Abstract

Referring to the studies on the success of community forestry, the proponents suggest reducing the influence of the state to the people who maintain traditional institutions in forest management. However, knowledge about the interaction of formal and informal institutions in the context of changing smallholder farmers is still not fully understood. Through a phenomenological approach assessing the differences of forest conserving institutions’ performance across villages in Semende, South Sumatra, we analyze the process of how traditional institutions can survive or collapse. The main finding shows that traditional institutions gained support and legitimacy from government’s formal institutions, to enforce the rules, are able to survive until now. The key factor determining the success or failure of traditional institutions is the structure of community’s authority; whether it is based on to inherited knowledge or not. We propose a new hypothesis for the concept of local institutions that successfully manage natural resources.

Abstract

Local communities are frequently judged as the main driver of forest degradation and deforestation because of the weak recognition to local ecological knowledge (LEK) or traditional ecological knowledge (TEK).  We assessed that it is important to elaborate the attributes of LEK and TEK as a way to describe why and how the local community clears the forest, as well as its relation to local practices, named parak and rimbo.  Our research uses case study method to describe the local practices in Simancuang community, Alam Pauh Duo Village, South Solok District, West Sumatra Province.  We conducted unstructured interviews, observations, and documents selection which were analyzed through categorization and codification as well as complemented with history analysis, spatial analysis, and related document analysis.  The results showed that Simancuang community knowledge can describe the attributes of LEK and TEK as a unified whole of local knowledge for sustaining their livelihoods.  Therefore, the forest clearing by Simancuang people is one of the livelihoods strategies, but they were not the main driver of forest degradation and deforestation in South Solok District.

Abstract

Sub DAS Ciseel di wilayah DAS Citanduy merupakan salah satu sub DAS yang tergolong kritis di Indonesia. Kondisi ini telahmenimbulkan eksternalitas negatif berupa banjir dan kekeringan yang dapat menurunkan kesejahteraan masyarakat.Untuk mengeliminasi eksternalitas negatif tersebut diperlukan rehabilitasi dan konservasi lahan di daerah hulu subDAS Ciseel. Berdasarkan analisis Soil Water Assesment Tool (SWAT) diketahui luas lahan yang perlu direhabilitasi untukmengurangi laju erosi dan meningkatkan aliran air bawah tanah (ground water) sekitar 1.402 Ha. Upaya perbaikanlingkungan di hulu DAS tersebut diharapakan dapat meningkatkan kuantitas dan kualitas air di sub DAS Ciseel. Penelitianini mencoba mengestimasi nilai jasa lingkungan kedalam nilai ekonomi menggunakan pendekatan Contingent ValuationMethod (CVM) dengan menghitung kesedian membayar (WTP) masyarakat. Dari hasil survei menunjukkan bahwamasyarakat sebagian besar (91%) mendukung dan bersedia membayar pembiayan perbaikan lingkungan sub DAS Ciseel.Rata-rata WTP masyarakat sebesar Rp. 3.491/orang/bulan. Faktor yang mempengaruhi secara signifikan terhadap nilaiWTP masyarakat adalah tingkat pendapatan. Nilai total potensi jasa lingkungan adalah sebesar Rp. 30.201.157.668/tahun. Nilai jasa lingkungan tersebut dapat mengkover biaya rehabilitasi dan konservasi lahan sebesar Rp. 21.541.481,93/Ha/tahun.

Abstract

ABSTRACTThis study aimed to describe the type of vegetation and soil fertility status in the protected forest areas of Tarakan Island (HLPT). The results showed that: (1) the dominant vegetation types in HLPT belong to a group of Dipterocarpaceae, such as meranti (Shorea sp), keruing (Dipterocarpus), Resak (Vatica sp), Merawan (Hopea sangal) and Tengkawang (Shorea pinanga); (2) The soil types in the HLPT area are dominated by Podsolic, with a very acid soil category to sour, having a low ability in holding and exchanging kation, total nitrogen levels from very low to low, levels of C-Organic from very low to high, the phosphorus (P) content available classified as very low to very high and the potassium (K) content available relatively moderate to very high, and (3) the soil fertility status of HLPT is very low to low with HLPT soil texture in form of clay, sandy loam and loamy sand.

Abstract

The research aims is to find the main causes of disharmony between behavior ofusers community and the management objectives of Protection Forest Resource of TarakanIsland that reviewed based on the perceptions and motivations. Based on the researchresults: First, the level of perception of the users of Protection Forest Resource of TarakanIsland included in the medium category, but for the functional benefits and the existentialbenefits included in the low category. While, the level perception of the existential benefitsincluded in medium category and other benefits include high category. Second, the level ofeconomic and environmental motivations of users’ communities in utilization of ProtectionForest Resource of Tarakan Island is low, but the level of social motivation toward ProtectionForest Resource of Tarakan Island is high. Third, the level of public perception of functionalbenefits is low. Low levels of economic motivation and the motivation of social environmentincluding the high motivation of the users’ community in utilization Protection ForestResource of Tarakan Island become the main causes of disharmony between behavior ofusers’ community and the management objectives of Protection Forest Resource of Tarakan Island.

Abstract

The research was aims to formulate the feasibility of cultivation in combination ofrubber with jernang and minimum area that must be cultivated to meet the needs of decentliving for the community. Research located in Lamban Sigatal village at the DistrictSarolangun in Jambi. Method used is survey method by using questionnaire. The resultobtained, based on calculation of the IRR obtained a value of 16.30% with and interest rateof 15% this illustrates that the cultivation of rubber and jernang agroforestry worthconducting. In order to meet the needs of decent living for farmers, the cultivation of rubberand jernang agroforestry should at least cultivated area of 1.28 hectares.

Abstract

Although North Bandung Area was considered as protected area and watershed area uspstream, but it has characteristic as cultivation and downstream area. An effort to improve protection function is needed to prevent changes in land use. One of them through the purchase of development rights (PDR) mechanism. The appropriateness of the PDR application on the benefit of hydrology only effective when it was carried out in zone rural area and the rural fringe. This condition was caused by land prices which exceeded from landexpetation value, therefore the owner of the land experienced impermanence syndrome. The application of Cost-Benefit Sharing Principles would helped Government of the Bandung City in the aspect of the purchace of development right for the agricultural land in KBU that entered Kabupaten Bandung Barat and Kabupaten Bandung. Whereas, for the Cimahi City it helped the purchase of development right for agricultural land in KBU that entered Kabupaten Bandung Barat.
