Abstract

Development of fish processing industry in Indonesia obtain a new momentum since issuing the act No. 31/2004 regarding fisheries and determining of agriculture revitalization in the National Development Agenda 2004-2009. The strategy that can be carried out to accelerate development of fish processing industry is development of Prime Fishery Products, those are high quality, safety, competitive and high value added fishery products. The aim of research is to improve quality of public policies in development of fish processing industry, by analyzing factors those have role to Prime Fishery Products, which are (1) public policy related to quality and safety assurance, (2) entrepreneurial orientation, and (3) human resource competency. The research sample is frozen fish processing plants located in Banten Province, Jakarta Province, West Java Province, Central Java Province, Yogyakarta Province and East Java Province. The research is used the descriptive method survey and compiled data are analyzed using Structural Equation Modeling (SEM) method. The result of research is point out criteria of Prime Fishery Products that strongly influence is competitiveness, followed by quality and safety assurance. While value adding is not significantly influence. All determinant factors of Prime Fishery Products are significantly having roles. The leading role is entrepreneurial orientation, followed by public policy and human resource competency.

Abstract

Development of fishery activity shall be conducted base on the characteristic of potency owned by a territotial water region. South Java water region has a characteristic condition of fisheries resources which need a specific management. Based on a fishery resources potency, South Java water region has a very big potency, but fishery activity just develop in a certain places only, namely Palabuhan Ratu, Cilacap and Prigi. The research has aim to build a model of fisheries development which is adopted by a regional characteristic. Method of the system approach used to analyse the problem and develop the model. System engineering compiled in a model with three submodels are 1) fishery effort (submodel USAHA), 2) requirement of PP/PPI, functionality and accessability (submodel PELABUHAN) and 3) policy and institution (submodel LEMBAGA). Firstly model determined commodity’s priority, strategy of model implementation using interpretative structural modellig (ISM) technique. The study resulted two models are 1) tuna fisheries development model and 2) coastal fisheries development model. At tuna fisheies development model, its expressed that tuna fishery business represent a high risk business, the government policy which do not support the business like increasing the fuel price giving big impact for continuing the business. Fishing port which capable to support tuna fishery’s business are PPS Cilacap and PPN Pelabuhan Ratu. Developments are require to be done by the intregrated institution which can accommodate the stakeholder needs. At the model of fisheries coastal development, the commodity’s priority are bonito, skipjack, white pomfret, hair tail, lobster, shrimp and anchovy. Fishery business covering gillnet multifilament, gillnet monofilament, purse seiner, trolling,’payang’, trammel net and ‘pancing rawai’. The effort can be done in middle scale or small scale. Existing PP/PPI mostly can be able to support fisheries acivity in each region. Role of KUD, HNSI and group of fisherman require to be improved for fisherman empowerment. Strategy of implementation model require to pay attention to the system which is a key element for succeeded the system.

Abstract

Indonesia, an archipelago of 17,508 islands has an abundant of marine resources and also strategic position in international sea-traffic. MCS should be applied to protect Indonesia from illegal activities at the sea. The purpose of this research is to design a national monitoring control and surveillance system in developing Indonesian maritime. Benchmarking analysis was chosen as the preferred analysing method to compare the Indonesian MCS activities with 24 other countries. In order to determine the key factors of Indonesian MCS system, an expert survey was performed. The analysis result shows that the Indonesian MCS activities still operates in a low level compared to the MCS activities of many countries, such as Canada, Australia, and America. Thus, in order to reach a more preferred level, lndonesia has to improve their MCS operation base and furthermore also improve their MCS performance. In order to improve the Indonesian MCS system, factors such as legislation and permission should be more heavily considered, while the performance level of other factors relating to MCS should also be increased. Further research conducted through the SWOT and statistical analysis is still needed in order to determine the system development model of Indonesian MCS.Key words: MCS, benchmarking analysis, design system, prospective analysis.

Abstract

The capture offisheries sustainability is management and the utilization off fish resources which can guarantee the availability of that resources continuously. In this research, the sustainability status offisheries in Manado city has been examined through ecological, economic, sociological, technological, and ethical approaches by employing RAPFISH technique. The status of the purse seine fishery in this region is 53% of the fisheries sustainability which is classified as good fisheries. Meanwhile, tuna long pole­-lines and gillnets fisheries status are 57.5% and 60.1 %, respectively, of the good fisheries sustainability. Improvement of this status can be carried out by improving the several attributes qualities, among others: wage, other income and sector employment (economy); socialization offishing, environmental knowledge and kin participation (social); pre-sale processing, gear selectivity and fishing power (technology); alternatives and just management (ethics).Key words: sustainability, fisheries status, coastal city

