Abstract

One of the major advances in improving the effectiveness and efficiency of public services is e-government, or electronic government. When information and communication technology is used in government, public services become more accessible, operational costs are reduced, and accountability and transparency in government management are increased. Using a literature study methodology that combines various data and conclusions from current academic sources. The purpose of this study is to assess how e-government can improve public service standards, see how it affects the effectiveness and efficiency of public services, and identify various barriers to implementation. It is hoped that this study will offer conceptual and practical insights into the importance of e-government as a tool for bureaucratic change in Indonesia. Using a literature study methodology that combines various data and conclusions from current academic sources.

Abstract

Transportation infrastructure plays a vital role in supporting mobility and delivery of goods, as well as attracting investment. This study identifies challenges faced, such as congestion caused by rapid growth of motorized vehicles, and low utilization of public transportation due to the quality of service that is considered inadequate. Through a qualitative descriptive approach, data were collected from literature and case studies on the implementation of government strategies, including the Buy the Service (BTS) Scheme, integration of transportation modes, and the use of information technology. The results show that these strategies can improve accessibility and efficiency of transportation, as well as reduce congestion in urban areas. This study recommends the need for long-term planning and collaboration between the central and regional governments to optimize existing resources, so that the quality of public transportation services can improve and meet the mobility needs of the community.   Keywords: Government; Public Transportation; Strategy; Service

Abstract

Application-based public services in Indonesia have experienced rapid development, but are also accompanied by challenges in the regulatory framework that is not yet comprehensive. Problems such as lack of specifications in regulations, personal data protection, and accessibility are obstacles to the delivery of quality public services. This study aims to analyze the regulatory framework for application-based public services in Indonesia and identify factors that influence service quality. This study uses a descriptive qualitative method with a literature study approach. Data were obtained from various sources of literature, laws and regulations, and official documents related to application-based public services in Indonesia. The results of the study indicate that the regulatory framework for application-based public services in Indonesia still has several weaknesses, including the lack of specific specifications in regulations, ambiguity in personal data protection, and lack of standardization and interoperability in applications. In order to realize quality application-based public services, it is necessary to improve the regulatory framework to be more comprehensive, specific, and focused on community needs. Increasing accessibility, personal data protection, standardization, and application interoperability are the keys to creating effective, efficient, and quality public services.   Keywords: Public Service; Regulation; Service Quality

Abstract

The Community-Based Water and Sanitation Program (PAMSIMAS) plays an important role in improving the quality of life of rural communities by increasing access to clean drinking water and adequate sanitation facilities. This study aims to evaluate the impact of the program on community health, identify challenges in sustainable management, and provide recommendations for optimizing program implementation. The research method involves secondary data analysis and participatory surveys, involving beneficiary communities as the main respondents. The results of the study showed a significant increase in access to clean water, a decrease in the incidence of water-borne diseases, and the adoption of better hygiene practices. In addition, the program has succeeded in increasing community participation, thereby fostering a sense of ownership and responsibility for the infrastructure built. However, this study also identified a number of challenges that affect the sustainability of the program, including limited human resources and funding, and lack of adequate training and technical assistance for infrastructure management. To overcome these challenges, this study recommends the need for ongoing support in the form of training, resource allocation, and strengthening community institutional capacity. Overall, the conclusion that can be drawn is that PAMSIMAS has provided significant social, economic, and health benefits, and is an effective model for community-based water and sanitation management. These findings provide important contributions to the formulation of policies that support sustainable development goals in Indonesia.   Keywords: Evaluation; PAMSIMAS; Quality; Service

Abstract

Pemilih pemula memiliki peranan penting dalam pembentukan demokrasi yang sehat. Namun, rendahnya tingkat literasi politik dan minimnya pengalaman berpartisipasi dalam pemilu menjadi tantangan utama. Kegiatan ini bertujuan untuk memberdayakan pemilih pemula melalui edukasi komunikasi politik serta simulasi teknik pemungutan dan perhitungan suara. Dengan pendekatan partisipatif, kegiatan ini dilaksanakan di Kecamatan Sagulung, Kota Batam, dengan peserta sebanyak 20 pemuda-pemudi berusia 17–21 tahun. Hasil pretest dan post-test menunjukkan peningkatan signifikan dalam pemahaman prosedur pemilu dan kesadaran akan pentingnya komunikasi politik.

