motor vehicle progressive taxes, including communication, human resources, executor attitude, and bureaucracy has been well implemented by Upt Samsat South Medan, namely: (1) Communication carried out externally by publishing a progressive tax to the public or taxpayer using print media and electronic media. (2) Human resources shall be carried out by preparing the personnel of the progressive tax service personnel of the vehicles in accordance with their respective fields of work and supported by adequate facilities and infrastructure of public services. (3) The executing attitude is carried out by Samsat employee by giving good service attitude to the taxpayers who pay the progressive tax in accordance with the operational standard of the established procedure; (4) Bureaucracy implemented implemented by simplifying the bureaucracy of vehicle tax payment service by forming working group, so taxpayers become easier in obtaining progressive tax service in Upt Samsat South Medan.

Abstract

Kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin belum sepenuhnya berjalan efektif. Penelitian ini bertujuan untuk mengetahui kinerja pegawai serta hambatan kinerja pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat.Penelitian ini menggunakan metode kualitatif sebagai analisis data. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan triangulasi data. Hasil penelitian menunjukkan bahwa Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat sejauh ini masih belum sepenuhnya berjalan efektif terutama dalam melayani masyarakat fakir miskin. Hal ini dilihat dari enam indikator yang digunakan antara lain prestasi, kedisplinan, kreatifitas, kerjasama, kecakapan serta tanggung jawab pegawai. Hambatan Kinerja Pegawai pada Bidang Pemberdayaan Sosial dan Penanganan Fakir Miskin Dinas Sosial Kabupaten Nias Barat ialah kurangnya sumber daya manusia, serta sarana dan prasarana juga kurang memadai.

Abstract

Medan City is one of the most densely populated cities in Indonesia. The population that is increasing and densely causes a shortage of land. To meet the land needs, many land uses have been converted. One of the impacts  of  land  use  conversion  is  that  there  is  no  environmental  balance  between  development  and providing green open space. This study aims to determine the roles and obstacles of the  Department of Hygiene  and  Gardening  in  managing  green  open  spaces  in  Medan  City.  This study used a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written or oral data from the parties studied. Data were collected based on interviews and documentation. The results of this study can be reviewed based on Hardjanto's theory, there are four points, namely: Equality (equality), Consensus Orientation (mutual agreement), Participation (participation), and Responsivenees (responsivity). Based on the research that has been carried out, it is concluded that the role of the Sanitation and Gardening Service in managing green open spaces in Medan City has three roles. First, the preparation of materials for the implementation of the assessment of park development, reforestation and nurseries. Second, the preparation of materials for the preparation of procedures, standards and criteria for the use and management of fields, green open spaces, recreational parks, sports fields, reforestation, urban forests and nurseries. Third, the preparation of materials for coordinating the needs of park, greening and nursery facilities and infrastructure. Meanwhile, the obstacles experienced consist of two obstac les. First, internal obstacles, namely the lack of land to build new public green open spaces, lack of supervision of the construction of private green open spaces, and the lack of socialization on the importance of planting trees. The second is the external obstacle, namely the lack of community participation in building a park or planting trees around the residence.

Abstract

The service activities in Duria Village aim to improve the quality of individuals in the context of human resource development, form community cadres as agents of change, become a pillar of pride for the community and know the work process and how to implement community empowerment activities with Concloc activities. The implementation of activities is carried out using 4 (four) stages, namely: the initial stage of introducing and planting material, values and norms to school dropouts in Duria Village, the second stage is to develop the orientation of Koncokelas cadres, the third stage is a continuation of the stage the first and second stage, and the last stage, where at this stage the Koncokelas Cadres are ready to carry out field activities. The service that was carried out in Duria Village was carried out for 4 (four months). In this service activity, the target audience is school dropouts aged 10-15 years. The concept of service, namely Koncokelas: Application of Animation-Based Learning Videos as Efforts to Empower School Dropouts through Learning Houses. The result of this dedication is that the Classroom activities have succeeded in increasing the knowledge and skills of school dropouts as well as increasing their interest and motivation to learn.

Abstract

Good Corporate Governance (GCG) is very important to control the continuity of the company's business in the future, because the implementation of policies is directly related to the implementation of elements of legal compliance and compliance with ethical values. The background of the problem in this thesis is PT Asuransi Jiwasraya (Persero) Medan delaying the payment of the customer's insurance policy. The formulation of the problem in this study, namely how to evaluate the implementation of GCG at PT Asuransi Jiwasraya (Persero) Medan and what are the obstacles to implementing GCG at PT Asuransi Jiwaraya (Persero) Medan. This study aims to evaluate the application of the principles of good corporate governance (GCG) at PT Asuransi Jiwasraya (Persero) Medan. A descriptive approach with qualitative research methods is used by researchers in carrying out this research. The results showed that Asuransi Jiwasraya (Persero) Medan had implemented GCG but its implementation was not optimal, and there were still obstacles in the implementation of GCG. With this research, it can be used as a guide for companies to evaluate the implementation of GCG principles that have been carried out and provide suggestions for companies to optimize the implementation of GCG principles which are considered not yet maximal in their implementation.
