Abstract

In 2018, Palembang became one of the hosts of the biggest sports event in Asia, that’s the Asian Games. As a civil society, the youth community organization is a driving force for the functioning of the social system. This paper explores the role of Pemuda Pancasila as youth community organizations in the success of Asian Games 2018. This study employed descriptive qualitative methods to explore the research objectives. The results showed that Pemuda Pancasila Pelembang conducted peaceful actions to anticipate events which could impact the success of Asian Games 2018, and appealed to the public to contribute to the success of this event through mass and electronic media, furthermore to help maintain security during the Asian Games 2018 event.

Abstract

Artikel ini menganalisi peran wahana lingkup hidup indonesia (WALHI) Jawa Barat sebagai watchdog dalam kerangka civil society pada tahun 2025. Dengan menggunakan teori Larry Diamond yang menekankan fungsi masyarakat sipil dalam hal partisipasi, pluralisme, otonomi, dan kontrol sosial, penelitian ini mengkaji bagaimana WALHI menjalankan fungsi pengawasan terhadap negara dan korporasi secara independen. Penelitian ini menggunakan metode deskriptif kualitatif melalui studi pustaka untuk menggali data dari laporan advokasi, hasil kajian lingkungan, dan dokumen organisasi. Hasil penelitian menunjukkan bahwa WALHI Jawa Barat berperan aktif dalam menjalankan fungsi watchdog melalui advokasi kebijakan tata ruang, pemantauan lingkungan, dan litigasi strategis terhadap pelanggaran yang merusak ekosistem. Aktivitas tersebut berkontribusi terhadap peningkatan transparansi pemerintah daerah dan partisipasi masyarakat dalam pengambilan keputusan publik. Sifatnya yang independen dan partisipatif menjadikan WALHI sebagai aktor penting dalam memperkuat demokrasi ekologis di Indonesia. Dengan demikian, WALHI tidak hanya bertindak sebagai pengkritik kebijakan, tetapi juga sebagai penjaga keadilan lingkungan dan pembangunan berkelanjutan di Jawa Barat.

Abstract

This study aims to analyze the Pentahelix Model in Accelerating Stunting Reduction in East Lombok Regency. This research uses a case study qualitative research approach. Researchers obtained data through observation, interviews, documentation of the subjects and objects of this study. The results of this study are that the problem of stunting in East Lombok Regency has decreased, this is because it is inseparable from the collaboration between various elements such as government, academics, communities, entrepreneurs, and others in order to accelerate the reduction of stunting in East Lombok Regency. In fact, the success of East Lombok Regency in reducing stunting rates won 1st place in the performance evaluation assessment of the implementation of 8 convergence actions in accelerating stunting reduction at the district / city level throughout NTB in 2024.

Abstract

Demokrasikita.id was established as a civil society initiative aimed at enhancing the quality of local democracy, particularly in anticipation of the Bandung City Regional Election. The emergence of demokrasikita.id is a form of criticism of the tendency of participants in the local political process, where the political agenda is often dominated by party elites and certain interests. This study uses a qualitative approach with analysis based on civil society theory. Data collection techniques were carried out through interviews, observation, and documentation studies. The results of the study show that the role of demokrasikita.id in strengthening local democracy as a civil society covers two aspects, namely advocacy through a series of systematic stages, starting from issues to participatory forums and social control, which is realized through five aspirations resulting from the participatory process of the Bandung City Community. Meanwhile, the role of empowerment is not the focus of demokrasikita.id but is still present to complement it. In its efforts to become a forum for civil society movements, demokrasikita.id is often faced with internal and external challenges, such as the commitment of its activists to maintaining the stability and direction of the organization and how it navigates local political and social conditions that do not yet fully support the growth of deliberative public participation.

