Abstract

ABSTRACTThe Fisheries Management Area of Republic Indonesia or often abbreviated as WPP-NRI is a fisheries management area for fishing, conservation, research and fisheries development covering inland waters, archipelagic waters, territorial sea, additional zones and the Exclusive Economic Zone of Indonesia (ZEEI). Priority of selection work unit surveillance as the base pier becomes something very important because the pier of the surveillance vessel becomes a major requirement. The base pier is not just a place to moor the vessel but the base pier becomes a function of ongoing surveillance operations. In this case the facilities and facilities of the base pier should be able to provide facilities as well as ease in supporting surveillance operations activities.Problem in selection of prioritization unit of work is a complex problem, it needs a method to overcome them.TOPSIS is one of decision making method capable for solving the problem of multi-criteria, TOPSIS working principle is the chosen alternative should have the closest distance from the positive ideal solution and the farthest from the most negative solution.The result of testing on 11 alternatives in 6 criteria showed that development priority area for fisheries surveillance work units in WPP NRI 711 were: Batam (score 0,672) work unit Pontianak (score 0,671), and Natuna (score 0,647).The results of the ranking are to be used as a reference for determining the improvement surveillance strategy and to minimize losses due to illegal fishing of the natural resources in the region of WPP NRI711 in Indonesia.Keywords: TOPSIS, work unit, WPP NRI 711ABSTRAKWilayah Pengelolaan Perikanan Negara Republik Indonesia atau sering disingkat dengan WPP NRI merupakan wilayah pengelolaan perikanan untuk penangkapan ikan, konservasi, penelitian, dan pengembangan perikanan yang meliputi perairan pedalaman, perairan kepulauan, laut teritorial, zona tambahan, dan Zona Ekonomi Ekslusif Indonesia (ZEEI). Prioritas pemilihan UPT Pengawasan SDKP (Sumber Daya Kelautan dan Perikanan) sebagai dermaga pangkalan menjadi sesuatu yang sangat penting dikarenakan dermaga kapal pengawas menjadi suatu kebutuhan yang paling utama. Dermaga pangkalan bukan hanya sebatas tempat untuk tambat kapal saja melainkan dermaga pangkalan menjadi sebuah fungsi berlangsungnya kegiatan operasi pengawasan. Dalam hal ini adalah sarana dan fasilitas dermaga pangkalan harus mampu memberikan fasilitas serta kemudahan dalam mendukung kegiatan operasi pengawasan. Permasalahan penentuan prioritas pemilihan satker merupakan masalah yang komplek maka diperlukan suatu metode untuk membantu mengatasinya. TOPSIS adalah metode pengambilan keputusan yang mampu menyelesaikan masalah multi-criteria. Prinsip kerja TOPSIS adalah alternatif yang dipilih harus memiliki jarak terdekat dari solusi ideal positif dan terjauh dari solusi ideal negatif. Dari pengujian 11 alternatif dari 6 kriteria didapatkan prioritas pengembangan satuan kerja wilayah pengawasan perikanan di WPP 711 adalah: Satker Batam = 0,672; Satker Pontianak = 0,671 dan Satker Natuna = 0,647. Hasil perangkingan tersebut akan dijadikan acuan sebagai dasar penentuan strategi peningkatan pengawasanwilayah perikanan di WPP 711 sehingga mampu meminimalisasi kerugian negara akibat pencurian SDA di wilayah WPP 711 Indonesia.Kata kunci: TOPSIS, unit kerja, , WPP NRI 711

