Abstract

The title of this research is "Implementation of Poverty Reduction Based on the Empowerment of Micro, Small and Medium Enterprises (MSMEs/UMKM) in Sukabumi City". This study aims to determine the implementation of poverty alleviation based on MSME empowerment in Sukabumi City. This research is motivated by the problem of not optimal implementation of the UMKM empowerment program carried out by the Office of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sukabumi City against poverty in Sukabumi City. The theory used to measure and find out how successful the MSME empowerment program is is the policy implementation theory written by Van Meter and Van Horn (1975). The research method was carried out using descriptive qualitative methods. With data collection techniques include observation, interviews, and documentation. The results of this study indicate that the implementation of MSME empowerment in Sukabumi City is good, but there are still several aspects that need to be ad dressed.

Abstract

Motorcycle gangs in Sukabumi City often cause unrest in the community because they can occur anytime and anywhere. In Sukabumi City itself, the intensity of the existence of motorcycle gangs is growing. Thus, the Sukabumi City police made a strategy on how to prevent motorcycle gangs that are troubling in Sukabumi City. Thus, to find out and measure how the strategy is carried out, this research uses Mulgan (2009) with 4 Strategy indicators namely Purpose, Environment, Araha, and Action. The research method used in this research is descriptive method with a leatherative approach. The purpose of this research is to find out the extent to which this strategy is running and the impact produced by this strategy. The results of this study show that the collaboration run by Sukabumi Police has not been running optimally because it has not fulfilled the 4 indicators of Mulgan (2009) because in the Environmental Indicator there are still obstacles from family and friendship so it needs to be reviewed again.

Abstract

Judul penelitian ini adalah “Peran Dinas Perhubungan dalam Tata Kelola Angkutan Umum Perkotaan di Kota Sukabumi”. Tujuan penelitian ini adalah untuk mengetahui bagaimana peran Dinas Perhubungan Kota Sukabumi dalam menata dan mengelola angkutan umum perkotaan. Fenomena yang peneliti temukan di lapangan adalah tarif yang tidak sesuai dengan peraturan Pemerintah, rendahnya minat uji KIR, jadwal pelayanan dan jalur trayek angkutan umum perkotaan yang belum merata. Peneliti menggunakan teori peran menurut Heroepoetri. Dimensi yang digunakan adalah peran sebagai suatu kebijakan, peran sebagai strategi, peran sebagai alat komunikasi dan peran sebagai alat penyelesaian sengketa. Metode penelitian yang digunakan adalah kualitatif dan informan berjumlah tujuh orang. Data di peroleh melalui observasi, wawancara dan dokumentasi. Prosedur pengujian keabsahan data dilakukan dengan menggunakan triangulasi sumber, waktu dan teknik. Hasil penelitian mengungkapkan bahwa peran Dinas Perhubungan belum berjalan secara maksimal karena belum bertindak tegas kepada pemilik angkutan umum perkotaan yang menetapkan tarif tidak sesuai peraturan, yang tidak melakukan uji KIR dan belum ada tindakan yang tegas terhadap supir ojeg pangkalan yang menghalangi adanya pemerataan akses transportasi. Agar pelayanan transportasi ini dapat berjalan secara maksimal, Dinas Perhubungan Kota Sukabumi perlu meningkatkan lagi pelaksanaan pengawasan, pengendalian, perencanaan dan pengaturan manajemen lalu lintas.

Abstract

The purpose of this study was to determine the implementation of the Smart Indonesia Card program in Efforts to Equalize Public Elementary School Education in Cikole District, Sukabumi City for the 2021/2022 Period. And to find out the supporting and inhibiting factors in the Implementation of the Smart Indonesia Card Program in the Education Equality Activities of Public Elementary Schools in Cikole District, Sukabumi City 2021/2022 Period. To achieve the research objectives, the researcher used a descriptive qualitative approach method. In this study, the unit of analysis that is the object or research location is an institution or agency, namely 3 elementary schools in Cikole District. The results showed that the implementation of the Smart Indonesia Card Program (KIP) in the three elementary schools was in accordance with the implementation instructions set by the Ministry of Education and Culture. The KIP program is intended for children aged 6-12 years from poor, vulnerable poor families, and families receiving other social programs. The amount of KIP program funds received by students ranged from 225,000 to 450,000 rupiah per year. The implementation of this program is considered successful in the effort to equalize education, especially in reducing the possibility of students dropping out due to financial constraints.

