Abstract

Mitigation is an effort with a goal tominimize impact of disasters by carrying out proper planning. Geological and hydrometeorological disasters are disasters that are often experienced by Indonesia. In Indonesia hydrometeorological disasters such as floods are affected by strong westerly winds and world climate change. Inappropriate land use change also supports the occurrence of this disaster. The purpose of this study was to determine the standard of flood mitigation services in Karangbinangun Lamongan and to recommend forms of flood disaster mitigation in Karangbinangun Lamongan. This study uses analysis with qualitative research methods. The analysis was carried out with reference to Law No. 24 of 2007 concerning Disaster Management. The results of this study are that there are 14 Public Service Standards for flood disaster mitigation.

Abstract

Sidoarjo Regency is one of the regions with the highest number of industries in East Java. This condition makes Sidoarjo prone to environmental pollution, particularly caused by industrial waste that is not managed optimally. This study aims to analyze stakeholder synergy in industrial waste management as an effort to achieve environmental sustainability in Sidoarjo Regency. The approach used is descriptive qualitative, applying the stakeholder synergy theory by Satibi and Vaugan, which consists of five dimensions: shared perception, communication patterns, policy actors' attitudes, organizational structure, and resource potential. Data were collected through in-depth interviews, documentation, and analysis of relevant secondary data. The results of the study show that stakeholder synergy has been initiated but is not yet functioning optimally. In the dimension of shared perception, there are still differences in understanding among parties regarding technical regulations and authority distribution. Communication between institutions tends to be incidental and unstructured, while outreach to the public remains limited. The attitude of policy actors shows commitment and responsiveness, but this has not yet been followed by consistent policy implementation. The organizational structure between institutions has been established, but it has not been fully integrated into a collaborative working system. Meanwhile, the potential of available resources—particularly human resources and monitoring facilities remains limited and has not been able to cover all areas affected by industrial waste.

Abstract

The uninhabitable housing program (RUTILAHU) in Surabaya City is one of the programs that aims to overcome poverty for low-income people who have slums and are still below the standard value of habitable housing. The government has made several efforts through programs that can help the poor, with the aim that the program can help improve the standard of living and health of the poor. In this study, using the Bridgman & Devis (2000) policy evaluation theory which has several indicators including Input, Process, Output, Outcome. The research method uses a qualitative method by describing a situation that actually occurs in the field. Data collection techniques can be taken from accurate interview results so that it can be seen to what extent the uninhabitable housing program has been running in the last three years in Surabaya City. The author's evaluation results show that the uninhabitable housing program has been running in accordance with applicable policies and has achieved development targets each year, so that many people are helped because they can have decent housing to improve the standard of living and health of the recipient community.

Abstract

Surabaya is one of the largest metropolitan areas in Indonesia, almost the same size as Jakarta. Surabaya has experienced rapid infrastructure development and plays an important role in the economy of the surrounding area. This can create new problems for the city of Surabaya, such as the emergence of urban disparities with the presence of slums. In accordance with the Regional Regulation of the City of Surabaya Number 2 of 2024 concerning the Acceleration of Poverty Alleviation in the City of Surabaya, efforts to alleviate poverty in the area must be carried out through various programs. A strategy is carried out in the form of empowering underprivileged communities through the implementation of social programs, for example the Kampung Madani Program which focuses on empowering communities through zakat, infaq, and shodaqoh. This study aims to analyze collaborative governance in the Kampung Madani program in an effort to reduce poverty in the city of Surabaya. In this study, the approach applied is a descriptive qualitative research method. In this study, the objects of this research are 3 Kelurahan in Surabaya, namely Kelurahan Kalirungkut, Kelurahan Tenggilis Mejoyo, and Keputih. The results of this study indicate that the implementation process in the 3 sub-districts that were the objects of this study has not all run optimally. 2 sub-districts have a relatively good collaboration process, but 1 other sub-district has a collaboration process that has not run optimally. Even so, the implementation of the Kampung Madani program has shown a number of small positive achievements.
