Abstract

Sistem pemerintahan yang dipraktekkan diberbagai negara saat ini cenderung mengalami perubahan. Beberapa negara memiliki ciri khas tersendiri dalam penyelenggaraan eksistensi negera. Ciri khas negara tersebut salah satunya adalah dengan memiliki sistem pemerintahan. Adapun Negara Indonesia Secara konstitusional menganut sistem pemerintahan presidensial, sistem pemilu proporsional dan menganut sistem multi partai. Sampai sekarang, pemerintahan demokratis yang dibangun belum stabil, hal ini tidak terlepas dari tidak cocoknya bangunan ketiga sistem tersebut. Rumusan sistem presidensial yang diamanatkan konstitusi ternyata sulit dalam penerapannya, bahkan berjalan kurang efektif apalagi didukung oleh lemahnya performa dan lembaga presiden dalam menjaga stabilitas politik. Dengan demikian perlu desain sistem pemerintahan presidensial yang efektif dengan penataan kembali baik secara institusional maupun non institusional. Tulisan ini merupakan hasil kajian konsep teoritis tentang sistem pemerintahan yang hingga kini masih dipraktekkan di berbagai negara. Metode kajian ini menggunakan metode kualitatif deskriptif dan studi literatur.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberdayakan perempuan dalam bidang politik serta meningkatkan keterwakilan mereka di ruang publik di Kelurahan Bagan Pete, Kecamatan Alam Barajo, Kota Jambi. Permasalahan utama yang dihadapi masyarakat mitra adalah rendahnya tingkat partisipasi dan keterwakilan perempuan dalam proses pengambilan keputusan publik di tingkat lokal. Metode pelaksanaan meliputi diskusi partisipatif, pelatihan, dan pendampingan yang mendorong perempuan untuk meningkatkan kesadaran politik dan kepercayaan diri mereka dalam berpartisipasi di ruang publik. Kegiatan ini diikuti oleh 50 peserta yang terdiri dari perangkat kelurahan, ibu-ibu PKK, karang taruna, serta pemudi dan masyarakat perempuan. Hasil kegiatan menunjukkan peningkatan pemahaman peserta terhadap hak-hak politik perempuan, kemampuan kepemimpinan, serta motivasi untuk terlibat dalam proses pengambilan keputusan publik. Kegiatan ini memberikan kontribusi terhadap penguatan kesetaraan gender di tingkat lokal serta menjadi model edukasi politik bagi perempuan di wilayah perkotaan Kata Kunci : pemberdayaan perempuan, partisipasi politik, kesetaraan gender, keterwakilan, ruang publik.

Abstract

Pemilu serentak tahun 2024 di Kota Jambi menjadi momentum penting untuk menilai kualitas demokrasi lokal sekaligus kinerja Kelompok Penyelenggara Pemungutan Suara (KPPS) sebagai pelaksana teknis di Tempat Pemungutan Suara (TPS). Kompleksitas pelaksanaan—meliputi distribusi logistik, penggunaan aplikasi Sirekap, serta verifikasi pemilih DPT, DPTb, dan DPK—menimbulkan berbagai tantangan teknis yang berpotensi mengurangi kredibilitas proses pemilu. Menjawab hal tersebut, Departemen Ilmu Politik Universitas Jambi bekerja sama dengan Komisi Pemilihan Umum (KPU) Kota Jambi melaksanakan program pengabdian masyarakat yang bertujuan mengevaluasi mekanisme pemungutan dan penghitungan suara serta memberikan rekomendasi berbasis bukti untuk perbaikan ke depan. Program ini menggunakan pendekatan multi-metode partisipatif yang mencakup diskusi publik, lokakarya, Focus Group Discussion (FGD), observasi partisipatif, dan penyebaran kuesioner untuk menjaring beragam masukan dari para pemangku kepentingan. Analisis menemukan delapan persoalan utama, di antaranya keterlambatan pembukaan TPS, gangguan aplikasi Sirekap, ketidaklengkapan logistik, ketidaktepatan prosedur bagi pemilih DPK/DPTb, serta inkonsistensi rekapitulasi suara antar kategori pemilihan. Permasalahan tersebut mencerminkan lemahnya koordinasi, keterbatasan pemahaman prosedural di tingkat KPPS, serta infrastruktur digital yang kurang memadai. Rekomendasi strategis meliputi perancangan ulang pelatihan teknis dengan metode lebih interaktif, penguatan manajemen logistik dan diseminasi regulasi, peningkatan literasi pemilih, serta jaminan pemanfaatan teknologi informasi yang lebih andal. Studi ini menegaskan pentingnya sinergi antara lembaga penyelenggara pemilu dan institusi akademik dalam memperkuat tata kelola pemilu, sekaligus menawarkan model praktik terbaik untuk meningkatkan kualitas demokrasi elektoral di Kota Jambi maupun daerah lain di Indonesia.