Abstract

Inovasi program Mencetak Dokumen Kependudukan Mandiri Warga Desa (MENDAKAN MAWAR DESA) yang digagas oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi dengan tujuan meningkatkan kualitas pelayanan publik yang inovatif, professional, akuntabel, serta memperpendek alur pelayanan administrasi kependudukan hanya sampai desa atau kelurahan. Penelitian ini bertujuan untuk mengetahui seberapa efektifnya program Mendakan Mawar Desa di Kabupaten Sukabumi. Dalam mengukur efektivitas penelitian ini menggunakan metode Duncan (dalam Streers, 2020: 53). Ada 3 dimensi pengukuran efektifitas menurut Duncan (dalam Streers 2020:53), yaitu: 1. pencapaian tujuan, 2. integritas, 3. adaptasi. Hasil dari studi yang dilakukan berdasarkan teori Duncan (dalam Streers 2020:53) ini menunjukkan bahwa program Mendakan Mawar Desa di Kabupaten Sukabumi ini menghadapi berbagai tantangan dalam pelaksanaannya. Meskipun dirancang untuk meningkatkan akses layanan administrasi kependudukan, partisipasi desa yang masih rendah dan sosialisasi yang kurang efektif menjadi kendala utama. Diperlukan upaya tambahan dalam hal integrasi, komunikasi, dan penyediaan sarana untuk memastikan program ini dapat berjalan lebih efektif dan mencapai tujuannya. Perbaikan dalam aspek-aspek ini akan penting untuk meningkatkan partisipasi dan manfaat program bagi masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan publik berbasis Hak Asasi Manusia (HAM) di Kantor Imigrasi Kelas II Non TPI Sukabumi. Pelayanan publik berbasis HAM merupakan pelayanan yang dilaksanakan oleh imigrasi Sukabumi yang dikhususkan untuk kelompok rentan. Metode penelitian ini menggunakan kualitatif deskriptif dengan teknik non-probability sampling. Penentuan informan dalam penelitian ini menggunakan purposive sampling. Penelitian ini menggunakan teori Kotler dan Keller (2009:182) meliputi Reliability, Assurance, Responsiveness, Empathy, dan Tangibles dan tiga kriteria Permenkumham Nomor 25 Tahun 2023 meliputi ketersediaan aksesibilitas, ketersediaan Sarana dan Prasarana, serta ketersediaan Sumber Daya Manusia. Teknik pengumpulan data dalam penelitian ini meliputi observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa secara umum kualitas pelayanan publik berbasis Hak Asasi Manusia (HAM) di Kantor Imigrasi Kelas II Non TPI Sukabumi sudah terlaksana dengan baik. Namun masih ada beberapa hal yang menjadi kekurangan yaitu petugas yang tidak mengikuti pelatihan bahasa isyarat, keterbatasan waktu layanan serta tidak adanya rambu-rambu disabilitas yang memadai bagi kelompok rentan.

