Abstract

praktik perjudian, dari yang awalnya perjudian konvensioal menjadi perjudian online. Indonesia telah berupaya mengatur larangan serta sanksi bagi pelaku perjudian. Akan tetapi, penegakan hukum masih menghadapi kendala, terutama karena karakter kejahatan judi online yang masuk ke kategori kejahatan cyber lintas negara. Penulisan ini menganalisis pertanggungjawaban pelaku judi online serta dampaknya terhadap ketahanan keluarga dengan memadukan pendekatan yuridis normatif dan perspektif sosiologi hukum. Temuan menunjukkan bahwa judi online tidak hanya melanggar ketentuan Hukum Pidana, tetapi bertentangan dengan Undang-Undang ITE. Adapun dampak dari perjudian online juga dapat melemahkan kondisi ekonomi, psikologis, dan sosial keluarga. Oleh karena itu, diperlukan strategi penanggulangan yang lebih komprehensif melalui penguatan pengaturan, literasi digital, dan upaya rehabilitatif bagi korban kecanduan. Kajian ini diharapkan menjadi dasar penguatan kebijakan hukum yang responsif terhadap kejahatan digital.

Abstract

Cellular agriculture is a nascent manufacturing technology that holds significant potential to strengthen global food security. Globally, the number of food manufacturing companies producing food using cellular agriculture is rapidly increasing. Products of cellular agriculture are also available for consumers in the marketplace.  Hence, the objective of this study is to analyse the extent to which the food regulatory framework in Malaysia and Indonesia is ready to promote and regulate products and activities of cellular agriculture. The analysis is essential as cellular agriculture poses opportunities and regulatory challenges. Despite the benefits, it also poses potential safety and health risks to the consumers, owing to its novelty. This study adopts a doctrinal legal analysis by analysing the adequacy of the current food regulatory framework, i.e., national food policies and legislation in Malaysia and Indonesia. It is found that cellular agriculture is not part of the national food policy and food regulatory framework in Malaysia and Indonesia. Both jurisdictions are lacking regulatory preparedness to embrace the presence of products of cellular agriculture in the marketplace. Hence, there is a need to reform the current food regulatory framework. Such reform includes the formulation of national policy for cellular agriculture to promote the adoption of cellular agriculture in food manufacturing. The current food safety legislation also needs to be amended to incorporate the provisions to regulate the safety aspects.

Abstract

This study examines the extent to which gubernatorial candidates in North Sumatra incorporate women’s rights and welfare into their policy agendas, with specific attention to marginalized women. Although the 1945 Constitution of the Republic of Indonesia mandates the state to safeguard the welfare of all citizens, many women in marginalized positions continue to experience limited access to education, healthcare, economic opportunities, and legal protection. Using a qualitative research design, this study draws on in-depth interviews with 12 marginalized women in Medan, including domestic workers, small-scale traders, women with disabilities, and housewives from economically disadvantaged households. The research explores women’s expectations regarding gubernatorial policies that could improve their access to welfare services, education, healthcare, and legal safeguards. The findings indicate that patriarchal social structures, unequal access to public services, and ongoing gender-based violence remain dominant challenges for marginalized women in North Sumatra. Despite gradual improvements in gender equality, substantial disparities persist. While the policy platform of the gubernatorial candidate pair Muhammad Bobby Afif Nasution and Surya identifies women’s empowerment as a strategic priority, the proposed initiatives lack clear operational frameworks. Conversely, the policy agenda of Edy Rahmayadi and Hasan Basri Sagala places limited emphasis on gender-related concerns. Marginalized women express a strong demand for policies that support skills development, access to micro-capital, and more effective legal protection, accompanied by transparent and accountable governance. This study highlights the need for more concrete and inclusive policy commitments to ensure that women’s empowerment becomes an integral component of regional development in North Sumatra.
