Abstract

This study aims to analyze the effectiveness of the use of the School Operational Assistance Fund (BOS) and its impact on the performance of school principals at SMA Si Empat Nempu Hilir District. The research method used was a survey with a sample of 122 respondents, consisting of 1 principal, 23 teachers, and 98 students. Data was collected through a questionnaire that measured the effectiveness of the use of BOS Funds as well as the performance of school principals. The results of the descriptive analysis show that the effectiveness of the use of BOS funds is in the effective category with an average score of 4.03. Meanwhile, the performance of the principal was considered good with an average score of 4.13. A simple linear regression test revealed that the effectiveness of the use of BOS funds had a significant effect on the performance of school principals, with a regression coefficient of 0.45 (p < 0.05). These findings show that good management of BOS funds can improve the performance of school principals, which in turn has a positive impact on the quality of education in schools. This study suggests the need for improvements in the evaluation of the use of BOS funds to achieve more optimal effectiveness and support the improvement of school performance in the future.

Abstract

This study aims to analyze the effectiveness of the work of State Civil Apparatus (ASN) at the Population Control and Family Planning Office (KPPKB) of Mandailing Natal Regency. Five main variables were analyzed, namely competence, motivation, job satisfaction, work environment, and management support. A quantitative method with a survey approach was used on 80 ASN respondents, and the data was analyzed using multiple linear regression. The results of the study show that these five variables have a significant effect on work effectiveness, both partially and simultaneously, with management support as the most dominant factor. Managerial support and a conducive work environment play a big role in increasing the effectiveness of ASN's work, while competence, motivation, and job satisfaction also make an important contribution. These findings support the theory that effective performance in the public sector is influenced by a combination of individual and situational factors. This study provides recommendations for KPPKB to strengthen managerial support, improve competence through training, and create a supportive work environment so that the effectiveness of ASN work can be further improved.

Abstract

Public services are services provided by the government as a state administrator to the community, the Electronic Identity Card is an identity card that must be owned by every Indonesian citizen which contains a clear number, name, place/date of birth, gender, clear address along with RT/RW, village/village, sub-district, religion, marital status, occupation, citizenship, and the validity period of the ID card, The purpose of this study is to determine the quality and obstacles of employee service in making Electronic KTP in Medan Baru District, Medan City, by using qualitative research methods, this research focuses on Medan Baru District, the techniques used in this study are interviews, observations, and documentation in data collection, the performance of the State Civil Apparatus is guided by the Standard Operating Procedures in Medan Baru District and has been applied from In 2017 until now, there is a lack of blanks from the central government, a lack of clear information for the public and limited electronic ID card recording tools, the conclusion of the Electronic ID card contains security codes and electronic recordings as a means of verifying and validating a person's identity data.

Abstract

This study aims to analyze the influence of service quality on customer satisfaction of PT Telkom Indonesia (Persero) Tbk in the Labuhan Batu Regency area, with a case study on customers of Plasa Telkom Rantauprapat. In the modern era, technology has become a staple that encourages digital-based services to grow. This study uses a quantitative method with simple linear regression analysis through the SPSS version 25 application. The results of the study show that service quality has a positive and significant effect on customer satisfaction. The regression coefficient value of 0.042 shows that every one-unit increase in service quality will increase customer satisfaction by 4.2%. In addition, the calculated t-value of 14.283 is greater than the t-table of 1.662, and the significance value is 0.000 < 0.05, indicating that the hypothesis is accepted. This means that the higher the quality of the service provided, the higher the customer satisfaction felt. On the other hand, if the quality of service decreases, then the level of customer satisfaction will also decrease.

Abstract

 The purpose oh this study was to determine the quality of service for making birth certificates at the population and Civil Registry Office of Simalungun Regency as well as barriers to service quality in making birth certificates at the Population and Civil Registry Office of Simalungun Regency. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conduting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory that researchers use is the theory of service quality according to Zeithaml, namely tangibles, reliability, responsiveness, assurance, empathy. The result showed that the quality of service at the Department of Population and Civil Registry of Simalungun Regency was quite good even if is notoptimal. This can be seen from the Tangible indicators that have been sufficiently proven with the availability of facilities such as computers and laptops. Responsiveness the given by employees to the community who do not understand the birth certificate requirements. Assurance provided employees are good seen from the timeliness and service according to the SOP and the Empathy that the Department has is very good and also high.

