Abstract

Air Traffic Services (ATS) Message menjadi bagian utama dalam penyediaan informasi penerbangan, baik dalam pelayanan navigasi maupun operasional maskapai penerbangan. Salah satu elemen penting dari ATS Message adalah Pesan Keberangkatan (Departure Message/DEP message). DEP message harus dikirimkan setelah pesawat lepas landas, dengan Unit ATS dari Bandar Udara keberangkatan bertanggung jawab atas pengirimannya sesuai dengan pedoman yang tercantum dalam Dokumen International Civil Aviation Organization (ICAO) Doc.4444. Penelitian ini bertujuan untuk menganalisis kendala dalam manajemen dan pengiriman DEP message pada Air Traffic Control Automation System di di Jakarta Air Traffic Service Center. Metode penelitian yang digunakan adalah kualitatif dengan menggunakan wawancara dan observasi langsung sebagai instrumen penelitian untuk mengamati fenomena yang terjadi. Hasil penelitian menunjukkan bahwa meskipun Air Traffic Control Automation System di di Jakarta Air Traffic Service Center sudah sesuai dengan standar spesifikasi dan kapabilitas yang ditetapkan dalam dokumen yang berlaku, namun masih terdapat kendala operasional yang menghambat sistem untuk mengirimkan DEP message secara otomatis, yang mengakibatkan pesan tersebut tidak terkirim dengan baik.

Abstract

Studi ini membahas pentingnya ATS Inter-facility Data Communication (AIDC) dalam mengurangi beban kerja Air Traffic Controller (ATC) di Approach Control Unit (APP) Airnav Cabang Denpasar. Fungsi AIDC adalah untuk bertukar data penerbangan antara sistem ATC yang berbeda untuk memfasilitasi koordinasi. Namun, ada beberapa faktor yang dapat menyebabkan Pesan AIDC Tidak Terkirim, seperti perbedaan koordinasi perhitungan over point, database kinerja pesawat, database waypoint dan rute, adaptasi manusia, dan penggunaan kabel serial. Kegagalan ini dapat menyebabkan peningkatan beban kerja untuk ATC dan penurunan efisiensi. Penelitian bertujuan untuk menilai implementasi AIDC di APP, menentukan beban kerja ATC, menganalisis dampak optimasi AIDC terhadap beban kerja, dan mengidentifikasi faktor-faktor penyebab kegagalan AIDC. Penelitian ini menggunakan metode kuantitatif, meliputi observasi, wawancara, dan analisis dokumentasi. Data akan dianalisis menggunakan teknik statistik seperti korelasi Pearson Product Moment dan analisis regresi linier. Temuan penelitian ini akan memberikan wawasan tentang efektivitas optimalisasi AIDC dalam mengurangi beban kerja ATC dan meningkatkan manajemen lalu lintas udara di wilayah Denpasar. Kesimpulan dari analisis yang dilakukan menunjukkan bahwa terdapat hubungan yang sangat kuat dan signifikan antara Pesan AIDC Tidak Terkirim dan Workload ATC dari nilai signifikansi hasil uji korelasi pearson product moment sebesar 0.971 yang berarti variabel berkorelasi sangat kuat. Variabel Pesan AIDC Tidak Terkirim memberikan pengaruh sebesar 94% terhadap Variabel Workload ATC.