Abstract

Arafura merupakan salah satu  perairan di Indonesia “the golden fishing ground” dalam industri perikanan tangkap Indonesia. Potensi lestari (MSY) sebanyak 771.600 ton /tahun terdiri ikan pelagis, ikan demersal, udang, cumi-cumi, lobster dan ikan karang, Laut Arafura telah menjadi "faktor menarik" untuk perikanan tangkap skala besar yang menggunakan kapal > 30 GT. Sayangnya, memancing intensitas tinggi di Laut Arafura mengakibatkan "penangkapan ikan yang berlebihan" dan masalah lain sebagai Illegal-Unreported-Unregulated (IUU) fishing, metode penangkapan ikan yang merusak, perusakan habitat ikan, dan konflik sosial. Di sisi lain, Laut Arafura telah memberikan kontribusi yang signifikan dalam mendapatkan pekerjaan pemerintah dan menyediakan bagi nelayan dan orang-orang yang terlibat. Sehingga sangat penting untuk mengelola Laut Arafura perikanan mempertimbangkan aspek multi-disiplin seperti ekologi, teknologi ekonomi, sosial, dan etika. Juga penting untuk mengetahui keadaan keberlanjutan Laut Arafura dalam multi-disiplin sebagai dasar untuk menentukan kebijakan perikanan terbaik di daerah itu di masa depan. Ada 5 (lima) perikanan utama (dengan alat tangkap) di Laut Arafura menggunakan sebagai jaring ikan, jaring udang, insang bersih, garis panjang bawah, dan garis squid / jigging. RAPFISH (Penilaian cepat untuk Perikanan) adalah metode analisis baru yang dikembangkan oleh University of British Columbia, Kanada untuk mengevaluasi keberlanjutan perikanan dalam multi-disiplin. Analisis RAPFISH (termasuk Leverage dan Monte Carlo analisis) oleh 5 (lima) jenis perikanan memberikan beberapa hasil sebagai: (1) perikanan dari Laut Arafura adalah cukup berkelanjutan dengan skor 53,86; (2) squid jigging, rawai bawah , dan perikanan berkelanjutan gillnet cukup; tetapi ikan bersih dan jaring udang kurang berkelanjutan, (3) dimensi ekologi yang baik dengan skor 72,43 berkelanjutan, tetapi dimensi etika kurang berkelanjutan dengan skor 37,26. Analisis Leverage menunjukkan atribut yang memberikan pengaruh tertinggi untuk setiap dimensi sebagai: (1) ukuran ikan pada dimensi ekologi, (2) sektor pekerjaan pada dimensi ekonomi, (3) FAD (ikan menarik perangkat) menggunakan dan selektivitas gigi pada teknologi dimensi; (4) tingkat pendidikan pada dimensi sosial, dan (5) hanya manajemen padadimensi etika. Ini direkomendasikan untuk pengembangan perikanan Laut Arafura untuk mempromosikan alat tangkap rawai keberlanjutan seperti cumi jigging, bawah, dan perikanan gillnet.Kata kunci: Laut Arafura, RAPFISH, keberlanjutan

Abstract

Indonesia has some of the world‟s most diverse coral reefs in need of protection. These biodiversity hotspots have attracted international attention and are well described in the literature. However, they are home to only a small portion of the fishing communities in this country. The state of many of the other communities has yet to be studied in depth. As a step in that direction, this paper focuses on fishing communities in mainland West Sumatera and, using data collected by government agencies, defines two indicators that will be useful nationally. The first is a measure of the communities‟ dependency on fishing as a source oflivelihood, the second a measure of poverty that is appropriate to Indonesian fishing communities. For mainland West Sumatera these parameters identify five areas that are highly dependent on fishing (> 10% employment in fishing) with two of these containing large numbers of fisher households in a state of poverty. These two are Sei Beremas and Sasak Ranah Pasisie in the regency Pasaman Barat. Neither of these are located at well investigated hotspots and further work will be required to identify the underlying reasons for the combination of dependency and poverty found in these places. The methodology described in this paper isapplicable to the ongoing implementation of the national marine spatial planning program. Keywords: fisheries, Indonesia, poverty