Abstract

Asosiasi mitra pengemudi ojek online, khususnya Gabungan Aksi Roda Dua (GARDA) adalah organisasi yang secara formil tidak memenuhi kriteria sebuah civil society organization karena mengadvokasikan perihal peningkatan pendapatan profesional (pasar), dan kesejahteraan pribadi (keluarga). Tetapi dalam praktiknya, Garda sering mengurusi pengelolaan kepentingan kolektif yang menyeimbangkan negara, pasar, dan masyarakat sipil. Artikel ini akan menganalisis Garda dengan menggunakan kerangka teori Alexis de Tocqueville tentang karakteristik sebuah civil society otganizations sebagai arena asosiasi entitas masyarakat sipil yang mendukung demokrasi, serta model A.C. LeVan yang membaginya ke dalam dimensi otonomi (autonomy) dan orientasi tujuan (goal orientation). Penelitian ini menemukan bahwa Garda memiliki orientasi tujuan keluar (outward goal orientation) dan tingkat otonomi menengah-tinggi sebagaimana karakteristik civil society organization pada umumnya. Melalui aksi kolektif dan pengawalan isu, Garda mencerminkan perannya yang tidak hanya memperjuangkan kepentingan kapital anggotanya, tetapi juga berperan penting sebagai pengawas dan mediator demokrasi pada tata pemerintahan lokal dan khususnya nasional. Penelitian ini memberi kontribusi dalam memperluas pandangan mengenai organisasi hibrida dalam konteks gerakan pekerja online, dengan menempatkan Garda sebagai contoh bahwa peranan civil society organization dapat dijalankan oleh organisasi yang secara formil bersifat for-profit bagi keluarga dan pasar. The online motorcycle taxi drivers' association, particularly the Two-Wheeled Action Association (Garda), is formally not categorized as a civil society organization because it primarily advocates for increase in professional income (market) and personal interest (family). However, in practice, Garda also engages in collective action that balances the interests of the state, the market, and civil society. Using Alexis de Tocqueville’s theoretical framework of civil society organization  as arenas of voluntary associations that support democracy, along with A.C. LeVan’s model of autonomy and goal orientation, this article analyzes the characteristics, autonomy, and goal orientation of Garda’s movement. Garda demonstrates an outward goal orientation with a medium to high level of autonomy. Through collective mobilization, rights advocacy, and political engagement, Garda exhibits several characteristics of civil society organization. Garda not only fights for material prosperity for online motorcycle taxi drivers (including its members), but also plays a significant role as a democratic supervisor and mediator in local and especially national governance. This research contributes to the discourse on hybrid organization in the context of digital labor movements in Indonesia by illustrating that a for-profit organization oriented toward family and market interests can simultaneously exercise the functions of a civil society organization.

Abstract

Manajemen Talenta dalam pengembangan karier Pegawai Negeri Sipil yang diterapkan di Kota Bandung sampai saat ini belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan. Metode yang digunakan dalam penelitian ini, yakni kualitatif . Pengumpulan data dilakukan teknik wawancara akan digunakan sebagai alat dalam riset kualitatif. informasi yang tidak tercatat dalam dokumen, informasi dari kejadian dan kepribadan yang relevan. Teknik analisis data yang digunakan dalam penelitian ini, yakni analisis model interaktif. Reduksi data, penyajian data, dan penarikan kesimpulan, dilakukan dengan bentuk interaktif dengan proses pengumpulan data sebagai suatu siklus. Hasil penelitian menunjukan, implementasi kebijakan talenta belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan.

Abstract

This study analyzes the position of Turning Point USA (TPUSA) as a right-wing civil society organization in the context of American democracy and examines how it influences contemporary political dynamics through ideological mobilization. Since its establishment in 2012 by Charlie Kirk, TPUSA has rapidly developed as a conservative movement targeting youth political engagement through educational institutions, social media activism, and political campaigning. This research employs a library research method with a discourse analysis approach to examine TPUSA’s narrative construction, communication strategies, and political agenda. Philippe Schmitter’s civil society theory is used to explain TPUSA’s role as a non-state actor, while Muthiah Alagappa’s theoretical perspective highlights the ambivalent nature of civil society, which can either strengthen or undermine democracy. The findings show that TPUSA promotes conservative ideology while operating as an extension of partisan political interests closely connected to the Republican Party and Donald Trump’s political network. Beyond advocacy and political education, TPUSA contributes to political polarization, delegitimization of democratic institutions, and the spread of disinformation, most evidently through its involvement in the “Stop the Steal” movement. This study concludes that civil society organizations may become instruments of democratic backsliding when driven by ideological exclusivity and partisan motives.

Abstract

The agrarian conflict in Dago Elos reflect the complexity of land ownership of land ownership issues in Indonesia, which are often shaped by colonial legal legacies and power imbalances. This study aims to analyze the role of BandungBergerak as part of civil society in supporting the struggle of Dago Elos residents to defend their land rights. The research employs a descriptive qualitative method, using interviews with key informants and literature studies from academic sources and media publications. The findings reveal that BandungBergerak functions not only as an alternative media outlet providing critical information but also actively engages in advocacy, community empowerment, and civil society networking. These roles are manifested in in-depth reporting, educational programs, trauma healing, and cultural initiatives that strengthen community solidarity. Applying Charles Tilly’s social movement theory, the struggle of Dago Elos residents can be understood as a consistent social movement characterized by campaigns, diverse repertoires of action, and the WUNC (worthiness, unity, numbers, commitment) display. This study underscores the significant contribution of alternative media such as BandungBergerak in reinforcing local democracy through community accompaniment and the expansion of public participation spaces.

Abstract

Singkawang Mayor's Regulation Number 11.1 of 2023 concerning Changes to the Singkawang City Regional Development Plan for 2023 - 2026 with one of the objectives being "Increasing the quality of competitive and characterful human resources" with the strategic target "Increasing the quality of Education" providing direction for Education policy, especially in efforts to increase the knowledge dimension of HDI.The low increase in indicators in the knowledge dimension means that breakthrough efforts and appropriate local government strategies are needed to encourage the increase in HLS and RLS. research with the title Singkawang City Government Strategy in Increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023 with strategy theory from Geoff Mulgan (2009) to analyze the Singkawang City Government's strategy in increasing the Human Development Index (HDI) in the Knowledge Dimension in 2023. The method used in this research is qualitative. Data collection techniques use observation, interviews, documents and audiovisual and digital materials. The research time was 9 months. The results of the analysis of the Singkawang City Government's strategy in increasing the HDI in the Knowledge dimension in 2023 consist of 5 (five) aspects or stages, there are namely: Purpose (objective), Environments (environment), Directions (direction), Actions, and Learnings.

