Abstract

Hutan rakyat (HR) yang dibangun di atas lahan milik memiliki peran penting dalam memenuhi kebutuhan petani HR karena tegakan kayu HR merupakan tabungan yang dapat diambil sewaktu-waktu. HR di Kabupaten Ciamis dapat menyuplai kayu ke berbagai wilayah di Jawa Barat, Banten, dan DKI Jakarta dengan salah satu sumber produksinya berasal dari hasil tebang butuh (TB). Banyak pihak yang meragukan produksi kayu dari TB tidak dapat kontinyu baik secara waktu maupun jumlah karena HR dianggap sebagai hasil dari kebutuhan mendesak. Hasil penelitian ini menunjukkan bahwa TB bersifat insidental dan merupakan kebiasaan masyarakat dalam memanen kayu untuk memenuhi kebutuhan mendesak. Beragamnya kebutuhan mendesak petani berdampak pada beragamnya waktu panen kayu oleh masyarakat, sehingga pola suplai kayu dari HR bersifat tidak teratur. Ketidakteraturan pola produksi tersebut jika dipetakan dalam skala wilayah yang lebih luas maka produksi kayu akan terus mengalir secara bergantian. Namun praktik TB selayaknya mendapat perhatian khusus karena dapat membantu memenuhi kebutuhan kayu yang selama ini berasal dari hutan negara.

Abstract

Pengelolaan Taman Nasional Gunung Halimun Salak perlu melibatkan masyarakat lokal untuk mencapai tujuan kelestarian hutan dan kesejahteraan masyarakat. Penelitian ini bertujuan untuk mengukur potensi hijauan makanan ternak di Taman Nasional Gunung Halimun Salak, khususnya di Kecamatan Cicurug Sukabumi dan merumuskan strategi pemberdayaan masyarakat berbasis pengembangan peternakan ruminansia dengan memanfaatkan tumbuhan pakan ternak yang ada di daerah itu. Metode yang digunakan terdiri atas wawancara semi-terstruktur, focus group discussion, pengamatan, dan pengukuran di lapangan. Analisis SWOT digunakan untuk merumuskan strategi pemberdayaan masyarakat. Hasil penelitian menunjukkan bahwa kawasan Taman Nasional Gunung Halimun Salak khususnya di Kecamatan Cicurug memiliki potensi hijauan makanan ternak sebesar 5880.422 ton per tahun dengan daya tampung sebesar 938.203 satuan ternak per tahun. Hasil analisis SWOT menunjukkan bahwa strategi pemberdayaan masyarakat yang paling tepat adalah strategi Strength-Opportunity, yaitu menggunakan kekuatan yang dimiliki untuk mendapatkan peluang yang ada.

Abstract

Keberlanjutan pemanfaatan sumber daya alam untuk kesejahteraan masyarakat adalah hal yang penting bagi perlindungan ekosistem mangrove. Bahkan sumber daya alam akan dipertahankan, jika memberikan manfaat dan menjadi sumber utama bagi pendapatan masyarakat. Penelitian  ini bertujuan untuk menentukan model mata pencaharian masyarakat yang berkelanjutan pada ekosistem mangrove di Wonorejo. Dengan pendekatan MDS dan RAPFISH, hasilnya menunjukkan bahwa penghidupan masyarakat bermata pencaharian sebagai petani mangrove, petani tambak dan nelayan harian cukup berkelanjutan. Keberlanjutan penghidupan dapat dilakukan oleh dua strategi terpilih melalui analisis SWOT yang terdiri dari menghentikan alih fungsi lahan yang bersifat komersial di tanah konversi dan pemanfaatan daerah-daerah potensial yang dikombinasikan dengan keterampilan masyarakat. Model dapat dikembangkan untuk lokasi ekowisata dengan konsep memanfaatkan potensi SDA dan potensi kelompok masyarakat di Wonorejo.

Abstract

After the reform era, forest management approaches tend to change from state-based to community-based.  Arising awareness about the importance of involving communities in forest management, it will not succed without support from the community.  Since 2001, Perhutani has implemented a partnership program in the form of CBFM (Joint Forest Management Society), designed to accommodate the dynamic and needs of the community.  This paper aims to study the perception of society, equality of status of the community, and to formulate alternative forestry policy.  This research was quantitative and qualitative research. Sample were taken purposively.  Research location in Perhutani office (BKPH) of Parung Panjang, KPH Bogor.  Public perceptions of CBFM are positive and able to increase revenue, income, absorb labour, and grow productive business. Biophysical condition are better with the following: the fire and illegal logging are reduced, and the rehabilitation of forest is better.  However, it is difficult for the community to get water since Acacia mangium were planted.  The level of community participation in planning and evaluation is low but high in the implementation.  The pattern of partnership is asymmetrical because the decision-making is dominated by Perhutani officers.  In the cooperative agreement, there are many inequalities positions.  CBFM is derivative of developmentalist ideology contrary to the principles of community empowerment.  The partnership is focused more on corporate interests, and is used as reducer of conflict.  Policy scenarios of CBFM are institutional strengthening, acces to forest resources, equality in forest management partnership, and productive business.   Key words: community forestry, partnership, equality, institutional