Abstract

This research aims to design a Standard Instrument Departure (SID) procedure for Runway 30 at Budiarto Airport, located in Curug, Tangerang Regency, Banten Province. This airport features a unique layout with two intersecting runways (cross runways). In addition to being used as a training airport by the Indonesian Aviation Polytechnic (PPIC), Budiarto Airport is frequently used for aircraft maintenance by PT. ANI. The airport is also in the process of extending Runway 30 from its original length of 1823 x 45 meters to 2150 x 45 meters. This extension is intended to offer a wider variety of aircraft services to operators, particularly for maintenance operations, and to attract business interest in launching domestic flight routes. One of the navigation aids at the airport includes the VOR BTO, which facilitates safe and efficient flight guidance. Using VOR, one of the procedures that can assist aircraft and ensure safety and efficiency is the implementation of a SID. The research methodology employed is Research and Development (R&D) Level One, involving data collection through literature review, documentation, and interviews with experts, including ATC personnel and flight procedure designers. The research process includes several stages: identifying potential issues, gathering information, designing the SID, expert validation, and drafting the SID in accordance with safety and efficiency standards, following ICAO Doc. 8168 guidelines. The results of the study, based on interviews with various stakeholders, indicate that the proposed SID design can enhance safety and efficiency at Budiarto Airport, Curug, Tangerang. It also aids ATC in maneuvering aircraft, thereby reducing communication requirements. The design has been validated by experts and deemed suitable for implementation. However, it should be noted that this design represents an initial study that could lead to further research and new insights, particularly concerning procedures once the SID is implemented. Additional research is needed, especially for VFR training aircraft from the aviation school at Budiarto.

Abstract

Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK) adalah salah satu bagian struktur organisasi di bandar udara yang mempunyai tugas dan fungsi utama dalam memberi pelayanan berupa penyelamatan jiwa dan harta benda dari kejadian (incident) atau kecelakaan (accident) di bandar udara. Ada beberapa indeks keberhasilan yang menjadi tolak ukur pelayanan di PKP-PK yaitu kemampuan pencapaian response time. Artikel ini meninjau faktor-faktor yang memengaruhi pencapaian respon time personel PKP-PK, fokusnya adalah maintenance kendaraan dan pelatihan personel PKP-PK. Tujuan artikel ini adalah untuk membentuk hipotesis tentang hubungan antara variabel-variabel tersebut, yang kemudian dapat digunakan dalam penelitian selanjutnya. Hasil tinjauan literatur ini menunjukkan bahwa baik maintenance kendaraan dan pelatihan personel berpengaruh signifikan terhadap pencapaian response time PKP-PK.

Abstract

The aviation communication system is very important for aviation, especially for pilots and air traffic controllers. The communication system for air traffic controllers and pilots must be adequate in order to create good communication and prevent misunderstandings between pilots and air traffic controllers. Meanwhile, the communication system at the Bali Radar APP/TMA unit cannot cover all of its areas of responsibility and is feared to affect the quality of air traffic services. After coordinating with the technical unit, the authors suggest installing a device that can extend a radio frequency signal called VHF ER (extender range), and specifically for the northern area of Mount Agung which is usually passed by VFR aircraft where the area is a class G airspace, the authors suggest creating a frequency called TIBA (Traffic Information Broadcast by Aircraft).

Abstract

The International Civil Aviation Organization (ICAO) defines coordination in its document Annex 11 - Air Traffic Services as "the process of achieving mutual agreement, through the exchange of information, messages, or other means, between the appropriate ATS units." In the context of air traffic services,coordination involves the exchange of information between different ATS units to ensure safe and efficient flow of air traffic. This includes coordinating the use of airspace, facilitating the transfer of aircraft between different ATS units, and communicating changes in flight plans or weather conditions. Coordination is an essential aspect of air traffic management and helps ensure that all aircraft operating in a specific airspace are safely separated from each other and can follow planned routes without conflict or delay. The voice communication between humans and machines is the idea people have been thinking about a long time. For high level of the voice communication with the control system it is important to ensure good quality of the speech signal processing with additive noise in real environments(Vaňuš, 2011). VCCS in aviation is regulated in the rules established by ICAO in Annex 11, chapter 4. The integrated communication within VCCS includes Very High Frequency transmitters and receivers and telephones. The VCCS at Husein Sastranegara International Airport in Bandung is divided into two interrelated parts: the Remote Control and Monitoring System (RCMS) and the Media Service Center (MSC), with the Voice Control Unit serving as the display. Abstract

This study aims to determine how the perimeter conditions and solutions to the obstacles that exist in the Budiarto Airport Management Unit (UPBU). The study used a descriptive method and data collection used was the method of interviewing, observing and documenting. The data analysis technique used is data reduction, data display, and conclusing drawing. This study used several respondents as a sample, one airport security officer and four village/sub-district officials in four villages surrounding the Budiarto Airport Management Unit (UPBU). This research shows that the perimeter security system at Budiarto Airport is still not ready and tight, because avsec (aviation security) is only located or standing guard at the gate only, the results of interviews with the surrounding village chief also showed that there are still many residents who are still approaching the airport security area because they still do not understand the meaning of warning signs on the perimeter.

