Abstract

North Maluku has a local culture that is rich with wisdom and intelligence. Local culture not only regulates governance, but is alsorelated to natural resource management, the environment and conflict management. The value of wisdom contained in the culture has a numberof meanings, especially those related to the safety and sustainability of its citizens. This paper tries to explain how local culture has wisdom,especially in preventing covid-19 in a number of areas of the Ternate Sultanate. A number of philosophical meanings that accompany theritual of tawaf and sigofi gam confirm a number of lessons such as the importance of maintaining the sustainability of local culture, safety ofcitizens, collaboration and collectivity between stakeholders to the importance of compliance in managing community life. Only bypreserving the local culture can the harmony and harmony of life between God and nature and respect for ancestors be realized

Abstract

Abstrak Local community cultural wisdom is a noble culture resulting from thoughts that are born from noble, intelligent and innovative awareness to answer needs in various aspects of life. As a way of life, local cultural wisdom is very important because it can maintain the harmony of human continuity, care for the relationship between humans and the Divine Nature as well as with the environment. Local wisdom disciplines all parties to maintain the sustainability of living space. This research tries to describe how the local culture of the Makian island coastal community cares for human harmony. Through the hapolas culture, ancestral values ​​that guide life until now are still going well.

Abstract

Nowadays, almost all cities in every developed country have implemented the Smart City concept by utilizing information and communication technology (ICT) to be able to control all the resources in the city. Indonesia is one of the countries implementing this smart city, including DKI Jakarta, Surabaya, Bandung, Yogyakarta and Makassar. In the government program on "Movement Towards 100 Smart Cities" as many as 146 districts/cities have developed smart cities. One of the districts in North Maluku Province is Halmahera Seatan Regency. However, referring to BPS data regarding the human development index (HDI) in South Halmahera Regency in 2021 it is still low. The obstacle is whether with the availability of these technological facilities, can the community and the relevant government, in this case regional officials, be able to implement these online-based services. The aim of this research is to determine the readiness of the South Halmahera Regency Regional Government and improve the quality of regional apparatus resources towards a Smart City. The type of research used in this research is descriptive qualitative. Meanwhile, data collection techniques include observation, interviews and documentation. As well as using data analysis techniques in this research, the Miles and Huberman model of data analysis techniques, namely data reduction (data reduction), data presentation (data appearance), and drawing conclusions (drawing conclusions/verification). Based on the research results, it shows that the Regional Education and Training Personnel Agency (BKPPD) of South Halmahera Regency has improved the human resources of regional officials through digitalization programs and community services towards Smart City. However, there are obstacles that stand in the way of improving regional apparatus human resources, namely inadequate facilities, limited budgets, and also many regional employees who are not yet skilled in operating technology due to age and other factors. This greatly influences the process of improving the quality of reliable apparatus human resources. . Keywords: , , ,

Abstract

Abstract The implementation of Village Development will run well, which is largely determined by the level of supervision of the Supervisory institution, one of which is the Village Consultative Body (BPD). The main task is to ensure that every development implementation runs well from the planning to evaluation and accountability aspects. BPD supervision is also important so that development implementation is in accordance with the determined goals and benefits. The method used in this research is a descriptive qualitative method. The data sources used are primary data such as the village head, BPD chairman, deputy chairman and members, as well as community leaders who are considered to have the ability to assess the program being implemented. Secondary data is in the form of planning and budgeting documents. which has been agreed upon by the village government and BPD. Data collection techniques are observation, interviews and documentation. And the use of data analysis techniques in research is an analysis technique, namely data reduction, data presentation and drawing conclusions or verification The results of the research show that BPD supervision in the implementation of infrastructure in Indari Village in 2023 is carried out directly, including the program for building concrete fences, building toilets and building clean water. This is intended to find out more deeply about the development of the program, both in terms of time, budget realization and targeted targets. must be fulfilled in accordance with the plan that has been agreed upon in development planning. The implementation of coordination in the development program is quite good between the village government and the BPD, especially related to the program implementation process until the program ends. A number of obstacles faced include: budget delays in the disbursement process due to technical obstacles.