Abstract

Badan Pusat Statistik (2008) menyatakan hanya sekitar 13% usaha skala kecil yang mampu mengakses pembiayaan dari perbankan, dan usaha perikanan skala kecil termasuk gillnet merupakan yang paling rendah. Hal ini karena pengelolaan usaha yang belum baik terutama dari aspek kelayakan finansial dan pengalokasian faktor produksi yang dibutuhkandalam operasi penangkapan ikan. Penelitian ini bertujuan untuk menganalisis sensitivitas kelayakan usaha dan faktor produksi signifikan dalam operasi perikanan gillnet. Hasil analisis menunjukkan usaha perikanan gillnet di Kota Tegal mempunyai Nilai NPV, Net B/C, IRR, dan ROI berturut-turut Rp 1.993.457.657, 72, 1,09, 75,64%, dan 51,74, sehingga layakdikembangkan dan mendapatkan dukungan pembiayaan. Usaha perikanan gillnet sensitif terhadap penurunan penerimaan (Rp 3.845.549.000 per tahun) hingga 6,9%, peningkatan semua kebutuhan operasional (Rp 2.991.750.000 per tahun) hingga 21,7%, dan peningkatan kebutuhan solar (Rp 1.323.000.000 per tahun) hingga 49,1%. Ukuran jaring, lama trip, stock BBM, stock es, anak buah kapal (ABK), stock air tawar, dan perbekalan signifikan (sig < 0,05) mempengaruhi produksi ikan pada perikanan gillnet di Kota Tegal. Ada kecenderungan produksi ikan meningkat dengan bertambahnya panjang gillnet, stock BBM, stock es, danjumlah ABK yang ikut serta, sedangkan penambahan trip operasi, stock air tawar dan perbekalan tidak menyebabkan peningkatan.Kata kunci: faktor produksi, kelayakan, sensitivitas, dan signifikan

Abstract

Model pengelolaan pulau-pulau kecil berdasar pada geometrik terumbu karang dapat digunakan dalam penentuan suatu kawasan konservasi laut. Metode ini mencoba melihat ikantarget sebagai variabel prediksi, karang sebagai variabel indikator dan geometri terumbu sebagai variabel pengungkit yang dipakai sebagai suatu unit penentuan suatu kawasankonservasi laut. Adapun tujuan dari penelitian ini adalah mengungkapkan model geometri terumbu pulau kecil sebagai suatu kerangka model dalam penentuan kawasan konservasi dan perencanaan perikanan artisanal berbasis ekosistem. Hasil penelitian ini menunjukkan bahwa komposisi kelimpahan ikan target bervariasi antara 208–732 individu/250 m, tutupan karang keras 28,40–50,92% dan karakteristik pulau berdasar geometri terumbu terdiri dari 4 model yaitu terumbu segitiga, terumbu lingkaran, terumbu ginjal dan persegi panjang terumbu. Dari hasil simulasi dengan pendekatan indeks kesamaan (morpho-structural groups ) berdasar pada persentasi tutupan karang, model yang terbentuk menghasilkan 3 kelompok utama, dengan Pulau Mahoro 1 dan 2 menunjukkan nilai konservasi tertinggi. Model pendekatan geometrik terumbu pulau-pulau kecil ini adalah merupakan salah satu cara di dalam penentuan unit kawasan konservasi, bukan sebagai syarat ekslusif dalam membuat keputusan tentang kebijakan atau zonasi kawasan konservasi. Sebaliknya metode ini memperkirakan kelas terumbu dan ikan target sebagai unit di dalam penentuan lokasi konservasi, sehingga perlu ada kombinasi lain yang berhubungan dengan target konservasi lainnya. Target konservasi ini bisa dikombinasikan dengan keberadaan spesies langka (endangered spesies), sosial ekonomi nelayan, aktivitas transportasi dan faktor fisik perairan di dalam penetapan status kawasan konservasi.Kata kunci: geometri, konservasi, spesies, terumbu

Abstract

Reklamasi merupakan salah satu jalan untuk mengatasi kebutuhan lahan di DKI Jakarta yang terus meningkat. Program reklamasi yang akan dilaksanakan di Teluk Jakarta tentunya membawa dampak terhadap aktivitas perikanan yang  saat ini telah berlangsung. Penelitian inibertujuan untuk mengidentifikasi dampak reklamasi terhadap aktivitas perikanan dan strategi adaptasi nelayan untuk menghadapi dampak tersebut. Hasil penelitian menunjukkan bahwa dogol, bagan, payang, gillnet dan budidaya kerang hijau merupakan jenis aktivitas perikananyang akan menerima dampak reklamasi dimana gangguan terhadap jalur kapal, rusaknya sumber daya ikan dan gangguan terhadap budidaya kerang hijau merupakan jenis dampak yang paling dominan.  Nelayan akan tetap menjalankan profesinya sebagai nelayan meskipun terjadi penurunan hasil tangkapan atau harus berpindah ke lokasi lain sebagai dampak dari kegiatan reklamasi.
