Abstract

Corn (Zea mays) is a vital global commodity, yet traditional shelling remains a bottleneck for small-scale farmers, leading to high labor intensity and low productivity. This study aimed to design, construct, and evaluate the performance of a spiral-type corn sheller powered by a 1-HP electric motor. The performance was assessed through quantitative parameters (feeding rate, shelling capacity, and yield) and qualitative parameters (percentage of damaged and unshelled seeds). Results indicated a shelling capacity of 150 kg/h with a yield of 87%. The quantitative analysis showed 0.24% of unshelled seeds and 7% seed damage. Economic evaluation revealed a production cost of Rp 135.83/kg and a Break-Even Point (BEP) of 1,911.96 kg/year. The spiral-type mechanism effectively increases efficiency compared to manual shelling (±20 kg/h), making it a viable solution for small-scale agricultural industries.

Abstract

The rapid digitalization of labor markets presents significant challenges for public vocational training institutions, requiring improvements not only in technical training but also in institutional capacity and service quality. This study examines the relationship between institutional capacity and the quality of public vocational training services in responding to the demands of the digital labor market. The research focuses on the UPT Balai Latihan Kerja (BLK) under the Department of Manpower and Transmigration of South Sulawesi Province, Indonesia, as a representative subnational public organization responsible for workforce development. A quantitative research design was employed using survey data collected from 210 respondents, including training participants, instructors, and administrative staff. Institutional capacity was measured through dimensions such as human resource competence, organizational structure and systems, leadership support, resource availability, and adaptive capacity to digital change. Service quality was assessed based on reliability, responsiveness, accessibility, transparency, and labor market relevance. Data were analyzed using descriptive statistics and multiple regression analysis. The findings reveal that institutional capacity has a significant and positive effect on service quality. Leadership support, human resource competence, and adaptive capacity emerged as the strongest predictors. These results indicate that governance capability plays a more decisive role than resource availability alone in shaping service performance. The study contributes to public administration literature by providing empirical evidence on how institutional factors influence service quality in public vocational training institutions within a digital transformation context. Practically, the findings emphasize the importance of capacity-oriented reforms to maintain institutional responsiveness, credibility, and labor market alignment.

Abstract

This study analyzes the implementation of technology downstream governance in e-commerce for empowering traditional culinary MSMEs in Soppeng Regency, South Sulawesi. Using a mixed-methods approach, the research involved 156 traditional culinary MSMEs distributed across 8 sub-districts as the population, with 30 MSMEs as representative samples. Data collection was conducted through structured surveys, in-depth interviews, and direct observations of three stakeholder categories: MSME actors, supporting institutions, and technology developers. The results show that 70% of MSMEs use WhatsApp Business as their primary platform with a satisfaction level of 4.2/5. E-commerce implementation in three pilot MSMEs resulted in significant improvements: market reach increased by 700%, monthly turnover rose by 35%, and customer numbers grew by 40% within 6 months. The main challenges identified include limited technical skills (priority index 1), digital payment systems (priority 2), and technology investment capital (priority 3). The research developed an integrated governance framework with five pillars: digital infrastructure, human capital development, financial ecosystem, technology integration, and governance monitoring. The developed model proved effective in enhancing the competitiveness of traditional culinary MSMEs and can be replicated in other regions with similar characteristics. The study contributes to the understanding of technology governance in MSME digitalization and provides practical recommendations for sustainable digital transformation in the traditional culinary sector.