Abstract

This study aims to reveal the conflicts based on intolerance and politicized religion in the electoral democracy process that is developing in Jambi Province. This study is critical because the phenomena reflect a relationship between social and political groups in the threat of disharmony and polarization. This study employed qualitative methods. Data were collected through observations and in-depth interviews. Data analysis was performed through data reduction, data display, and conclusions that were analyzed using the theory. The results of this study show that social conflict is rooted in intolerance and politicized religion. Second, intolerance in Jambi Province is manifested as discrimination against minority groups based on religious values. Third, the politicization of religion at the grassroots level during the electoral democracy process is a crucial factor in conflicts that threaten social rifts. Specifically, the issue of intolerance and conflict in Jambi Province can be formulated through three main interrelated contexts: intolerance based on religious values, social conflict, and political identity. This study is expected to contribute to the study and reveal the reality of intolerance and socio-political conflict that tends to be hidden in the local community landscape both in Jambi Province and other regions in Indonesia.

Abstract

Student political participation in campus elections (Pemira) is influenced by various factors, one of which is the perception of the candidates' ethnic identity. This study aims to analyze the extent to which ethnic identity influences student voting behavior in Pemira BEM Faculty of Law, University of Jambi. The method used is quantitative research with a survey technique through a questionnaire distributed to 350 active student respondents. Data were analyzed using correlation tests and simple linear regression to examine the relationship between the candidates' ethnic identity and voter participation levels. The results show that ethnic identity has a significant influence on students' voting decisions, so that students' political preferences are not entirely based on the capabilities and vision and mission of the candidates, but also on the proximity of their social identities. These findings indicate that campus political dynamics are still influenced by group identity factors, and more inclusive political education is needed so that voter participation is more oriented towards the competencies and ideas of the candidates.

Abstract

This community service program, titled “Policy School: Formulating Gender-Responsive Policies in SMAN 11 Kota Jambi”, was conducted as part of the Tri Dharma of Higher Education. The activity aimed to enhance the understanding and capacity of teachers and school administrators in integrating gender perspectives into educational policies and practices. The method used was participatory training, including focus group discussions, lectures, and collaborative policy drafting sessions. The participants were guided to identify gender issues within the school environment and to formulate responsive policy recommendations. The results indicated an increased awareness of gender equality values and improved competence among participants in designing school regulations that promote inclusivity. This program also produced a draft of gender-responsive school policy as an output. In conclusion, the activity successfully strengthened institutional capacity in promoting gender mainstreaming in education at the school level.

