Abstract

This article is an elaborative description of the adaptive and collaborative forms of local communities in the context of tourism development. The people of Labuan Bajo realize that the environment in which they live for generations has now become the target of the Super Priority Destinations (SPD) program. The research method used is descriptive qualitative research. Data was collected by using in-depth interviews, observations, focus group discussions (FGD) and documentation studies. In Labuan Bajo, the role of the local community is shown through their transformation from a community with the characteristics of fishermen to the tourism industry on a micro basis. The role of local communities must be increased so that they do not only enjoy the crumbs of the big program of Super Priority Destinations (SPD). They are facing a change in economic orientation, where the tourism sector provides new opportunities to improve their welfare. This article strengthens the argument for the importance of collaborating with stakeholders, namely local communities, government, tourism actors (businesses), and academics. The importance of strengthening awareness and more comprehensive local community tourism education can be achieved by encouraging the role of universities. There are at least three stages of strategy that emerged from the results: identification of collaborating stakeholders as a precondition for making commitments, between government, private sector, community, and academia; unit process as a space to determine the right strategy; and unit of results as the alignment of program implementation, consistency of commitment, and the formation of norms in. In this context, universities have a role in producing human resources and conducting research to answer the needs of the tourism industry.

Abstract

Entrepreneurial intention among vocational tourism students has emerged as a critical focus in promoting job creation and self-employment in the creative economy sector. This study aims to examine the direct effects of entrepreneurial education, learning experience, industry openness, and digital efficacy on students' entrepreneurial intention while also evaluating the psychological roles of self-efficacy and attitude toward entrepreneurship. Employing a quantitative approach with Structural Equation Modeling–Partial Least Squares (SEM-PLS), data were collected from 278 vocational tourism students in Indonesia through an online survey. The results indicate that entrepreneurial education significantly influences both self-efficacy and entrepreneurial attitude. Learning experience positively impacts self-efficacy, while industry openness demonstrates a strong direct effect on entrepreneurial intention. Digital efficacy does not directly affect self-efficacy or intention but contributes positively to entrepreneurial attitude. Conversely, self-efficacy does not have a significant direct effect on intention, whereas attitude toward entrepreneurship does. These findings extend the application of the Theory of Planned Behavior (TPB) by integrating contextual factors related to vocational education and provide strategic insights for curriculum designers and policymakers aiming to enhance the entrepreneurial capacity of vocational tourism institutions.

Abstract

Abstract

The research provides strategic management insights by applying a SWOT analysis framework to develop Subang District, West Java, Indonesia tourism villages. It focuses on formulating an effective management and development strategy for Sari Bunihayu Tourism Village, one of the region’s earliest tourism sites. Developing tourism villages in Indonesia is a strategic effort to strengthen rural economies, preserve cultural identity, and promote sustainable tourism. Despite its strong tourism potential, Sari Bunihayu faces key challenges, including weak institutional governance, underdeveloped infrastructure, limited digital promotion, and fragmented stakeholder coordination. Using a mixed-method research design, the research integrates qualitative approaches, field observations, document analysis, and stakeholder interviews, with quantitative techniques involving weighted SWOT matrices validated by expert input. Findings show that Sari Bunihayu falls within Quadrant II of the SWOT matrix, indicating that internal strengths can be utilized to address external threats. Strategic priorities include enhancing community participation, preserving traditional knowledge, and strengthening destination branding to support cultural and agrotourism. Recommended initiatives involve developing educational tourism programs, hosting annual cultural festivals, improving digital marketing led by local youth, and forming a tourism cooperative to reinforce institutional capacity. The research recommends stronger collaboration among communities, government, academia, and the private sector. It also highlights the need for improved infrastructure, human capital development, and policy integration to ensure inclusive, adaptive, and sustainable tourism governance. Ultimately, this research presents a replicable strategy model for rural tourism development in Subang Regency, supporting broader equity, sustainability, and cultural preservation goals.

Abstract

In the face of evolving demands in the tourism sector, vocational higher education plays a strategic role in developing industry-ready human capital and empowerment to contribute to community-based sustainable tourism. This study proposes and validates the GROWTH Framework, a multi-theoretical model integrating Human Capital Theory, Stakeholder Theory, the Triple Helix Model, and Experiential Learning. The framework explores how curriculum quality, institutional support, contextual learning, and stakeholder participation affect graduate readiness, empowerment outcomes, and tourism ecosystem sustainability. Data were collected from 210 respondents, including vocational students, alumni, educators, and tourism village practitioners across several Indonesian provinces. All nine hypotheses were supported using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings reveal that experiential and context-specific learning significantly enhances graduate readiness and empowerment, while institutional and cross-sectoral collaboration fosters stakeholder participation and sustainable outcomes. This research contributes to the theoretical enrichment of vocational education discourse and offers practical recommendations for policymakers, educational institutions, and local tourism stakeholders. When strategically implemented, vocational tourism education catalyzes empowerment, innovation, and long-term sustainability in rural tourism ecosystems.

Abstract

Marine tourism in West Nusa Tenggara (NTB) presents significant economic opportunities but poses risks to environmental sustainability without proper conservation efforts. This research explores how environmental conservation can be integrated into sustainable marine tourism development strategies to ensure that tourism growth does not harm NTB's natural resources. The study adopts a quantitative approach, surveying 100 key stakeholders, including tourism professionals and local Government officials, to analyze the relationship between environmental conservation and sustainable tourism success. Using multiple linear regression, the research reveals that public awareness of environmental conservation significantly impacts tourism sustainability. In contrast, Government actions and conservation efforts are perceived as less effective. The findings emphasize that challenges in conservation can motivate improvement efforts, suggesting that stakeholder collaboration is crucial in addressing obstacles and enhancing marine tourism's long-term viability. This study provides a basis for developing policies promoting economic growth and environmental protection in NTB, demonstrating that sustainable tourism can yield substantial economic benefits while preserving natural ecosystems. These insights aim to guide future efforts to balance tourism development with environmental conservation, establishing NTB as a model for sustainable marine tourism.
