Abstract

The degradation of watershed, especially the damages on the upstream may affect hydrological conditions on the downstream area which is the irrigation system. Through payments for environmental services, the result of the rehabilitation of irrigation can be used by communities on the upstream area for conservation so that the availability of water for farmers downstream are available. The purpose of this study is to analyze the perception of WUA’s to the conservation of water resources, observe the value of Willingness to Pay (WTP) of WUA’s and analyze the factors that form WUA’s toward the conservation of water resources. The variables of this research were the socioeconomic variable of WUA’s and their perception of the water resources conservation. The study was conducted at  Boro’s Irrigation Area in Purworejo with a total sample of 44 WUA’s in the first planting season in 2016. There are three methods for data analysis in this study, namely (1) descriptive analysis with content analysis to analyze the perception of the WUA’s to the water resources conservation; (2) Contingent Valuation Method Approach (CVM) to determine the price of willingness to pay by WUA’s in the water resources conservation; (3) Factor Analysis to analyze the relevant factors that affect the willingness to pay (WTP) of WUA’s in the water resources conservation. The result of content analysis show that WUA’s perception about water resources conservation is still need to be raised with education about the importance of water resource conservation. Estimated average WTP of WUA’s in the water resources conservation is IDR 88,438 per year. The total value WTP in Boro area could reach IDR 461.340.000,- Factors that affect their shared WTP simultaneously are age, farming tenure, income, education, land ownership, land coverage and perceptions of the water resources conservation, while the number of family dependents does not significantly affect their WTP are farming experience, knowledge about the condition of the upstream, income, knowledge about the changing quality of irrigation, skills utilization of irrigation, and conservation efforts.Key words: Payment for Environmental Services, perception, Willingness to pay (WTP), Water User’s Assosiation (WUA’s), water resources conservation,

Abstract

Development is a changing process to improve human standard of life that strongly related to the activities of natural resource utilization. It is frequently found that these activities  change the ecosystems and their resources.  Eventually, these changes will give serious impacts to the environments. The most distinct environmental problems are caused by resident migration to the coastal areas, coastal developments, and land limitation. Coastal reclamation is an example of human effort to respond to the land limitation in the coastal areas as observed in coastal areas of Labakkang Subdistrict. Reclamation activity is doing along the coast of Pundata Baji Village, whereas, in other villages, cutting off of mangrove areas as an alternative land expansion is increasingly practiced by the local communities. This Research was aimed to observe the landscape change from 1980 to 2010 at coast area in Labakkang Subdistrict. Each review considers Landsat Image Map (acquired in 1980); Landsat Image Map (acquired in 1990); Landsat  Image Map-7 Enhanced Thematic Mapper Plus (ETM+) (acquired in 2000); Spot Image 4 (acquired in 2005); and Spot 4 LAPAN (acquired in 2010). Result of research indicates that at coast area of Labakkang Subdistrict in 1980, there are 248.3 ha of mangrove vegetation, 2,756.63 ha inundation, and 4,157.0 ha open land. In 1990, there are 234.2 ha mangrove vegetation, 2,251.63 ha embankment, 933.2 ha rice field, and 582.0 ha open land. In 2000, there are 218.3 ha mangrove vegetation, 2,848.1 ha embankment, and 3,579.2 ha rice field. In 2005, it has 121.4 ha mangrove vegetation, 3,762.6 ha embankment, and 2,306.2 ha rice field. In 2010, it is found 48.9 ha mangrove vegetation, 5,029.35 ha embankment, and 749.98 ha rice field.

Abstract

This study was aimed at analyzing variables affecting mangrove resource conservation based on blue economy concept. The model component analysis applied Spearman Rank Correlation test. Result showed that Z-calc.was bigger than Z-tab. (1.64) at 95% confidence level, and therefore, Ho was rejected. This study concluded that resource efficiency, without wastes, social awareness, cyclic system of production, innovation and adaptation, and institution were blue economy concept-based variables. In this case, institutional management of good governance is highly needed. Nevertheless, this study has still focused on limited issues, and therefore, more variables should be added in future studies in relation with their impacts on the blue economy management. Keywords: blue economy, management, mangrove, conservation