Abstract

Abstrac Community participation in village development and empowerment is very important for a village, because community participation is the active and effective involvement of the community in the decision-making and development processes that affect their lives. This is a process in which the community has the opportunity to provide input, influence decisions, and take part in the implementation and monitoring of development projects. Community participation has several benefits, such as increasing transparency and accountability in the decision-making process, ensuring that the results taken take into account the interests and needs of the community, and helping to create more inclusive and sustainable solutions. Community participation can be done through various means, such as public consultations, surveys, group discussions, deliberations, and so on. This can happen at various levels, from local to national. The aim of this research is to determine community participation and factors that hinder community participation in development in Tembal Village, South Bacan District, South Halmahera Regency. The type of research used in this research is descriptive qualitative. Meanwhile, the data collection techniques used in this research are observation, interviews, and documentation. As well as using model data analysis techniques, the Miles and Huberman model, namely data reduction, data display and conclusion drawing/verification. Based on the research results, it shows that community participation in village development and empowerment can be seen from participation in decision making, participation in implementation, participation in taking benefits, participation in evaluation.

Abstract

Human Resource Development is one of the important factors in achieving organisational goals. One of the important instruments in achieving these main goals is motivation. Motivation is one way to build character and coaching, directing each individual. With motivation, the development of each organisational achievement can be seen and measured clearly. In other aspects, motivation can provide a sense of pride for being part of the organisation where they work. Increased motivation provided by leaders is carried out in several aspects, namely in financial management, motivation provided by leaders in improving the performance of public services, given with the aim of improving work performance, emphasis on the importance of rules or provisions that must be implemented properly so that the goals set by the organisation can be realized properly. Motivation in the management of regional revenue is given by leaders because it is a responsibility to the tasks assigned so that it is hoped that the continuity of the organisation, especially in the aspects of budget management discipline and accuracy in completing tasks, can be carried out properly. and Motivation in spending the regional budget aims to support the operational implementation of government administration and development spending which aims to improve people's welfare by opening up jobs to reduce unemployment and alleviate poverty, another dimension of leadership motivation is also an effort to answer the challenges of basic needs both in the education and health sectors by increasing access to fair and equitable services.

Abstract

Abstract In an increasingly digital-savvy society, greater demands for the speed of public services are a challenge for the government in presenting digital technology-based services to adapt to the times. It is said that digitalisation in public services is not only beneficial for the community, but also for internal public service providers. With optimal service, not only does it give an impact on trust in government performance, but more importantly, the right to other needs will automatically be fulfilled properly. The purpose of this study was to determine the Strategy for Improving Population Administration Services at the Population and Civil Registration Office of Ternate City, The research method used in this research is qualitative research method, the results obtained from observation, interviews and documentation, in this study are primary sources including, Secretary of the Office, Head of Registration and Population Services, Head of Planning Subdivision and Head of Data Utilisation and Information. The results showed that, the improvement of population administration services at the Population and Civil Registration Office of the City was carried out by, among others: First, the digitalisation of services which aims at efficiency both in terms of time and budget and effectiveness in terms of resource utilisation (employees).Second, the ball pick-up strategy where this strategy is carried out by making direct visits from house to house (dor to dor) with two service mechanisms, namely responding to requests directly to service spots and planning well-scheduled programs. However, there are a number of obstacles in the service including limited infrastructure, budget, lack of awareness of the importance of population administration and knowledge related to the use of digital media by the community. It is expected that in the future the Population and Civil Registration Office needs to improve population administration services by preparing adequate infrastructure by allocating sufficient budget, besides that it is important to increase the capacity of employee resources related to the use of digital media in population administration management.

Abstract

Abstract The role of water is very important and has even become part of every human's life. Water is a basic need for humans that must always be available in everyday life, both for consumption, washing and bathing needs and so on. The availability of clean water is highly expected by the community to support daily life activities that cannot be separated from water needs, so in this case it needs to be supported by the existence of a professional body in managing water needs. The existence of the Tirta Halteng Regional Drinking Water Company is engaged in providing clean water needs which is one of the Regional Owned Enterprises (BUMD), so this company is known by the community as one of the sources in the management and provision of clean water. this research the researcher uses a qualitative descriptive approach and type of research, namely seeking information from the object that is the centre of the researcher either by obtaining sources from interviews, and documents. Based on the findings in the field, researchers found several sub-programmes in the strategy to improve clean water services, including the following: (1) Drinking water programme for low-income communities (MBR). (2) NUWSP/OPOR programme. (3) Network development cooperation in Weda City through the PUPR Office and PDAM. Researcher suggestions are: (1) There needs to be an effort from PDAM Central Halmahera Regency in improving the quality of clean water for the community. (2) in solving these problems and making it easier, the agencies concerned should be able to further improve and expand the existence of cooperation.
