Abstract

Most dairy farmers in our country still rely on human labor to monitor the condition of their farm areas. The current problem is the manual security system for barns, meaning that the barns need to be constantly checked around the area at all times. This is especially risky at night, when livestock theft is more likely to occur. This research implements PIR sensor technology to monitor movements around the barn, MC-38 magnetic sensors for gate security, and utilizes Android smartphones as devices to display barn data processing results, allowing real-time monitoring of barn security. The research is conducted using the Research and Development (R&D) method by Borg & Gall, encompassing only six steps. The results of the system evaluation by experts show a score of 3, falling between 2.1 – 3.0, categorized as Valid. User validation results show a score of 27.2, also falling between 2.1 – 3.0, categorized as Effective.

Abstract

Oyster mushroom cultivation requires stable environmental conditions, particularly in terms of temperature, humidity, and lighting. Traditionally, the management of mushroom houses has been carried out manually, which often leads to inefficiency and production failures. This study aims to design and implement a Smart System for oyster mushroom houses based on the Internet of Things (IoT) using DHT11 and LDR sensors. The research employed the Research and Development (R&D) method with six main stages, namely needs analysis, planning, initial product development, limited trials, product revision, and product testing. The system was designed using NodeMCU as the main controller, with the DHT11 sensor to measure temperature and humidity, and the LDR sensor to detect light intensity. Data are displayed through an LCD and transmitted in real time to an Android application. The design validation test obtained a score of 30, categorized as “Good,” while the limited user trial involving 12 respondents achieved an average score of 35.16, categorized as “Very Good (Valid).” The system automatically activates the fan when the temperature exceeds 28°C, turns on the water pump when humidity is low, and switches on the lamp when light intensity is insufficient. Therefore, this system can assist mushroom farmers in maintaining optimal environmental conditions in real time and automatically, which is expected to improve both the quality and productivity of oyster mushroom cultivation.

Abstract

This study considered civil servants' perceptions of public service innovation in archipelagic governance contexts in Pangkajene and Kepulauan Regency, South Sulawesi. By adopting stratified random sampling, 121 civil servants from four island sub-districts completed a validated 57-item questionnaire measuring five innovation dimensions. The results revealed high innovation perceptions with distinctive characteristics differing from mainland technocratic paradigms. Community-Based Implementation Strategy scored highest, while Structural Challenge Management scored lowest, with significant differences across island types. Infrastructure access, position level, and service length were key predictors, explaining 54.7% of variance. Cluster analysis identified three typologies: Pragmatic Adapters, Community Innovators, and Balanced Practitioners. Comparative analysis showed large gaps in technology orientation and local wisdom integration versus expected mainland responses, indicating paradigmatic differences. Archipelagic civil servants developed systematic adaptive innovation approaches emphasizing flexibility, community collaboration, and relational outcomes over technological modernization. These findings confronted universal public management principles and suggest context-specific innovation policies are necessary for effective archipelagic governance.

Abstract

KUD Plongkowati Timur is located at Jalan Godong-Karangrayung, Grobogan Regency, which apart from operating in the savings and loan business unit, is also a distributor of fertilizer products produced by PT. Petrokima Gresik and PT. Pupuk Sriwidjaja Palembang. In running the fertilizer distributor business unit at KUD Plongkowati Timur, the process of recording purchase and sales transactions is not carried out using an integrated system in the database, all data is still recorded conventionally by the administration section, while the administration section's computer functions to create reports which are copied from notes provided by cashier so that data security is not guaranteed because the database is not yet integrated. Based on the problems that exist in the East Plongkowati KUD, the author would like to propose a design for a Fertilizer Inventory application system to be taken into consideration in helping speed up the process of recording purchase and sales transactions and can provide the information needed by the East Plongkowati KUD, Grobogan Regency in the form of purchase reports, sales reports, reports. suppliers, customer reports. So the design of the fertilizer inventory information system uses the Microsoft Visual Basic 6.0 programming language with a database from Microsoft Access 2007 and the design of reports from Crystal Report 7. It is hoped that making this application can be one of the efforts that can be made to overcome problems that often occur so that it can increase work effectiveness which of course will have an impact on improving the quality of service to customers.