Abstract

Penelitian ini bertujuan untuk mengukur kinerja bidang Pemberdayaan masyarakat desa (PMD) di dinas DPMD dalam program pengembangan usaha ekonomi masyarakat di Kabupaten Sukabumi. Metode penelitiaan yang digunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif. Teknik penentuan informan yang digunakan yaitu non-probability sampling dengan teknik purposive sampling, artinya pengambilan sampel sebagai sumber data dengan pertimbangan tertentu. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dokumentasi dan gabungan atau triangulasi. Sedangkan teknik analisis data yang digunakan meliputi 1) Pengumpulan data, 2) Reduksi data, 3) Penyajian data, dan 4) Verifikasi atau kesimpulan. Hasil penelitian menunjukan, bahwa kinerja bidang pemberdayaan masyarakat desa (PMD) dalam memfasilitasi program pengembangan usaha ekonomi masyarakat di Kabupaten Sukabumi, diukur berdasarkan 5 dimensi pengukuran kinerja menurut Dwiyanto,dkk tahun 2023, menunjukan kinerja yang cukup baik akan tetapi belum optimal. Hal ini dapat dilihat dari setiap dimensi yang digunakan masih terdapat kekurangan, yang harus segera diperbaiki.

Abstract

This study evaluates the Rukun Warga Empowerment Program (P2RW) in Sukabumi City to assess the effectiveness of implementation and its impact on the community. Problem phenomena identified included challenges in program implementation, such as a long bureaucracy and lack of socialization of the new SIPD system, as well as variability in implementation in different areas. The purpose of the study is to evaluate the program implementation process, outputs, and outcomes of P2RW to identify the strengths, weaknesses, and impacts of the program on infrastructure development and community empowerment. The research method used is the CIPP (Context, Input, Process, Product) model evaluation approach, with data collection through interviews, observations, and document analysis. The results showed that the P2RW program successfully improved physical infrastructure and empowered local communities, by involving them in project planning and implementation. However, there are challenges in socializing the SIPD system and bureaucratic constraints that affect implementation efficiency. The program contributes to improving the quality of life of residents and accelerating development at the RW and RT levels, although there is a need for improvement in technical support and socialization to optimize program implementation. This study recommends further research to explore these aspects in more depth.

Abstract

This study evaluates the Lapas Sehat dan Bugar (LASEGAR) program in an effort to provide health services to prisoners in Class IIB Correctional Institution of Sukabumi City. The phenomenon of the problem raised is the complexity of bureaucracy, limited resources, and the low quality of health services in prison. The purpose of this study was to assess the effectiveness of the LASEGAR program in improving health services for prisoners. The research method used is qualitative with a descriptive approach, involving observation, interviews, and document analysis. The main informants included the Head of Puskesmas Pabuaran, the Head of Class IIB Correctional Facility of Sukabumi City, and prisoners as program recipients. The results showed that the LASEGAR program successfully increased the coverage of health services, including Covid-19 vaccination (86%), NCD screening (78%), and HIV screening (30%). The evaluation also showed that the program had a positive impact in terms of reducing the spread of diseases in prisons and increasing prisoners' satisfaction with health services. However, the study also found that limited human resources and funds are still an obstacle in the implementation of the program. In conclusion, the LASEGAR program is effective in improving the quality of health services in prisons, but increased resources are needed for program sustainability.

Abstract

The purpose of this study was to find out how effective the CSR funding program for Kebonmanggu Village, Sukabumi Regency, was in improving the welfare of the local community. In order to approach this problem, a theoretical reference from Richard M. Steers is used. The data were collected through observation data, interviews, and documentation and were analyzed qualitatively. Based on the results of the study, it shows that 1. Optimization of objectives is quite effective in view of various CSR Corporate Social Responsibility activities in the form of environmental, economic and social. 2. The company's system perspective has not been maximized considering that the company does not really socialize with the community evenly, focusing more on communication with the government as a facilitator so that the community does not really understand CSR programs. 3. Human Behavior PT Semen Jawa has carried out an adaptive process considering that existing and future programs are in accordance with the main needs of the community. although it has drawbacks such as limited funds provided. The implementation of PT SCG's CSR program in Kebonmanggu Village is seen from the perspective of the Sukabumi Sukabumi Regency Regional Regulation Number 6 of 2014 concerning Corporate Social Responsibility, Partnerships and Community Development. It can be said that it has been effective, but in practice it has not run optimally.
