The border region of a country has a strategic value to support national economic growth. Regional development is an effort to encourage harmonious regional development through a comprehensive approach that includes physical, economic and social aspects.Development of border areas is carried out by utilizing existing resources, especially local resources. These resources include human resources, local social culture, and also natural resources. Considering that most of the border areas are conservation forests and natural reserves that need to be protected, the development of border areas must be adjusted to the carrying capacity and the capacity of the environment.Border areas are generally areas that have vulnerabilities. However, one of the ways to overcome the vulnerability is actually to develop economic potential through investment activities in the friend so that interaction between the neighbors of the two neighboring countries occurs but still must pay attention to the applicable regulations. The security approach views border areas as areas that are in direct conflict with other countries so that there needs to be oversight of security to maintain the integrity of a country. The security approach will see the border region as an area that has strategic value for national interests in accordance with its function in national defense and security.

Indonesia is a country that has contracted Coronavirus Disease 2019. The status of an archipelago and borders with ten countries at sea and three countries on land borders makes Indonesia must be extra hard to become its border region so that other citizens do not carry the virus transmission through the borders of Indonesia. Preventing management at the National Entrance (Airport, Port and PLBDN) in anticipation of COVID-19 includes the following aspects: Early detection of suspected travel perpetrators; Interview and anamnesis of the sick Traveler to ascertain the possibility of COVID-19 symptoms in the examination room; Reporting cases of Travel Actors suspected of contracting COVID-19 to PHEOC; Refer for isolation of Travel Actors suspected of contracting COVID-19 to the referral hospital using ambulances that match the criteria; Health quarantine in transports and items suspected of being exposed to COVID-19.

Recognition and protection of human rights is one of the characteristics of a rule of law. The State of Indonesia is a state based on law in accordance with the provisions of Article 1 paragraph 3 of the 1945 Constitution "The State of Indonesia is a constitutional state". Human rights are basic rights or citizenship that are inherent in an individual since he was born by nature which is given directly by God Almighty which cannot be deprived and deprived of its existence and must be respected, upheld, and protected by the state, law, government and everyone. for the honor and protection of human dignity. Apart from that, Indonesia is obliged to carry out protection and enforcement of human rights for its citizens because Indonesia has implemented international agreements in matters of human rights enforcement.

Trilogi konsep kedaulatan negara secara kumulatif, yaitu aspek yuridis (faktor konstitusional), sosiologis (faktor penerimaan) dan filosofis (faktor isi) dalam penerapan ICESCR di Indonesia. Efektifitas pelaksanaan hak dan kewajiban hukum dari ketentuan Hak Asasi Manusia Internasional (HAMI) ditentukan oleh seberapa besar timbangan kepentingan nasional dan daya tahan nasional dalam ketiga rejim hukum tersebut. Konsekuensi hukum dari pernyataan terikat dalam sebuah perjanjian atau suatu ketentuan HAMI adalah negara pihak selain berhak untuk menikmati semua hak-hak yang disediakan juga wajib untuk memenuhi semua kewajiban-kewajiban yang terlahir dari perjanjian tersebut. Prinsip ini dikenal dengan “pacta sunt servanda” bahwa suatu perjanjian yang dibuat secara sah akan berlaku sebagai undang-undang bagi mereka yang membuatnya dan tidak dapat ditarik kembali selain dengan kata sepakat dari para pihak. Elaborasi dan relevansi konsep kedaulatan negara terhadap pemenuhan kewajiban ICESCR memiliki pola dan kecenderungan hukum yang sam dengan dengan domestifikasi dan penundukan diri Indonesia pada instrumen hukum HAMI, yaitu pada Kovenan Hak Sipil dan Politik 1966, Konvensi Internasional Penghapusan segala Bentuk Diskriminasi Rasial 1965, Konvensi Penghapusan Segala Bentuk Diskriminasi terhadap Perempuan 1979 dan Konvensi Anti Penyiksaan tahun 1984.

The purpose of this study is to provide legal protection to the ethnic Rohingya, with the ASEAN Charter and the establishment of the ASEAN Intergovernmental Commission of Human Rights will strengthen the instruments in protecting human rights in ASEAN. Philosophically with the establishment of the ASEAN Intergovernmental Commission of Human Rights, member countries would prefer a regional settlement to an international one. Regional settlements were chosen because the rules are adapted to regional conditions. This ASEAN Intergovernmental Commission of Human Rights needs a strong foundation and position to be able to give a reprimand. Rohingya is one example of ASEAN's failure to guarantee human rights in the region. If this conflict cannot be resolved, of course, it is possible that future human rights violations will occur again. This research is a normative juridical study, the ASEAN Intergovernmental Commission of Human Rights is obliged to provide protection to ethnic Rohingya because the violation occurred in the Southeast Asia region and it is time for ASEAN member countries to give strict sanctions to Myamar due to the behavior given to the Rohingya ethnicity. The principle of non-intervention contained in the ASEAN Way will always be a barrier for ASEAN member countries in providing protection to ethnic Rohingya in Myanmar, but ASEAN member countries must continue to persuade Myanmar to respect every human right without exception. and ask for help from the international community to pressure Myanmar to stop persecuting the Rohingya.