Abstract

This study aims to analyze strategies for strengthening fiscal independence through the optimization of Local Own-Source Revenue (PAD) in Lebak Regency, Banten Province. The research employs a descriptive qualitative approach supported by quantitative data obtained through observation, in-depth interviews, and documentation studies. The analysis focuses on the main dimensions within the framework of fiscal decentralization (Fiscal Federalism), namely revenue assignment, expenditure assignment, intergovernmental transfers, and fiscal accountability and efficiency in regional financial management. The results indicate that the level of fiscal independence in Lebak Regency remains relatively low, as the regional revenue structure is still dominated by transfers from the central government. The contribution of Local Own-Source Revenue (PAD) to total regional revenue remains limited compared to intergovernmental transfers such as the General Allocation Fund (DAU), Special Allocation Fund (DAK), and Revenue Sharing Fund (DBH). This condition suggests that the capacity of the regional government to optimize local revenue sources needs to be strengthened through improving the effectiveness of local tax and retribution collection, productive management of regional assets, and the development of local economic potentials such as tourism, agriculture, and micro, small, and medium enterprises (MSMEs). Therefore, the optimization of PAD becomes an important strategy to enhance regional fiscal capacity, reduce dependence on central government transfers, and support sustainable regional development financing in Lebak Regency.

Abstract

Penelitian ini didasarkan pada permasalahan yang menunjukkan bahwa penerapan organisasi pembelajaran di Inspektorat Daerah Kabupaten Lebak, Provinsi Banten, belum berjalan secara optimal. Tujuan penelitian ini adalah untuk memperoleh pemahaman mendalam mengenai penerapan prinsip-prinsip organisasi pembelajaran. Penelitian ini mengacu pada konsep Peter M. Senge (2006:12), yang menyatakan bahwa penerapan organisasi pembelajaran didasarkan pada lima disiplin (The Fifth Discipline), yaitu penguasaan diri, model mental, visi bersama, pembelajaran tim, dan pemikiran sistem. Penelitian ini menggunakan desain penelitian kualitatif dengan metode analisis kualitatif deskriptif. Hasil penelitian menunjukkan bahwa organisasi pembelajaran belum diterapkan secara optimal. Kondisi ini tercermin dari rendahnya tingkat penguasaan diri di kalangan personel, dominasi model mental yang masih bersifat administratif, reaktif, dan berorientasi pada kepatuhan, tidak adanya internalisasi kolektif terhadap visi bersama pengawasan yang bernilai tambah, kurangnya pelembagaan sistematis pembelajaran tim, serta fakta bahwa pemikiran sistem belum menjadi kerangka kerja yang dominan dalam proses pengambilan keputusan.AbstractThis research is based on problems indicating that the implementation of a learning organization at the Regional Inspectorate of Lebak Regency, Banten Province, has not yet been optimal. The purpose of this study is to obtain an in-depth understanding of the implementation of learning organization principles. The study refers to Peter M. Senge’s (2006:12) concept, which states that the implementation of a learning organization is based on five disciplines (the Fifth Discipline), namely personal mastery, mental models, shared vision, team learning, and systems thinking. This research employs a qualitative research design using a descriptive qualitative analysis method. The results indicate that the learning organization has not been optimally implemented. This condition is reflected in the low level of personal mastery among personnel, the predominance of mental models that remain administrative, reactive, and compliance-oriented, the absence of collective internalization of a value-added supervisory shared vision, the lack of systematic institutionalization of team learning, and the fact that systems thinking has not yet become the dominant framework in decision-making processes.

Abstract

This study aims to analyze the effectiveness of regional capital participation in Regionally Owned Enterprises (BUMD) in increasing dividend contributions to Local Own-Source Revenue (PAD) of Lebak Regency in 2025 through the perspectives of Principal–Agent Theory and Public Value Governance. The study is motivated by the continued high fiscal dependence of local governments on central government transfers, while the contribution of BUMD dividends to local revenue remains relatively low. This research employs a descriptive qualitative approach supported by quantitative data, with data collected through documentary study and document analysis of regional financial reports, capital participation data, BUMD dividend reports, and related policy documents. The low level of effectiveness is influenced by agency problems, weak governance, limited operational capacity, insufficient institutional legitimacy and support, and the still limited public value generated by BUMD. Therefore, strengthening Good Corporate Governance (GCG), performance-based monitoring, business restructuring, and more measurable dividend targets is necessary so that regional capital participation can contribute more effectively to local revenue and public value creation.

Abstract

For the operation of a retail business, such as a grocery establishment, meticulous inventory management is of paramount importance. Deficiencies in managing stock can precipitate situations of excess inventory, which invariably translate into financial losses for the owner. The Anugerah grocery store presently employs a conventional approach involving manual recording of sales figures and inventory, a system that is susceptible to recording errors, including the dual listing of purchases on checklists, and challenges in responding to frequent customer queries about item availability. Consequently, there is a clear requirement for a system that can systematically administer sales and inventory data. The core objective of this investigation is to conceptualize and construct a web-based sales information system that integrates the Economic Order Quantity (EOQ) framework. It is important to note that the EOQ method's utility lies in its analytical insights rather than its direct application for specifying exact order quantities. Furthermore, the system will incorporate algorithms for the comprehensive management of product details, sales processes, and transactional oversight. Through the deployment of this system, it is projected that the Anugerah grocery store will achieve a more streamlined, productive, and organized approach to its sales and inventory operations..
