Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan partisipasi masyarakat dalam pencegahan kebakaran di Kecamatan Pasar Minggu Kota Administrasi Jakarta Selatan. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan model Miles dan Huberman. Teori yang digunakan dalam penelitian ini adalah model implementasi kebijakan menurut Jan Merse yang menyatakan bahwa keberhasilan kebijakan dipengaruhi oleh empat variabel, yaitu informasi, isi kebijakan, dukungan masyarakat dan pembagian potensi. Hasil penelitian menunjukan bahwa implementasi kebijakan partisipasi masyarakat dalam pencegahan kebakaran di Kecamatan Pasar Minggu sudah berjalan dengan semestinya namun masih terdapat beberapa kekurangan, yaitu belum diberikannya alat pelindung diri kepada relawan kebakaran dan dukungan masyarakat yang kurang peduli dengan mitigasi bencana kebakaran

Abstract

The process of harmonization and strengthening of the draft bill is the most crucial stage in the formation of legislation. The 2019 Corona Virus Disease pandemic in Indonesia caused a socio-economic crisis. Among the challenges is the delay in the Legislative Body's big agenda in drafting laws. This study uses a qualitative method with a descriptive analysis approach. The theory used is the Balanced Scorecard Organizational Performance, with 4 perspectives: Finance, Customer, Internal Business, Learning and Growth. The results of the study describe that the performance of the Legislative Body is related to the Financial Perspective, experiencing refocusing and budget reallocation to overcome the Corona Virus-2019. From the customer perspective, in absorbing the aspirations of the community, the legislative body can only conduct public hearings, seminars, and work visits with using virtual under the rules of the DPR RI. From an Internal Business perspective, the implementation is still not optimal, because it is constrained by the Legislation Board meeting schedule with the commission meeting schedule, and attending meetings online. Furthermore, in the Learning and Growth Perspective, the leadership in the Legislative Institution is quite optimal, seen from the commitment and presence of the leadership of the Legislative Institution in carrying out their duties. The absence of laws that have been ratified, is mostly due to the political process in the formation of laws that cannot be measured quantitatively.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan relokasi warga di kawasan pembangunan Stadion Olahraga Bertaraf Internasional Jakarta. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif. Teknik analisis data menggunakan model Miles dan Huberman. Teori yang digunakan dalam penelitian ini adalah model implementasi kebijakan menurut Merilee S. Grindle yang menyatakan bahwa keberhasilan implementasi dipengaruhi oleh dua variabel besar, yakni isi kebijakan (content of policy) dan lingkungan implementasi (context of implementation). Hasil penelitian ini menunjukan bahwa implementasi kebijakan relokasi warga di kawasan pembangunan Stadion Olahraga Bertaraf Internasional Jakarta sudah berjalan sesuai dengan tujuan dan capaian kebijakan, dan indikator persuasif menjadi temuan tambahan di dalam variabel konteks lingkungan yang juga turut mempengaruhi keberhasilan implementasi kebijakan tersebut.

Abstract

The purpose of this study is (1) to describe the climate change mitigation and adaptation agenda in formulating national development policies. (2) To describe the climate change mitigation and adaptation agenda that is integrated into national development planning. The research method used is qualitative research with literature studies to collect data. The results of the study indicate that: (1) Indonesia has considered the climate change adaptation agenda in formulating national development policies, with the consideration that the adaptation agenda is more suitable and more feasible to be implemented in developing countries. to address the impacts of climate change at the national level.The Indonesian government has taken various measures to address the impacts of climate change. Many public policy documents have been published at the Central Level, through related Ministries/Institutions and Regional Governments.(2) The climate change adaptation agenda has been outlined in the APBN posture in the form of (a) a climate change budget in state revenues, (b) a climate change budget in central government transactions, (c) a climate change budget in distribution to regions and village funds, and (d) a climate change budget in financing