Abstract

Excellent service is one of the important pillars in improving the quality of public services that are oriented toward community satisfaction. The Subdistrict Office, as the frontline of government services at the subdistrict level, has a strategic role in meeting community needs in a fast, accurate, and transparent manner. However, in practice, the implementation of services at the subdistrict level still faces various constraints, both those originating from human resources, facilities and infrastructure, and the service system used. This study aims to analyze the implementation of excellent service to the community at the Kotanopan Subdistrict Office, Mandailing Natal Regency, as well as to identify the factors that influence it. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The research informants consisted of the Subdistrict Head, subdistrict officials, and the community as service users. Data analysis was conducted using the interactive model of Miles and Huberman, which includes data reduction, data presentation, and drawing meaning. The results of the study indicate that the implementation of excellent service at the Kotanopan Subdistrict Office has been carried out, especially in terms of the attitude of the officers in serving the community. However, the quality of service has not yet been fully optimal, particularly in terms of service facilities, timeliness, and the responsiveness of officers in meeting community needs.

Abstract

Gender Mainstreaming (GM) is a strategy for achieving gender equality by integrating gender perspectives into public policies, including education. North Sumatra Province enacted Governor Regulation Number 43 of 2018 to guide GM implementation at the regional level. This study analyzes the implementation of this regulation at GBKP Private Senior High School in Kabanjahe, Karo Regency, and identifies the challenges faced. Using a qualitative descriptive approach, data were collected through observation, interviews, and documentation from key informants including the principal, vice principals, teachers, staff, and students. Data analysis followed the Miles and Huberman model. Findings show that GM implementation at the school is underway but not fully effective. Challenges include limited budget, lack of specialized training, and insufficient sustainable programs. While communication efforts have been made, they have not fully enhanced understanding of gender equality. Additionally, a strong patriarchal culture and absence of structured mechanisms hinder comprehensive implementation.

Abstract

This study aims to analyze employee performance in improving public services at the Sub-District Office of Perbaungan, Serdang Bedagai Regency. The research focuses on five employee performance indicators based on T.R. Mitchell’s theory, namely: quality of work, timeliness, initiative, capability, and communication. The method used is a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. The research informants consist of the sub-district head, sub-district secretary, section heads, and members of the public as service recipients.The results of the study indicate that, in general, employee performance in delivering public services has shown significant improvement, particularly in the aspects of work quality and communication. However, challenges remain in the areas of timeliness and the use of technology in service delivery. Inhibiting factors to employee performance include limited human resources, lack of supporting facilities, and insufficient ongoing training and evaluation.

Abstract

This study aims to analyze the implementation of the Indonesia Pintar Program (PIP) at the Syekh Abdul Halim Hasan Institute in Binjai City. The focus of the study is on policy implementation and factors that hinder the program. The approach used is descriptive qualitative research with data collection techniques through observation, in-depth interviews, and documentation. Research informants included the Vice Rector III, the Head of Academic Affairs, and PIP recipient students. The results of the study show that the implementation of the Indonesia Pintar Program at the Syekh Abdul Halim Hasan Institute in Binjai City has been running quite well in accordance with the guidelines of the Ministry of Religious Affairs. However, the implementation of this policy still faces obstacles in terms of socialization, delays in fund disbursement, and limitations in human resources and supporting technological facilities. Communication and coordination between institutions are crucial aspects that need to be improved. The PIP program has proven to help students from underprivileged families, but its effectiveness can still be improved through evaluation, service digitalization, and transparency of recipient data.

Abstract

This study aims to analyze the role of the North Sumatra Provincial Civil Service Police Unit (Satpol PP) in controlling street children in the Kampung Lalang area, on the border between Medan City and Deli Serdang Regency, and to identify the obstacles encountered in its implementation. The research method used a qualitative approach with interview, observation, and documentation techniques. The research informants consisted of Satpol PP officials, relevant social agencies, and street children who were the objects of control. The results showed that the role of Satpol PP had been carried out based on Biddle's (1986) role theory, which includes normative, functional, coordinative, social expectation, and rehabilitative roles. Although the normative and coordinative roles were carried out quite well, the implementation of the rehabilitative and social roles was not optimal due to limited resources and weak cross-sector coordination. Internal obstacles included limited personnel, facilities, and budget, while external obstacles included family economic factors, low educational awareness, and a lack of guidance facilities. This study recommends strengthening the institutional capacity of Satpol PP, inter-agency synergy, and a child protection-based approach to enforcement.
