Abstract

This study aims to examine the role of the Sukabumi City Manpower Office in reducing the open unemployment rate. Decent work is a right of every citizen as stated in Article 27 Paragraph 2 of the 1945 Constitution of the Republic of Indonesia. The government and local governments are responsible for creating jobs to absorb as much labor as possible and ensuring fair and satisfactory treatment for the population. The research method used is a literature study and secondary data analysis from the Central Statistics Agency (BPS). The results of the study indicate that despite government efforts to create jobs, the unemployment rate in Sukabumi City remains high. In 2022, the number of underemployed or unemployed workers reached 46.29 million people. Data from BPS shows fluctuations in the unemployment rate in Sukabumi City, with an increase in male unemployment from 2019 to 2021 and a decrease in female unemployment during the same period. COVID-19 has also contributed to the increase in unemployment due to restrictions on business and social activities. The Sukabumi City Manpower Office has undertaken various efforts, such as job training and job fairs, but has not been optimal in placing training participants into the workforce. The challenges faced include unclear information about job training and the lack of follow-up from the manpower office. This study provides suggestions and input for the Sukabumi City Manpower Office to improve efficiency in reducing the open unemployment rate through a more comprehensive and integrative approach.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a very important sector and make a great contribution to realizing regional economic development. MSMEs are small business initiatives established by the community. MSMEs help economic growth, increase job opportunities, reduce unemployment, create new jobs, increase the country's foreign exchange, and support regional development. This study aims to discover the Role of the Cooperatives, Small and Medium Enterprises Office in empowering MSMEs in Sukabumi Regency. The method used in this study uses a descriptive qualitative research method. The researcher used the Gede Diva Theory, 2009, to examine the role of the government as a facilitator, regulator, and catalyst. The study results show that the Cooperatives, Small and Medium Enterprises Office has carried out its role to the maximum as a facilitator, regulator, and catalyst.

Abstract

This research aims to determine and explain the performance of Family Planning Instructors at the Sukabumi Regency Population Control and Family Planning Service to reduce the birth rate. Qualitative descriptive methods, such as interviews, observations, and documents, were used in this research. Then, the unit of analysis is the Family Planning Counselor at the Sukabumi Regency Population Control Service, who has responsibility for implementing the family planning program. Using snowball sampling techniques, researchers will use two types of informants, namely key informants and supporting informants. Data collection techniques in this research were carried out through observation, interviews, documentation, and audio and visual media. In validation, researchers examine the entire process, from data collection, analysis, and interpretation to conclusion. To validate research data, researchers will use triangulation techniques. Based on the research results, it can be concluded that the quality of work of Family Planning Counselors in the last year was quite good and satisfactory. Punctuality, which prioritizes completing work on time with minimal errors, is implemented in implementing the Family Planning (K.B.) program in the field. Initiatives that emphasize independence, creativity, courage to take risks, and responsibility are implemented by family planning instructors. Communication, which includes the use of appropriate media, good communication skills, is critical factors in efforts to reduce birth rates through the family planning program in Sukabumi Regency.

Abstract

This research focuses on the quality of service provided by the Integrated Police Service Center (SPKT) of Sukabumi City Police. The purpose of this study was to determine and describe the services provided by the Integrated Police Service Center (SPKT) of Sukabumi City Police in handling public complaints. The method used is descriptive qualitative with data collection through observation, interviews and documentation. The theory used in this research is Zeithaml et al (1988) with five dimensions namely (1) tangibles, (2) reliability, (3) responsiveness, (4) assurance, and (5) empathy. In this study, researchers used non-probability sampling and purposive sampling techniques to determine informants. The results of this study indicate that based on the five dimensions, the tangibles aspect shows quite good quality even though there are still weaknesses in terms of infrastructure such as service rooms and parking lots that are still limited. The reliability dimension is quite reliable, but there is still room to improve several things such as the delivery of clearer information regarding procedures, flow, and requirements for making reports. Meanwhile, the dimensions of responsiveness, assurance, and empathy show good results with improvements.

Abstract

Zakat Produktif merupakan pemberian modal usaha melalui dana bergulir kepada mustahik, dan dana yang diberikan adalah hak mustahik. Tugas Badan Amil Zakat Nasional Kabupaten Sukabumi yaitu memberikan pendampingan melalui pola Bina Ruhiyah dan Bina Rupiah agar dana tersebut digunakan sebagaimana mestinya karena program ini berjangka panjang yaitu selama 40 pekan.Tujuan dari Zakat Produktif yaitu mengentaskan kemiskinan dan meningkatkan nilai keimanan dan ketaqwaan para peserta untuk berzakat dan berinfaq dengan pola pendampingan yaitu. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif dan menggunakan triangulasi sumber, teknik dan waktu, agar penelitian ini dapat hasil yang akurat. Adapun tujuan dari penelitian ini yaitu untuk mengetahui efektivitas kebijakan produktif yang ada di BAZNAS Kabupaten Sukabumi. Dalam penelitian ini diperoleh kesimpulan bahwa masih banyak masyarakat yang kurang mampu di Kabupaten Sukabumi yang tidak mengikuti Program ini serta banyaknya para pendamping program yang statusnya sudah nonaktif sehingga menghambat pengimplementasian dari kebijakan zakat produktif ini.