Abstract

This study examines the Golkar Party's decision to nominate the Maulana-Diza pair over internal cadre, Budi Setiawan, for the 2024 Jambi City Mayoral Election using Mazmanian and Sabatier's policy implementation theory. The study highlights that candidate nomination serves as an internal party policy and that technical feasibility, strategic planning, and contextual responsiveness are necessary for its successful implementation. The study found that three primary factors influenced Golkar's choice: (1) The problem's substantive aspects, like Maulana-Diza's broader political coalition, increased electability, and preparedness for logistics; (2) The policy's goals' coherence and clarity, as demonstrated by Golkar's determination to maintain electoral dominance and internal cohesion; and (3) The political and socioeconomic background, including civil society involvement and post-pandemic recovery requirements. One crucial litmus test of Golkar's institutional development is the internal conflict arising from Budi Setiawan's exclusion. The party's ability to manage dissent, realign local loyalty, and preserve organisational unity demonstrates its capacity for successful policy implementation. According to the study's findings, political party nomination strategies guided by well-defined objectives, administrative readiness, and alignment with public needs are associated with effective public policy implementation. It demonstrates the effectiveness of policy implementation theory in evaluating internal party decision-making processes within democratic electoral systems.

Abstract

Studies on Indonesian local elections have covered identity politics, patronage, and candidate charisma in great detail, but they don't provide much empirical data on how actual policy performance affects public satisfaction and incumbent electability at the province level. There is a research gap regarding whether policy-driven satisfaction quantitatively translates into voter support, especially in decentralized regions where visibility and impact of government programs vary significantly. This is because scholars have rarely integrated public service satisfaction metrics with electoral behavior. By examining whether local government policy effectiveness directly affects satisfaction levels and, in turn, determines incumbent electability in Jambi Province, this study closes that gap. 880 respondents were chosen for this quantitative survey study utilizing a multistage random sampling procedure with a 4% margin of error, and SPSS was used for analysis. The results show that a number of development initiatives, most notably the Dumisake Program, were carried out under the Haris–Sani administration (2020–2024) and received strong public support. While electability data reveals that 51.50% of respondents planned to vote for Haris-Sani in the 2024 Governor Election, the Community Satisfaction Index (IKM) reveals that 60.40% of respondents were satisfied with the administration's plans. The official election result, in which Haris-Sani easily defeated Romi-Sudirman and was subsequently appointed for the 2025–2030 term, clearly represented these opinions. The study finds that increased public satisfaction with local government programs significantly and favorably affects the incumbent's electability, indicating that policy performance continues to be a crucial factor in determining voter behavior in regional elections.

Abstract

This research examines the political motive behind the formation of a grand coalition of political parties in the 2024 Batang Hari Regency Regional Head Election (Pilkada), which ultimately resulted in a single candidate. The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews with political party elites, campaign teams, and local political observers, and was supported by documentation in the form of internal party regulations and media reports. The research results show variations in motives between parties. PPP and NasDem are driven by their structural proximity to the candidate pair. PAN, PKB, Demokrat, and Gerindra emphasize political efficiency. PKS demonstrates a control motive, while PKB, Golkar, and PDIP reflect a political security motive. these findings contribute to broader debates on local democracy by showing that the dominance of pragmatic coalition motives has significant implications for democratic quality. This research argues that the cross-ideological pragmatic coalitions that produce single candidates in local elections are not merely an electoral strategy, but a mechanism for consolidating elite power that directly reduces competition, voter choice, and local democratic accountability.

Abstract

This article tries to look at the opportunities that new political parties in Indonesia have to provide political education related to the issue of political finance transparency as social capital in increasing participation to electoral support in society. The Law on Public Information Openness (UU KIP) and the Law on Political Parties have obliged political parties to manage their finances with the principles of transparency and accountability, but most have not yet revealed the reporting of political party financial reports that are publicly published. Focusing on the emergence of 4 (four) new political parties that participated in the 2019 election contestation, gave rise to opportunities to be able to attract voter sympathy in order to gain electoral potential by demonstrating internal financial management, bringing transparency through clear financial reports. With a descriptive qualitative approach it was found that the relationship between the identity of political parties and the management of political party funds towards 4 (four) new political parties was still weak. This phenomenon is a result of still being "blurred" and covered by issues of transparency and accountability of funding by new political parties.