Abstract

Bandar Udara I Gusti Ngurah Rai merupakan salah satu bandar udara dengan jumlah traffic terbanyak di Indonesia. Hal tersebut tentunya berdampak pada banyaknya frekuensi komunikasi antara Pilot dengan Pemandu Lalu Lintas Penerbangan atau Air Traffic Controller (ATC), terutama saat peak hours. ATC di Perum LPPNPI Cabang Denpasar mengalami permasalahan saat berkomunikasi dengan VFR (Visual Flight Rules) Traffic BIFA. Kendala yang dialami adalah buruknya kualitas suara yang keluar melalui radio sehingga ATC kesulitan untuk menerima informasi yang disampaikan oleh pilot training BIFA tersebut. Hal ini berdampak pada kelancaran komunikasi personel ATC di Perum LPPNPI Cabang Denpasar, sehingga mengganggu kelancaran lalu lintas penerbangan. Penelitian ini bertujuan untuk memberikan saran agar ditinjaunya terkait permasalahan tersebut, guna meningkatkan kelancaran dan keselamatan pemanduan lalu lintas penerbangan di Perum LPPNPI Cabang Denpasar.

Abstract

Tower controllers are air traffic control officers responsible for managing air traffic around airports to ensure safety, security, and efficiency in aircraft movements. They work in airport control towers, which serve as the central hub for air traffic control in the vicinity of the airport. Control towers are typically located near the runways and provide good visibility for monitoring aircraft movements on the ground and in the air. Within the control tower, the equipment and comfort of the air traffic controllers are important considerations. This research focuses on the control tower of Perum LPPNPI branch in Medan, where it has been found that wide-diameter pillars obstruct the view of the tower controllers. The aim of this study is to analyze the pillars as an obstruction and provide recommendations to Perum LPPNPI branch in Medan on how to address this issue. The research methodology employed is qualitative. The research findings conclude that the pillars indeed pose an obstruction, and the author suggests that Perum LPPNPI branch in Medan relocate the control desk. Tower controller adalah petugas yang mengatur lalu lintas udara di sekitar bandar udara dengan tujuan memastikan keselamatan, keamanan, dan efisiensi pergerakan pesawat. Mereka bekerja di menara kontrol yang terletak di bandar udara dan berfungsi sebagai pusat pengendalian lalu lintas udara. Menara kontrol biasanya terletak dekat landasan pacu dan memberikan visibilitas yang baik untuk memantau pergerakan pesawat di darat dan udara. Di dalam menara kontrol, peralatan dan kenyamanan pemandu lalu lintas perlu diperhatikan. Penelitian ini berfokus pada menara kontrol Perum LPPNPI cabang Medan, dimana ditemukan di dalam menara kontrol bahwa pilar yang berdiameter lebar mengganggu pandangan para tower controller. Penelitian ini bertujuan untuk menganalisis pilar tersebut sebagai gangguan dan memberikan saran kepada Perum LPPNPI cabang Medan tentang menangani masalah tersebut. Metode penelitian yang digunakan adalah kualitatif. Hasil penelitian tersebut adalah disimpulkan bahwa pilar tersebut menjadi gangguan, dan penulis memberikan saran agar pihak Perum LPPNPI cabang Medan memindahkan control desk.

Abstract

All Air Traffic Controller personnel have an obligation to maintain their competence, one of which is by participating in Refresher Training at least once every 3 (three) years, the problem that is that not all Air Traffic Controller personnel from the Indonesian Air Force get the opportunity to take part in Refresher Training. PKM for PPI Curug lecturers through Refresher Training Aerodrome Control Tower Training are carried out offline or face to face. The result is that this refreshing training can provide knowledge and competence for ATC personnel from the Indonesian Air Force to continue to be the leading pioneers in maintaining aviation safety in Indonesia