Abstract

Traditional use zones (TUZ) of Misool is located within the marine protected area of Misool which has high marine biodiversity, especially coral and reef fish. Regulating the use of fishing gears in TUZ of Misool,it is essential to ensure the sustainability of marine ecosystems and fisheries in the region. The  objective of this study isto determine the suitability of fishing gear inthe depth zone of less than 50 m and more than 50 m in Misool TUZ, Raja Ampat. The fishing gear suitability was assessed based on bioecological, social, and legal aspects. The method used in this research was analytic hierarchy process (AHP) whichderivesthe prioritiesfor criteria and alternative fishing gear using expert judgment. The results of the analysis showed that fishing gears that wasmost appropriate to be operated in the zone which has thewater depth of less than 50 m was handline.  The most decisive criteria for thiswasthat the fishing gear was undestructive to coral reef ecosystem and seagrass ecosystem. In addition,fishing gears that were suitable inthe zone with depth more than 50 m were trolline and handline, and the most decisive criteria wasthe availability of fish target and not causing conflict between fishermen. On the other hand gillnet and liftnet had a low compatibility to be used in both zones.Keywords:   Analytic hierarchy process, marine protected area,Misool Raja Ampat,suitability of fishing gear, traditional use zones ABSTRAKZona pemanfaatan tradisional (ZPT) Misool terletak di dalam kawasan lindung laut Misool yang memiliki keanekaragaman hayati laut yang tinggi, terutama ikan dan terumbu karang. Oleh karena itu,pengaturan penggunaan alat tangkap ikan di ZPT Misool sangat penting untuk menjamin keberlanjutan ekosistem laut dan perikanan di wilayah ini. Penelitian ini bertujuan untuk mengetahui kesesuaian alat tangkap untuk dioperasikan di zona perairan pada kedalaman kurang dari 50 m dan lebih dari 50 m di ZPT Misool, Raja Ampat. Kesesuaian alat penangkapan ikan dinilai berdasarkan aspek bioekologi, sosial dan legal. Metode yang digunakan dalam penelitian ini adalah metode Analytical Hierarchy Process (AHP) dengan pembobotan terhadap kriteria dan alternatif alat tangkap menggunakan penilaian pakar. Hasil analisis menunjukkan bahwa alat tangkap yang paling sesuai digunakan di zona perairan pada kedalaman kurang dari 50 m adalah pancing ulur, dengan kriteria yang paling menentukan adalah tidak merusak ekosistem terumbu karang dan ekosistem padang lamun. Kemudian pada zona perairan pada kedalaman lebih dari 50 m, alat tangkap yang sesuai digunakan adalah pancing tonda dan pancing ulur, dengan kriteria yang paling menentukan adalah ketersediaan target ikan dan tidak menimbulkan konflik antara nelayan. Abstract

Capture fishery has an important role in the economic activity and livelihood among the people ofYogyakarta, but its dynamic interaction is not yet effective and still dominated by monopoly practices.This study has analyzed the feasibility and appropriate dynamic interaction for the development ofcapture fishing. The method developed in the study consisted of a cost-benefit analysis and SEM.Catching fish using sero, payang, gillnet, and krendet was found to be feasible and obtain net profits of Rp. 44,291,851, Rp. 91,202,416, Rp 47,585,387, and Rp 56,514,757, respectively. The most significant aspects of interaction determining the environments (internal, external, and industrial), business strategies, fishing industry performance, and development goals were management, social aspect, entry barrier, finance, and feedback period. For the construct interaction, the internal environment had a significant positive effect on the external environment, the external environment had a significant positive effect the industrial environment, and the business strategies had a significant positive effect on the goal of fishery development.

Abstract

Tambak memegang peranan penting sebagai sumber ekonomi masyarakat pesisir di Provinsi Nanggroe Aceh Darussalam (NAD). Akan tetapi, tsunami 26 Desember 2004 telah merusak sebagian besar tambak di provinsi ini dengan prediksi kerugian lebih dari 1 trilyun dan 14 859 rumah tangga hilang sumber mata pencaharian. Kebutuhan biaya rehabilitasi satu hektar tambak yang rusak berat adalah Rp 32.76 juta, rusak sedang yang direhabilitasi dengan mesin (capital intensive) adalah Rp 20.92 juta dan dengan manual (laborintensive) adalah Rp 12.37 juta, dan rusak ringan yang direhabilitasi dengan mesin Rp12.37 juta dan manual Rp 5.89 juta. Pendapatan dari budidaya tambak tradisional plus adalah Rp 14.7 juta/ha/tahun dan menyeraptenaga kerja 488 hok. Analisis finansial, dengan discount rate 15%, menunjukkan bahwa pengelolaan tambak di Aceh layak (feasible) dilakukan. Belajar dari kegagalan masa lalu, maka ke depan, pengelolaan tambak di Aceh harus diarahkan pada pola Manajemen Kesehatan Budidaya Udang (Shrimp Culture Health Management- SCHM).Kata kunci: Tambak, tsunami, rehabilitasi, biaya, tenaga kerja, dan pendapatan.