Penelitian ini bertujuan untuk mengetahui perlindungan hukum yang diberikan oleh negara kepada warga negaranya khususnya di wilayah perbatasan antara Indonesia dengan Malaysia berkenaan dengan hak pendidikan yang diterima oleh warga negara Indonesia. Metode penelitian yang digunakan ialah menggunakan penelitian hukum yuridis normatif. Hasil penelitian menunjukan bahwa hak-hak warga negara Indonesia khususnya tentang hak pendidikan telah diberikan dalam undang-undang Republik Indonesia, dan diatur di dalam undang-undang hak asasi manusia dimana setiap warga negara diberikan hak pendidikan dan hak pekerjaan di wilayah kedaulatan Indonesia, bahkan Bangsa Indonesia telah meratifikasi peraturan Internasional The Universal Declaration on Human Rights (UDHR) 1949, The International Covenant on Economic, Social and Cultural Rights (ICESCR)1966 dan dalam The Convention on The Rights of The Child 1989 yang seluruhnya memberikan perlindungan hukum kepada setiap warga negara di dalam memperoleh pendidikan. Jadi pemerintah pusat wajib memberikan hak pendidikan kepada seluruh warga negara yang ada di wilayah perbatasan tanpa terkecuali karena hal ini merupakan amanat konstitusi Indonesia.

The opening of access to education for all citizens is a conditio sine qua non value of freedom and justice. As long as there are citizens who cannot get access to education, even though at the most basic level, the state is the agency most responsible for this injustice. Without the guarantee of these basic needs, citizen participation in a democratic climate that allows for upward social movements to be far from expectations The elimination of discrimination should be done by providing the widest opportunity for every citizen to get an education, so that cheap schools, even free, will be created for all the people without exception. Therefore the government is required to be able to be fair by providing equal opportunities for every citizen to take education (formal) and be able to protect and guarantee the rights of citizens, especially for those who are financially incapable so that they can continue to receive proper education.

Community has played central roles for initiatives of the Local Resilience Action Plan (LRAP) toward Yogyakarta as Resilience Climate City (CRC) since 2012. This paper aims to find out relevance of community participation using the Catholic Church and Islamic Youth organizations participation as the model for dissemination and education on CRC as part of global agenda for achievement of the sustainable development goals. This paper is a empirical legal research conducted through an extensive and in-depth analysis of relevance legal data, i.e. primary and secondary data. At the end, they were completed through in depth analysis of legal logic to sustain their correlation and attribution to the said indicators of availibility, accessibility, adaptability and acceptability based on localities’ contexts and perspectives in Yogyakarta city. This paper reveals two conclusions. First, Catholic Churches and Islamic Youth Organizations in Yogyakarta city have played role to educate and to disseminate CRC through its internal Church guidance of the arch Bishop of Semarang manifestation 2035 and intended speech from Islamic leaders. Secondly, internal driven motivation is one of fundamental Christian values has been effective to continuously manage house hold wastes, increase green Catholic life style, and to map potential climate vulnerabilities.

Kewajiban negara berkaitan dengan HAM adalah untuk melindungi, memajukan, memenuhi dan menghormati. Berkaitan dengan hak atas pendidikan kewajiban negara tersebut berkaitan dengan segala upaya agar hak tersebut dapat dinikmati oleh semua orang tanpa diskriminasi atau memerangi semua ketidakadilan yang ada dalam mengakses dan menikmati pendidikan. Kewajiban negara ini dapat diwujudkan melalui pembuatan peraturan-peraturan ataupun cara-cara lain untuk memajukan persamaan kesempatan dan perlakuan dalam pendidikan sebagaimana ditetapkan dalam Konvensi Melawan Diskriminasi dalam Pendidikan yang disepakati oleh Konferensi Umum UNESCO pada tanggal 14 Desember 1960. Dengan kebijakan pemerintahan saat ini yang ingin memulai pembangunan dari wilayah perbatasan dan wilayah terluar semestinya kondisi pemenuhan hak atas pendidikan bagi masyarakat di wilayah perbatasan menjadi salah satu prioritas. Dengan demikian diperlukan sebuah kajian untuk mendapatkan gambaran mengenai politik hukum dan kebijakan negara dalam memenuhi hak atas pendidikan dasar dan menengah bagi masyarakat di perbatasan Kalimantan Barat dengan Sarawak.Analisis situasi dan kebutuhan terhadap pemenuhan hak atas pendidikan dasar dan menengah di wilayah perbatasan negara di ProvinsiKalbar perlu dilakukan secara menyeluruh terhadap kebijakan, program, kegiatan dan pendanaan dalam pemenuhan hak atas pendidikan.

Border governance is a necessity for Indonesia as an archipelagic country bordering maritime and / or land with other countries. Indonesia is located geographically between two continents and two oceans and no less than 17,504 islands. the border region has a very strategic multifunctionality. Politically, border areas provide legal certainty for internal and external sovereignty, both in the context of managing government administration and applying national law and in engaging with other countries. The existence of clarity of this border region will also provide legal certainty for a country for the utilization and management of natural resources contained in its territory for the benefit of the prosperity of the whole community. Border management must also be aimed at the prosperity of the people, especially those living on the border. The development of socio- economic activities to improve the socio-economic well-being of people at the border is very important because it will directly and indirectly strengthen the security aspects at the border. As a & quot;front page & quot; the creation of prosperity at the border will contribute positively to the conditions of security and defense, both regionally and nationally.