Abstract

This study aims to evaluate the performance of the Cimanggis Village Government in managing the Tuesday Market in Cimanggis Village, Cicantayan Sub-district, Sukabumi Regency in 2023-2024, using Dunn's policy evaluation model which includes dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research used a qualitative approach with a descriptive method, where data was collected through in-depth interviews with various informants involved in market management, both from elements of the village government, market managers, traders, and buyers. The results showed that the management of the Tuesday Market has provided tangible benefits to the community, especially in terms of ease of access and affordability of basic needs. However, there are still weaknesses in the aspects of policy responsiveness and accuracy, such as the non-optimal provision of formal communication channels, the lack of periodic evaluation, and the need for innovation to face digital competition. Therefore, improvements in management and market management strategies are needed in order to respond to the challenges and needs of the community in a sustainable manner.

Abstract

Children are a nation’s strategic asset and have the right to grow and develop in a safe, healthy, and supportive environment. The Indonesian government has issued various regulations, such as Law Number 35 of 2014 on Child Protection and Presidential Regulation Number 25 of 2021 concerning the Child-Friendly City/Regency (KLA) Policy, to ensure the protection and fulfillment of children's rights. Sukabumi City is one of the regions implementing this policy and has achieved the "Madya" (Intermediate) level of KLA recognition. However, the implementation of KLA in Sukabumi still faces numerous challenges, particularly in the cluster of special protection, such as the high number of child abuse cases, limited rehabilitation services, weak inter-agency communication, and low levels of public policy dissemination. This study aims to analyze how functional coordination among government agencies is carried out in efforts to realize a Child-Friendly City in Sukabumi. The research employs a qualitative descriptive method with data collected through in-depth interviews, field observations, and document analysis. The study uses Chandra Bose's coordination theory, which includes six key indicators: clearly defined goals, clear lines of authority and responsibility, comprehensive programs and policies, cooperation, effective communication, and effective leadership and supervision. The findings reveal that coordination has been formalized through the establishment of a KLA Task Force, yet its implementation remains suboptimal due to structural and technical constraints. The study concludes that strengthening functional coordination is essential to enhance the success and sustainability of KLA implementation in Sukabumi City.

Abstract

This study aims to determine the implementation of basic social rehabilitation programs for people with disabilities in Sukabumi City. The issues underlying this study are the uneven distribution of basic social rehabilitation services, limited human resources and budget, and suboptimal coordination among implementers. Sukabumi City has experienced fluctuations in the number of people with disabilities from 2020 to 2024, but only a small portion receive basic social rehabilitation services each year, indicating a disparity between needs and program reach. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. Informants in this study consisted of officials from the Sukabumi City Social Service and social pillars at the sub-district/village level. Data analysis in this study included data reduction, data presentation, and conclusion drawing. The theory used in this study was George C. Edward III's policy implementation model, which includes four variables: communication, resources, implementer disposition, and bureaucratic structure. The results of the study indicate that the implementation of the basic social rehabilitation program for persons with disabilities in Sukabumi City has shown positive progress, particularly in terms of inter-agency communication and implementer disposition. However, limitations in the resource dimension and the lack of optimal coordination at the technical level remain the main challenges that need to be addressed promptly. This underscores the importance of improving institutional capacity, strengthening the role of social pillars at the regional level, and increasing budget allocation to ensure the equity and sustainability of basic social rehabilitation services for people with disabilities.

Abstract

The growth of population and infrastructure development in urban areas, including Sukabumi City, has increased the urgency of providing green open spaces (GOS) as a crucial element in maintaining ecological balance and improving the quality of life for residents. The Sukabumi City Government has established thematic parks as part of public GOS to fulfill social, recreational, and aesthetic needs. However, the effectiveness of their management and utilization still faces several challenges. This study aims to analyze the effectiveness of the management and utilization of thematic parks in Sukabumi City using the effectiveness theory of (Nakamura and Smallwood, 1980), which includes five dimensions: goal achievement, efficiency, target group satisfaction, client responsiveness, and maintenance systems. A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation. Informants consisted of representatives from the Public Works and Spatial Planning Office (DPUTR) and local park users. The results indicate that the management of thematic parks in Sukabumi City is not yet fully effective. Several parks are not being utilized in accordance with their designated themes, and even misuse occurs, such as immoral activities and alcohol consumption, reflecting weak supervision. In terms of efficiency, budget constraints are the main obstacle to proper maintenance and facility provision. Although some parks are used quite well, overall public satisfaction remains suboptimal. In conclusion, the management and utilization of thematic parks in Sukabumi City have not been entirely effective. Improved coordination, supervision, public education, and adequate budget allocation are needed to ensure that the parks function according to their intended purposes.

Abstract

This study aims to determine the effectiveness of the Complete Systematic Land Registration Program (PTSL) in making land certificates at the ATR / BPN Kantah, Sukabumi City. The data collection technique in this study was interviews. While the data analysis technique uses descriptive method with qualitative analysis. Based on the results of research through interviews, it shows that the implementation of the Complete Systematic Land Registration (PTSL) program in Sukabumi City has been effective, it's just that there are still several obstacles that occur and the lack of socialization activities carried out so that there are still many people who do not know about the existence of the program. The National Land Agency (BPN) needs to increase program socialization activities to the community so that people can take part in the Complete Systematic Land Registration (PTSL) program and know more about Complete Systematic Land Registration (PTSL) so that in the future more people can take advantage of it.