Abstract

Makassar city of South Sulawesi Province has potency and opportunity to develop fisheries industry to become the biggest fisheries industry in the eastern Indonesian region.  Geographically, the Makassar city is located in a strategic eastern Indonesian region that bringing consequency to become the gate of export for trading product.  The research objectives are to create development model of fisheries industry in Makassar city base on the fishing port, to describe the existing condition of fishing activities and its influence level to formulate significant influence factors, and to formulate development strategy of fisheries industry in Makassar city.  This research was conducted from March to November 2009 in Makassar city.  Data was taken from fishery industries as respondent, such as fishing characteristic, fishing industry, management industry, export, and policy.  The result of SEM analysis showed the goodness of fit index criterias, namely: chi-square, probability, RMSEA, CFI, IFI, GFI, AGFI, and PGFI.  Based on the regression analysis on weight values of the interaction with other factors, it can be significant or non-significant relation, wherereas the significant relation is necessary.  The goverment policy on the development of Untia Archipelago Fishing Port in Makassar city is to continue fishing activity to provide materials of fishery industry.  Developing model of fisheries industry base on the fishing port with eight factors can be used to plan the fishery industry development.   Key words: model, fishing port, fishery industry, SEM

Abstract

Although tuna fisheries have significant role on Indonesian fisheries, concept for integrated tuna fisheries development in South Java Waters have not been implemented yet.  This study was aimed to design model for tuna fisheries development in South Java Waters.  Because of fisheries is a complex system, therefore the system approach was applied in this study.  The system design, named SIMPENA model, consist of three submodels, there are (1) fisheries business (USAHA), (2) fishing port requirement: functionality and accessibility (PELABUHAN), and (3) policy and institution (LEMBAGA).  The result of this study indicated that the tuna business is a very high risk business.  Government policies which contribute a little support to the business cause a big impact for the business continuity.  There is only a few number of fishing port that could support the tuna business in this region, namely PPS Cilacap and PPN Palabuhanratu.  The development strategic analysis by using interpretative structural modeling technique resulted seven elements which playing an important role for succeeded the system.   Key words: system design, development, fisheries, tuna, South Java Waters

Abstract

Fisheries management ideally could prevent the occurrence of overfishing which nowadays has occurred globally, including in Indonesia.  On the basis of fishing status and biology of skipjack tuna, as well as analysis of relationship between sea surface temperature and chlorophyll-a with skipjack tuna catches,  the fisheries management should implement zoning regulation. The north zone was suggested to be prioritized as a conservation area for protecting skipjack juvenile (< 46,5 cm FL) from fishing activity.  The middle and south zones were suggested to be fishing area where sustainable fishing is applied.  The Application of these regulations has an implication on total allowable catches from Bone Bay.  The number has lower value than the previous MSY and F-opt values.  Number of skipjack tuna which was allowed to be caught in the north zone is 573 ton yr -1 , in the middle zone was 5,820 ton yr and in the south zone was 2,210 ton yr -1 .   Overall, the value of allowed number of skipjack tuna catches in Bone Bay was estimated to be 8,600 ton yr effort per year is equivalent with 5,376 operational trips from pole and line boats.   -1 with fishing-1

Abstract

Jakarta is the capital of the state whose condition is very dense; to meet the requirement of land for the development and expansion of Jakarta, the reclamation of Jakarta Bay was planned. In addition to overcome the limitations of the land, reclamation activities will also be able to play a very important role in the rearrangement and can give a distinctive character to the area Ancol Beach.   One of the activities affected due to the reclamation of Jakarta Bay is a fisheries activity.  Fishermen in the Bay of Jakarta actually have shown opposition to reclamation, so the control of ongoing projects and activities related to dredging is necessary to ensure that the impacts are very minimal impact on fisheries and aquaculture activities. It was required a study of the impact of reclamation on fisheries  activities and fishermen adaptation.  The objectives of this study are (1) to understand the knowledge and acceptance of the fishermen to the reclamation activity, (2) to understand the fishing community's perception of the impact of reclamation and (3) to understand the patterns of adaptation of the fishing communities due to the reclamation.  Desktop study and interview were conducted to collect the data.  Calculation of composition and GIS analysis were conducted to analyze the data.  The level of knowledge of fishermen in Cilincing, Muara Angke and Muara Baru on reclamation activities showed a low level of knowledge.  Sedimentation during the reclamation process is a major concern to the fisheries. Some fishermen said the reclamation had no impact on the fishing areas. Fishermen will keep trying to catch fish even have to move their fishing areas or have to move their village.Keyword: reclamation, Jakarta Bay, fisheries, fisherman