Abstract

Palm oil transportation in rural Indonesia generates significant environmental and social impacts that extend beyond cultivation-phase concerns. In Telaga Arum Village, North Kayong Regency, West Kalimantan, intensive truck traffic has degraded village roads, disrupted drainage systems, and constrained community mobility. This study examines how governance arrangements shape the management of these impacts at the village level. Using a qualitative case study design, data were collected over a 14-day field period (January–February 2026) through semi-structured interviews with twelve key informants representing village government, district authorities, palm oil companies, and community members, complemented by field observation and document analysis. Thematic analysis identifies four recurring governance patterns: (1) absence of binding accountability mechanisms for infrastructure maintenance, evidenced by repeated but unanswered formal repair requests; (2) community participation limited to deliberation forums without documented action plans or follow-up authority; (3) restricted transparency regarding operational agreements between companies and government; and (4) unpredictable intervention patterns driven by social or political pressure rather than stable regulatory frameworks. These findings demonstrate that infrastructure degradation is not solely a technical issue but reflects an “accountability vacuum,” defined as a governance condition in which multiple actors are formally present but none hold enforceable responsibility due to fragmented authority and jurisdictional ambiguity. This concept advances environmental governance analysis by distinguishing situations of distributed but non-binding responsibility from more general forms of weak enforcement or coordination failure. The study concludes that improving governance requires institutional reforms that clarify intergovernmental responsibilities, establish binding corporate obligations for the use of public infrastructure, and strengthen participatory mechanisms by linking community input to decision-making authority. The findings contribute to broader debates on local environmental governance by showing how global commodity logistics produce localized governance gaps in rural contexts.   Aktivitas transportasi kelapa sawit di wilayah perdesaan Indonesia menimbulkan dampak lingkungan dan sosial yang signifikan yang melampaui isu pada tahap budidaya. Di Desa Telaga Arum, Kabupaten Kayong Utara, Kalimantan Barat, intensitas lalu lintas truk yang tinggi menyebabkan kerusakan jalan desa, gangguan sistem drainase, serta pembatasan mobilitas masyarakat. Penelitian ini bertujuan untuk menganalisis bagaimana tata kelola memengaruhi penanganan dampak tersebut di tingkat desa. Penelitian ini menggunakan pendekatan studi kasus kualitatif. Data dikumpulkan selama periode lapangan 14 hari (Januari–Februari 2026) melalui wawancara semi-terstruktur dengan dua belas informan kunci yang mewakili pemerintah desa, pemerintah daerah, perusahaan kelapa sawit, dan masyarakat, serta dilengkapi dengan observasi lapangan dan analisis dokumen. Analisis tematik mengidentifikasi empat pola utama tata kelola: (1) ketiadaan mekanisme akuntabilitas yang mengikat dalam pemeliharaan infrastruktur, yang ditunjukkan oleh pengajuan permintaan perbaikan yang berulang namun tanpa respons formal; (2) partisipasi masyarakat yang terbatas pada forum musyawarah tanpa rencana aksi dan tindak lanjut yang mengikat; (3) keterbatasan transparansi terkait kesepakatan operasional antara pemerintah dan perusahaan; serta (4) pola intervensi yang tidak dapat diprediksi dan lebih dipengaruhi oleh tekanan sosial atau politik daripada kerangka regulasi yang stabil. Temuan ini menunjukkan bahwa degradasi infrastruktur tidak semata-mata disebabkan oleh faktor teknis, melainkan mencerminkan adanya “kekosongan akuntabilitas” (accountability vacuum), yaitu kondisi tata kelola di mana berbagai aktor secara formal terlibat, tetapi tidak ada pihak yang memiliki tanggung jawab yang mengikat akibat fragmentasi kewenangan dan ambiguitas yurisdiksi. Konsep ini memperluas analisis tata kelola lingkungan dengan membedakan kondisi tanggung jawab yang tersebar namun tidak mengikat dari bentuk kegagalan tata kelola lainnya seperti lemahnya penegakan atau kegagalan koordinasi. Penelitian ini menyimpulkan bahwa perbaikan tata kelola memerlukan reformasi kelembagaan yang menegaskan pembagian kewenangan antar level pemerintahan, menetapkan kewajiban perusahaan yang mengikat dalam penggunaan infrastruktur publik, serta memperkuat mekanisme partisipasi dengan menghubungkan aspirasi masyarakat dengan otoritas pengambilan keputusan. Studi ini berkontribusi pada pengembangan kajian tata kelola lingkungan lokal dengan menunjukkan bagaimana rantai pasok komoditas global menghasilkan kesenjangan tata kelola di tingkat perdesaan.