Abstract

Lac insect (Laccifer lacca Kerr) is phytophogus insect, that feed on Kesambi Tree (Schleichera oleosa Merr). During its life cycle, lac insect has been producing secretion in liquid form, known as LAK and having many uses, such as varnish/polish, food cover, drug capsule, cassette ribbon, etc. In 2005, Perum Perhutani has produced 60.547 kg LAK pellets, but has not fulfilled yet market demand. Cultivation technique is still conducted in a very sampling, and easy to be studied. Investment in developing lac insect is also profitable, and promising. There are two choices of management schemes in it cultivate, the first is by infecting lac insect to the host tree when the tree is 15 years old (project I) and the second is by infecting lac insect when the tree is 4 years old (project I). Financially, the Project II is more beneficial than Project I, so that the investment for project II is reasonable to be done. The value of NPV+22.321.052.395, IRR 16.9%, BCR 1.55 and Net B/C 3.71 with discounted payback period for 10 year 8 months. Abstract

Sericulture has been long time in South Sulawesi become one of agriculture activities.  Silk clothes is a tradition in South Sulawesi culture.  South Sulawesi is the main producer of cocoon and raw silk in Indonesia.  In recent years, the production of cocoon and raw silk was decreasing because of many factors, while demand of raw silk for weaving industry was increasing.  The purpose of this study are to find the relation among institution, conduct and performance of sericulture activity, to find institutional arrangement of sericulture, to find incentive that can improve efficiency and performance of sericulture.  The study was carried out in Enrekang and Soppeng of South Sulawesi and Luoding City of Guangdong Province, China.  Data were collected using structured interviews, direct observation and documentations.  The sample was consisted of 84 farmers, 3 civil servants, 2 sericulture experts, 2 egg producers,  drawn using combination of random sampling and purposive sampling.  The result of the study show that the difference in performance of sericulture in South Sulawesi and Guangdong because the difference in contract agreement between farmer and cocoon buyer, which make the the conduct of the farmer in Guangdong more consistent in their farming.  Sericulture in South Sulawesi need to arrange their economic institution to improve their performance.   Key words: institutional arrangement, sericulture, performance, South Sulawesi

Abstract

This study was conducted in the area of Intensive Silviculture/ TPTII of PT Sari Bumi Kusuma in Central Kalimantan. Research purposes to analyze the impact and build social economic activities from TPTII silvicultural systems in the scope of carbon trading. The results of the analysis showed that the increase of TPTII activities lead to the increasing recognition of indigenous people and make condusive certainty of the business. However, the employment negatively correlated to the size of planting area, the minimum life needs are still at least low compared with the poverty standard of the World Bank. Based on the results of the analysis and projections indicate that scenario increasing community development/ PMDH and implementation of a continuous TPTII can press shifting cultivation growing rate of deforestation and degradation in the year to 50, as compared to no guidance of other parties and TPTII activities. In term of Carbon Conservation that community love to plant attractively is rubber, meranti and tengkawang. Compensation value for carbon conservation feasible for the community of Rp. 380.000/month/family. To involve the community directly in conservation activities in the carbon framework of REDD, then suggested to the program within the community, increasing the number and skills of communities and local labor, desimination activities of TPTII to the community, and providing a compensation fund can be derived from the DR/Reforestation Fee or other source of funds. Abstract

Mangrove forest ecosystem is an important ecosystem in a coastal area in order to improve the welfare of coastal villages as well as to improve the productivity of coastal ecosystem.  The purposes of this research were (1) to identify indicators of sustainable mangrove forest ecosystem; (2) to analyze the ecological, economic and social conditions of mangrove forest ecosystem; (3) to analyze index sustainability of mangrove forest ecosystem and (4) to formulate strategies for sustainable mangrove forest ecosystem in Western Part of Seram, Maluku.  This research applied multidimensional scaling (MDS), leverage analysis, Monte Carlo analysis and analytical hierarchy process (AHP) to analyze data.  Research showed that dimension of ecology, economy, and social was high sustainable, low sustainable and unsustainable respectively.  Among 22 indicators analyzed there were 6 sensitive indicators which affected local sustainability index. Abstract

The purpose of this study was to formulate effective and efficient institutions of Revolving Fund Loans for Community Forest Plantation development (RFL CFP) in accordance with variation of field conditions. Benchmarking techniques were used to formulate the institution of RFL CFP. For that purpose, Independent of Direct Assistance Rural Agribusiness Development (IDA RAD) from the Ministry of Agriculture was selected as a benchmark as it was good in performance. The study was conducted in three provinces, i.e. Riau, South Kalimantan (November 2008 to April 2009) and West Java (May 2009 to February 2011). Comparative study was used to analyze the institutions based on the agency theory. The results showed that the institutional of RFL CFP have not accomodated the differences in characteristics, perceptions and capacities of the parties. As a result, the institutions have not been able to overcome the risk of moral hazard, adverse selection and high transaction costs. On the other hand, the institution of IDA RADhas a positive impact on agency relationship. High repayments by IDA RADagent and the increasing number of agents each year have proved the impact.

Abstract

Interpretation subject is a novel approach to observing resources in the interpretation program. Interpretation programs refer to the efforts to develop an individual's ability to deeply interpret the value of nature for humans through meaningful and pleasant experiences, impressions, and feelings to achieve management goals. The viewpoint of interpretation subject considers the intrinsic value of each resource. These polarization studies provide valuable information on critical issues concerning stakeholder perception and their implications for managing interpretations. The purpose of this study is to analyze and evaluate the characteristics of the interpretation subject that stakeholders thought were crucial in Gunung Gede Pangrango National Park management. The survey was done by distributing questionnaires to related stakeholders (tourists, communities, and area managers/tour operators) and evaluated by cluster analysis, Kruskal-Wallis, and Mann-Whitney test. Although the stakeholder considered flora, language, and abiotic components essential in interpretation, tourists' perception tended to focus on abiotic components and the built natural environment. The research showed that abiotic and cultural component-based-ecotourism-programs shall be developed to ensure sustainable management, increase community participation, and introduce the biological wealth in the national park area