Abstract

Peran penting yang dimainkan oleh pemerintah dalam mengelola limbah Bahan Berbahaya dan Beracun (B3) di Kota Batam. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis peran pemerintah dalam pengelolaan limbah Bahan Berbahaya dan Beracun (B3) di Kota Batam. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus untuk memahami secara mendalam peran pemerintah dalam pengelolaan limbah B3 di Kota Batam. Hasil penelitian ini mengungkap bagaimana pemerintah setempat memainkan peran sentral dalam upaya untuk mengatur, mengawasi, dan memastikan pengelolaan limbah B3 yang berkelanjutan dan bertanggung jawab. Pertama-tama, pemerintah berperan sebagai regulator yang menetapkan kebijakan dan regulasi yang ketat terkait pengelolaan limbah B3. Kebijakan ini mencakup berbagai aspek, mulai dari proses pengumpulan, pengangkutan, penyimpanan, hingga pemusnahan limbah. Dengan adanya kerangka regulasi yang jelas, perusahaan-perusahaan di Kota Batam diharapkan dapat mematuhi standar lingkungan yang ditetapkan, sehingga risiko pencemaran lingkungan akibat limbah B3 dapat diminimalkan. Selain sebagai regulator, pemerintah juga berperan sebagai fasilitator dalam memfasilitasi kolaborasi antara berbagai pihak terkait, termasuk perusahaan, lembaga swadaya masyarakat (LSM), dan masyarakat umum. Kesimpulan dari penelitian ini bahwa dalam upaya menangani masalah limbah B3 di Kota Batam, pemerintah telah mengambil langkah-langkah seperti menciptakan regulasi, memberikan insentif kepada industri, memantau aktivitas industri, dan meningkatkan kesadaran masyarakat.

Abstract

As a government that has a very strategic authority and position related to its obligations as a "public service" to improve the welfare, prosperity, security and peace of society, regional governments have a very important role in regional development planning. Regional governments in this case must carry out their main tasks which of course must be adjusted to the vision, mission, goals and objectives that will be achieved later. Development is a complex process that requires significant changes in social structures, cultural values, and institutional frameworks to promote faster economic growth, reduce income disparities, and eradicate poverty. Apart from roads, trucks, cable cars and trains, roads are all road elements protected by land transportation infrastructure, including supporting buildings and traffic instruments that are above ground and above water. This scientific work was written using descriptive techniques. This approach can be described as a critical thinking methodology that involves reading articles or other items. In accordance with Law Number 23 of 2014, autonomous regional governments led by regional heads are organized by regional governments. One of the cities or districts in the Riau Islands Province that is still developing is Batam City. Regional governments are still concerned and monitoring infrastructure development. During the Covid-19 epidemic, environmental and meteorological conditions, obstacles and the process of road infrastructure development also occurred. However, considering the existing challenges and setbacks, this can be used as a basis for review and improvement in preparing for the next phase of regional government growth. Therefore, these difficulties do not become a challenge for local governments during the development process; instead, it can be taken into account later.   Keywords: Local Government; Development; Infrastructure

Abstract

This research compares the implementation of e-procurement in Indonesia and Australia using a qualitative literature study method. Despite similar processes, there are differences in approach, system features, data security, transparency and accountability. Indonesia uses the SPSE one-stop system, while Australia uses a decentralized approach through AusTender. Both countries face challenges in e- procurement adoption such as change resistance, technological infrastructure, and complex system integration. Support programs and user training are key to effective implementation. Efforts to increase transparency and accountability continue despite concerns about limited information and lack of standardization of reporting. This research highlights best practices, challenges and collaboration potential for further e-procurement development.

Abstract

This study intends to investigate the similarities and differences between the implementation of e-Government in Indonesia and Japan, with the goal of identifying the most significant differences in approaches, progress, and challenges that both countries are currently facing. It is a qualitative research method that is used, and the data collection process is carried out through the study of literature from a number of journals and articles that are related to the topic. E-Government systems have been actively developed by countries such as Indonesia and Japan in response to globalization and advancements in information technology. The goal of these systems is to improve the efficiency, accessibility, and transparency of governance. Electronic government is one of the technological advancements that the government has adopted in order to facilitate services and as a tool for delivering information to the public through the internet or social media that is, of course, related to issues that are being addressed by the government. The information and communication technology (ICT) infrastructure in Japan is extremely advanced, with a high percentage of people using smartphones and extensive internet connectivity. In the meantime, Indonesia continues to struggle with increasing internet accessibility and the penetration of information and communication technology in rural areas.

Abstract

Halal tourism is a rapidly growing segment of the tourism industry with significant economic potential. Both Indonesia and Japan have sizeable Muslim populations and have shown their commitment in developing halal tourism. In the Global Muslim Travel Index (GMTI) Indonesia won the title of Top Muslim Friendly Destination of the Year 2023 while Japan is ranked 6th in the Global Muslim Friendly Destination category for Non-OIC countries.
